ARTICLE 1: Elections1: Administration Positions are voted upon by the entire membership every Six Calendar Months.
1.1: Two weeks before the beginning of the Election Cycle, the membership will Nominate members for the key positions.
2: Within each Technology Level there will be an elected Technology Head, who will be in charge of the Membership under His/Her Department.
2.1: Heads of each Technology Level will be elected once every Six Calendar Months starting three months after the Administrative Elections.
2.1.1: This is to ensure that there is no overlap for Elections between the Technology Heads and the Administrative Positions.

1.1.2: Minister of Foreign Affairs

SECTION 2: Military
ARTICLE 1: Defensive Operations1: Should one nation in the Axis Commonwealth fall prey to an attack, all nations in the Axis Commonwealth shall rise as one to defend the nation under attack.
1.1: Should the attacking nation need to be occupied to end hostilities, that nation shall become a protectorate of the Axis Commonwealth.
1.2: Any Nation Jointly Occupied by member nations of the Axis Commonwealth is to be subject to the Constitution of the Axis Commonwealth.
1.3: This article only comes into effect if the Axis Commonwealth nation has fallen prey to an attack, and is not the aggressor of the current engagement.
2: Any nation involved in a conflict of its own when a call for help is declared, may refuse to send any military aid.
2.1: This is only allowable on the grounds that they are required by the current engagement
2.2: However other forms of aid such as intelligence information or technology may be called for.
3: If a nation is engaged in defensive or offensive actions against another nation:
3.1: The constitution of the Axis Commonwealth regarding mutual defense shall not come into effect until the cessation of hostilities between the involved has occurred.
4: Any nation engaged in conflict in which the Axis Commonwealth constitution would normally come into effect may, if the nation so wishes:
4.1: Refuse Axis Commonwealth assistance for the duration, or any time less then the length, of the engagement.
ARTICLE 2: Offensive Operations1: The Axis Commonwealth will never issue orders forcing it's membership to take part in Offensive Operations.
2: Member States of the Axis Commonwealth may issue their own orders authorizing Offensive Operations and ask other Member States for help if the following is true:
2.1: It can be proven beyond a Reasonable Doubt that the Target Nation is a threat to the Axis Commonwealth; or
2.2: Said Target Nation has, in the past, targeted multiple Axis Commonwealth Member Nations; or
2.3: Said Target Nation has, in the past, used paramilitary forces to disrupt shipping, trade, or military movements of Axis Commonwealth Member Nations
ARTICLE 3: Hostilities within the Axis Commonwealth1: No Axis Commonwealth nation shall show hostilities against another Axis Commonwealth nation.
2: Should an Axis Commonwealth nation fall under attack by another Axis Commonwealth nation:
2.1: The attacking nation shall be ejected from the Axis Commonwealth, and Section 2, Article 1 of the Axis Commonwealth Constitution shall come into effect.
2.2: The definition of 'Hostilities' shall be expanded to include the following:
2.2.1: Any military, economic, intelligence, or technological aid, to a nation showing aggressiveness towards an Axis Commonwealth member nation in any way.
2.2.2: This including threats, declarations of war, economic blockades, or any military action.
2.3: This protection does not extend to Observers or Junior Members.
SECTION 3: Trade
1: Axis Commonwealth nations are required to share any and/or all technological advancements upon request by any other Axis Commonwealth nation.
1.1: This section does not apply to any Military and/or Classified technology.
SECTION 4: Constitution and Membership
ARTICLE 1: The Constitution1: Any Axis Commonwealth nation can propose Amendment to the Constitution of the Axis Commonwealth at any time.
1.1: Proposed Amendments to the Axis Commonwealth Constitution should include:
1.1.1: Name of the Axis Commonwealth Nation that is proposing the Amendment
1.1.2: Section, Article, Paragraph, Sub-paragraph, etc in which the Amendment effects or;
1.1.3: Section, Article, Paragraph, Sub-paragraph, etc in which the Amendment Adds onto
1.1.4: Applicable reasoning for the proposed Amendment.
1.2: Should a proposition of change occur, a vote will take place, lasting 15 (Real Life) days.
1.3: If the vote passes by a 2/3 majority, then the proposed change shall be made to the constitution.
ARTICLE 2: The Membership1: Any Axis Commonwealth nation can propose to remove another Axis Commonwealth nation from the Commonwealth at any time.
1.1: Should this occur, a vote will take place lasting 10 (Real Life) days.1.1.1: If the vote passes by a 3/4 majority, then the nation shall be ejected from the Axis Commonwealth.1.2: Should, for any reason, a nation be ejected from the Axis Commonwealth, at any time1.2.1: That nation is then prohibited from re-entering the Axis Commonwealth. as long at that nations leader at the time of ejection is in power.2: Any nation can, at any time, join the Axis Commonwealth, restricted only by Section 4, Article 2, Paragraph 1, Sub-Paragraph 1.2 and Sub-Paragraph 1.2.1.
2.1: Upon joining the Axis Commonwealth, that nation is subject to the Constitution of the Axis Commonwealth.3: Mandates that all membership of the Axis Commonwealth must sign up with an account on the
Offsite Message Boards.
3.1: Membership requests that do not sign up will be given 24 hours to sign up, else they will be rejected.3.2: Current membership will be contacted a total of 3 times with a request to join up else they be dismissed from the Axis Commonwealth.3.3: Membership registered with the web site must at least make an attempt to be active or else they will be placed on a probationary time frame.3.3.1: This time frame is to be determined by the Ministers.3.3.2: After said time frame if they are not mildly active, they will be dismissed from the Axis Commonwealth.3.4: Extended vacations MUST be reported to at least one of the Ministers of the Axis Commonwealth.
