Fonzie finally enters the room with containing the other delegates. "Sorry ladies and gentlemen, what have I missed?"

Xavier glanced over at Anara, who seemed to contemplating her options. After a moment, she stood, her voice clear and strong. "It seems to me that all members of the League should provide a justice to the League, to ensure Impartiality. No nation should have its own justice overseeing a case concerning it, after all."

"I agree with the delegate from Verdon," said Garnier, "simplicity and efficiency should be the goal. So I must respectfully disagree with the suggestion from the delegate from Jaamar. I propose that we limit the number of judges to perhaps three, elected by the assembly in somewhat frequent elections. I further suggest that no nation may have more than one judge at a time, and that no nation may have two judges serve in a row, to ensure rotation of nations represented on the court."

"Very good, Monsieur. However the Jaamar delegate has reasonable concern over the impartiality of judges."

"What if there were not standing body of judges? What if, at the time of judicial deliberation, three nations are selected at random from the non-involved members of the league to put forth judging officials? This would reduce the risk of bribery, as the judges identities would not be known until after they are summoned to the International District and put under heavy surveillance. This would also do away with the unnecessary complication of elections. "

"An excellent solution, Monsieur Monteils. I believe that would help ensure impartiality," Anara said, with a slight smile. Xavier nodded to himself, checking his notes.

"Seeing as many of us agree on Verdon's proposal, I present this resolution to that effect. I move to vote on said resolution." said Garnier.

The Assembly of the League of the Western Isles

The Assembly,

Recalling the Charter of the League of the Western Isles, specifically Article 8 which calls for the establishment of an International Court of Justice.

Desiring to give effect to this article, and create said court.

Therefore mandating;

1. The International Court of Justice shall be created, and shall be seated in the International District.
2. Whenever any case shall come before the court, three judges shall be chosen at random from among the members of the League, one per nation.
3. The same nation shall provide judges to serve on consecutive cases.
4. The jurisdiction of the court is outlined in Article 9 of the Charter, and includes disputes concerning the interpretation of a treaty, any question of international law, or the existence of any fact which would constitute a breach of any international obligation, or the extent and nature of the reparation to be made for any such breach.
5. Nations may bring other matters before the court other than those listed above.
6. The prosecution of individuals for violations of international law, including war crimes and crimes against humanity, is also in the jurisdiction of the court.

"A motion to vote has been put forward." said Secretary General Jauffret from the dais. "A majority vote shall be necessary to pass the motion and then vote on the resolution itself. I will not hear a second?"

Speaking up verbally this time as apposed to judging glances around the room he stated "We agree with the resolution and support it"

'The Lithuanian Commonwealth fully supports this resolution," said Osvaldas.

"As does the Democratic Republic of Jaamar," Anara said. Xavier, by this point, was fairly confident in her ability to represent Jaamar to the League.

"The voting period has elapsed, there are 8 votes in favor of moving to vote, none against, the motion carries." said SG Jauffret, with a bang of the gavel.

"Before we move to voting, I wish to inform the Assembly of several matters. Firstly, the nations of The United Merchants Coalition and Alantania have informed the Secretariat of their agreement with the Charter. As these are both Annex II nations, they have been admitted to the League. Additionally, the nation of Dutchland-UK-Prussia has formally applied for admission. As it is not an Annex II nation, this will have to be approved by the Assembly, and is the next matter on the docket."

"We will now proceed to voting on Resolution 1. Please vote nay, aye, or abstain. A two-thirds majority shall be necessary to pass the resolution."
