President Damir Agapov read through Cao's draft. Finding it satisfactory, he spoke up.

"We approve of the Aininian proposal in regards to human rights."

Now, all Agapov hoped for was Uspelevičius to approve that and throw it into the draft, so there can be something without totally pissing off the Aucurian electorate.

"His Most Serene Majesty sees no need to voice objection to the proposal." It was ultimately based off her own draft, after all. She would also prefer to have lunch sooner rather than later.

The President-General reviewed Cao's draft. It was less vague than the one proposed by his Tuthinan counterpart, but it did not explicitly mention displaced persons, non-governmental organizations and others that Uspelevičius wanted to bring up. Still, it was more acceptable than the regent's draft, which would only make any abuses committed by regimes like Tuthina's less unjustifiable.

For some reason, Uspelevičius himself no longer seemed that enthusiastic about continuing the discussion on human rights. It was as if the endless debate between vastly differing perspectives on human rights had finally worn the Aucurian president out and brought him to reality. Or maybe he, like everyone else, wanted the discussion to end so he could get lunch. Antelope admittedly felt the same way.

He took another sip of water before turning his microphone back on.

"Mr. President, this is a good draft overall. While it may still acknowledge the link between differing cultural perspectives and differing perceptions of human rights, it adequately reflects the consensus here that the promotion of liberty is indispensable to the noble human pursuit of happiness. I have no objections, and I recommend that President Uspelevičius accepts the draft as well, since it clearly enjoys more support than past drafts."

"Alright, it appears that we have come to an agreement," Uspelevičius declared. It was not the agreement he had quite hoped for, but it was nevertheless something. "If there is no further opposition or disagreement, then we can dismiss for lunch."

With the second lunch of the summit over, the delegates returned to the Green Room for the final negotiations of the summit. Uspelevičius was beginning to grow weary of dealing with the leaders of the world, and was eager to bring the summit to a close. As the guests settled into their seats, he once again clicked on his microphone to begin discussion- but this time, for the final topic of the summit.

"Well, ladies and gentlemen," Uspelevičius said, grinning, "I am glad to say that there is only one more topic of discussion before us: the creation of the so-called International League."

"I am sure everyone in this room is aware that the International League was proposed last summit to replace the Organization of Esquarian Nations, which has struggled severely in its stated goals. While the OEN did call a plenary session in March where the issues facing that organization were discussed, no real progress was made on implementing the International League, on building its institutions and determining its organization, and no formal treaty was ever signed. On top of that, no real progress has been made on the topic since the end of the OEN's plenary session."

"All of us attending the Esquarian Summit now has an opportunity- and, it could be argued, a responsibility- to try and bring about the implementation of the International League. We were the ones who began the discussion on this topic, and it is my hope that we will once again be able to spur efforts to bring about its creation."

"Once again, I would like to present a draft proposal to this summit:"

ON THE INTERNATIONAL LEAGUE

1. The attendees of the Fourth Esquarian Summit recognize the importance of the goals of international peace and cooperation, and the regional need for an organization whose primary function is to turn these goals into reality. They further recognize that the agreement made at the Third Esquarian Summit regarding the creation of an “International League”, to succeed the Organization of Esquarian Nations, marks a major step towards implementing this goal, but that the creation of the “International League” has unfortunately stalled since.

2. The Summit hereby once again calls for the formal creation of the “International League”, an organizagtion whose goal shall be to promote international cooperation, act as a global mediation and peacekeeping body, improve global living conditions, and protect the common heritage of all Esquarians.

3. The Summit urges the broader international community to take action in formally chartering and establishing this “International League” as soon as possible.

"Are there any comments, objections, questions, or responses in relation to this draft?"

[Luziyca]

"The Christian Republic has no objections to the draft as it currently stands," Agapov said.

"His Most Serene Majesty has no objection to this."

Well, I believe that ends it, Uspelevičius thought. Somehow, the summit hadn't imploded, and they'd actually produced a declaration. It was weaker in some areas than he would have liked, but so many people had predicted that the summit would end in failure, so it was gratifying to have anything come out of it.

"Alright." Uspelevičius stood up, smiling. "We're almost finished. Now all we have to do is determine which city will host next year's Esquarian Summit."

"There will be two rounds of voting. In the first, all candidate cities can be voted for. The two candidates with the highest share of votes will then advance to the second round, while the other candidates will be disqualified. In the second round, the candidate with the highest number of votes will be declared the host of the 2018 summit. The three host cities for the 2018 summit are: Feniksgrad, Luziyca; Zacapatu, Karazawa; and Baiqiao, Xiaodong."

"Having introduced the candidates," he declared, "voting shall now begin. The Aucurian Republic casts its vote for Feniksgrad, Luziyca."

"Senria casts its vote for Zacapatu, Karazawa," Nisimura said.

"The Aininian Republic votes for Feniksgrad, Luziyca."

"The Federal Republic of Cortoguay casts it vote for Feniksgrad, Luziyca," said Jaramillo, speaking into the mic.

The President-General spent some time reviewing the bids for the 2018 Summit. He was surprised to find that the choice wasn't too difficult to make - if word got out that he had voted in favor of Namor's greatest enemy, other leaders in the Liberationist Party (not to mention the voters) would never let him hear the end of it. Baiqiao wasn't a totally unacceptable choice, except the President-General would have difficulty explaining why he supports giving the summit to a country that wasn't too friendly to Namor - at least in public.

"Namor appreciates the effort the candidate cities and their respective countries put into promoting themselves ahead of next year's summit. But we believe that of the three cities, Zacapatu is best positioned to host this summit. Therefore, Namor casts its vote for Zacapatu, Karazawa," he said before turning the microphone off.

"The delegation of Montecara casts its vote for Feniksgrad, Luziyca."

"The Rifati Republic casts its vote for Zacapatu, Karazawa."

The Oelian Federation votes in favour of its dearest ally, that means Karazawa and the city of Zacapatu."

"Alright, I think we can call an end to the first round of voting. By my tally, the votes are as follows: two votes for Baiqiao, five for Feniksgrad, and eight for Zacapatu."

"With the fewest votes by far, Baiqiao is eliminated, while Feniksgrad and Zacapatu advance to the second round. The city that gets the most votes this round will win the right to host the 2018 summit."

Nisimura could not help but smirk as Baiqiao was eliminated from the running. He returned his face to a neutral diplomatic expression, however, as he turned on his microphone to cast his vote in the second round.
