Where is season 3?
Also if we ever have a season 3 how is card rarity determined

Wae have been told that the cards have been designed (possibly meaning just the shared template into which the relevant details for each nation existing when the set is issued will be fitted?), the rules about collecting & trading cards have been tweaked to make "farming" large numbers of puppets for this purpose a bit less attractive, and we have been told that the set's release is now planned for "soon".
So, maybe it will be released as a "Christmas present" for us, or to mark the beginning of the new year?

Factors that seemed to affect card "rarity" for the previous seasons, and that therefore probably will do so this time as well, are _
Population, numbers of '#1' and 'Top 1%' badges (and maybe lower-ranked badges, to a lesser extent, as well?), being a region's Founder and/or Delegate (possibly influenced by the region's size, too, so that just founding a region where that nation is the only resident doesn't help as much as founding a more popular one?), WA authorship, Issue authorship, the owner holding positions (under that particular nation's name) on the game's staff, and being Commended/Condemned by the SC.
Your nation, being still relatively small, with only a few badges, and having none of those other traits, will almost certainly be rated as 'Common'.

I put a lot of work into my card farms to make them as nice as possible, this includes flags, motto's dedicated themed regions, etc.
This even goes for the numbered farms that I eventually still want to retire.
Check this dispatch for a quick overview, even the numbered puppets all have custom flags and I tried to make the names less boring.

A lot of the newer puppets are still a work in progress though.

If I can't farm (properly), I'll stop playing.

Why are you people so toxic and try to ruin this aspect of the game?!

Farming is like work/activity in the real economy: it creates cards and banks, what is added value e.g. wealth.
