What if, at the time of judicial deliberation, three nations are selected at random from the non-involved members of the league to put forth judging officials? This would reduce the risk of bribery, as the judges identities would not be known until after they are summoned to the International District and put under heavy surveillance. This would also do away with the unnecessary complication of elections. "

Resolution 1
The Assembly of the League of the Western Isles
The Assembly,
Recalling the Charter of the League of the Western Isles, specifically Article 8 which calls for the establishment of an International Court of Justice.
Desiring to give effect to this article, and create said court.
Therefore mandating;
1. The International Court of Justice shall be created, and shall be seated in the International District.
2. Whenever any case shall come before the court, three judges shall be chosen at random from among the members of the League, one per nation.
3. The same nation shall provide judges to serve on consecutive cases.
4. The jurisdiction of the court is outlined in Article 9 of the Charter, and includes disputes concerning the interpretation of a treaty, any question of international law, or the existence of any fact which would constitute a breach of any international obligation, or the extent and nature of the reparation to be made for any such breach.
5. Nations may bring other matters before the court other than those listed above.
6. The prosecution of individuals for violations of international law, including war crimes and crimes against humanity, is also in the jurisdiction of the court.
