Utkin has this thing about being shot at that makes him bitchy. The state of the Michaelean Armed Forces is rather shoddy at the moment, which is a well-guarded state secret for the moment. Attempts at reforms have ended disastrously as the nation lacks a good deal of modern equipment and tactical knowledge to stay up to date. In a normal military, Utkin probably would've been discharged before reaching an officer class. Fortunately for him, he knows how to kiss ass and bluff like a poker player.
King Fyodor (the former ruler of St. Michael) and his father were backed by the CIA, so when he was ousted St. Michael lost American support and obviously Putin isn't going to keen to the idea of an independent Russian state besides his own, so that's the support of two of the world's biggest military suppliers. Add their allies and St. Michael is pretty much a "rogue" backwater, and due to it's location has few friendly relations with the outside. Essentially their forced into isolationism as most of the world has pretty much cut them off.
As you can imagine, an city-state an island in the North Pacific wouldn't really have the resources for a powerful industry either, so that leaves domestic production out of the question. Tbh, the country has a pretty mediocre economy. Still, they don't have too many problems other than an outdated military which still uses weapons from the 80s. Militarily they're barely better than North Korea.
That is precisely why Utkin is out here to begin with, to understand how modern militaries engage one another and how they utilize their technologies. Unfortunately - as he dialogue indicates - he isn't the best man for the job, and his assignment is more of a punishment for banging the daughter of one of his superiors. Thus whether he'll succeed or not is entirely left to chance, though if Emir McCarthy keeps up his shenanigans then Utkin might not make it home at all.
