No.
To start with: Admins, Mods, GenSec members, and Issues Editors all seem to be Legendary. (I haven't checked any RP Mentors...).
Beyond that the numbers of resolutions or issues written, roles as founders or delegates of large regions (e.g. NewTexas, which is also Legendary), and probably a factor based on the number & value of other badges possessed seem to be factors.
Maybe also size/antiquity, but nations scoring really high on that factor tend to do well on [one or more of the] points that I've already listed anyhows...

Caelapes being Legendary is presumably due to their having won that 'WA Secretary-General' election [for which they still have the label] at an earlier April Fools'.

N&I all seem to be Epic and P2TM Ultra-Rare (e.g. Cer and Swith) at a minimum. Senior Mentor doesn't seem to make a difference (e.g. Zark is Epic). Macabees and Lamoni are both Commended as well and therefore Legendary.
