Welcome to Normandy and Picardy!

Many congratulations and many thanks to our friends at TAS and BVC for brilliantly working with each other to help produce what was a fun, at times wacky, but ultimately high quality contest across both cities. Both teams were a pleasure to work with separately - as they always are - and together, and I once again give un grand merci to both. The 70th contest, the platinum anniversary of the contest, now falls to the hands of my former friends and colleagues at SRNP, who have valliantly taken up the call to put on a show fit for such an occassion. I have already been wowed by the minimalist yet impactful design that will underly this contest, and hope to see it be a celebration of the contest, and not just its history but its present and future too. And bearing the future of the contest in mind, it is important to note that this will be me final contest as overseer, given that I do not intend to carry on the role future, instead seeking more time with my family and friends and to work on new and exciting projects. I hope to hand the contest over to a new overseer who will take the contest even further, and I can't wait to see the 80th World Hit Festival come around in no time. But for now, let's enjoy a great contest in my hometown. and the capital of Normandy, Caen! I know they, or well, we, know how to throw a party...

What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries. In order to see how the whole thing works, feel free to explore the previous competition in Beepee, linked above, which will also allow you to get a feel for the contest and what is required.

Rules and Regulations...

ENTRIES

1. For an entry to be accepted, must have one of either at least some staging directions orsuitable background role play.‘At least some staging directions’ is to be defined as anything more than 3 sentences of RP to accompany the entry. Cases that are on the borderline will be accepted or rejected at the discretion of the Host and the Overseer.' ‘Suitable background role play’ is to be defined as at least 5 sentences of background to the entry. The right to reject an entry according to this criterium is reserved by the Host and the Overseer. More generally, feel free to consult the Acceptable Entry Standards for the World Hit Festival
2. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
3. In order for Semi-Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
4. The maximum amount of nations that can participate without more than one automatic qualifier (ie the host) is 18 nations per Semi-Final. Once this number has been broken, the top 6 (including the host) will automatically qualify to reduce 18 nations to 15 in each Semi.

CONTEST

1. A nation is allowed to submit 1 puppet maximum to the contest, meaning that a user can be controlled at most 2 nations in the contest.
2. Users must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens. If users usually split their rankings across multiple participating nations (master and at least one puppet), they are free to provide only one ranking - provided it directly aligns with how many points given out across the user's participating nations. Otherwise, the user must send a ranking per participating nation they own. Rankings should not be displayed by any given user until after the Festival has been completed.
3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
4. When participating with multiple nations, users can only give themselves 5 points maximum across both nations, and a maximum of 3 to one (that is to say, a maximum of 3 to one and 2 to the other). Votes will not be accepted if users give themselves, across both of their nations, more than 5 points, or more than 3 points to one.
5. In the event of a tie, the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - 6th places, 7th places etc.

HOSTING

1. The winner of the competition will automatically be given the right to host the competition. The winner will be contacted by the Overseer to ask if they want to take up the role.
2. The host can reveal they will host the World Hit Festival after talks with the Overseer on when to do this.
3. If the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, usual procedure is that the nation who came 2nd will be asked and so on until it reaches the Overseer. The Overseer can give hosting responsibilities to a user placed below them if they are willing to host, and the Overseer also reserves the ability to choose an alternative host.
4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

What is the Overseer position?
The position of the World Hit Festival Overseer is the most critical position in the Festival. The Overseer's responsibility is to coordinate with hosts edition-to-edition, set up the OOC thread, make sure the hosts are on track with their responsibilities, and also make sure that the rules are enforced. As there is only one Overseer in any given term, being elected into this position means you have the power to change this festival as you see fit. Being the World Hit Festival Overseer is an extremely difficult task as you are the only one responsible for the running of the entire Festival (instead of having a committee). Each term of the Festival is approximately a year and a half.

1. Maintain the World Hit Festival's OOC thread and coordinate sign-ups.
2. Be in contact with the host throughout the contest to ensure the contest is running smoothly.
3. Write and enforce the rules of the World Hit Festival, making sure it's up to date and transparent.
4. Make sure to keep the World Hit Festival and its Junior version active and on time.
5. Focus on the growth of the Festival, making it increasingly attractive for prospective new users.
6. Be active and alert, articulate, and not afraid to handle confrontation or enqueries.

How will this work?
The way this election will work will be similar to the 6th WHF overseer elections. You will have three weeks to complete the form above. The initial period is the Open Application, which means anyone that has successfully participated in either the 68th World Hit Festival or the 69th World Hit Festival is eligible to apply and post the form above. I encourage anyone who is interested in running right now to try their hand in running for the position. The Invited Application will be the Overseer DMing people who they believe would make a good overseer. They will be given an extra week to submit an application to be the WHF Overseer. Anybody who has participated once over Normandy and Picardy's reign as Overseer will be welcome to vote, as long as they sign-up for the 70th World Hit Festival before voting lines open.

Both open and invited applicants are required to fill out the form above. After there are enough users who have applied, voting can then begin in earnest. A ballot will be sent out with the complete list of applicants and links to their applications. Users will then be asked to send a TG to the overseer ranking their preference, their first choice being their most preferred down to their last choice being their least. When the new overseer is elected, the running of the rest of WHF70 will be jointly run, used in order to train the new overseer in how to run the contest. The new Overseer will put their first thread up for the 71st edition, for which the previous overseer (Normandy and Picardy) will provide a more distant oversight role.

Welcome to Caen! The capital of the Republic of Normandy, one of the two constituent states of Normandy and Picardy, is happy to welcome the World Hit Festival back for its 70th edition, and looks forward to welcoming the world to enjoy Normandy and Picardy and to Feel the Beat. The slogan is reflected in the simple yet effective design scheme for this contest, made to look like a speaker from the front; this is especially fitting given the club beats that brought the contest back to Normandy and Picardy, in the form of Marcel's winning song "Completement Fou". It is also made to represent a number of other things too, from rippling water waves reflecting Normandy and Picardy's long, deep historical connection to the sea, to an eclipse and the corona of the sun - hopefully this will be a good omen for the competing nations. This simple design will be reflected throughout the design behind this contest, as can be seen in the graphics below that include an example of a postcard, using Marcel's successful entry from last contest. The postcards will be similar to previous contests, taking the opportunity to show off Normandy and Picardy to the world, whilst also including the artists. The competing artists from this year's contest will be invited to a site in Normandy or Picardy and to meet local people in the area before the contest. In OOC terms, I will inform each competing nation of their location and provide a brief synopsis: this will allow you to include it in any background RP that you might wish to include. The postcard as it will appear in the thread will be the closing screen before the song, showing off the location.



Situated in the heart of Caen, the Arène du Parc takes its name from the Parc Duchamps, a site that has had many uses throughout its history, from the fields from which it takes its name, to an early modern Industrial area, to the modern redevelopment that has seen it become a large green place in the centre of the city, and is testament to the efforts made to redevelop the city in recent years. As such, it has excellent transport links, with two lines of the Caen Tram system and multiple busses having stops surrounding the park in which the arena is situated. The arena, which can seat up to 12,000 people, reduced to 10,000 for the purposes of the World Hit Festival to allow for the stage and required technical equipment, regularly plays hosts to huge names in the Normand music industry and visiting artists, awards shows, and also is used to playing host to major cultural events. It is thus ideally suited to serving as the host venue.



Making the most use of the arena is the stage, designed by Caen-based design suite Hugo Rouselle, having won the tender put out by SRNP after the host city was chosen. The design reflects the theme, with circular elements drawing upon the "sound wave" design central to the aesthetic of this contest, including the moveable circular LED ring, and partial rings about the B-stage. The stage also seeks to embrace and reach out to viewers around the world and encourage them to join in in this important anniversary for the contest. The stage makes use of a large background LED and an LED floor, and lights situated around the stage including in the arches to the sides of the main stage. Otherwise, the stage is able to supply all the usual features including smoke and pyrotechnics: if you are in doubt, feel free to ask me whether the stage will be able to accomodate what you have planned.

Leadership/hosting experience:
I have hosted three World Hit Festival contests: 54, in La Cañada; 59, in Orongumilá, and 68, in Santa Ana. I have also hosted the 7th Junior World Hit Festival in the cities of Juana Díaz and Urbania, which was the first time two cities jointly hosted a WHF competition; this latter contest was impacted by the COVID-19 pandemic, but the organizers managed to hold the contest with minimal infection rates and spread.
I have also hosted two WorldVision Song Contests: 20, in Corola City; and 76, in Rosario. At the same time, I was part of the WorldVision Committee from the 76-80 song contest period, which garnered for greater committee involvement in moderation, RP, and increasing standards of performance quality. With these positions and hostings, I have developed the tact and flexibility to manage these competitions and ensure that the quality of the contests remain impeccable.
In regards to victories, I have won the World Hit Festival three times (53, 58, and 67); WorldVision Song Contest once (93); and Junior World Hit Festival once (9).

Why I should be elected:
The World Hit Festival is an experimental contest, and the Achaean entries have taken such experimentation to heart—especially in this recent decade. Epistolary entries, stories, perspectives, and crafting nuances that have provided entertaining music, iconic storytelling, and innovation through stylistic choices. I appreciate Norm’s passage as an overseer and his persistence in maintaining the excellent quality of entries, as well as previous overseers like Brit who have managed to craft a new experience for many of us. I believe it is my time to shape the course of this contest for the future. Three completely unexpected victories later, and numerous brushes with success, means I can provide an excellent track record, maturity, and perspective to take on the challenging role of becoming an Overseer.

How I can make WHF better:

• I propose a discussion on the use of AI in the contest, in particular images and lyrics. Would it be acceptable to use AI lyrics in certain circumstances (e.g. joke entries) or not at all? How would someone identify AI-generated lyrics and what would be the appropriate consequences if someone attempts to use them? How do we reward creativity while balancing the advancement of technology? These are important questions that I intend to address through an open framework.
• I intend to have the 75th World Hit Festival become the 4th Orchestral Edition, with the added twist of having entries complete their entries in their foreign language. While it has been a requirement in the Junior World Hit Festival, this has never been done in the main competition; thus, this would be a great throwback to what would be a very special edition.
• I also want to restore the Junior World Hit Festival, its tenth edition to be held before or after WHF75. This is a very important competition to be held in pro of celebrating our children’s talents and opportunities. Should I be chosen, I propose for host bidding to take place between the 73rd and 74th World Hit Festivals in order to provide the winning bid(s) ample time to prepare for the hosting.
• Previous Overseers have clarified the acceptable standards for WHF RP entries. However, I believe these guidelines may be subject to interpretation between Overseer and Host. To the interest of avoiding a #KergleGate (haha), I intend to review these standards and open discussion on what should the appropriate and fair guidelines for postings. For instance, should there be a minimum word count on stage RP? Should we allow cursing? This is not to punish nor cut down on creativity; rather, this idea is to adapt the contest to modern needs and improve its quality.
• I would like to commission a generic logo for the WHF in a way to update the current one we have from Euski that has gone unused. This Eurovision-style logo could be adapted to each contest alongside other visual identities that can be created to aid the hosts in displaying their culture with each contest.
