The jumbo jet carrying the Theedish delegation arrived at the Empress Rei International Airport a few hours before the start of the congress. The Theedish delegation was led by Theedishland's "paramount leader" and de facto head of state, the chief of the Aulic War Council Generalfeldmarschall Leberecht Nikolaus Fürst Blücher von Wahlstatt. He was accompanied by the Foreign Minister, Hans-Jürgen Graf Schwerin von Krosigk, and the head of the OKW Office for Foreign Affairs, Lothar Fürst von Metternich-Sándor Winneburg. Despite Blücher being of very advanced age, he insisted on making the trip and leading the delegation himself. Aside from the need to speak with other power players directly in a conference of such stature, he simply wished to travel abroad before his body fails him completely.

The Theedishlanders acknowledged the Leidenschaftlichers, who have just arrived, with nods and smiles of their own. Their presence was very much appreciated, and only expected. After all, Bashriyya was only one of many issues to be discussed in this summit. Maki Kojiro was sure to raise the topic of Joseon, and by implication the Deccan, when the fate of Bashriyya was settled. With the Bashriyyan delegation, issuing an apology, the tone was set for the Theedishlanders' opening remarks. The leader of the Theedish delegation, Field Marshal von Blücher, with the remainder of the Theedish delegation following suit, stood up and moved to speak.

"Before we begin, we would like to apologize on behalf of the Greater Theedish Empire of the Theech Nation to the international community for enabling the Sadrist regime nonentity's wars of aggression through the sale of armaments. Blowback is an inherent risk when it comes to the weapons trade, but we behaved irresponsibly. We acted as if the Sadrist regime nonentity was a normal nation, even after the downfall of Muhammad Nasheed. We too were under the impression that Sadr was a rational actor. As such, we believed the coast was clear and approved of arms sales under such assumptions. As a result, we were taken by surprise when Sadr chose to utilize the already-battered force he inherited from his father to go on a genocidal rampage."

Blücher, together with the other Theedishlanders, then sat down and resumed speaking. The Theedishlanders were not happy with Bolrieg and Eulabia a Nation attempting to expand their spheres of influence at the expense of Theedishland, and using very dangerous methods at that.

"With that being said, we would like to register a protest to some of the ideas proposed. They run contrary to not only anyone's interests and common sense, but also human decency. With all due respect to Their Excellencies Prime Ministers Kladnov and Mosley, the danger of allowing another Nasheed to rule the former Sadrist regime nonentity is immense, while having its inhabitants "decide their own fate" essentially means allowing them to legitimize the ideology instilled in them by the Nasheed dynasty. On these grounds, Theedishland opposes the further involvement of Bolrieg, and especially Eulabia a Nation, in the affairs of the former Sadrist regime nonentity. We cannot afford to even risk such intrigues being played out."

Next on the agenda was addressing the Inyurstan concerns regarding the former Bashriyya. As such, Blücher continued speaking.

"We are in support of the formation of a Tuareg state and the partition of the former Sadrist regime nonentity. We agree that it deserves to be punished, and that it would be best for the world that any potential Nasheedist elements have less resources to work with. That being said, any partition needs to be done rationally. If we just divide the former Sadrist regime nonentity into several entities ruled by warlords, it would be more difficult to actually control the area. The complicated logistics of having to deal with a myriad entities to accomplish the same purpose aside, the area being in a constant state of flux and agitation would not end well. His Excellency Shogun Kojiro did an excellent job of pointing out the consequences of such a state of affairs."

Prime Minister Jeong Dohyung agreed that Bashriyya's status as a state sponsor of international terrorism should end. Certainly, an uncontrolled Bashriyya was dangerous. Eventually, someone will have to put an end to Bashriyya's dangerous rampage.

However, it was inconvenient for Joseon that Nifon's power reached Bashriyya. Joseon and Nifon's relationship was complicated. They cooperated on some issues and had different interests in others. Relations between the two countries have complexities that cannot be clearly explained.

To put it mildly, the relationship between Joseon and Nifon is not hostile. To put it badly, the two countries cannot trust each other. Jeong Dohyung thought it very dangerous for an unreliable country's military and influence to separate Joseon and its ally, the Commonwealth of Eulabia. That would make cooperation between the two countries very difficult in case of emergency. And it can have disastrous consequences.

Also, if Bashriyya is included within Nifon's sphere of influence, Joseon will be surrounded by Nifon's sphere of influence. It was geopolitically unfavorable to Joseon. At least major trade routes should be free from Nifon's influence so that Joseon can relax.

Even if Inyursta controlled Bashriyya instead of Nifon, the conclusion was the same. Inyursta was an ally of Nifon. If Inyursta controls Bashriyya, eventually Joseon will be besieged by Nifon and their allies.

“But we do not want any one power to control Bashriyya. Of course, we give credit to Nifon, Inyursta, and Palmyrion for their efforts in subduing Bashriyya. But we are not here to create another colony. Bashriyya should be monitored and controlled by an international entity. We believe that an equal size force from each of the seven countries wishing to participate should be involved in peacekeeping operations against Bashriyya. They will help stabilize the Bashriyya and ensure they no longer have to engage in terrorism. And when that role is over, the armed forces of each country must withdraw.”

Diplomat Mosik would think through the situation, to him the Bashrarabs were not to blame for their governments inefectual government. But on the other hand to gather support for Welephilostopia's vision forward he would need to apease the more hawkish members of the Congress, he would sip his glass of water and speak up, "Thank you Prime Minister Dohyuung, your opinion has enlightened us all and the path you have layed before us apears to be the one to take." He would glance at the Inyour representative then deliver his vision, "I believe that the solution for Bashryya we can all agree on at least is a Taureg state in the south, I would hope that a coalition occupation force could assist the naval government in waiting on the Bashryyan coast and as for the rest."

He would pause looking at the entire congress before continuing with, "Frankly, if they cannot get supplies through ports and no nation bordering them are willing to help then how will they supply their own weapons, I think that Inyouristan can attest to it's airforces advanced bombing capabilities and Welephilostopia would be fine to pay for the bombs to be dropped if it satisfies all parties." He would stop, nod at the EAN and Joseon representatives before finishing his water and asking for more.

Chancellor Ezar spoke into the microphone, then took another sip of his triple shot espresso and leaned back again, comfortably.

Of course, he did nots ay it out loud, balkanizing the state means everyone else had to deal with so many other smaller parties when it comes to a deal in accessing with their resources for the international market. It was simply better to deal with two entities instead of dozens other smaller governments with each of their interest.

"But we are interested in hearing from the host nation. What does Nifon has in mind?"

Nak Biyaam had been silent up until this point, almost trying to will himself into nonexistence just to escape from Ishikawa. He was in the heart of Mara's land, and he could feel the evil permeate from every surface of the place. It was oppressive, a total shift in feeling from his own house back in Ancor. The aura of the place alone would have been enough to convince him that all his feelings on Nifon were true, had his conviction of such things were not already total. And beyond just feeling, watching others deliver gifts of tribute to the Nifonese throne further proved the total manipulation and greed of the Nifonese. If Nifon could be erased from the world, even if it took Nak with it, he would have been happy.

But the conference was simply far too important to not attend, lest Nak wanted to let Palmyrion gain the upper hand. And from the first order of business it seemed the Supreme Leader's fears had been vindicated. Though none had made such a bold suggestion yet, the fact that Palmyrion's name kept coming up set Nak on edge. He anticipated Nifon showing favoritism to his lapdogs in Dakkan, and Nak needed to be present to counter such things with everything he could.

"As far as I am aware, Theedishland has already proven itself incapable of preventing something like this from happening," Nak said. "Putting Bashriyya back under Theedish control is doing the same thing and expecting different results. It is insanity. At this point any other option would be preferable: Inyursta, Sugogo, international mandate, anything. Even letting the Bashriyyans attempt to govern themselves would give us a better chance than putting the Bashriyyans back on the same path that led us here in the first place."

Nak glanced over to the Leidenschaftlicher delegation. His supreme dislike for Theedishland was always at odds with his generally positive perception of the Leidenschaftlichers. But in times like these, it was hard to address one without necessarily addressing the other. At times it was an impossible balancing act to maintain. But Nak simply could not lose the soft alliance between Ancor and Leidenschaftliche.

"Of course...I am familiar with the overall competence of the Leidenschaftlicher government," he continued, adjusting his glasses. "A fair compromise, if there really is a desire to restore Theedish control over Bashriyya, would be to allow the Leidenschaftlicher government to control the Bashriyyan region. At least then we would be changing something and not setting up for a repeat of this mess. But beyond this, restoring Theedishlander control over Bashriyya is knowingly and willingly setting up for another disaster down the road."

"I am sorry your excellency, but I need to correct your excellency on something." the Nifonese Shogun turned to the Sub-Presidente "I mean the Navy's government; not the Sadrists. I have to say that I do not trust them, but in my opinion anyone but Sadr-san is a welcome change."

Then the ruler of Nifon paused, to address them all:

"Excellencies, Majesties, Highensses" the Shogun begun "I am concerned that any attempt to resolve this issue may be hampered by contradicting interests of many parties partaking in the negotiations. It is no secret that various parties propose a differing visions of Bashriyya's future. Our goal here is to reconcile those visions. "

He looked at Matteo again:

"The Inyurstan government believes that nothing short of total destruction of Bashriyya is in it's national interest. Theedsich and my own government believe such solution to be excessive and pointless. Additionally there is severe distrust between Palmyris and Theedisch, as well as Theedisch and EaN. As such, permit me to propose my own solution to the problem of Bashriyya. "

Kojiro knew how much was at stake. It would be immensely beneficial for the Empire of Greater Nifon for Theedischland and Inyursta to be reconciled. As such, he had to take steps to make that happen.

"First of, Bashriyya will be divided into two states. The Southern Part of Bashriyya will be used to create the new Tuareg state, and be put under Inyurstan and Palmyri protection. Meanwhile, the Northern Part will be put under Nifonese and Theedisch protection."

Now came the turn to bribe his allies into accepting the deal.

"To compensate Inyursta for it's loss, several concessions will be made. First, the Empire of Greater Nifon will provide 15 billion N$D to invest in Inyurstan infrastructure and open several new factories in Inyursta, that will only hire locally in order to generate jobs for the population." the Shogun turned to the Theedisch side "If I may allow your , I would also suggest that Bashriyya will be disallowed from selling oil to anyone but TD to protect interests of Inyurstan oil companies. Also, your excellencies may consider giving Inyursta a most favoured nation status in oil, as such an agreement would benefit Theedischland's energy security greatly. Finally, both our nations will recognize LAL as sphere of influence of Inyursta and Langenia, and refrain from acting there without permission."

Then, he choose to address the remaining points.


"Bashriyya will also be put under strict armaments limits. It's army will be reduced to 50 000 men in total, and will be forbidden from owning long-range offensive munitions, submarines, ships above 2000 tons and more than 35 combat capable aircraft. Conscription will be forbidden. Finally, all participating nations will agree to limit their contingents participating in the occupation and each other - as well as other concerned parties - of size of the contingents. If possible, we ought to refrain from stationing weapons that could be used to damage long standing interests of other parties. "

And there it was, the naked truth. Not only had the Nifonese shogun revealed his hand on what he was doing, but also that he explicitly intended to let Palmyrions in on the action. Deep inside, Nak Biyaam was enraged. If there had been no barrier between his soul and the world the whole palace would surely catch flame. Every fiber of his being wanted to stand up and shout at the sinister old warrior-king of Nifon for even daring to speak such things. But he refrained, instead taking a deep breath and repeating a verse from the Dhammapada over and over in his mind to calm himself.

As rain breaks through an ill-thatched house, passion will break through an unreflecting mind...

Steadying his emotions as best he could, the Supreme Leader of Ancor spoke once more.

"I think Kojiro has forgotten what we are discussing here," Nak said, his voice even and serene but his eyes still a raging fire. "We are discussing how best to proceed with handling Bashriyya so as to prevent further international issues from sprouting from it, not discussing how best to carve up some spoil of war. You have brought this before the international community for a reason, one may assume. If it was so that we can all witness Korjiro do as he pleases with international borders to benefit whomever he sees fit, perhaps that should have been on the invitation. So unless I am entirely mistaken, the claim that certain nations should gain control over Bashriyya and its resources as 'compensation' for their efforts in the conflict should have little to no bearing on the decision brought before us today."

"And yes, I do mean control," he continued. "Do not spit in our eyes and tell us it's rain, Kojiro. We know this isn't about deciding who gets to protect Bashriyya. Else you wouldn't have added suggestions that all of Bashriyya's oil be reserved for the Theedish. Or suggest that one such 'protector' be the lawless and amoral butchers that are the Palmyrions..."

The peaceful facade of Nak's voice wavered as he uttered the word. He took a second to recollect himself from merely mentioning the Palmyrions and their vile ways. In an effort to keep himself under control, he completely refrained from even looking at the Lakambini, knowing the sheer sight of her twisted countenance would thrown him into a fit of rage if he permitted himself even a passing glance at the 'concubine of Mara'.

"The mere thought that the Palmyrions should have anything to do with Bashriyya beyond this point is proof enough that the intent to fix Bashriyya and quell its extremism is not a serious one. At that point you may as well put the Sadrists back in charge. No, there will be no doublespeak here if this congress is to be taken with any amount of seriousness. Either we are here to find a resolution to the Bashriyyan question, or we are here to watch the victors of a war carve up spoils for themselves. Only the truth will bring any honor to this congress, and only lies will tarnish it and its host immeasurably...regardless of how much pomp and decorum you dress it up with."

The Lakambini and the Chancellor listened on keenly as the Shogun laid out his proposal for post-war Bashriyya's fate. It essentially entailed a partition of Bashriyya into two portions: the Bashriyyan state itself (or what's left of it) to the north, and an independent Tuareg state to the south. Bashriyya won't be allowed to sell to anyone but the Theedische, and the Theeds would also give the Inyurstans a most favored nation status when it came to oil. LAL would be essentially given to the mercy of the Inyurstans and the Langenians as their SOI.

And completing Bashriyya's fate was a major disarmament of the Bashriyyans. The Bashriyyan army would be turned into a glorified police force, the navy turned into an obese coast guard, its air force de-fanged and turned into something the Wright Brothers would be ashamed of. Northern Bashriyya would be placed under Nifonese and Theedisch protection, with Southern Bashriyya placed under Palmyrian and Inyurstan protection.

The Lakambini thought of the implications of such an agreement, all the while the Ancorian representative was melodramatically seething about the deal, talking about Bashriyya being treated as a spoil of war being carved up among the winners, taking special rage at the Palmyrians. Of the Inyurstans, Palmyrion had no axe to grind, but no mutual interests either; personally the Lakambini was wary of such an aggressive nation that regularly waged war like there was no tomorrow, and routinely flouted international law and convention, a wariness shared by Palmyrian diplomats and even the Palmyrian Vice-Chancellor for Foreign Affairs himself, but relations between both nations were otherwise normal. Nifon, a close ally of Palmyrion, being on the other side of the partition with the Theedische, a nation Palmyrion had an axe to grind with, was also another point of concern for the Lakambini, but the Lakambini thought that maybe it had a purpose. Her guess was that Nifon and Palmyrion being at opposite sides of the partition would make sure Palmyrion and Inyursta won't dare make moves against the Bashriyyan rump state; it wasn't that Palmyrion had any desire of burning Bashriyya to the ground (though hurting Theedische interests was still an option, albeit an increasingly ugly one), but the Inyurstans had, and thus it was important to keep the Inyurstans in check by having the Nifonese at the other side of the partition. Furthermore, Palmyrion wanted no further beef with the Theedische and the Leidenschaftlischers, seeing that Ancor was a larger threat, though the Lakambini understood that peace (or at least mending of relations) between Palmyrion and Leidenschaftlische was a complicated matter for another day.

Now the question that remained was how Palmyrion fit into all of this. Palmyrian interests in the continent were, for the most part, in Bagongo and Sugogo. Cheap labor, raw materials, basically two more countries wherein Palmyrian companies could set up shop in. Naturally, such interests, and the maintenance and expansion of those interests, would entail Palmyrian military presence in the region. Having Southern Bashriyya as another addition to Palmyrion's foreign interest portfolio was a welcome addition, though it naturally meant requiring more Palmyrian forces in the region to defend Palmyrion's interests. It also presented an opportunity to strengthen ties with the Inyurstans, starting with inter-military liaison between Palmyrian and Inyurstan units that would be stationed in Southern Bashriyya. It would also be the closest they could get to threatening Theedisch interests.

Mosley sat tapping his fingers on the paper that lay before him. He miscalculated. He had planned to build EAN's influence through Ishikawa, but it had become more than obvious that he was outnumbered here. He tried to put this embarrassment aside and concentrate on the negotiations, but then came the Kojiro proposal, which would have been a national disaster for EAN if it had his signature on it. He had no choice but to stand up

"Your Excellency, in recent years, Theedishland has shown itself to be a nation that does not respect principles such as national sovereignty and decency."

He paused.

"The said nation once put Bash in a state that we must now address, and in 2009 Theedishland invaded and occupied part of our country. For that reason, it is completely unacceptable for the EAN to see Theedishland as a nation figuring in the Bash division. A completely new situation would arise if Theedishland returned the occupied territories, in which case we would accept the agreement on the table here immediately."

"You-" Nak began to hiss, his blood boiling with the Lakambini's mockery. But he stopped himself once more. This time there was no verse or sutra to fall back upon. No, this time he used his own endless hatred to steal his heart and turn ice cold. It was clear the pompous bitch was trying to get a rise out of him, and he absolutely would not play into her petty little games.

"I must double my concern then," Nak continued monotonously, having sealed off all emotion to deal with at a later point in time, "if the Lakambini sees the concerns I've raised as merely being 'melodramatic'. It is a great surprise that such a lax and arrogant mentality has not yet caused your nation to collapse. Perhaps I have misjudged the skill of the administrators who have done everything in their power to keep the state running despite your attempts to the contrary. Nonetheless, your readiness to dismiss rather than challenge the points I have raised inspire little confidence that my statements were incorrect. A solution involving Palmyrion will make this congress a mockery and cannot be allowed."

Nak's glare was now trained solely on the Lakambini, unrelenting and murderous. If not for the consequences, Nak would have bridged the gap over the table and strangled the life out of the she-devil. But he knew better, and knew it would solve little and damage much, so he instead contented himself with imagining her death a hundred times over.

Who the fuck does this scandalous son-of-a-bitch think he is, fuck him in the ass sideways with a shit-stained spork, thought the Lakambini as the Ancorian representative hissed on, side-eyeing him mid-sentence before turning away, crossing her hands, and giving a smirk. The Chancellor looked on keenly, anticipating trouble, before finally speaking to the Lakambini, gesturing to whisper to her.

"I think you should wrap it up here and tell the fuckaroo to shut up." whispered the Chancellor, mincing no words and never sparing vulgar French, sensing that this is no time for heated arguments. But the Lakambini had other plans...sort of. At this point the Ancorian representative was looking at her with a fiery stare of anger, while she was still maintaining composure and swagger, all the while the rest of the congress was already looking at them.

"I will. Just watch."

She decided she'd give the Ancorian a piece of her mind.

The Lakambini chuckled before she began. "Your points? What your points boiled down to is Nifon is Mara this, Nifon is Mara that, Palmyrion is Little Mara this, Palmyrion is Little Mara that, Mara is divvying up the spoils of war for her Little Mara and her other twisted disciples — it's all just unproductive seething." she said, taking a pause and giving the Ancorian delegate a smirk. "So unless you have a better alternative than what the Shogun has placed on the table for us to consider, you may as well keep your sewage drain shut." the Lakambini continued, before turning back to the Shogun. "Anyways, we might as well move on."

The Lakambini began. "The area in Southern Bashriyya around Lake Sugogo is an agricultural haven, and I'm aware it's served as a breadbasket for Bashriyya. Even if we decide to partition Bashriyya like this, we cannot be so inhumane so as to leave Bashriyya to starve. I propose allowing free trade of agricultural goods — and agricultural goods only — from Southern Bashriyya into Northern Bashriyya." she proposed. "I would also like to raise the issue of Southern Bashriyya being landlocked. Access to ports would be necessary for Southern Bashriyya to thrive. I also propose giving Southern Bashriyya access to Northern Bashriyyan ports — and barring that, I guess we'll have to ask the Axumians and Qiradans nicely." the Lakambini added.

Watching the Lakambini lose her composure instantly brought satisfaction to Nak Biyaam's heart, paying off his patience and forced tranquility. He smiled now, his fingers clasped before him on the table.

"Lakambini, I believe you are mistaken," Nak replied. "Not only did the issues I brought up have nothing to do with Mara, but I did lay out several alternatives. Perhaps you were simply not paying attention to the conversation at hand, or perhaps my manner of speaking was too incomprehensible for one such as yourself, so let me summarize as plainly as possible. Palmyrion regularly commits atrocities equal or otherwise on-level to that of the Sadrist regime, by international standards and not my own. It would be better to hand Bashriyya off to literally anyone else besides dividing it equally amongst the 'victors', as this is not a conversation on how to split spoils of war but how to fix Bashriyya to prevent further incident. To give a portion of Bashriyya to Palmyrion would be very much like simply putting the Sadrists back in charge."

"Likewise, unlike you may be, most of us are not here to beg for scraps at the Shogun's table. This is a congress, not a hearing on the Shogun's pronouncements to the international community. The Lakambini could feel the Ancorian Supreme Leader get more tense as the conversation went on. Now the two got the attention of everyone in the room, the Shogun included.

"Yeah, I understand, and it's stupid. You don't even have a good idea who to give it to." The Lakambini spoke.

"And nothing about Mara?" the Lakambini mockingly asked, before leaning forward and putting her weight on the backrest of her chair and giving Nak a stare with a smile. "I know how you guys think." she added, strutting around her chair with swagger. "Roses are red, violets blue, Nifon is Mara, Palmyrion is little Mara, this melodramatic seething of yours is just a manifestation of that dilated seething cope of yours against Nifon and Palmyrion." she continued, looking at the Ancorian with a smirk.

"And atrocities? Guess what: you're a charred pot calling the kettle black. If giving a portion of Bashriyya to us is like putting the Sadrists back in charge, giving a portion of Bashriyya to you, the Ancorians, may well be the equivalent of giving it to Mara. You know, the Buddhist Satan." she quipped additionally. "Someone like you." she added, smirking as she looked at the Ancorian with a stare full of mockery.

"Since we're in a congress, and you and I are as free as each other to give each other a piece of our minds, I'll tell you this. Nobody wants anything to do with a bottom-rate pariah known for sponsoring and supporting terrorists across the region."

"And certainly nobody came here to watch and listen to you seethe against Palmyrion, against Nifon, against who you consider as Mara and his right-hand minion. Nobody thinks the solution we have now, as proposed by the Shogun, is ideal - and your idea may well be the equivalent of passing off the hot potato to someone else." The Lakambini spoke calmly as she swaggered around, hand gestures hammering the point further.

"And since you suggest giving it to someone else rather than 'splitting the spoils of war', since you so eagerly suggest we pass to someone else the hot potato, might I suggest, to everyone in this room," the Lakambini swaggeringly addressed to the Congress, "passing off the hot potato that is Bashriyya, to our friends the Ancorians? I'm pretty sure the Ancorians will do better than the Theedish, right?"

"Oh, there." the Lakambini turned to the Ancorian Supreme Leader, looking him in the eye with a smirk and a cold stare, "There goes your proposal. You take Theedischeland's place. No backsies. Good luck with that." the Lakambini said, with a wink and a smile.

You have also now twice ignored my completely valid complaints, perhaps even admitting to them with your pot-kettle comparison. I have also said nothing against Nifon, save asking a question on the nature of this congress and reminding Kojiro what the business at hand is."

"But by all means, continue to make such accusation. The sheer fact that you have admitted that my complains were valid yourself, committed to the very things you've accused me of in the same breath, and can find no intelligent response to the points I've raised will surely do wonders for how people perceive your competency and ability to comprehend even the most basic of diplomatic dialogues. Feel free to continue to expose your lack of understanding or diplomatic ability. I, for one, am eager to see just how far you will take this."

Nak leaned back once more as he finished, smug and relishing in the opportunity to lambast the Lakambini, hoisting her by her own petard. The rage within had now settled to an almost gleeful peace as he let the Lakambini do the heavy lifting of bolstering his own complaints while making a mockery of her own feeble position. Truly, this blunder was the one good thing that the she-devil had ever done in her life, and Nak was enjoying every second of it.

For fuck's sake... thought and facepalmed the Chancellor as he listened on in exasperation the Lakambini bickering with the Ancorian. A cocky queen, a novice to the nuances of diplomacy, even as she's better versed in the basics and the mechanical side of it.

This wasn't the Lakambini he was acquainted to; the Elizabeth he knew was the collected person who only said what was needed, and stopped when the other side was losing it...not like earlier when Nak was seething badly before the Lakambini dug her grave.

Thus, the Chancellor had to reel her back. "With due respect, ma'am, I must take over from here." the Chancellor sternly said, and the Lakambini shrugged, sat, and let the Chancellor take over - but not before she told Nak her final parting word "I'm pretty sure it'll end well."

"Forgive me for the queen's...cockiness, for lack of a better word. While she may be well versed with the mechanical side of diplomacy, she is a novice to its deeper nuances." the Chancellor addressed the room. "The only thing that the Queen has done, frankly, is distract the Ancorian supreme leader from getting across his melodrama of a crafty and deceitful Shogun any further. Now that the whole "do not spit on us and tell us it's rain" melodrama is over, I figure we can move along with our previous proposal of partitioning Bashriyya."

The Chancellor took a pause as he cleared his throat. "Before that, I would like to address the Ancorian's points myself. First, Ancor could do much to get off their moral high horse. Ancor is, in both moral and geopolitical respects, in no position to judge Palmyrion being assigned as a protector here, and in no position to judge the Shogun's intent and motive on partitioning Bashriyya either. They don't have the moral or geopolitical high ground here. Not against Palmyrion and the Lakambini, and especially not against Nifon and the Shogun."

"Secondly, your proposal to allow the Leidenschaftlischer government to control Bashriyya." The Chancellor began as he looked at the Ancorian Supreme Leader before continuing, " If Theedischeland, a country with higher geopolitical standing and material capability to do so than Leidenschaftlische does, failed to do it, failed to control Bashriyya, failed to reel back Bashriyya, what more Leiden, let alone Ancor, which, bluntly, has less of both than Theedischeland?"

"Though it seems I will not be getting any out of you either if you still see what I am saying as mere 'melodrama'. I did not call the Shogun deceitful, but instead raised a concern over the nature of this congress and why we were brought here. Likewise, regardless of the validity of your accusation, we do not need the 'moral high ground' to point out facts and raise concerns about them. You act as if everything I have said so far has been baseless and without backing, yet that couldn't be further from the truth. On the contrary, there has been no such backing behind the Lakambini's statements or your own, other than a careless and overly blind dismissal of anything we might have to say, rooted in some sort of emotional bias against me and my people."

"The Leidenschaftlicher proposal was also only one of many proposals I suggested," he continued, "and even then only if there was legitimately no other way around Theedish control. Before that, if you had bothered to listen, I listed off other proposals. And even then, it was all to say that a proposal of handing Bashriyya back to Theedish control was a foolish endeavor of repeating the same mistake and hoping it turns out different this time. Also, since I believe you must have been asleep, it was not I who proposed Ancoran control over Bashriyya. For that proposal you can thank the Lakambini. Truly, no one does a better job undermining Palmyrion interests than her."

"Of course, if you intend to keep running this conversation in a circle, then I would like to hear what the Shogun has to say about the concerns I have raised."

Nak sighed, content and at peace once more. He reveled in what he saw as an intellectual victory over the Palmyrion dregs, their inability to cope with his rhetoric giving him great pleasure. He wished he could convert words into bombs, and wipe Palmyrion off the face of the planet as easily as he ran circles around them in a debate, but alas it was not so. Instead, he would have to rely on the wisdom of those assembled to see his points and also question the direction this congress was going in.

"For Inyursta, I mean no disrespect to our Inyurstans colleagues here, but giving over Bashriyya to a country that seeks to level it to the ground is a bad idea. For Sugogo, it may well be seen as giving over the defeated aggressor to the mercy of the victorious defender as a spoil of war - and Bashriyya being treated as a spoil of war is your biggest point of contention. We have much respect for the Sugogoans which we have fought alongside with in Sugogo, but I doubt the ability of Sugogo to effectively exercise authority and control over Bashriyya, not especially after fighting a fierce defensive war that has left their economy reeling and their strength depleted. As for the other nations, I cannot tell, but I figure they'll drop Bashriyya like a hot potato. And you Ancorians? I have addressed why it shouldn't be you Ancorians, in case you were dozing off."

The Chancellor took a pause, and cleared his throat before proceeding. "Leaving the Bashriyyans to their own devices may well be the worst. It would plunge an oil-rich country into a bloody quagmire of instability and civil conflict. So the only valid alternative you have, dear sir, is an international mandate, which I consider the only viable option among those you explicitly named. And even then if you want to be listened to seriously, you better have a high moral and geopolitical ground to stand on. Furthermore, you didn't offer anything for everyone here to agree to an international mandate. You didn't give us here an incentive to agree to an international mandate, let alone all your other proposals."

He took another drink of the diluted liquor that was in his glass and he carefully composed his next words. The Bashriyyans - and by that he was thinking of the naval officers attempting to usurp the Nasheed dynasty, and not the Bolreigian puppet lapdog - had surprised him with their humble demeanor and willingness to seemingly accept something close to surrender. This is of course, assuming that they were genuine and not just saying what they needed to say to survive to go commit more atrocities at a later date.
Then there was the real curve-ball, the unexpected positive position of the Theedish. Of course, they too could either be playing humble for the cameras while planning to sell Bashriyya 50,000kg of Di-Di Sarin the minute Inyursta calls off the attack - though in reality it was likely that they too were on board with Kojiro's plan for a geopolitical alignment.

"I must commend you for your courage to come up here and lay yourself at the mercy of those of us invested." Matteo started, making eye contact with Kazim. "I come from a nation where hesitancy can lose an election, I imagine in your nation perceived surrender can be seen as much, much worse...
That being said, if we are to consider your apology as legit, I would ask you at least consider the issue of Tuareg independence...

It did not take a strategic genius (though there seemed to be some in the room who missed the idea completely) to realize that the arable lands (no pun intended) in the area north of the lake were in a sense a "forward staging ground", a zone which allowed the Bashrabic populace to prosper and multiply before spreading its tendrils via colonialist incursions to the east, south and west. In this sense, giving up the lake zone to the Tuaregs was the ultimate signal that they had no intentions of continuing Bashriyya's colonialist past.

Lastly, I feel the need to reiterate that we have no desire to occupy any part of Bashriyya beyond temporary tactical incursions. Those of you who know anything about my nation's military should know that it is in the war-winning business, not the nation-building business.

Sitting ever so quiet after his own set of suggestions were put out there, Reinhard von Luttenried listened to the Shogun's proposal along with others whom spoke. Although some others had given their own proposals, everyone and their grandmothers knew whatever the Nifonese proposed would at least become the model for "Bashiriyya's Fate." Personally, Reinhard felt slighted at being totally ignored, feeling as if his suggestions were spoken into a bathroom mirror and not at a room full of other leaders and representatives. Then again this topic was out of bounds for Luttenried as a whole and the Empire did not really care about Bashiriyya's fate. Thus it made sense for Luttenried to sit back and watch since it had no real interest in the topic at hand. That is initially speaking anyways...

Reinhard ran back the wording the Shogun used over and over in his head. The only outcome Luttenried desired in this settlement was for Nifon to have no access to Bashiriyyan oil. Bashiriyya's oil going to Nifon not only meant they would no longer need to import oil or even require refining services, it also meant Nifon's puppets and "close allies" would also get their hands on that oil via Nifonese shrewd trading schemes. If Nifon got ahold of those oil reserves, Luttenried could not only kiss exporting its oil and refining services to Nifon goodbye, it may as well kiss goodbye over a dozen more nations as customers whom would be bribed by Nifonese strongmen selling Nifon's new oil reserves and oil based products. Luttenried already fights to sell whatever oil it has at a profit, having Nifon get its hands on that large reserve spelled doom to a huge sector of the Luttenried energy market. The Holy Duchy invested too much money into expanding its capacity to simply give up and lose so much. Giving all the oil rights to the Theedisch was seen as a stroke of luck Reinhard had not considered a possibility for the Shogun to suggest. Maybe it was to satiate the Theedisch or Nifon's allies, or maybe it was a move to protect Inyursta's exports like he said, but regardless of his motive, the Shogun may have unintentionally given Luttenried an inroad into the already stiff regional oil market. Although the Shogun pushed others at the table to allow Inyurstan oil into their markets - a move that may have been designed to alleviate the problem created or fluff Inyursta's balls further - it didn't solve the fact that Bash oil was now off the market for the time being. The Theedisch may be restricted to being the only buyers of oil, but the wording as it stands allows both Bashiriyya and Theedischland to refine that oil into other products that it can legally sell to whomever they wish. If Luttenried were in the Theedischland's shoes it would no doubt be refining the extra oil it got to make more profits on top of what it already gets from this deal. They could simply turn most of that oil into other products and export it for huge profits. Something had to be done to prevent that from happening...

With Bash oil off the market, not only would nations in Luttenried's neighborhood be affected, so too would the nations close to Bashiriyya since they were a major supplier to that area. Inyursta may be thinking the same thing as Luttenried in that it's the perfect time to fill the void left by Bashiriyya. However, Inyursta already has its production meeting high levels due to its already wide customer base - a "fortunate situation" Luttenried lacked presently. This means at the end of the day, even if Luttenried bumped down the fees/taxes, and even the price itself, it could make serious profits on the oil and refined products it longed for. The sooner Luttenried locked in deals with new customers, the better. Otherwise Inyursta would simply need time to up its production and capacity to meet new needs - something that wouldn't take long to do. Now was the time to take action if that were to happen.

Regarding the other points of the proposal, Reinhard couldn't possibly care any less about them. Granted he meant what he said earlier, that offering a solution that ignored the people's wishes would eventually end in disaster if they were not convinced at some point. Splitting the nation in two and essentially giving both halves two overlords each spelled disaster for the deal. The only way this ends in success is if all four overlords refuse to play hand at all in the two countries and the two new countries lower resistance to this change as soon as possible. As far as Reinhard was concerned, he couldn't see some of the overlords playing nice or hands-off with their new possessions. Actually setting up a powerful government may do the trick, but it also may backfire for a number of reasons. Having a dual overlord system was just idiotic and would be destined for disaster because there needs to be a single entity in charge, not multiple. Furthermore, as far as he knew the Bashiriyya people, they would not put up with these regimes long if they're not setup right. When it came to these types of peoples, they needed to either be free to oppress others, or be oppressed to function civilly. Time would tell, but Reinhard gave it a year or so before things spiraled out of control. As for the points in general, Reinhard couldn't care less if Bashiriyya had an air force or navy at all. He didn't even care if the solution proposed fixed the situation in the slightest. Bashiriyya was a problem unfamiliar to him or Luttenried. However the issue is settled between the factions present doesn't matter to him. The only thing Reinhard cared about was making the best of it for Luttenried and maybe liberating some Christian minorities.

First thing Reinhard did after giving it some thought was pull over the closest aid to whisper in his ear. "Send word to Bloodstone Palace. Tell them the regional oil market is about to experience a huge void in product. We need to reach out to as many nations as humanly possible to fill this void. This is an urgent message, the sooner we get started on seizing the market the better." And with that hushed message, the aid swiftly left the room to make the call. It was as Reinhard said, the sooner Luttenried reached out to Bashiriyya's soon-to-be former customers the better their odds at gaining contracts. Next was taking the stage for himself before anyone could seize on the topic further. "Shogun Kojiro." Reinhard began, speaking softly while projecting his voice with the authority one would expect from the future ruler. "Luttenried sees little in error in this proposal. However, my main concern with the proposal as it stands is that according to the wording currently, it seems both Bashiriyya and Theedischland can get around their limited trade relationship by merely refining the oil into other products. Im not one to speculate unjustly, and if I am mistaken by believing Theedischland is the only customer allowed for these products I apologize, but it seems that if the Theedisch were in fact the only intended customers of all this oil, would it not make sense to add wording that extended to 'ALL' oil based products and not just the oil itself? Otherwise I fear there may be abuses of this loophole by either side."

Before he could sit down the Angkoer leader spoke their mind. It was clear they were fed up with this proposal, berating not only the imperialism involved but also the inclusion of their mortal enemies the Palmyrions. That part of the region has been a hot mess for a long time, and Luttenried not-so-secretly rooted for everyone but Palmyrion so long as they targeted the latter for the obvious reasons being the destruction of a nation so depraved that salting the land wouldn't cure the filth it's witnessed quick enough. Luttenried's crusader spirit may not be as active as it once was, but even still the pure unadulterated loathing of such heresy and degeneracy could not and would not be tolerated by the Holy Duchy. They remain untouched to this day purely because of their relationship with Nifon. It was not worth risking a conflict with an important ally for the sake of cleansing the land of their filth - at least not at this point in time. As much as he enjoyed watching the two nations trade jabs at one another, and as much as he wanted to see the Palmyrion lose, Reinhard eventually became bored with the entire spectacle. As much as it was nice to see foes beat each other down, this was a civilized summit between world leaders and their representatives. It was not some schoolyard after class let out where both sides can just go ham on the other. It became clear the two lost the point of their arguments rather quickly and began just simply insulting each other. As others sighed in irritation, Reinhard shared the same sentiment others had. Those two need to either shut-up and sit down so the topic can move forward, or they need to be escorted to a small room with a dagger sitting at the center. Or a box of condoms. Whatever relieved everyone of this back-and-forth bullcrap.

Chancellor Ezra sighed. He began to rub his forehead. Something about all these petty squabbling and empty noise is giving him headache . Or was it because of the espresso that I'd drunk? He glanced at the half empty triple shot espresso. Half regretting drinking the strong coffee. He glanced at that Nasheed representative; what horror must he felt at this instance, everyone, all the predatory states in the international system squabbling, all openly talking of carving out his country.

Well, like they all said, the victors gets the spoil of war.

He then looked at the proposed terms once again; exclusive rights to sell oil to TD? Now that just complicates thing. Surely, Aeyariss could afford to buy from friendly states like the RNI or the Commoner Empire should they also be given the rights to Bashriyyans oil, but Maki Kojiro's plan is simply enriching TD in the long run. As much as he is wary of the other Eulabian powers; at least everyone else in the continent pretty much respected each other territorial sovereignty, stayed away from causing problems in Eulabia continents... with the exception of one country; Theedishland.

If there is one single underlying core foreign policy for Aeyariss; it would be ensuring its survival by not allowing a single power in mainland gaining hegemony... and now, one of Aeayariss traditional ally is openly granting the Theedishland access to vast resources, adding more latent power that can be used to wage war. They had already annexed part of EAN in the past; who's to say they wouldn't do it again? If another war on the mainland erupts, Aeyariss might be safe - protected by waters - but that advantage would disappear if Theedishland succeeded in defeating EAN and absorb more land and resources. Surely, he can only assume his country would be next.

So, now, the main question, how can we still secure our own interest, but not at the expense of Nifonese own imperial ambitions or other friendly states. Because even allies can have conflicting interests.

Luttenried raised an interesting point; Ezra decided to wait for a reply from the host before he speak to the floor again.

Theedishland's exclusive right to oil in Bashriyya. What does this mean? Theedishland already occupies part of the territory of Eulabia a Nation. There was no guarantee that there wouldn't be a war again, and there was no guarantee that the Hasua continent would be safe if Theedishland defeated the EAN.


So giving to Theedishland exclusive rights over Bashriyya's resources is equivalent to Joseon loading its guns to target Joseon. It would be a diplomatic mistake of Joseon if it allowed Theedishland's authority over Bashriyya.


Prime Minister Jeong Dohyung had to do what he deserved as the prime minister of Joseon.
