Conference With the Republic of Ruccola

Postby The State of Monavia » Thu Sep 03, 2009 7:19 pm

OOC: The events in this thread concern the Republic of Ruccola and me. This thread is semi-closed, unless Ruccola requests that it be opened.

IC:

Over a year before the present chapter in the history of relations between the Monavian Empire and the Republic of Ruccola was unfolding, the Ruccolans had expressed a desire to form diplomatic ties with the Monavian government. While such a long time had passed since this had occurred, the Ruccolans had sent a letter to the Monavian Ministry of Foreign Affairs, directed at the Ministry's Embassy Exchange Program. The Ruccolan Foreign Minister, Carolina Chan, had expressed an interest on behalf of her government in negotiating diplomatic agreements and constructing an embassy in Chalcedon. Such a decision on the part of her government represented a commitment to an open dialogue with a potential partner and ally, and Minister Carter was in no way intending to pass such an opportunity up.

Carter had his duties as the Monavian Minister of Foreign Affairs to attend to, and organizing a diplomatic conference was among those duties. He had already consulted with Their Holy Imperial Majesties over the matter, and as chance, and perhaps even prevailing sentiment would have it, they had given their assent. The conference would take place as Minister Chan had requested, and the events of the meeting were being planned almost immediately after Minister Carter received Chan’s reply to his letter.

The Cabinet Chamber was delegated as the room to hold the conference. There would be two more cabinet meetings there before it was to be ready for use as the location of the conference, but due to its light use and architectural design, it was likely that it would require only slight cleaning afterwards. The royal residence was by no means a common dwelling with common problems at times, but like all places, from the most sterile operating room to the dingiest shop, maintenance was a routine event. The diplomatic reception room, which was normally reserved for such events, had been closed for emergency repairs and reconstruction, but the Cabinet Chamber was a larger space with a superior view of the outside, and had not seen a conference in many years.

The government terminal of Chalcedon International Airport had been prepared in advance for the arrival of the Ruccolans. While it would be some time until their plane flew in, security checks took some time to perform, and both tarmac and hanger space had to be reserved. The actual gate within the terminal was being prepared for the arriving delegation, and decorations were being added as the delegation’s craft continued on its journey. While an outdoor welcome was in order, certain items might not be able to be offloaded down a set of stairs, and allowing the plane to dock with the gate ramp to permit the unloading of baggage and heavy objects was extended as a courtesy to the arriving guests.

On the tarmac, a staircase was being rolled into place, with the workers approximating where the Ruccolan plane would stop to permit Minister Chan and her subordinates to disembark. A red carpet would be rolled into place about half an hour before the plane landed, and two limousines would be provided to carry the guests to the residence, unless the Ruccolans informed them that they had brought their own means of transportation. While it was true that the Monavian government had no qualms about providing services to visiting diplomats, if the delegation preferred to use its own vehicles, their wishes would be honored.

A contingent of the Royal Guard was being assembled at the airport to line either side of the carpet, and a military band was preparing to play the national anthem as the Ruccolans arrived. Federal Secret Services had assigned a security detail to monitor the location for any possible disturbances, and another detail was posted on the palace grounds to accompany the existing details of Guardsmen and FSS officers.

Likewise, within the Cabinet Chamber itself, preparations were being made, including the placement of small Ruccolan flags at seats at the table. The chamber itself was expected to hold all of the arriving diplomats and their aides, as it had seating for around thirty people. Monavian flags would mark seats that would be occupied by Minister Carter, the monarchs, and several other ministers. The Chancellor was expected to attend, so as to be able to observe the proceedings and report what he had seen to the Senate when he returned to preside over its own proceedings. The government as a whole, including both houses of Parliament, had shown interest in these new developments, and as most such meetings typically concluded with the signing of a treaty, the Senate would be obligated to involve itself.

As the two weeks between Minister Chan’s reply and the conference drew to a close, and the final hours ticked by, a government would wait with baited breath as the procedures of diplomacy repeated themselves yet again, as they had countless times in the past.

Monavian Airspace
25 km east of Chalcedon

Carolina gazed out of the nearest window, admiring the view as she mused about her imminent visit to Monavia. As Ruccola's Foreign Minister, she had initiated contact with the Monavian government and had proposed a bilateral meeting to formalise diplomatic relations between the two nations, which she believed would have the potential to bear much fruit. Feeling the anticipation building up within her, she couldn't draw her mind away from the fact that this would be her country's most significant diplomatic engagement since an Allician state visit to Ruccola thirteen months ago, as high-level talks with foreign officials were a rare occurrence, particularly outside Ruccola and the surrounding region.

Just then, the Captain came over the public address system and proceeded to make an announcement. "Good afternoon, honourable guests. We have begun our descent into Chalcedon International Airport and will be landing in approximately thirty minutes."

"My, that was fast," commented Luisa Narniano, who was presently serving as the Ruccolian Minister of Commerce. "I thought this flight would last longer."

"Well," said her counterpart in the Ministry of Transportation, Girolamo Saffioti, "we did have plenty of work to distract us, not to mention the wonderful inflight entertainment system provided on this aircraft."

"True," nodded the Commerce Minister. "Either way, it's time to meet the Monavians. Let's see what today brings us."

Chalcedon International Airport

The 777-200LR touched down on the runway designated by Monavian air traffic control, its red, blue and white livery marking it as the Ruccolian aircraft the Monavian dignitaries had been waiting for. Taxiing towards the government terminal, the Boeing made its way to a stand with a red carpet and a waiting passenger stairs vehicle, where the pilots stopped the aircraft, applied the brakes and shut off power to the engines.

As the forward port door was prepared for deboarding, the Ruccolian delegation walked down the aisle, noting the substantial greeting party awaiting them on the tarmac. The Minister of Foreign Affairs was the first to disembark, followed by the rest of her entourage, and was met with a stately rendition of Monavia's national anthem, courtesy of a military band arranged by the Monavian government. She then came forward with a smile to greet her gracious hosts.

An hour remained before the plane landed at Chalcedon International Airport when radar tracking by the control tower ascertained the exact location of the Ruccolan plane. The surrounding airspace was being closely monitored for incursions and unidentified aircraft by both the tower and several military radar posts. As the plane made its descent, the ground security teams were notified of its impending landing and positioned themselves accordingly. After clearing the plane to land, its final descent toward the runway was smoothly executed as tower observers watched and made note of it touching the ground. Their work, for the present, was finished.

The 4,500 meter (14,625 foot) long runway was sufficient to accommodate nearly all forms of aircraft, although any plane which decelerated before reaching the end would have to taxi for a few minutes before reaching the terminal. Once the Ruccolan craft had arrived, the staircase was wheeled from its position of about two meters away to the side to make disembarking possible. The door was opened, and the Ruccolan Foreign Minister exited.

Having descended the staircase, she was first met by two lines of Guardsmen standing at attention, crisply saluting her and the other ministers as they exited. At the end of the lines, which extended a good twenty-five yards, she was met by yet another magnificent spectacle.

Directly before her stood the royal couple, flanked by two valets holding parasols above them. Behind them stood the Chancellor, His Excellency Richard Hanover III, and behind him was Minister Carter. All three of the men wore white tie attire, to wit, black silk tailcoats and white bowties. The Queen was arrayed in a canary yellow dress, reaching within inches of the pavement, bedecked in damask lace. She wore a diamond collar, consisting of large square diamonds weighing about twenty carats apiece, which were set into gold links, which were joined in a chain, forming a necklace.

The Chancellor and Minister Carter each sported a jeweled collar which was draped over their shoulders, used to denote their office. The King also wore a similar collar, although it consisted of platinum mounts and stones of black onyx, which matched his suit. [OOC: What I was refering to by a collar of office is something like this: http://www.illusionjewels.com/inv/office.JPG.]

As the airport was loud enough as it was, and removing additional sound was considered a matter of convenience, the band had finished playing to allow Minister Chan, approaching her hosts, to exchange pleasantries without background noise. Her Holy Imperial Majesty Elizabeth VI, Queen of Monavia, took a step forward as the minister came within feet and held out her hand in order to shake the Minister's.

This is like a dream, thought Carolina, admiring the dazzling sight of the monarchs, the Chancellor and the Foreign Minister as she walked towards them. She felt quite underdressed in her tailored business suit, but managed to stave off any feelings of inadequacy by reminding herself that this visit concerned much more important matters than the clothes she was wearing.

Seeing the Queen's outstretched hand, the minister shook it while doing a curtsey. "An honour to meet you, Your Holy Imperial Majesty. I am Carolina Chan, Minister of Foreign Affairs." She proceeded to greet the King and Chancellor in a similar fashion, as the other Ruccolian ministers began addressing the Queen with their salutations, bowing and curtseying as needed. Finally, she came to her Monavian counterpart and gave him a warm handshake. "Delighted to meet you, Minister Carter," she beamed. "And thank you for so graciously agreeing to this conference; it's truly a privilege to be here."

The queen was delighted to meet a senior foreign official who represented a new international power, a nation located outside Nova no less, for the first time since the Cotenshirick king, William V, had visited in January. Most foreign diplomats came from Novan nations, especially those in the Fegosian Union or the Delian League, in the form of ambassadors who occupied their nations' embassies. These circumstances, however, only served to define the nature of the conference.

"It is my pleasure to meet you, Madam Foreign Minister," the queen replied. She thought little of how Minister Chan was dressed, as she had heard rumors of governments which sent out officials who were attired in any way but what would be expected. As the other ministers approached, she addressed each according to the titles of their respective offices, and then countiued to greet the other guests.

The king was also pleased much to meet the arriving Ruccolan officials and their staff. "Madam Foreign Minister, it is my express privilege to welcome you to the Monavian Empire." After she had been greeted by Chancellor Hanover, who bowed slightly and performed the necessary courtesies of welcoming her, Minister Chan had at last come to meet her counterpart.

"Madam Foreign Minister, it is my honor to welcome you here. I am the Right Honmorable Frank carter, Monavia's Minister of Foreign Affairs," he said. The calm air, which had remained almnost still, began to move ever so slightly, as a weak wind, moving no faster than the procession of Ruccolans, blew in, disturbing a few strands of Carter's hair. After the other ministers and a portion of their staff had met Carter, he stood aside near one line of the guards, who were ordered to shoulder their rifles, which had previously been held aloft in presentation. "Madam, if you will come this way," he said, as the others had arrived, gesturing down towards the end of the carpet, "I will show you where the limousines are parked."

"Sure," smiled the minister, appreciating Carter's kind words and the warm welcome she had received from the Monavian officials. She promptly followed the lead of Minister Carter, who directed the Ruccolian delegation to the two limousines provided by the Monavian government. Stepping into the first limousine, Carolina couldn't help but wonder about the sights they would pass on the way to the royal residence, and whether they would bear any resemblance to the familiar journey from Arugula International Airport to her office in the government quarter of the city.

Minister Carter began to walk down the remainder of the carpet with Minister Chan, while Chancellor Hanover and the king and queen walked with the rest of the Ruccolan delegation. The limousines were parked some distance from the receiving area, on the other side of the terminal. Several valets were helping carry baggage behind the group as it passed through a set of doors and came out a minute later on the other side, which had government officials preparing to enter so that they may board their planes elsewhere.

The front of the building was a wall of steel and glass, brightly polished and gleaming in the midday sun. The doors slid aside to allow the Monavians and Ruccolans to pass through and walk across a covered sidewalk. Parked by the curb were two jet black limousines with gold trim, bearing the royal crest as a hood ornament and small flags, denoting their purpose as diplomatic vehicles. A valet opened the rear doors to the first one to let Ministers Chan, Carter, and Saffioti to enter, followed by the rest of the Ruccolans. The chancellor entered the other limousine with the royal couple and their two valets.

After all of the other people were seated, the airport valets shut the doors to allow the limousines to proceed. An FSS van, two airport security vehicles, and several police cruisers followed the motorcade. Another FSS van and several trucks carrying the guards followed. After leaving the airport, the security teams went back, leaving city police and the two FSS units in the motorcade to protect it.

Once the motorcade had left the area around the terminal, it proceeded onto a freeway for several miles and exited onto normal roads. The capital was built in a grid of square blocks which were each about a mile across both ways, divided into smaller blocks, each of which was a quarter mile across. Each main road had a total of eight and smaller roads had a total of four, while smaller residential roads had two lanes. In some places, six lane roads were used, particularly in the downtown areas, where the government district and airport was located. After traveling down the smooth roads for about fifteen minutes, they arrived near the few square miles which contained buildings used by all of the ministries, the Parliament building, and many other government structures.

The Ruccolians noticed the grid plan of the city's layout as they travelled along its roads, taking in the various streetscapes they passed and the pleasing architecture of the surrounding buildings. For them, it evoked the parts of Arugula that were conceptualised in the late nineteenth century and subsequently developed over the following decades.

Turning to Carter, the Ruccolian foreign minister asked, "How long has Chalcedon been the capital of the Empire, and when was it founded?"

"The city of Chalcedon was founded almost 3,000 years ago, before the Vendian Imperium formed. The Imperium was a large empire which contained the area around Chalcedon, stretching for a few hundred miles, in addition to numerous islands off the coasts and other portions of the continent. By the time the Imperium collapsed in the sixth century, it had grown to encompass vast areas of land. Many successor states sprang up, including Monavia. The empire was founded in the year 718, and Chalcedon has remained the capital for nearly all of the time."

"My," Carolina remarked, "that already sounds like quite an illustrious history! Few modern cities of any importance can boast of being an imperial capital for so many centuries."

Curious to know more about the city, Saffioti posed a question of his own. "Are there any archaeological sites or historic remnants that visitors should be aware of?"

"The historical nature of the capital has endured in spite of wars and disasters in the past. Many historical sites still stand." Minister Carter thought about some of the mnore notable sites of the city. "There are some ancient monuments which were built by the Vendians many centuries ago, some of which have been repaired and restored because of damage. Most of them stand in what are now public parks, as it is believed that it's the best way to preserve the monuments. There are also some old cemeteries and mausoleums that stand, although no one visits them much because there are almost no ancient figures who bear any relations to modern citizens."

OOC: Excuse my typos in my previous post. I was in a hurry.

IC:

Minister Carter replied to the Transport Minister's question regarding the presence of medieval constructions in the city. "After the collapse of the Vendian Imperium during the sixth century, there was much instability within former Vendian holdings in what is now Monavia. Descendents of the last emperor had established noble holdings which took the form of feudal fiefs and estates in the area, although the great-grandson of the emperor, Claudius I, had retained possession of Chalcedon and many important cities in the area, fortifying many of them at great expense and employing much of the most advanced building technology available at the time. His walls withstood sieges without much effort, due to the extremely solid nature of their construction. Many churches, a few of which still stand, were also built.

"As the centuries progressed, the Monavian Empire expanded to include many former Vendian holdings. In Vendia proper, the monarchy had reestablished itself, and so Vendia would remain its own kingdom, holding onto their ancestral lands. Considering that Chalcedon was estasblished by another civilization prior to being conquered by Vendia, and becoming one of its most important cities before the fall, it's no surprise that Claudius had chosen the city as his capital." Carter waited for the Transportation Minister to ask any questions before continuing.

Girolamo appreciated the depth with which Minister Carter was answering his questions, and was genuinely intrigued by the Monavian history he had shared thus far. "Fascinating! It'd be wonderful if we have the time to see a few of the places you mentioned," he smiled.

"I hope you don't mind if we diverge from the topic for a moment," added the Ruccolian commerce minister, "but I was wondering if there are any distinctive cultural variations between the Empire's provinces, particularly due to historical reasons such as their existence as separate states."

"It would be my pleasure to show you a few of these places, although some of them are scattered about throughout the city," Carter replied. He motioned towards a grassy area which was no larger than the foundation of a small house. Underneath a canopy of ageing walnut trees, there stood a medieval monument of cut slate, worn by the ravages of time for many centuries. The monument was a tomb, its owner long since deceased. Behind a modern steel gate, which kept the tomb sealed, there was a stone sarcophagus which contained the bones of an old nobleman, crumbling into dust.

"Tombs like these are usually located in churchyards and cemeteries, but this one is located on a small lot, now protected as a historical site." He addressed the chauffer. "Sir, turn here," he said, motioning to his left. "There is a small park with some statues in a plaza down this road." After traveling for about 100 yards, they turned again down a smaller street, and came to a wooded park with a plaza situated in its midst. The park was a Carter had described, consisting of mature trees and small shrubbery which surrounded a small stone path. Old granite statues of important personages stood around a fountain in the center of the plaza.

The limousine came to a stop at the side of the road. "We should only be gone for a few minutes," Carter said with a smile. Some FSS agents stood by the side to watch for any potential security breaches as the ministers traveled down the path and observes the scenery. Carter then explained to the Ruccolan commerce minister how ethnic variations developed within the empire. "The oldest cities, including this one, were established by an ancient people known as the Hellanaeans. They created a small confederation of city-states which lasted for hundreds of years before they were unified by the conquests of victorious rulers in a series of civil wars. The new kingdom fell to the Vendians as they expanded from the south to conquer the whole of Hellanean civilization and surrounding areas which were controlled by other tribes or city-states.

"The Imperium lasted from about 600 B.C. to the middle of the sixth century, and their conquest of the Hellaneans took place around 150 B.C. and was finished within thirty years. Vendia, which lies far to the south, now is run by a benevolent dictator who had succeeded his predecessor, but I will address relations with Vendia later," he explained. Little remains of Hellanena civilization today, but some people still speak the Grecian tongue which originated with the Hellaneans. Most of them live on the coast to the south of here and in the larger cities in this part of the empire.

"The Vendians established a vast empire that is about one-third of the size of Monavia today. After the fall, Latin was the dominant language and the once cosmopolitan culture was disappearing as the world descended into chaos. It is believed that much of Nova was experiencing similar problems at this time as well, although archeological evidence is quite sparse. Latin is still common as a language, indeed, it is the second most spoken language in Monavia." Carter paused for questions, before continuing.

OOC: A note on geography and ethnic variations is in order. Chalcedon is located far inland, within a large, open plain. The coast to the south is the one closes to Chalcedon, although as the Hellaneans originally came from the northeast, it comes as no surprise that they would seek a warmer climate. Vendia is much like ancient Rome, expanding to cover vast distances, although it fell nearly a century later. After the last emperor died without having indicated a specific heir, his great-grandchildren began to form a new empire from the remains of the Imperium. Former Vendian holdings in the mainland became Monavia (most of them, some were claimed by outside powers, and some by other descendents of the emperor, thus becoming separate successor states, while Vendia proper in the south remained fragmented under a feudal system for hundreds of years, before being reunified by a strong monarchy.

Monavia grew to reclaim former Vendian holdings in parts of the mainland that had been controlled by other countries during the medieval period, which ended around 1350, although the empire was not completely out of its medieval mindset until after 1400. The northeast and north are populated by Slavic peoples, who migrated south into Monavia as it grew across the northern half of the continent, although about half of the population stayed put. The south coast has a climate like the Mediterranean Sea, and the northern coast resembles Siberia, since it lies far to the north and contains lots of tundra. A mountain chain separates the north coast from the rest of the continent.

To the west is more plains, divided by rivers and occasional mountains. Tribes which can roughly be described as Germanic originated there, and from those tribes arose German and English speaking peoples who were conquered during the fifteenth through seventh centuries. Immigration since 1800 has brought immigrants from all over the world into Monavia, increasing the population and creating ethnic neighborhoods in large cities.

OOC: My apologies, but I don't have time to write up a reply that would do justice to your post tonight*.

I'll get to it as soon as possible. Thanks for your patience!

Listening intently to the Monavian foreign minister as he described the tomb by the side of the road, the Ruccolian delegation caught passing glimpses of the monument through the steel gate, which seemed to mark a symbolic boundary between the past and the present.

As the visiting ministers were still in thought and imagining to themselves what role the entombed nobleman could have played in the course of Monavian history, the park came into view, with its lofty trees and open plaza, and the limousine came to a halt. Smiling, they disembarked and followed Carter down the path toward the statues, taking note of their surroundings and enjoying the fresh air.

"How enthralling!" exclaimed Luisa, after Minister Carter concluded his account of the early origins of his country's demographic diversity. "Then where do the stories of these statues come in?" she continued. The transport and foreign ministers were equally interested in how the Empire developed, and were looking forward to hearing more about the following eras of its history.

OOC: Thanks for the illustrations! I now have a much better picture of Monavia and its geographical and historical setting.

OOC: I have drawn a map on fine lined paper, but it measures 26 1/2 inches by 22 inches. I don't know how to put that on a computer, and even if I had the software, I don't have a Photobucket account to upload it to. Considering the amount of fine detail in my drawing, the computerized version would probably be several megabytes in size if not more.

IC:

Minister Carter looked at the statues and thought about who they portrayed. There were innumerable statues in many sizes and locations which were in the city, and he had to rely upon his historical knowledge of portraits and sculptures to identify the subjects. Pointing to a gray granite statue behind the fountain, Carter identified it as one of the lord mayors of the city. "This man clearly shows the marks of one of the lord mayors of this city, from centuries in the past. He wears a pendant with the historical arms of the city on an ornate chain which hangs around his neck. Given the style of the statue, it was probably carved in the sixteenth century."

Carter walked around the fountain to the side of the statue, and began to examine its base. Catching the sight of a weathered date engraved in the base, he began to add up the numerals. After a few moments, MDXLVIII became 1548. "This particular sculpture was carved in 1548, so it is over 450 years old. Anyway, I digress from my original description of our history."

Taking a short, faint breath, he continued, "After the Vendians lost their northern holdings, their kingdom was fractured and divided, having to adopt the yoke of the feudal system to slowly achieve cohesion and restore unity. By the eleventh century, however, their government had grown quite powerful, and mush of its former glory, at least within its own borders, had been restored. Meanwhile, Monavia began to solidify and expand to reclaim former Vendian holdings across its part of the continent.

"By about the year 1000, the Empire had conquered all of Vendia's former holdings in the northern part of the continent. people from the northeast began to migrate to the south and brought trade and culture into the Empire, and soon the growth in population prompted the country to grow and expand through colonization and migration to reach the eastern coast and the mountains to the north. Vendia and Monavia developed in parallel as they expanded to fill their spaces. Vendia expanded southward and westward for some time, albeit their country grew more slowly."

The Ruccolians studied the statue of the lord mayor as Minister Carter pointed out its features, impressed by its excellent condition and the deep knowledge of their host. They then attended to the second part of his narrative on Monavia's history, which proved equally engaging to what they had previously heard a few minutes before. It certainly helped that the minister was such a skilled storyteller.

"I hope it's not too early to raise the subject," said Carolina, "but were there any extended periods of warfare between the Empire and the kingdom of Vendia?"

OOC: No, I am still editing small islands and such for the purposes of finishing out fine details. The only frame that I have that is large enough is way too big.

IC:

Minister Carter contemplated the way in which he would describe the two major periods of warfare which dealt with Vendia. He first decided to turn his attention to an event which took place about 200 years after the medieval period. "Around the year 1440, a period of unrest began to unravel certain element so fMonavian society. This led to tensions over control of the throne, which was previously stable for the last 500 years. In 1461, a usurper took control for an eight year period, displacing the current rulers, and initiated revolts in an attempt to control the country. After the eight years of civil war had ended, the usurper was overthrown and exiled to another part of the continent to the west of Vendia.

"Some time later, in the seventeenth century, the usurper's descendents tried to overthrow the monarchy and start a revolution, with controlling the Empire as their central objective. They failed in their attempts, and those who survived were exiled to Vendia for treason. Realizing that they could not control a country as powerful as Monavia, they gathered an army of followers and invaded Vendia instead. They conquored the country, which had been weakened by natural disasters of varying sorts, and took over the government.

"After this happened, relations with Vendia cooled dramitically for over a century, and it was not until 1850 that the situation had improved. The monarchy there grew stronger, and at the same time it became more benevolent towards its neighbors. The Vendian Upheaval, which began in 1933, ended this brief period.

"Revolutions swept over the country, overthrowing the monarchy and dividing the territory between royalists, who were loyal to the old regime, revolutionaries, who wanted to create a democracy, and many other groups. The revolutionaries followed many different systems. Most divisions were over economics, with business interests opposing communists, and ideological units, including would-be dictators who followed fascism, which was now emerging across the world. The war ended in 1947, with Monavia and a coalition of nations from across the continent forcing the removal of most of the radical parties and factions. A democracy was established, but it fell apart and devolved into chaos by the middle of the twentieth century."

OOC: I will quote a statement made at a conference with Lamoni about a year ago on Jolt. Another minister of mine said this to Lamoni's president, Andrew Stinson.

"They all had the idea in mind of destroying the old order and replacing it with their own, however, with seven different leaders competing to take over the nation, they hurt themselves about a much as they hurt the old government. The revolution was successful, but most of the loyalists fled to friendly countries, mostly to Monavia. The government was not happy with the demise of one of its allies, and soon launched an all-out war against the Vendian rebels.

"Within five years, about two dozen other nations took sides in the conflict, and Vendia was left as a wasteland. The rebels surrendered, mainly because Monavia was able to pressure most of the belligerents into withdrawing from the conflict. The loyalists soon left for home after the conclusion of the war. Monavia has been in wars after that one, but they were all small in scale. Vendia has since rebuilt, and the people are actually quite grateful for the assistance on our part to win back their country for them. The government reorganized itself into a republic, however it too collapsed, because some rebels which survived the war came back to wreck the democracy.

"One of the leaders of the loyalists, and a descendent of the last monarch eventually took control long enough to stabilize the nation and hold an election. He proposed a new constitution, among other things. When he came up for reelection, another rebellion took place but it failed. He then made an offer to the citizenry to hold a popular referendum to amend a portion of the constitution, which would still allow for him to be elected, but instead he would have a permanent term.

"He ruled as a benevolent dictator, then before retiring, he held another election, this time to choose his successor. The new dictator had his term limited, by his own choice, to thirty years. It expires in 2010. After that, the nation will revert back to a republic, and the previous provisions of the constitution will be restored."

"My," commented Minister Chan, "I had no idea that Monavia had such an unstable nation as a neighbour. What a contrast to the peace and prosperity of the Empire!" The Monavian foreign minister's discourse on bilateral relations between Monavia and Vendia had given the Ruccolians a better understanding of the central role the Empire played on its continent, and had shed some light on the reasoning behind the country's national motto.

Curious to know Minister Carter's opinion on the matter, Saffioti proceeded to enquire further on the issue of Vendia. "With the changes that are set to take place in Vendia, what do you see happening over the next few years?"

OOC: I had to locate my old dialogue on an ancient Jolt thread to keep storylines consistent. I loathe plot inconsistencies in the harshest terms, due to the confusion they generate and cause for the writer.

IC:

Listening to Minister Saffioti's question about political changes in Vendia, Carter answered, "The dictator has announced years ago that he was not running for reelection to any office. The last twenty-five years of his admininstation have been spent educating people about how to govern themselves and stabilize local governments. Local systems, especially in smaller cities, is highly stable now, and the instability of the past has waned to almost negligable proportions. I suppose that I might add that his predecessor was a dictator by definition, and that the current office holder was elected president for life, before he limited his term so that he could retire from the grind of politics some day. It appears that a democratic Vendia might finally rise, now that the age of despotism is nearing a smooth and pleasing conclusion."

Carter did not want to spend too much time loitering in the park, as the conference would begin later that day. He began to walk around the fountain and examined the base of another statue, but as there was not date on it and the smooth visage of the towering form before him had been worn away, making the statue difficult to identify, he made up his mind not to stay longer. "My esteemed guests, I advise that we leave this place and return at some other time. We have business to attend to."

"That's good to hear, and is truly cause for celebration," smiled the transport minister. Noting that time was quickly passing them by, the delegation agreed that it was best to move on to the royal residence. "Indeed," concurred Minister Narniano, "it would be wrong to keep the King, Queen and Chancellor waiting." They made their way back to the limousine with Carter, thanking him for the tour as they took their seats.

"Yes, I agree with the notion that it would not be advisable to keep anyone waiting." After the delegation entered the limousine, it drove off with the FSS and Royal Guard vecicles accompanying the group.

"The medieval period was characterized by the flourishing of religion and spirituality, which still remains one of the most potent forces in public policy today. Citizens will make decisions and form opinions with their closest beliefs and spiritual ideas in mind, and consequently, people will vote according to these principles. This doesn't mean that religion is the deciding factor in elections for local politicians or determines policy often, but it does affect what opinions people hold.

"By 1300, the feudal system had faded considerably in strength, and the monarchy no longer needed the support of the aristocracy in a number of matters. The government had grown more centralized and soon the last vestiges of feudalism (in a political sense) were gone by about 1500, although the medieval period came to an end about a century earlier, in 1400."

"Sounds a bit like Ruccola," remarked Carolina, referring to Minister Carter's note on the influence of religion in modern-day Monavia. "We're officially a secular nation with no national religion, but faith is an integral facet of everyday life in our country."

"Speaking of the Monavian aristocracy," Girolamo interjected, "does the historic nobility or its descendants play any significant role in this day and age?"
