I write to you on behalf of the United Government of Genovia and Teck and on behalf of the Genovian and Teckal people. Over the past five years we as a people have endured a civil war between Democratic Supporters, who wanted to abolish the Monarch and install a republic, and the Royalists, who supported the Monarch and wished for its prosperity and continuity. Three years ago Queen Margarita Hernandez Grinaldi along with all but two members of the Royal Family were killed either in the Palace Car Bombing or in executions commissioned by the Democratic Directory, which at the time controlled 45% of the country. At the end of the war King Goncalo was found hiding. As the highest noble left, he became King. Now in charge with rebuilding the nation to its former glory, King Goncalo would like for Genovia and Teck to apply to ISTO. It would be an honor for the Motherland to be accepted. While we are small and while we have a weak economy, you must remember we have just exited war. Also the biggest fight comes in a small package. Attached is our application.

We are writting to resubmit our formal application in joining the Independent States Treaty Organization. Our reason for joining ISTO is to safeguard the freedom of the Federation of Serbian Soviet Union, it's citizens, the rule of law and the principals of democracy, in doing so we wish to seek ISTO's assistence in maintaining security and stabiity of FSSU through political, military and economic means. We are currently in no conflicts or war as we are continuously trying to maintain peace and prosperity and we hope to keep it this way.

We also want to establish all diplomatic relations through political, economics and security amoung all ISTO members. We hope that our application for admission into the Independent States Treaty Organization will be successful this time and welcoming.

Firstly let me thank The Sutanate Of Shaff, The Mandarin Community of Epana and the United Government of Genovia and Teck for their applications. I am deeply sorry to say that none of you have been accepted into ISTO at this time, feel free to re-submit your application at a later date.

The Second matter is slightly graver. It has been a unanimous decision by the executive council of the ISTO to reject The Federation of Serbian Soviet Union, also by a unanimous vote it has been decided that you are permanently and resolutely barred from ISTO. Any more communications directed towards any ISTO members regarding an application to ISTO will be seen as harassment and be met with the necessary repercussions. I do hope you make the right choice.

Boris Zhalinkov descended the stairs that led up to the landing pad of the Presidential Mansion. There was a light drizzle and heavy cloud cover, giving the whole city a gray tone. Some uniformed soldiers were standing diligently at the roof entrance to the seat of the Minotzian executive branch. They moved aside as Boris walked near, and he entered the building.

He was carrying the briefcase that held the most recent report on the situation in Suomi. Things didn't look good, they had restored contact with the Vukovar, but the insertion team had disappeared a day before. And the president was still somewhere off the map, leaving Adrik in charge. But the vice president was nearly completely incompetent in foreign affairs, essentially tasking Boris with running everything that fell into the international spectrum.

The hallway that he came down to after coming through the roof entrance was dimly lit by some tasteful wall lamps. For the moment, the building was rather empty, as Adrik was addressing the Senate about what would be subsidized in next year's budget. He was headed for the basement, and by extension the top-secret situation room where he now routinely assessed the political implications of various international incidents. Stationed by the elevator were some more soldiers, toting M14 rifles that the UN had left after the provisional government ceded power to the Minotzians. Really, the situation room was a sub-basement bunker protected by various implements of metal, the most secure firewalls in the country, and the roughly fifty soldiers that guarded the estate.

Once in the elevator Boris swiped his keycard through the reader, and the elevator began the trip down to the room. There were only five people with keycards to this room, including the president, vice president, Boris, and the coordinators who oversaw the nation's military. The ding of the elevator reaching its destination signaled Boris to enter the four-digit password that was the final barrier to entry.

Various monitors covered the walls of the situation room, and a large conference table took the center of its floor. No one was in at the moment, as was usually the case when he came here. Boris preferred the silence and solitude of being alone and doing his work. A desktop computer was stationed at the far end of the room, and he sat down to review the most recent events. War, strife, rebellion, all the typical stuff, was present. But amidst the various reports he took notice of the ISTO. Minotzia had been looking for a security agreement for some time, and after looking at the treaty that binded the ISTO, he decided that it was more than adequate.

Crossing over to the table, he picked up the red phone and dialed the National District Headquarters, home of the Minotzian Senate. Adrik had already presented, and was currently on a smoke break, the official who answered told him. "Just get him on the phone," Boris said with a frustrated sigh. A few minutes of mind-numbing assurances, the Minotzian vice president answered.

"Boris, you know I'm in the Senate today, what's so urgent?" he demanded with an arrogance that was unusual for him.

"Well, my superior," he said with definite snarkiness, "I have a proposition for you." He explained the details of the ISTO, and Adrik mulled over it for a minute before answering.

"I believe that Vladimir would agree that this is an essential move for us, so draft a letter, I'll sign off on it." They exchanged good-byes and hung up. Boris cracked his knuckles and stretched out, then prepared to write a response.

Dear Lt. General Kevin Little, Acting Head of the ISTO
The Minotzian federal government has come to a consensus, and would like to join the ISTO as an official member and signee. We believe in free trade, and as such the economic conditions of the treaty will prove profitable for all sides should we be accepted. Our military, though small, has more than enough power to ensure we're a regional force. Politically we will recognize the provisions of the treaty, and back its enforcement. We seek stable and beneficial relations with ISTO nations, though we have no relations as of yet. Though the population of our nation is relatively small, we do have definite economic assets that will help to foster improved relations. It is the ultimate goal of the Minotzian government to seek security politically, economically, and militarily for our people, and as such we find it necessary to become a part of the ISTO.
