The seemingly abandoned seat of the Gonswanzan delegate remained, as is, a dusty, decrepit mess. The placard had cracked, and part of it fell away some time ago; there were cobwebs under the desk, and the old chair had gathered dust.

Yet, the space was soon cleaned out, cleaned up, and made anew, as a CRT monitor with speakers was set up, along with a familiar face soon flickering on the screen, once it was plugged in.

None other than our favorite, Luciana Tejedor, taking a quick puff from a cigarette on the screen while reclining in her own chair, from presumably an office, somewhere, as the audio crackled to life.

"And so, we return to the stage once again. Greetings, it's been a while. While a new rep would have replaced me, they instead elected to have me via remote access, for now, given a mild situation involving medical staff. "This is truly a fascinating discovery! My government is willing to send out a science team to study whatever secrets Echilyia may hold however they are unwilling to deploy military personnel beyond a single battalion. Luckily there are several Joyean contractors lined up that more than happy to assist with logistics, security, and billeting for UDA personnel. The past 2 weeks have been rather hectic for the Royal Commonwealth.

The war in Syffrania had reached its first year, and nearly 500 Palmyrians, 500 HRE soldiers, and 2,000 Syffranian National Security Forces personnel have died fighting, with nearly 10,000 Syffranian cartel militia and insurgents killed over the course of 1 year, and the Belleviouse Hemorrhagic Fever spreading with wanton virulence across Syffrania amidst famine and total industrial collapse. Neda III, Holy Roman Empress, had been the target of displeasure by the citizens and aristocracy of the Holy Roman Empire over more Imperial troops being sent to Syffrania to fight alongside coalition forces. The Vatican had expressed displeasure in the situation, especially in regards to how security issues were making it impossible for the Roman Catholic Church to commence with evangelization on Syffranian soil, and help with the provision of healthcare, education, and potable water systems. Jilliane, Lakambini of the Royal Palmyrian Commonwealth, had been under fire in the media for her handling of the Syffranian War, and anti-war protests were already picking up pace in Alexandria. Congress was dangling the prospect of a no-confidence vote against Evelyn Sta. Ana should her government choose to deploy more troops in Syffrania, which was fast becoming a flaming quagmire. Everyone was asking if Syffrania was a just war, and the issue was fast becoming divisive.

And now Ormazd. Palmyrion had been part of a coalition of nations that came to Ormazd's defense as Varezh invaded it, with 140,000 troops on Ormazdi soil by the war's end. New Harken came to Varezh's aid - and when Varezh had its arse handed to it on a silver platter by the coalition, New Harken invaded the country and installed a puppet government.

Esmee Blanchet decided to censure New Harken in the UDA over these actions, the same way she had censured the UDA once for keeping Greznov in. Here was an observer, censuring a full member for their actions.

To the most esteemed members of the assembly of the United Defence Accords, greetings.

I wish to bring to light the actions of New Harken in the Ormazd-Varezh War, which broke out when Varezh invaded Ormazd over the long-running disputes around the Darvand region. Apparently the dispute - focused on mountain passes, trade caravans, and the Lake of Hormiz - has been raging for centuries now, in a blood feud that predates gunpowder.

In recent times, Varezh accused Ormazd of supporting armed groups hostile to Varezh; Ormazd rejected these accusations and answered back with its own accusation, of Varezh escalating the situation to justify military pressure against the Kingdom of Ormazd. By August 14, 2026, these tensions erupted into open war when Varezh invaded.

A coalition of nations came to Ormazd's defense. Allanea, the Magican Empire, Kharilia, Pilzn, Al Mased, and my very own Palmyrion came to Ormazd's defense, among many others. New Harken supported Varezh in its invasion of Ormazd and its occupation of the Darvand region, an occupation featuring a harrowing scale of brutality meant to destroy local Ormazdi communities. New Harken stepped in to aid Varezh in its invasion of Ormazd, deploying its much-feared Nova Guard alongside its regular army.

Naturally Palmyrion came into contact with New Harkish forces in Ormazd, in its fight to defend Ormazd from Varezh. The resulting battles were bloody, in a way the Palmyrians would find harrowing. Palmyrion expected New Harkish Nova Guard and Army regulars to follow international humanitarian law while the Varezhis paid no heed to it; alas, we were unfortunately too naive to think otherwise. New Harkish Nova Guard troops hung captured coalition personnel from trees, and even started attacking coalition medical personnel. Female coalition personnel recovered from New Harkish and Varezhi captivity were subject to systemic rape within a larger comfort woman system operated by the Varezhis, this comfort woman system being part of a systemic campaign of sexual violence by Varezhi occupation forces against Ormazdi civilians.

As the coalition liberated territories from Varezhi-New Harkish occupation, we found evidence of Varezhi and New Harkish crimes against sapientkind against Ormazdi civilians in the Darvand region. Mehrabad could be considered an egregious example of New Harkish-Varezhi brutality, where in the opening hours of the conflict Varezhian troops engaged in wanton slaughter, rape, and religious desecration against Ormazdi civilians in Mehrabad. When Mehrabad was retaken from Varezhi occupation last 3rd of September 2026, coalition forces found evidence of a systemic campaign by Varezh - and aided and abetted by New Harken - to expel Ormazdi civilians to make way for Varezhi settlers, as well as a network of brothels used for the Varezhi comfort woman system and filled with women sexually enslaved under duress and coercion. The local Zoroastrian fire temple complex was systematically demolished, and its clergy killed in an array of egregiously grotesque ways.

The violence in Mehrabad was repeated across the Darvand region, when Varezhi-New Harkish forces occupied the area. We found villages rendered desolate by Varezhi and New Harken troops, possibly in a systemic campaign to ethnically cleanse the occupied areas of Ormazdi civilians. Zoroastrian fire temples were desecrated and demolished, with Zoroastrian priests executed in a variety of grotesque ways. Community leaders and officials were detained, in some cases given speedy kangaroo trials before being executed by occupation forces. Significant swathes of men were killed and others enslaved, with the women subject to sexual violence and forced marriages to Varezhi and New Harkish troops.

These are all atrocities committed by Varezh, and aided and abetted by New Harken. Coalition forces in Ormazd are still collecting evidence of Varezhi-New Harkish atrocities in the Darvand region, but the evidence we have on hand thus far is already substantial enough so as to be damning. The Royal Commonwealth has gathered its own corpus of evidence of war crimes commited by Varezh and New Harken, which it will soon release publicly for widespread dissemination and unlimited distribution.

To make matters worse, New Harken then proceeded to invade Varezh, by seizing the capital of Varezhkent in a blistering offensive, and holding Varezhi President Arman Veyran in captivity. This is a clear-cut violation and backstab of Varezhi sovereignty by the very New Harkish who were supposed to aid and abet them in their invasion of Ormazd. New Harkish troops then proceeded to engage in wanton violence against Varezhi civilians and resisting troops, deliberately targeting civilians protesting the New Harkish takeover of Varezh and executing captured Varezhi military personnel in the ensuing short-lived Battle of Varezhkent. The situation in Varezh is rapidly developing, but make no mistake: New Harken has decided to violate the very sovereignty of Varezh and brutalize its citizens, like as if their bloodlust was not sated when they went on a rampage of atrocities back in the Darvand region of Ormazd.

In summary, New Harken has proven itself to be an atrocious authoritarian state inimical to international humanitarian law and the global rules-based order, with its troops flagrantly violating international humanitarian law, and its government not even bothering to cover them up or, ideally, punish those of its armed forces that violate international humanitarian law. It has committed a slew of atrocities during the Ormazd-Varezh War, and decided to destabilize and invade the very so-called ally, whose invasion and brutalization of Ormazd it was aiding and abetting. All of this in the pursuit of spreading its ideology of National Democracy.

Henceforth, I level a motion of censure and condemnation against New Harken, in horrifying disgust for its atrocities in the Ormazd-Varezh War.

To Her Excellency Esmee Blanchet, Representatives of the Royal Palmyrian Commonwealth, The Assembly acknowledges receipt of the communication submitted by the Royal Palmyrian Commonwealth concerning the conduct of New Harken during the Ormazd–Varezh War. The allegations raised in the communication are grave in character. Claims concerning violations of international humanitarian law, and war crimes are matters that warrant serious consideration and, where appropriate, proper investigation on the basis of evidence and something that the United Defence Accords do not take lightly. However, the UDA would like to draw the attention of the Royal Palmyrian Commonwealth to a procedural matter concerning the United Defence Accords: Palmyrion presently participates in the United Defence Accords as an observer and is not a full member of the organization. Observer status permits the Royal Commonwealth to participate in such discussions, consultations, and proceedings as are afforded to observers under the rules of the Accords, but it does not confer the constitutional privileges of full membership. Consequently, the Royal Palmyrian Commonwealth does not possess voting rights within the Assembly and cannot itself introduce, table, or move a formal motion of censure, condemnation, sanction, suspension, or other Assembly action requiring consideration and decision by the membership. Therefore, the Presidency cannot recognize the final portion of the Palmyrian communication as a formally tabled motion before the Assembly. The communication itself may nevertheless be entered into the record and circulated among the membership for consideration. The Royal Palmyrian Commonwealth is free to present documentary evidence, witness testimony, military records, forensic findings, or other supporting materials concerning the alleged conduct of New Harkish forces. Should a full member of the United Defence Accords determine that the matter warrants formal Assembly action, that member may sponsor and introduce an appropriate motion in accordance with the procedures of the Accords. At that point, the Assembly may debate and dispose of the motion through the ordinary mechanisms available to the membership. The Presidency would further caution all parties that the Assembly must distinguish between political accusation, battlefield reporting, and substantiated findings of fact. Given the severity of the allegations now before us, any formal determination by the United Defence Accords should rest upon an evidentiary record sufficient to withstand scrutiny. The United Defence Accords cannot demand adherence to international norms from others while abandoning due process within its own institutions. The Palmyrian submission is therefore received as an observer communication to the Assembly. Any full member wishing to sponsor such a motion may subsequently place the question of alleged New Harkens misconduct properly before the Assembly.
