Appointment
Commander of Revolutionary Forces

Noting that the position of Commander of Revolutionary Forces is currently vacant. The current Acting Commander is Joffard Tozimbga of The Cardwith Islands. The ISVC has not seen any combat roles under his Command thus far, though he has succeeded in maintaining the organization. It is established that following the First International Socialist Congress Central Committee Election, it is expected that the new Commissar of Revolutionary Action would appoint a Commander in Chief of the International Socialist Volunteer Corps or ISVC. So far there has been only a single request for the assignment. This individual is the current Acting Commander, Joffard Tozimbga. Without a CIC (Commander in Chief) the International Socialist Congress is incapable of effectively dealing with threats to its members and socialist groups across the world.

Realizing that Acting Commander Joffard Tozimbga is a talented and dedicated socialist military commander. He has served in the Cardwithian War of Independence from Hutanjia previously. During the aforementioned conflict Commander Tozimbga proved effective in both conventional and guerrilla warfare. He also showed great prowess in motivating both rural and suburban socialists to commit to overthrowing their oppressors. This aforementioned quality will be especially useful to the ISVC, as many modern-day conflicts are between socialist irregular forces. He is more experienced than other potential candidates, who may be unwilling or incapable of taking the post if appointed.

Understanding that the International Socialist Volunteer Corps will be more effective in responding to threats with an appointed Commander in Chief. Currently, ISVC response time and deployment are hindered without a long-standing commander. Because Joffard Tozimbga is already established in ISVC HQ it will be less costly to allow him to formally take on the duties of Commander in Chief. His prior-combat experience and natural aptitude for command make him overly fit to fulfill the duties as CIC of the ISVC. Additionally there are multiple deputy-commander positions that can be fulfilled and it would be easiest for Tozimbga to appoint them as he oversaw the integration of many candidates into the Corps.

With the prior points understood Acting Commander Joffard Tozimbga is formally appointed as Commander in Chief of the International Socialist Volunteer Corps (ISVC). His or her responsibilities as dictated by the congress and the Commissar of Revolutionary Action shall include the following;

->A) The Incorporation of potential ISVC Units into the Corps following an application approved by the current Commissar of Revolutionary Action and/or the ISC Chairman. This incorporation should be done in a timely and realistic manner.
-->1a) The CIC may also reorganize units within the ISVC divisions in order to ensure an effective fighting force. The the Commissar of Revolutionary Action should be made aware of any changes involving five or more units through a one month period. Both the Commissar of Revolutionary Action and the Chairman may strike down proposed changes, however only the Commissar of Revolutionary Action must give a reason why. Should the CIC wish to challenge a strike down from the Commissar of Revolutionary Action, they may petition the Chairman to reverse the decision. Should a reversal take place, the Commissar of Revolutionary Action may call for a vote from all units involved in the reorganization to challenge the decision of the Chairman. Should the Chairman wish to challenge the vote, a wider vote from all full members of the International Socialist Congress may be done. The decision of this last vote is final.
->B) The Deployment and and Commanding of ISVC units following a bill of Intervention or Support written or signed by the Commissar of Revolutionary Action.
-->1b) The CIC may circumvent the waiting for a drafted bill by requesting emergency military involvement from the Chairman or the Commissar of Revolutionary Action. If emergency military involvement is granted by the Chairman, a bill does not have to be drafted formally for the ISVC forces to be deployed or for support to be given. If the emergency measures are granted by the Commissar of Revolutionary Action then a bill must be drafted by the Commissar of Revolutionary Action even if the war has concluded as long as there is at least one (1) ISVC casualty.
->C) The promotion of deputy Commanders in order for the CIC to fulfill his duties if he cannot himself. The aforementioned Commanders may assist the CIC in fulfilling his duties and leading the ISVC's vast forces.
-->1c) The appointed deputy-commanders may be the commanding officers of units within the ISVC, however they may only be appointed if a suitable replacement may be found. Deputy Commanders may not relegate all their duties to an lower-officer, and must remain with their unit for as long as they are listed as the units CO.
->D) The replacement of damaged or lossed ISVC equipment.
-->1d) The CIC may request funds from the International Socialist Congress in order to restore lost, damaged or unusable equipment. This may include but is not limited to Naval Ships, Aircraft, Small-Arms, Medical supplies, Artillery, Mortars, Sandbags and Ammunition. Approval may be granted by the Chairman or the Party-Secretary. If the Chairman and the Party-Secretary are unavailable, then the CIC may request the funds from the Commissar of Revolutionary Action.
->C) Keeping discipline, military readiness and training within the ISVC's units.

The Commander in Chiefs terms will last until any of the following events:
->The incumbant Commissar of Revolutionary Action is replaced
->The Commander in Chief is relieved of his rank by either the Commissar of Revolutionary Action or the Chairman of the ISC
->The Commander in Chief is rendered unable or unwilling to fulfill his responsibilities
->The Commander in Chief is convicted by a special ISC court of a high crime such as Treason or Murder

1. Where did you get the idea?

The idea was created for the Hutanjian War RP, that started some years back. OOCly, we had players keep dropping out for various reasons, as most RPs do. I came up with this idea to boost both IC manpower and technically trained personnel, both of which were in short supply for the Cardwith Islands in their fight for independence from Hutanjia. ICly, Falkasia, the main benefactor for the Cardwiths, was unwilling to escalate their commitment and possibly the war beyond the Wishton Sea. It was originally a proxy war, and so both New Edom (Hutanjia’s backer) and Falkasia kept their involvement limited. We had some other backers of Hutanjia who shall go unmentioned, but it was unequal when it came to the Cardwithian socialist side.

OOC, we could control the ISVC troops in an NPC manner without worrying about another player continually forgetting to post or bailing on the RP. The Cardwiths won their independence. The ISVC involvement was total - not just small units and advisers, but ships, whole squadrons and armored brigades fought for the socialist cause. This will not always be the case, but it was for the Hutanjian War.

2. Is this like a peacekeeping force?

Well, the ISVC might use that angle to send troops and support to a trouble spot, but in truth, they are there to fight for the Marxist cause first, and enforce peace secondly, if it is in line with the ideological goal of a socialist revolution or in order to protect a socialist government from an ideological, reactionary or revisionist enemy.

When the ISVC has filled up on their quota of ground forces, they will halt any further recruitment, as maintaining large ground combat forces that won't be utilized is expensive and impractical. Then you will see a balance shift towards bringing in more humanitarian units, as well as supportive/logistical, and sometimes air and naval forces. When we have a number of contributors CTE or quit the ISVC, then we re-open recruitment for combat arms ground forces again. A lot of missions for the ISVC are not large scale use of conventional forces in most cases, anyway.

3. Who has ultimate IC control?

The International Socialist Congress has control over ISVC deployments. The Central Committee leads the ISC. When the ISVC is involved, that means the ISC is involved in a political issue or conflict.

Control of the ISVC switched from Cardwithian control to ISC control in 2015, at the close of the Hutanjian War.

4. What is a CAIF (Team)?

The CAIF (Corps Advisory Implementation Force) program was started as a way for the ISVC to send advisors and scouting personnel to a hotspot without immediately committing large scale expensive deployments and also to stay off imperialist/capitalist radar.

CAIF teams can range anywhere from a couple dozen to a few hundred personnel with wide ranging military and civilian skills. It is their job to assess if a larger scale deployment is necessary, which in most cases it is not.

5. Why can’t I control my own troops?

Some of the reasons I described in point 1. We don’t need people to drop out of long term commitment RPs, or possibly posting poor quality RP. In some cases, exceptions will be made and with enough volunteered forces, I hope that we can have members taking turns acting as the IC commander of ISVC contingents to ideological conflicts. For now, they will be controlled by me or someone I designate.

6. What if my nation is virulently anti-Marxist, but there are left wing groups that wish to send volunteers against the policies of my government?

Yep, sign ‘em up. Just be sure to explain the situation in your application; that the personnel are not representing the government or military of your nation.

7. What if I don’t want my troops to serve in the same division or group as such and such nationality?

We will take such requests into account, but no promises. We are all socialist brothers and sisters, after all. Right?

8. Why ‘Socialist’ and not ‘Communist’?

To be more inclusive to more left wing ideologies. Call it Marxist, if you will. Far left socialists and communists are welcome. Stalinists, Maoists, anarchists and several other leftist ideology representatives are welcome.

9. What if my contribution of volunteers hold all different ideologies, some of them not so left wing?

You probably shouldn’t sign them up if they will clash with your own or other nations' leftist contingents. We’re ultimately looking for more fervent left wing supporters.

10. What if we’re theological socialists, social democrats, right wing or 'Third Positionists'?

Don't bother. You're probably not left wing enough for this group, but we'll review on a case by case basis if you insist on applying. There's no guarantee of acceptance.

11. What if I’m not a left winger in RL?

Not really a problem. This is NS. You don’t have to have the same ideology as your nation or groups that originate from it. You don’t have to be able to quote Mao, Marx or Engels to be an ISVC member.

12. Isn’t this a bit unrealistic?

Well, this is NS, so that’s a very subjective notion. A lot of things happen on NS that don’t or haven’t happened in RL. But yes, in the direct sense, there’s not been such a wide scale organization like this.

The closest RL example would be the International Brigades that served on the Republican side during the Spanish Civil War. Not all were left wing, some were anarchists, some were fighting for more Western democratic ideals or other ideologies, but a good amount were Marxist. A bit more far reaching examples would be the Chinese ‘volunteers’ that fought the UN during the Korean War. The PRC government didn’t formally recognize them as soldiers in the PLA, but as communist volunteers that were fighting for the North Koreans of their volition. The Soviets also sent whole ‘volunteer’ air squadrons to Korea.

13. What if I don’t want my ISVC contribution to participate in a particular RP?

Well, please try to TG the OP to let them know. We can’t contact every member to see if they are ok with a particular RP. If you think that will happen often enough, you probably don’t want to sign up. At the very least, say you have some specific unit that is irreplaceable in the ISVC - We will not mention their nationality, but refer to them in a more general sense, upon your notification.

14. I want to fight the ISVC. Will you fight me?

Make a quality RP. Come up with a good premise for why the ISVC would join in, then contact us and we’ll consider it.

15. I want to post anti-commie propaganda like I’ve seen others do on this thread. Can I just post it?

No, that was from when this thread was used more as a side IC thread for the Hutanjian War. We're not accepting counter-revolutionary propaganda posts anymore. You will be asked to remove unwanted posts, then if you ignore me, they will be requested to be deleted by moderation.

16. What do I get out of this if I don't get to RP my contribution?

The benefit to you, the contributor, is that you get to claim this as national background/character canon and perhaps some bragging rights. Plus, helping the cause of world socialism, of course. Thank you for that.

We are thankful to our comrades in the People's Republic of Falsea and to the American Soviet Republic to sending volunteers and aid. Your help is very much appreciated by the beleaguered citizens of the Democratic Socialist Republic of the Cardwith Islands who wish for nothing more than to break the shackles of the totalitarian regime in Chastille. At this time, we don't need direct military support, but we will take in as many trained volunteers as you can send that have flight training and naval experience.
To the rest of the world, do not believe the lies of the New Edomites. Their press is obviously controlled by their Secret Police and they will print whatever propaganda they see fit to advance their aims. The same goes for Hespatu and his goons. It was mighty convenient that he could take advantage of his nation's internal troubles to pin it on the DSRC. His people cry out for freedom and we will be their liberators. He and his military are the biggest threat in the Wishton Sea and we hope to finally put an end to their reign of terror with the help of our socialist comrades. Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): The Oryx Brigade was a fast, light unit that mainly carried out guerrilla operations during the Mubatan Civil War against the corrupt, dictatorial Fazembe dynasty. The MFM ultimately was decimated, with their top leadership being eliminated, but they haven't given up hope and the Civil War is still ongoing with surviving MFM groups in the mountains. The survivors of the Oryx Brigade have banded together to reform under new leadership and continue on the socialist fight abroad, hoping to garner support for the MFM back home in the process. Eventually, they hope to return home and fight with the experience they have gained overseas to finally topple the Fazembe regime and bring about a worker's paradise socialist republic.

For descriptive purposes, Mubatans are Pan-African in culture and usually have a rich, dark ebony skin color. Education level varies and economically, most Mubatans are on some level of the poverty scale.

Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): The GSDF has its roots in the People's Army, the anarcho-communist faction that ultimately united other rebel groups behind it and won the Liberation War (1938-1958). It is unique among Tyranian militaries in several respects: it is legally not a military, but a self-defense force, with all its members being civilians - military law or justice not existing in Gylias. Most importantly, the GSDF has strived to maintain a democratic character rather than becoming a conventional military, basing itself on "revolutionary discipline" — which entails understanding about why an order must be obeyed — and using positive techniques in order to exercise command and maintain morale. This model remains the standard for any paramilitary or military-type organisations formed by Gylians, sometimes at the expense of cohesion or effectiveness.

The volunteers of the Naryn Battalion would likely be more idealistic anarcho-communists/far-leftists frustrated with the compromises made to make Gylias what it is today, compromises they feel have prevented it from abolishing the state and becoming an anarcho-communist society.
