1. Where did you get the idea?

The idea was created for the Hutanjian War RP, that started some years back. OOCly, we had players keep dropping out for various reasons, as most RPs do. I came up with this idea to boost both IC manpower and technically trained personnel, both of which were in short supply for the Cardwith Islands in their fight for independence from Hutanjia. ICly, Falkasia, the main benefactor for the Cardwiths, was unwilling to escalate their commitment and possibly the war beyond the Wishton Sea. It was originally a proxy war, and so both New Edom (Hutanjia’s backer) and Falkasia kept their involvement limited. We had some other backers of Hutanjia who shall go unmentioned, but it was far more support as opposed to the socialist cause of the Cardwithians.

We could control the ISVC troops in an NPC manner without worrying about another player continually forgetting to post or bailing on the RP. The Cardwiths won their independence. The ISVC involvement was total - not just small units and advisers, but ships, whole squadrons and armored brigades fought for the socialist cause. This will not always be the case, but it was for the Hutanjian War.

2. Is this like a peacekeeping force?

Well, the ISVF might use that angle to send troops and support to a trouble spot, but in truth, they are there to fight for the Marxist cause first, and enforce peace secondly, if it is in line with the ideological goal of a socialist revolution or in order to protect a socialist government from an ideological, reactionary or revisionist enemy. A lot of missions of the ISVF require either the CAIF program or the humanitarian group (ISHC) before the full conventional military forces are deployed into an operation.

3. Who has ultimate IC control?

The International Socialist Congress via the Commissar of Revolutionary Action has control over ISVF deployments. The Central Committee leads the ISC. When the ISVF is involved, that means the ISC has decided to become involved in a political issue or conflict.

Control of the ISVC (now called the ISVF) switched from Cardwithian control to ISC control in 2015, at the close of the Hutanjian War.

4. What is a CAIF (Team)?

The CAIF (Corps Advisory Implementation Force) program was started as a way for the ISVF to send advisors and scouting personnel to a hotspot without immediately committing large scale expensive deployments and also to stay off imperialist/capitalist radar.

CAIF teams can range anywhere from a dozen to a few hundred personnel with wide ranging military and civilian skills. A CAIF survey team has the job to assess if a larger scale conventional military deployment is necessary, which in most cases it is not, or if humanitarian units or smaller special operations from contributing ISVF parties would accomplish a mission.

5. Why can’t I control my own troops?

Players drop out of long term commitment RPs, and often their effort towards RP doesn't meet our standards. Various commanders for ISVF missions will be appointed by the CC, who will control their action.

6. What if my nation is virulently anti-Marxist, but there are left wing groups that wish to send volunteers against the policies of my government?

Yes, we will take them into the ISVF.

7. What if I don’t want my troops to serve in the same division or group as such and such nationality?

We will take such requests into account, but no promises. We are all socialist brothers and sisters, after all.

8. What if my contribution of volunteers hold all different ideologies, some of them not so left wing?

If they are willing to work together and for the greater Socialist Cause, we will accept them.

9. What if I’m not a left winger in RL?

Not really a problem. This is NS. You don’t actually have to have the same ideology as your nation or groups that originate from it. You don’t have to be able to be knowledgeable about socialist doctrine, either.

10. What if I don’t want my ISVC contribution to participate in a particular RP?

Just TG me if that is the case.

11. I want to fight the ISVF/ISC. Will you fight me?

Make a quality RP. Come up with a good premise for why the ISVF would join in, then contact us and we’ll consider it.

12. What do I get out of this if I don't get to RP my contribution?

There will be opportunities to do that, but in the meantime, we are grateful for your contribution whether you control them in a thread or not.
The benefit to you, the contributor, is that you get to claim this as national background/character canon and perhaps some bragging rights. Plus, helping the cause of world socialism, of course.

Appointment
Commander of Revolutionary Forces

Noting that the position of Commander of Revolutionary Forces is currently vacant. The current Acting Commander is Joffard Tozimbga of The Cardwith Islands. The ISVF has not seen any combat roles under his Command thus far, though he has succeeded in maintaining the organization. It is established that following the First International Socialist Congress Central Committee Election, it is expected that the new Commissar of Revolutionary Action would appoint a Commander in Chief of the International Socialist Volunteer Forces or ISVF. So far there has been only a single request for the assignment. This individual is the current Acting Commander, Joffard Tozimbga. Without a Joint Forces Chief, the International Socialist Congress is incapable of effectively dealing with threats to its members and socialist groups across the world.

Realizing that Acting Commander Joffard Tozimbga is a talented and dedicated socialist military commander, having previously served in the Cardwithian War of Independence from Hutanjia. During the aforementioned conflict, Commander Tozimbga proved effective in both conventional and guerrilla warfare. He also showed great prowess in motivating both rural and suburban socialists to commit to overthrowing their oppressors. This aforementioned quality will be especially useful to the ISVF, as many modern-day conflicts are between socialist irregular groups and reactionary forces. He is more experienced than any other potential candidates, who may be unwilling or incapable of taking the post if appointed.

Understanding that the International Socialist Volunteer Forces will be more effective in responding to threats with an appointed Commander in Chief. Currently, ISVF response time and deployment are hindered without a long-standing commander. Because Joffard Tozimbga is already established in ISVF HQ, it will be optimal to allow him to formally take on the duties of Joint Forces Commander. His prior combat experience and natural aptitude for command make him overly fit to fulfill the duties as overall Commander of the ISVF. Additionally there are multiple deputy-commander positions that can be fulfilled and it would be easiest for Tozimbga to appoint them as he oversaw the integration of many candidates into the Forces.

With the prior points understood, Acting Commander Joffard Tozimbga is formally appointed as Joint Forces Commander of the International Socialist Volunteer Forces (ISVF). His responsibilities as dictated by the Congress and the Commissar of Revolutionary Action shall include the following;

->1) The Incorporation of potential ISVF Units following an application approved by himself or the current Commissar of Revolutionary Action. This incorporation should be done in a timely and realistic manner.
->2) The Deployment and and Commanding of ISVF units following a bill of Intervention or Support written or signed by the Commissar of Revolutionary Action and subsequently approved by the Central Committee.
-->a) The JFC may circumvent the waiting for a drafted bill by requesting emergency military involvement from the Central Committee through the Commissar of Revolutionary Action. If emergency military involvement is granted by the Central Committee, a bill does not have to be drafted formally for the ISVF to be deployed or for support to be given. If the emergency measures are granted by the Commissar of Revolutionary Action then a bill must be drafted by the Commissar of Revolutionary Action even if the operation/action has concluded.
->3) The promotion of Deputy Commanders in order for the JFC to fulfill his duties if he himself cannot do so. The aforementioned Deputy Commanders may assist the JFC in fulfilling his duties and leading the ISVF.
-->b) The appointed deputy-commanders may be the commanding officers of units within the ISVF, however they may only be appointed if a suitable replacement is found. Deputy Commanders may not relegate all their duties to a lower ranked officer, and must remain with their unit for as long as they are listed as the unit acting CO.
->4) The replacement of damaged or lossed ISVF equipment.
-->c) The JFC may request funds from the International Socialist Congress in order to restore lost, damaged or unusable equipment. This may include but is not limited to Naval Ships, Aircraft, Small-Arms, Medical supplies, Artillery, Mortars, Sandbags and Ammunition. Approval may be granted by the Finance Commissar. If the Finance Commissar is unavailable, then the JFC may request the funds through the Commissar of Revolutionary Action.
->5) Keeping discipline, military readiness and training within the ISVF.

The Joint Forces Commander's terms will last until any of the following events:
->The JFC is relieved of their command by either the Commissar of Revolutionary Action or the Chairman of the ISC
->The JFC is rendered unable or unwilling to fulfill their responsibilities, or otherwise deemed 'unfit for command'.
->The JFC chooses to step down and is able to find a suitable replacement to fulfill their responsibilities
->The JFC is convicted by a special court convened by the Commissar of Justice for a high crime such as Treason or Murder

Field Marshal Joffard Tozimbga

Joffard Tozimbga grew up near the docks of Bala Vaga, The Cardwith Islands. His father, a fisherman, died when he was young, and his mother left him with older relatives as she tried to make a living to support him and his siblings by working the streets. His older siblings fell into criminal activities to also support the younger ones in the family.
Joffard learned to fight to survive most of his life, and by the time he was of conscription age, he was faced with the same choice as most of the youth from his neighborhood: Life in the military, or in a smuggler gang. Like many of his peers he chose the military path, but unlike most, he did not opt for the navy, but rather the army. Before he could sign his name to the dotted line to enlist however, an uncle reached out. The uncle did not wish to deter him from the army, but to improve upon that choice.

Joffard started his career in the Royal Hutanjian Army with a rare commission for a young ethnic Cadugu (Cardwithian) like himself, after attending the military academy at Vesselle, sponsored by that uncle, Colonel Hopson Tozimbga. Hopson had also made it out the same way from the hardscrabble life. Joffard earned several merits and was an exemplary Lieutenant. All that changed on one fateful day. During a riot in Tarpon Bay in 1994, he refused orders to fire on civilians. An arrest warrant was issued.

Captain Tozimbga stayed ahead of the MPs, escaping and finding his way to the UFF. He taught the rebels military tactics and in return, was indoctrinated as a full socialist. Seeing the Hutanjian occupation for what it was, Tozimbga became as exemplary a fighter in the new underground socialist army as he’d been in the King’s Hutanjian ranks. When his uncle Hopson was stripped of his rank, jailed, and starved for his nephew’s crimes, it only steeled his determination.

As the UFF ranks swelled, the leadership realized a need for a future army beyond the ragtag guerrillas waging the asymmetrical war. With other rising Cardwithian military leaders like Dweganu, Nuvagku, and Pobagsa, Tozimbga helped to shape what would become the Cardwithian People’s Army. As the first open battles were fought in 2010 between the fledgling Cardwithians and the RHA, it was Tozimbga who created and pushed the campaign in Nesselberg to take the fight to the enemy and besiege their largest base at Vesselle, rather than focus on the Hutanjian garrisons back in the home Cardwithian islands.

Post-independence, it was apparent that the ISVC was in the world to stay, and that the Cardwithians who had a large hand in creating it, needed to represent their leadership of the organization into the new dawn of socialism. General Joffard Tozimbga was tasked to take over the military arm of the ISC, while Dweganu, Nuvagku, and the others stayed back to continue to shape the CPA.

During his tenure, he has successfully led the Revolutionary forces to liberate the People’s Republic of Gahana (breaking away from Jaragupta), and in several smaller actions that have supported socialist parties under fire, either from reactionary rebels, or reactionary and imperial governments out to eradicate them.

Joffard has served under three Commissars for Revolutionary Action, but it was under the Vionnan, Henry Perkins, that he found a solid partner in shaping the international force to be able to project great power to every corner of the globe. Under Chairman Obelanka’s direction, the ISVC has brought both power and compassion to open up more doors to socialism.
With the delineation of the branches of the Revolutionary Forces, he has accepted a promotion to Field Marshal from General in order to reflect his elevated command status over the other commanders of the branches.

Air Commander Erischoko Taischi

Commander Taischi was submitted by the Janpian socialist party delegation as a candidate for commander of the ISVAF. He was accepted and appointed with much confidence by Commissar Perkins and Joint Chiefs Commander Tozimbga to guide the reformation of the Revolutionary Air Force.

Admiral Nguyễn Hoàng Trường

Trường was born into a traditional naval family. His father was a naval officer who joined the Divine Great Viet Revolution during the Great Viet War and fought for the Revolutionary forces. Truong's father would later become a mid-ranking officer, but missed out on being given command of a ship.

Young Truong, following the footsteps of his father, joined the Great Viet People’s Navy after high school. He first served as a conscript garrison sailor on a Great Viet island. His fervent ideology and competence made both the island garrison’s commander and the political officer advocated for him to advance in his professional career. Years later, Truong emerged from the Great Viet People’s Naval Officer Academy as a commissioned officer to serve aboard several warships.

He slowly, yet steadily escalated in rank through the decades. After several deployments during many Great Viet operations, he was promoted to a Vice Admiral and took command of the HQ - MHT - 32, the Kunetzov class carrier which served as the flagship of the 14th Great Viet ISVC Fleet. Truong was obviously competent and well merited enough to guarantee his rank. It was his strong political reliability and genuine belief in communism and the World Revolutionary cause that got him further notice with the ISC. Yet, he never let ideological matters interfere with the practicality of his tasks in his various positions in the Navy.

Vice Admiral Nguyen Hoang Truong led the 14th Great Viet ISVN Fleet in the Jaragupta Action, and the fleet’s performance was deemed as a success with an acceptable outcome. This operation led to his promotion from Vice Admiral to Admiral.

With Great Viet accepting a larger role in the ISVF, the People’s Republic and the People’s Armed Forces decided to let the Admiral take a leading role as the ISVN commander, upon General Tozimbga’s advice, and the Admiral, who was familiar with ISVF command as ‘knowing how to get the job done’, accepted the position.

However Truong, in reflective moments, has commented that he would rather be sitting on the command bridge of his aircraft carrier, Bạch Đằng (HQ - MHT - 32), rather than sitting behind a desk pushing paperwork. Considering his quite advanced age, political situation, and the obligation to the Cause, he recognized that the calling to Admiral of the ISVN was more important than his personal preferences. The new captain of his carrier, was his second in command and long time mentee, Vice Admiral Trần Văn Hải. Truong still remains the honorary Flag Officer of the Bạch Đằng and is able to take over temporary guest command of the carrier during Ports of Call to fellow friendly ISC nations and peaceful patrol duties when he feels the calling.

General Mampuya Sandanezwe (Mubata)

General Mampuya Sandanezwe

Mampuya Sandanezwe is a native Zama tribesman and anointed warrior from Ograbe, in the north of Mubata and the heart of Zama lands. The majority Zama have always been at odds with the minority Tizi who have controlled the center of power in Karalaga, with the other tribes choosing sides throughout history in this greater dynamic. Hence why most of the socialist rebel group Mubatan Freedom Movement is comprised of Zama, and has been hunted down for decades by the Tizi controlled Mubatan army.

Mampuya served for years in the MFM, before fleeing in exile due to a near collapse of the MFM during a successful campaign by the Hyenas, the Mubatan Spec Ops units of the army. The Oryx Brigade was reformed under Sandanezwe to fight under the ISVC banner, serving with great distinction in southern Jaragupta and on Gahana. After serving as the ISVC Commander of forces in Gahana, he was promoted to Colonel, and with appointment to the overall ISVC ground forces commander, he is now a newly promoted General. He has left the MFM Brigades in the capable hands of Colonels Khalfani Tzofengana and Kananelo Hoxhipala.

Director Rosita Esongka

Rosita Esongka, like many Cardwithians, grew up in poverty, under the heel of the Hutanjians. Her father was a tailor to the elite of Hesttens, which mainly consisted of Hutanjians and foreigners, and her mother sold street food to help the family make ends meet. Rosita was a good student, and her academic performance helped her to earn a scholarship to a prestigious academy, which was rare for most Cardwithian students, who didn’t usually stay in school past age 12.
Laboring in a factory at night and attending school during the day left little time for sleep or study, but she managed, in order to enable her to apply for university.
Struggling financially to keep enrolled, and with the looming Revolution, she was lured by the socialists from the outlawed UFF Party to drop out and join their ranks for the upcoming struggle.

Early on, Rosita and Lelah Marousha would form a strong bond, and with their comrades Tolara, Yamala and Sholana and several other women, they formed the core of a group that would rise up in the ranks of the UFF’s newly formed PASD (People’s Action Strike Directorate), later to become PAD, dropping the ‘strike’, and take charge. PAST (People’s Action Strike Teams) infiltrated deep into enemy territory on Nesselberg, Nevorn, and the Cardwiths to take the fight to the Hutanjian enemy during the independence struggle, and Rosita was deeply involved in those operations as leader of several PAST cells.

After independence, Rosita was at the forefront of PASD officers who worked closely with their socialist allies to protect the Revolution in other nations, or foment revolution and help start new movements, usually through CAIF team missions. She was instrumental, with Yamala, in assisting the People’s Republic of Gahana to break from Jaragupta control.
Esongka became one of the most wanted socialist officers in the world with a massive 60 Million NSD bounty on her head.

She and her PAD comrades thwarted a CID coup to takeover the Cardwithian government when the Founding President, Charles Nellis, died. CID (Cardwithian Intelligence Diretorate) was the main rival of PAD. They were disbanded after the failed coup. With time, she was ready to return to action in the service of the ISVC, knowing that PAD was in great hands with Lelah in charge.

General Tozimbga proposed promoting her to the newly created CAIF Program Director, and Commissar Perkins and Chairman Obelanka both enthusiastically signed off on the promotion. Her record and experience speak volumes for her.

The CAIF Group (Program), while nominally under the ISVC ground forces, has been split off in order to directly report jointly to the Central Committee, including the Commissar for Revolutionary Forces Perkins, and Field Marshal Tozimbga. A lot of operations fall upon the CAIF group to survey a mission and gather intelligence and garner good will from socialist allies, rather than immediately deploying full conventional ISVF.

Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): The Oryx Brigade was a fast, light unit that mainly carried out guerrilla operations during the Mubatan Civil War against the corrupt, dictatorial Fazembe dynasty. The MFM ultimately was decimated, with their top leadership being eliminated, but they haven't given up hope and the Civil War is still ongoing with surviving MFM groups in the mountains. The survivors of the Oryx Brigade have banded together to reform under new leadership and continue on the socialist fight abroad, hoping to garner support for the MFM back home in the process. Eventually, they hope to return home and fight with the experience they have gained overseas to finally topple the Fazembe regime and bring about a worker's paradise socialist republic.

For descriptive purposes, Mubatans are Pan-African in culture and usually have a rich, dark ebony skin color. Education level varies and economically, most Mubatans are on some level of the poverty scale.

Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): The GSDF has its roots in the People's Army, the anarcho-communist faction that ultimately united other rebel groups behind it and won the Liberation War (1938-1958). It is unique among Tyranian militaries in several respects: it is legally not a military, but a self-defense force, with all its members being civilians - military law or justice not existing in Gylias. Most importantly, the GSDF has strived to maintain a democratic character rather than becoming a conventional military, basing itself on "revolutionary discipline" — which entails understanding about why an order must be obeyed — and using positive techniques in order to exercise command and maintain morale. This model remains the standard for any paramilitary or military-type organisations formed by Gylians, sometimes at the expense of cohesion or effectiveness.

The volunteers of the Naryn Battalion would likely be more idealistic anarcho-communists/far-leftists frustrated with the compromises made to make Gylias what it is today, compromises they feel have prevented it from abolishing the state and becoming an anarcho-communist society.
