Utkin has this thing about being shot at that makes him bitchy. The state of the Michaelean Armed Forces is rather shoddy at the moment, which is a well-guarded state secret for the moment. Attempts at reforms have ended disastrously as the nation lacks a good deal of modern equipment and tactical knowledge to stay up to date. In a normal military, Utkin probably would've been discharged before reaching an officer class. Fortunately for him, he knows how to kiss ass and bluff like a poker player.

King Fyodor (the former ruler of St. Michael) and his father were backed by the CIA, so when he was ousted St. Michael lost American support and obviously Putin isn't going to keen to the idea of an independent Russian state besides his own, so that's the support of two of the world's biggest military suppliers. Add their allies and St. Michael is pretty much a "rogue" backwater, and due to it's location has few friendly relations with the outside. Essentially their forced into isolationism as most of the world has pretty much cut them off.

As you can imagine, an city-state an island in the North Pacific wouldn't really have the resources for a powerful industry either, so that leaves domestic production out of the question. Tbh, the country has a pretty mediocre economy. Still, they don't have too many problems other than an outdated military which still uses weapons from the 80s. Militarily they're barely better than North Korea.

That is precisely why Utkin is out here to begin with, to understand how modern militaries engage one another and how they utilize their technologies. Unfortunately - as he dialogue indicates - he isn't the best man for the job, and his assignment is more of a punishment for banging the daughter of one of his superiors. Thus whether he'll succeed or not is entirely left to chance, though if Emir McCarthy keeps up his shenanigans then Utkin might not make it home at all.

I don't think it's ever been truly established whether or not it was actually done.
There's evidence to support both sides; however, the accounts that are incredibly gruesome that were written are probably wrong.

Actually, Yughana is surprisingly anti-Christian, though Emperor Tadenikawo XII is considered to be a god king.

The stae religion is Irinajtism, a sort of fetishist cult common on the more coastal parts of the nation (and actually originated from the island kingom of Tyo), though majority practice folk beliefs, voodoo and ancestor worship. Christianity is outlawed though there is a growing number of converts, with some in high positions of power. Cannibalism is rare on the coast but quiet acceptable - in the old days, it was quiet a common tradition to absorb the warrior spirit of your fallen enemies by eating their heart. It is far more common inland, where everyone depends on subsistence farming, infrastructure is non-existant and everyone has 20 children.

EDIT: In addition, the interior is essentially lawless and is dominated by warring tribes and militias. Barbaric tribes deep within the vast and unexplored Yughanan jungle regularly attack nearby villages and kidnap farmers.

i have 15 carriers, and 50 allied carriers that i could use. i also have an island base close by.
and by amphibious tanks, i mean they can go from the base to he beach on their own. sonar has found a usable path to the beaches we plan to attack. and any blood eagles will be considered a war crime, but not to the point of war. after all, i use VX gas, R.I.P. bullets(sometimes), and i often publicly lynch war criminals and serial killers.
the cannibalism is a culture thing, so Serpenteum and president Beauregard accept this. hell, the Makahuna tribe still practices cannibalism.(murder of our civilians is prohibited, as they understand. they carry out rituals or wars to get victims.)

The regent may also decide to poke the individual nations if he doesn't get a response. Amphibious tanks don't go underwater. They float, like a boat.
And the deepest a modern tank can go underwater is I think 4 meters without a snorkel.
