"The French Seventh Republic wishes to respect the fact that many member states do not wish to adopt a common currency, and so submits the following proposal in order to safeguard these nation's right to monetary sovereignty."

PROCLAMATION OF EUROZONE

In order to respect the idea of multi-speed European integration, the following reforms shall be implemented;

I. A new policy area known as the "Eurozone Sphere" will be established, within which regulations and institutions relevant to the successful implementation of the Blueprint for Monetary Union will be confined. This will distinguish between member states that are and are not seeking to form Monetary Union, enabling those that are to vote on policies which will not be binding upon those outside of the Eurozone.

II. Empowers the European Standard Bank to issue Eurobonds in consensus with governments of Eurozone member states.

III. Allows the ESB to operate concurrently internally and externally of the Eurozone sphere, with Eurozone policies restricted to that policy sphere and non-Eurozone policies determined as normal within the Assembly's competency.

IV. Allows for Eurozone Sphere decisions to be implemented immediately should member states within the sphere reach unanimity.

"The Eurozone Proclamation has been approved.

France hereby proposes that the Blueprint for Monetary Integration be amended to retain full operational capacity of the European Clearing Union in order to prevent trade inbalances leading to unsustainable debt bubbles. As the only nation currently opted-in to the Eurozone Sphere, France automatically has a majority and thus the consensus required to pass this amendment with immediate effect. Consequently, the proposal is adopted."

"France hereby proposes (and passes immediately under Eurozone Sphere unanimity clause) that the European Standard Bank be tasked with monitoring the balance of payments, trade flows, income, unemployment, inequality, property and commodity valuation and inflation. Statistics collected on these sectors will then inform future monetary policy decisions of the Eurozone.

The following component of the Blueprint for Monetary Integration shall be amended as follows;

VII. Suspension of liquidity and ESB board membership for member-states which violate the Ideals of the Union or are have repudiated their Eurozone commitments and thus endangered the security of the European monetary union. This can be suspended or granted clemency by the DEU Assembly and ESB."

Proposal:

The following proposal calls for the establishment of the European Emergency Medical Procurement Scheme (EEMPS), which aims to pool the collective bargaining power of the DEU's separate public health services to give the continent the greatest chance at gaining access to crucial medical equipment and pharmaceuticals from around the world during times of crisis.

The collective bargaining power generated by the EEMPS would give the DEU the greatest bargaining power over any other single nation on the globe, a great advantage for the DEU, particularly smaller member states such as Portugal which may find it difficult to gain access to crucial equipment and supplies due to its small population size, giving it far less bargaining power than a health service such as the URT's RSO.

This proposal allows for the EEMPS to be activated during times of crisis in Europe or globally when additional medical supplies or stockpiling of supplies may be needed in order to ensure that all Europeans have access to quality healthcare and pharmaceuticals no matter the situation. During peacetime the EEMPS will be used to build a stockpile of supplies for member states (each member state will have its own EEMPS stockpile centre), which can be accessed only during times of emergency, which will be defined and announced by a vote in the Assembly to ensure that supplies are not drained unnecessarily during peacetime.

China ERA

I. China will remove its tariffs on all trade with the DEU EIM.

II. The DEU EIM will remove the common external tariff on all trade with China.

III. In order to avoid unintended market failures, both the DEU EIM and China reserve the right to impose import/export quotas.

IV. China and Europe shall produce targets and implement policies in compliance with the Reykjavík Convention on Climate Change as shown in the CSN.

VI. China will allow and give impartial consideration of requests for tender open to firms operating within the DEU EIM for their national public procurement.

VII. China will sign a regulation on anti-dumping.

VIII. China will accept free and fair competition principles across all markets which are not state-dominated.

IX. China will eliminate export subsidies which stand in excess of those entitled to DEU EIM firms.

X. China will abolish exchange rate and capital controls in relation to the EIM economy.

XI. China will recognize and allow charge-free non-discriminatory usage of the European Financial Transaction Communication Network.

"While the Democratic European Union has no legal jurisdiction over non-member states, with the exception of policy competencies incorporated within ERA and Periphery Partnership Agreements, the recently unveiled Identification Centralisation Initiative is a source of concern to many Europeans. The Bengali initiative clearly violates the fundamental principles and values of our Union's Personal Information Protection Directive. Consequently, we propose that the DEU Privacy Protection Agency seek to invoke the right of every European citizen to be forgotten by all Bengali public or private entities operating within the European Internal Market, unless Europeans are excluded from the Identification Centralisation Initiative forthwith."

ESF Deployment - Galicia

The European Security Force will be hereby authorized to deploy a team of 12,000 peacekeepers to Galicia in order to assist in reconstruction efforts. This will be a rotating deployment, continuing until either;

- the DEU Assembly authorizes a withdrawal,
- ESF commanders view withdrawal to be necessary for the safety of European personnel,
- ESF commanders view all peacekeeping objectives to have been accomplished and secured for the foreseeable future.

The DEU will also establish military and consular offices in Galicia.

Common Market of Strategic Assets and Infrastructure: compulsory

The European Internal Market shall be strengthened through the creation of a Common Market of Strategic Assets and Infrastructure. While each nation has the right of ownership over their own assets and infrastructure, sales to non-Europeans may potentially jeopardize European security. This will be a new regulatory environment within which European citizens, trusts, cooperatives, firms and corporations will be given preference during sales of strategic assets and infrastructure. Should a member-state's government deem an asset or infrastructure to be of strategic importance to the Democratic European Union, Common Market rules will apply. These include the following;

I. If an offer by a European individual or entity is valued higher than that of a non-European, the sale must be made to the European.
II. If an offer by a European individual or entity is valued equally to that of a non-European, the seller must either call for higher bids or sell to the European.
III. If an offer by a European individual or entity is valued lower than that of a non-European, the seller must call for a higher bid from the European. If the European is unable to match the offer made by the non-European, the seller and both bidders must undergo consultation with the European Strategic Ownership (ESO) tribunal.
IV. Should the strategic asset or infrastructure be deemed "Essential for European security" by the ESO, the sale must be made to the European, remain unsold, or be sold to a European government or the DEU.
