The Third Dragon Fury Pact Summit


Tsing Tsao City, Comraden Province of Tsing Tsao
Shi yue, er shi ri (October 20th, 2012 | Comraden Calender)


Today was it, after weeks of waiting, the second summit would begin. Hosted at Tsing Tsao City, Comrade Commisar, the Summit was to go flawlessly unlike the previous Summits. With high security everywhere in Tsing Tsao, this Summit was to not only trade technologies and research, but to demonstrate the great power and influence of Comrade Commisar.

Tsing Tsao City was not unlike Kai-Shek, the only difference being that it was pretty miniaturized. Propaganda Towers rose in the skyline, along with a bright red zeppelin annoucing today as the Summit date. The city was decorated with Comraden and other pact flags, it was certainly very nationalistic-like. Civilians were given a day off work today, as part of the celebrations. It was a cheerful environment, suitable for any foreign diplomat that might walk upon the city.

However, among the cheerfulness, hid something much more powerful. Many people had often assumed that Comrade Commisar was a type of Communist or Fascist state, this statement was false. It was rather a type of Stratocracy, where the military controlled every branch of spending, every step in life and possibly every thought you think. There was no official police force, rather Red Guards patrolling with their massive Emperor Tanks. Guerillas, almost a part of the Comraden Military, were stationed atop of buildings with sniper rifles. There were public Guerilla training courses, if civilians wished to participate in conflict, but not as standardized Red Guard.

Along the runway of the Tsing Tsao international airport, Flak guns stood guard, aware for any enemy that may attack. Just outside the airport, a few blocks away, was Tsao Square. Normally filled with guerilla training courses, today it was lined with an entire Emperor Tank division to salute the incoming delegates. Red Guards where everywhere, keeping an eye on everyone at all times. Security was at it's maximum, even using APCs and Half-Tracks to carry delegates towards Command Center 29 later on. Nowhere was left unguarded, no street was left unpatrolled, Nuclear Minister Ten Shi had made this clear; This Summit was to go flawlessly.

As a delegate would enter the airport, they would be greeting by the Black Guard, who would escort them to the square until the other Delegates appeared. One could hear the sounds of rythmic machinery in the background, a subliminal messaging technique used by the Propaganda Minister. One could feel the power in the very earth, a sign of prospherity and strength - or very likely the high amounts of radioactive material. The smell of Comrade Commisar was like the smell after a rainstorm, it was a calming smell. Alas, the nation was ready to host the Third Summit - The Technological Summit!

The 1st Step : Gathering Force - Assemble members of multiple nations at Tsao Square
The 2nd Step : Shifting Wind - Moving all the delegates towards Command Center 29 for display of technology
The 3rd Step : The Word of Mouth - Move all the delegates down Command Center 29's Nuclear Bunkers for discussion
The 4th Step : Evaporation - Leave the Summit, silent and content

The Japanese Delegation of Zammora, Leaving once more...


It has been a while since the failed diplomatic mission in Zammora, where their "consortium" had decided to withdraw from the alliance over a topic that they never truly understood. The Administratum had managed to wage diplomatic war to tear the alliance apart. Yet, while Zammora was gone, many still remained. The Dragon's Fury Pact of Sovereign Nations remained strong, invincible, as well as almighty. The antiquity states in the alliance were especially powerful indeed. Now, upon returning to the Japanese Home Islands, almost getting out at he Osaka Military Air Field, the delegation had another diplomatic mission once more, with 3 Generals as well as 2 soldiers running towards them, to explain things. They were to go to Tsing Tao, a Comraden province, to enter the technological exposition between the Dragon's Fury Pact's many members. However, Japan intended to truly make their fellow allies watch in awe. Several "innovations" would be transported to them to show them the future of war soon to come.

Strategic Military Commissar & Field Marshal of Guerrilla Warfare Sun Tzu, HIH Prince Imperial Tokugawa-Qianglong Uchiha no Matsujima, as well as Supreme General of the People's Liberation Army General Staff Department in Beijing & Tokyo Chen Bingde, General Liang Guanglie, Nuclear Minister of War Tojo Hideki, as well as General Yamashita Tomoyuki (Tiger of Malaysia), as well as Itokawa Hideo, climbed into a Kamakov KA-60 Stealth Attack Helicopter, whilst being escorted by the only other flying saucer from Zammora, took off with an additional 40 Kawasaki OH-8 Heavy Utility Transport Helicopters (next generation Japanese variant of the Sikorsky CH-53K Sea Stallion/Sea Dragon), as well as 3 Mitsubishi Fukushu Doragon Stealth 6th Generation Air Supremacy/Dominance Multi-Role Fighters, 5 Mitsubishi ATD-X Stealth 5th Generation Multi Role Air Superiority fighters, with 3 MEIJI Stealth UAV drone fighters, flying off for Tsing Tao, to show off these technologies.

Another massive JAILPUR1 ship, further away would also arrive, carrying numerous other Japanese military units, to the technological convention. Japan was bent on blowing everyone's minds with sweeping technology that no one had ever seen from them before. It will take them 8 hours for all these things to arrive, while the massive ship, will take 2 days to arrive. Hence, to move together more easily, all the aircrafts coming to the convention sat on the JAILPUR1 island ship, to head to the meeting, where they would show their excellent technologies.

Sanji Kimura thinking about the troubles of his nation was already on board his flight to the third summit. "I hope this doesn't end up like the last 2". He thought to himself. Sanji quickly cleared his mind and waited for the plane to land at the airport.

As soon as the aircraft arrived Sanji made his way off the plane accompanied by 2 personal body guard. Quickly glancing around they began to make their way towards Tsao Square.

THE THIRD CONFERENCE OF CHAOS I

It had been almost a fortnight since the last Steele Pact Conference. The marvels of Yellow Apple medicine had enabled the Regent of TurtleShroom, Sim Young, to be up and about in days. The results the good Regent received from Yellow Apple could certainly be obtained in TurtleShroom, and probably would, but TurtleShoomian medicine would have done in a year, what they did in five days.

Throwing his support on his staff-turned-cane, the Regent limped slowly to pick up his crown and placed it on his head. He turned to a mirror and smiled. He had taken a severe beating from Nick Fury, but he would heal.


His nose had been shattered and had to be reconstructed. A scar ran up his right cheek, while another ran from the right temple of his head, onto his forehead, and curving around his nose to end at his lip. One final scar went diagnolly from just above his right eyebrow, over his eyelind, and down an inch past his eye, like an old movie villain.

Sim's left hand had been broken so badly Yellow Apple had suggested an amputation, for it was no longer useful. Sim opted for prosthesis, but turned it down when he saw the mechanical hand Yellow Apple proposed.
He was going to use good old TurtleShroom prosthetics instead: either a nice wodden replica of his left hand, or a metal hook. As such, Yellow Apple had forged him a metal hook.
(The pony nurse didn't really understand this choice, but reasoned it was his patriotism and support for TurtleShroomian medicine. She was, though, touched that he loved is country enough to take lesser healthcare. That'll win him a lot of votes.)

As for his walking, well, in TurtleShroomian medicine, he'd be parapalegic unless the privatized spinal rehab centers took the ruler in for nine months. Yellow Apple turned nine months to nine hours, following an intense surgery that enabled the Regent to walk, but not run, and with a cane and a limp.

Sim was only in his twenties, and was saddened that he'd already lost most of the spring in his step. It was almost as bad as losing his left hand! He was, fortunately, right-handed anyway, but it'd be tricky.

Sim sighed as he looked at his left hand, or, rather, the prosthetic hook that was once is left hand. The hook was well-sanitized and dishwasher friendly. It was crafted out of whatever futuristic materials Yellow Apple had synthesized and would not break under any normal situations.

"I can't believe that scumbag made me CUT OFF MY HAND!"



As the train rumbled into the heavily armed, militaristic train station of Comrade Commissar, Regent Sim Young had a smile across his scarred, gashed face and the same merry disposition of excitement he usually carried: the same thing that got him elected and endless friends.


Taking no risks, Sim Young was to be flanked this time by twenty human bodyguards, muscle bound and very well-built, their height averaging eight feet. The sons of first, second, and third-generation immigrants, these elite bodyguards were of the special squad used to protect any key government official. They were white, but it was a healthy color instead of the usual TurtleShroomer’s vampiric-esque, sickly skin. They didn’t need glasses and had teeth that were misaligned and not straight by normal humans’ standards, because TurtleShroom didn’t have orthodontists.

These men were equipped with sub-machine guns, tasers, a skillet shooter, anti-hornet canned spray (surprisingly better than mace), and the standard double-barreled shotgun, which they somehow managed to hide under their menacing black suits, with black ties and matching sunglasses.

TurtleShroom didn’t know that these precautions were unnecessary, because their sketchy intelligence on Comrade Commissar before their alliance did not indicate a stratocracy of all things!


Sim Young found this out too late, and sort of wished that the government had sent an officer of the military instead of a civilian.
He sighed and read the definition of “Stratocracy” out loud again.

The guards, while certainly capable of fighting, were also civilian, and unlike most nations, the heads of state and the military weren’t overlapped. Like Comrade Commissar, TurtleShroom did not possess the notion of traditional/genuine “civilian control of the military”.
TurtleShroom’s armed forces were generally allowed to conduct themselves however they wanted, their only oversight being 1) that they can not go to war without Congressional approval, 2) a majority vote of all of TurtleShroom was needed to authorize any force except if attacked first, and 3) the nuclear weapons of TurtleShroom needed expressed civilian permission to be utilized (but their sale was freely in the hands of the military).
In effect, these were very good checks to keep the military from being a “state within a state”, and it prevented the military from enslaving its own people and holding coups at bay.

YET, the approach was disastrous when it came to the conduct of the military AFTER it was granted the right to use force; when they were unleashed (a very fitting term), the military did whatever it needed to do, briefing others only in accordance with its own Military Law.


So, here Sim was, a civilian with no war experience, one hand, a revolver, and twenty bodyguards, about to be escourted in a purely militaristic society, where the government was legitimately the military and the military was legitimately the government.

Sim was, in a way, captivated by Comrade Commissar’s dance of soldier and commoner. That the military was trusted to rule over all was an amazing feat indeed. This was no military dictatorship, nor a junta. This was a textbook stratocracy, the likes of which Sim believed only existed in the textbooks he studied in school.

…-and it was amazing.






The train made its way into the station, and it opened. It was immediately understood that soldiers opened the door, that soldiers were greeting the Regent, and that Sim had better bow with extra reverence, because these were soldiers, and were giving their lives for their coun…. wait… were they?
There was the stratocracy blur again.
Were all soldiers fighting for their nation’s freedom and sovereignty? Or, were their administrative ranks and fighting ranks? Was the military just a defense, or was it everything? Who wrote the budget? Would that make a Corps of Engineers CC’s Ministry of Tranpsortation? Did that mean even the most mundane of bureaucratic office paperwork was handled by a uniformed, ranked, disciplined officer that could just as easily whip out a gun and rain death upon an enemy? Were the office managers like drill sergeants? Was there peace in the government? How did each branch get funds if everyone was the military? Were there equal Army and Navy and such officers in each government? Was the head of state a five-star general or a six-star general?

Sim juggled the paradox of stratocracy in his head as one of the soldiers looked on.

“Sir? Uhh, sire?” the soldier asked.

Sim snapped out of his thoughts and apologized profusely to the soldier.

“I’m sorry, sir.” he said in respect. “I’m really confused about how a stratocracy works. I was informed Comrade Commissar was outright run legally by the military, so I’ve been trying to figure this out the whole ride here.”

The soldier smiled.

“It happens. Now come. We must get going to Tsao Square.”

The Asian regent and his twenty white guards were led off the station platform and were prepared to begin the meeting. Some Comrade Commissarite soldiers had unloaded the boxes containing the TurtleShroom technology that was to be shown.

The Japanese Delegation of Zammora, Leaving once more...


After so long, the gargatuan ship finally arrived, with the Japanese aerial arm flying out to land on Tsing Tao airfields. Soon, that ship unloaded its cargo at a Tsing Tao port, where all the goods were to be displayed in a technological demonstration of each nation in the alliance. This would be the third summit so far, the third time the powerful alliance would meet, this time, to demonstrate technology to each other. It would prove beneficial in the long run for close friends to share such technologies with each other.

While Japan did bring military technology into the convention, Prince Matsujima brought a laptop containing Windows 9, Office 2014, while Tojo Hideki brought a new version of the famed worldwide known cellular phones, bringing in the regime's own perfection, known as the Kaneyama Raiton III cellular phone, with Windows Mobile 9, as well as merges from different cellular phones worldwide, integrated into it.

The Japanese aerial arm finally landed in respective Tsing Tao air fields, while the delegation was placed into an armed convoy of 8 TK-X (MBT-X) Type 10 Fumetsu Variant III Heavy Main Battle Tanks, escorted in turn by 7 Mitsubishi Type 89 IFVs, with another 5 Mitsubishi Type SU100C Armoured Personnel carriers, all of which were transported by the OH-8 helicopters, to head to the meeting location to meet with the delegates of the other nations.

Finally upon arrival, Prince Matsujima got out first, then ran to the other nations' delegates, to introduce himself.

"Konnichiwa, I am Prince Matsujima, one of the many sons to the Emperor. It is time for the technological exchange to begin I believe." he said, grinning.

After HIH Prince Imperial Tokugawa-Qianglong Uchiha no Matsujima introduced himself, Strategic Military Commissar & Field Marshal of Guerrilla Warfare Sun Tzu, as well as Supreme General of the People's Liberation Army General Staff Department in Beijing & Tokyo Chen Bingde, General Liang Guanglie, Nuclear Minister of War Tojo Hideki, as well as General Yamashita Tomoyuki (Tiger of Malaysia), as well as Itokawa Hideo (the Nakajima-Fuji genius) all introduced themselves in turn, then could not wait to demonstrate the technological might of the Empire.

Step One : Gathering Force


As the Red Guard lead the Turtleshroomian Minister to a half-track, he noticed that the eight-foot tall men wouldn't fit into the small vehicle together. Quickly thinking, he had another idea that he was sure that would offer Mister Young and his bodyguards equal protection; They were going to get to ride upon an Emperor Tank Convoy.

The Emperor Tank was a marvel in itself, a massive, heavily armoured giant with dual 125mm Guns. Diesel Engines could barely move the giant, and thus had to be replaced with miniature Nuclear Reactors - which were messy, but nessesary. The armour was composed of depleted Uranium, adding to the increased protection of the Emperor. While it was hard to seat Mister Young and all his body guards, they managed to get all of them seated upon four Emperors.

As the massive vehicles rolled down the roads of Comrade Commisar, guerilla snipers on the roof couldn't help but notice the delegate. Immediately, the news seemed to just roll down the grapevine and before long Mister Young's arrival had been known by almost all guerilla and civilian forces in Comrade Commisar. Another Emperor Tank rolling on the other end of the street, loaded with Guerillas, cheered as Comrade Young passed. He was their ally in the Nuclear World, and thus was treated as such.

Taking this oppertunity to impress Mister Young, the Red Guard guide spoke.
"Welcome to Comrade Commisar, comrade." Smiled the Red Guard, "Where there are much over six-hundred million people, working under a single heartbeat. Comrade, I must advise you that Comrade Commisar is greatly radioactive and that your health may be in danger. Everything runs off Nuclear Power or is created with radioactive material. If you must leave, feel free to head for the train station. We understand."

As he was finishing up, the convoy of Emperor Tanks entered Tsao Square. Immediately, one could see the many Emperor Tanks and Red Guards lined up in perfect order. Their polished 125mm guns shining in whatever light was reaching out of the clouds. Beyond the Mechanized Division layed the 1st People's Liberation Fleet in the harbor. The great Emperor-Class Battleships, CCS Shi, CCS Yue and CCS Kwai greatly dwarfing the harbor. This was indeed a unified society of civilian and military.

The Commander of the Emperor Tank Division yelled out an order, immediately followed by a 'Shi!' and the salution of every Red Guard in the square instantly. Such was the meaning behind 'one heartbeat'. As Red Guards assisted Mister Young off the large tanks, Glorious Leader Ku Kwai, followed by Minister Shi and Yue walked up to him.

"Greetings, Comrade! Welcome to Tsing Tsao City!" Saluted Kwai, "May our lands both grow rich and prospherous!"

Immediately after his statement, Prince Matsujima ran up to the Glorious Leader, introducing himself. This was followed by Sanji Kimura and his bodyguards. Seeing all-except-one of the major leaders in the alliance, Ku Kwai laughed greatly.

"Looks like nearly everyone is here!" Laughed the Glorious Leader, "We shall wait for more of our Comrades on the balcony of the Tsing Tsao Imperial Palace!" He stated, leading the two Ministers and some Red Guards up the stairs. Immediately, they seated everyone upon the balcony to present their military parade - a sign of greeting between leaders in Comrade Commisar.

"Let us watch, Comrades, as we offer a presentation of our military force. A sign of our greetings!" Smiled the very happy leader as he sat down.

Two Hammer-class Heavy Aerial Corvettes, along with an escorting squadron of Blade-II Aerospace Interceptors, weren't exactly bothered with finding an "official" landing space, instead preferring the nearest open area to Tsao Square, at least to drop off Senior Representative Marcus Brachetto, his new personal assistant Megan Ramisco, and a pair of Aerospace Marines, one of which was a pegasus-type equine. The four individuals each planned their wardrobes to expose little of their body beyond their faces and hands (the Aerospace Marines specifically wearing full-face-visor helmets), as to at least partially prevent alpha and beta particles from entering their bodies. The transports and escorts, upon delivering the diplomatic ensemble, made their way directly to the testing site, where they would meet a Puppeteer-class Transport Airship with YellowApple's latest "projects".

The YellowApplan delegate and his entourage approached the others, their respective briefcases and weapons in hand (except for the pegasus, who used all four of his limbs for walking, though he did wear the customary shoulder-mounted Morita III variant, which was controllable using a "bit", an interface specifically designed for tongue use. One of the many zany contraptions invented by YellowApplans to help equines become productive members of YellowApplan society), and Marcus extended his hand for the inevitable barrage of handshakes.

The Japanese delegation was more than happy of the warm welcome, as well as the many hands to shake. To make it even more interesting, they enjoyed the "fresh" air, that Comrade Commissar was known for. Without NBC equipment of any sort, they whom were used to radiation thanks to vaccines enabling them to do so, can breathe all the delicious air of radiation, that they could ever imagine. They enjoyed it too much, so they put their NBC gear back on, to make sure no one really noticed nor would become too curious about it. However, the subject of nuclear vaccination was also in mind, for the upcoming convention.

In addition, the massive ship, unloaded all its military units to be displayed at the convention, including the flying saucer, for those who have yet to see it. To also add to this, Prince Matsujima saw this as a wonderful day, he was especially impressed at the Emperor tanks, something Japan, had recently tried to duplicate its own version, called the Fumetsu Kami tank, with a 180mm smoothbore gun, as well as still being able to move at 100km/h speeds due to powerful nuclear powered engines.

There was one such tank, being unloaded from the ship, to display for all to see. It was Japan's attempt at replicating the Comraden tank, in all its might. Tojo Hideki meanwhile, looked at the weapons of YellowApple with equall glee. He could not wait to see what YellowApple was capable of.

Patrolling Red Guards riding their Emperor Tanks immediately spotted the delegate and his small group when they were dropped by the Hammer-class Heavy Aerial Corvettes. The men, greeting the delegates and bowing, offered them a ride upon their vehicle back to Tsao Square.

Guerilla Snipers in the rooftops were monitoring the new arrival and his group, they weren't impressed in the slightest. The delegation had much of their body covered, like the very air was poison to them. They also noticed the pegasus-like guard, which many guerillas joked about. They quickly began to quiet down and continue watching to delegation, thinking that it was an interesting group. It would certainly be fun to see what they had to offer.

As the military parade was to begin, a small Red Guard band immediately starting playing militaristic songs, as well as the national anthem - another song create to increase moral. Emperor Tanks began driving down the main street in tight formation, similar to the Fascist and Communist armies. This was followed by many divisions of Red Guards, many of whom still adopted semi-automatic rifles with attached bayonets - 'Modernized weapons' in the People's Liberation Army. This was followed by many guerilla and civilian divisions with their technicals, who were followed by a large group of Mobile Erector Launchers carrying Type 64 Missiles and Type 56 Nuclear Artillery Pieces - Certainly displaying their Nuclear Prowess. It was a display of force meant to show the delegates that Comrade Commisar was peaceful, but it could obtain peace via force if nessesary.

The large Emperor-Class Battleships in port offered their salute to the delegates by opening fire simutaniously with their 480mm Cannons. Everything in Comrade Commisar seemed to happen at the same time, from salutes to gunfire to even daily routines - a certain interesting aspect to dwelve into. As the military parade was seemingly coming to a close, the Glorious Leader offered the square to the delegation - a sign of respect in some sense.

"Please comrades," Kwai said, "Please march upon the same field as us, and show your military might. Tell the band what to play and we'll play it - for today we are your humble hosts." He said as he smiled that cheerful smile.

Marcus was certainly impressed by the apparent manpower. The rather large tanks - one of which he had the opportunity to ride upon - were certainly interesting as well; though they were rather bulky and unwieldy in comparison to YellowApplan vehicles, he understood that not everyone prioritized portability and maneuverability in combat.

Upon arrival - and seeing that there was a parade occurring - his attention immediately turned to the musicians; the soldiers were... nice, but their marching would be nothing without the accompanying music. He took note of the ensemble's contents, and though they were doing well for what they had, it seemed... empty. It needed more brass. Especially on the low end.

As for the offer of demonstrating "military might", well, the YellowApplans hadn't arrived with much. Yet.

"Well, we do have some who can show up. They'd need about 1.8 kilosec- I mean, 30 minutes, to arrive. And we'll even demonstrate our own musical abilities."

THE THIRD CONVENTION OF CHAOS II

At five feet, Regent Young would have easily fit in the car, but his bodyguards were screwed, and they whispered to Sim.

“Sire, we can’t fit in there. There’s only one car.”

Sim shrugged, but before he could ask what to do, the soldier grabbed him by the hand and led him to the motorcade of big tanks.
Sim’s jaw dropped, as did the bodyguards. The soldier gestured at the top of the tank.

“WE GET TO RIDE ON THE TANK?!” Sim practically “squeed” with joy.

The soldier nodded, and the Asian TurtleShroomer, grinning, practically scrambled onto the top of the beast of an artillery vehicle. Well, it really just looked like an off-balance limp. He quickly stopped trying to run as he nearly fell over. Fortunately, a Commisarian soldier caught him and took his right hand, helping the TurtleShroomer head of state onto the Emperor tank. The soldier took his cane and gripped Sim so that he wouldn’t fall. This way, Sim’s hand would be free in case he wanted to wave. That, he did.

Sim was surprised that he wouldn’t have to enter into the tank; they had placed a flat area for him to stand on, much like a celebrity on a parade float. Sim, a bodyguard, and the Red Guard escort were on one tank, while the rest of the guards were spread out on the other three. Columns of soldiers flanked the edges in a military parade that doubled as an amazing display of force.

Sim had to act professional, though. He pushed his glasses up his nose and then adjusted the crown with his hook of a left hand. Trying not to let his current ecstasy take him over, he restrained his joy and performed that classic “regal wave” any head of state learned on the job.

Sim turned to look in the direction of the cheering, and he smiled at the heavily armed militia that was travelling by. Changing to his real personality, Sim waved that spastic kind of wave nerds do, a full arm motion. They noticed his crown, and some of them saluted at once.

Sim’s mix of elation and awe was broken as he listened to the Red Guard’s quick speech.

“You guys sure know how to make an entrance!” he responded, nodding in respect.

Sim continued the regal wave while silently marveling at the efficiency of everything: from the kids marching with their parents to the seamless merger of normal automobiles and armored vehicles sharing traffic, as if it was perfectly normal for a military Jeep with a rocket launcher on it to be obeying a stop sign in front of you.
Again, Sim tried to unravel the stratocracy puzzle, but wasn’t able to do it. His thoughts were quickly interrupted.

Sim cocked an eyebrow. He looked to a bodyguard who winked and whipped out a leaded robe, like those used to protect X-ray paitients, except that it was floor-length and ensured no part of his body would be absorbing the dangerous radiation.

“We have some thick lead boots, too.”

Sim nodded as the bodyguard helped him drape the robe, which was identical to his regalia’s robe, over his frail body, made even frailer thanks to that mauling the Canadevils handed to him. Sim strained for air a split second after the thick, weighted lead robe was placed on his beanpole frame, but he managed to hold himself up, since his legs hadn’t taken THAT bad a beating. The soldier noticed and handed Sim back his cane.

The bodyguard explained what Nick Fury had done to Sim as the tank slowed and parked in front of Tsao Square.

“It’s an honor to meet you, Leader-General Kwai, sir. I am Sim Young, Duly Elected Regent Over Uncrowned TurtleShroom.”

The Regent took his seat and laid the cane to the side, and was about to hold his hands together in his lap, when he remembered the hook he had for a left hand. He stopped and placed his arms back on the armrests.

“I can’t wait to see it!” he said happily, referring to the military parade.

Many Red Guards raised an eyebrow as they heard the YellowApple delegate mention something about kiloseconds for deployment, many simply smiling and shaking their heads.

"We'd be honored to hear your music." A Red Guard said as the Emperor Tank dropped off the delegation in front of the Imperial Palace.

Ku Kwai noticed the YellowApple delegates, many of whom were heavily covered.
"Well, I'm glad that you could make it, fellow Comrades." The Glorious Leader spoke, "Please, sit down. I'm pretty sure you didn't miss anything important."

Meanwhile, Nuclear Minister Shi had pulled up a chair beside the Turtleshroomian Delegate. He was slightly concerned that the delegate had been wounded, but was sure the man could recover pretty quickly. He silently slid his cap down, to attempt to rest in all the festivities. The man had planned out everything with Minister Yue since the position of National General was left vacant. He was always tired, but could get work finished when he was needed.

What many delegates failed to notice as the parade continued, was the Black Guard dressed in Red Guard attire. The secret police and the elite guard of the Propaganda Ministry, they were to simply silence any activity considered too... 'rowdy'. Only Minister Shi and Yue knew this fact, leaving even Ku Kwai out in an almost rebellious fashion.

Ku Kwai looked back at his guests for a moment, noticing the heaving lead jacket Mister Young wore as well as the heavily covered Brachetto. Turning around, he simply muttered to himself.

"If I hadn't any better judgement, I would've assumed that they were paranoid bunch." The Leader muttered nervously.

The Regent's attention was entirely on the military parade, as tank after tank, missile after missile, and rows of soldiers marching in perfect lockstep together passed the balconies. Sim would have waved, but he was smart enough to know they wouldn't wave back.




Meanwhile, the bodyguards, ever observant to protect their Regent, suddenly noticed some of the Red Guards (that were actually their secret police) wandering around slightly different than other Red Guardsmen. They didn't know of their true intentions, of course. One of the bodyguards turned to the Commissarian head of state and general, but realized he was asleep. He looked to his easily distracted boss, and smiled as he was captivated by the show of military might, innocently feeling he was protected simply because of all the soldiers that were present.

The guard had to fulfill his duties to protect Sim, and for now, it was but a simple inquiry.

"Psst!" he said to the Red Guardsman.

The Guard walked over.

"Oh! You're the Regent's bodyguard, right?"

"Yes sir. Sir, did'ja notice them two guys there?" the bodyguard asked.

"Where, sir?" the soldier responded with respect.

"Them."

The guard pointed to the guards that were, unbeknownst to him (and probably the Commissarian Guard as well), the secret police.

"They're acting differently from the rest of ya'll. The whole time I've Sim has been here, ya'll matched that there 'six hundred million men one heartbeat' Motto, but those guys... are out of place. What'cha think they're doin'?"

The affirmative response prompted him to pull out a cellular phone from his jacket pocket, dialing some obscure hotline of the YellowApple Aerospace Defense Corps.

"Hey, send in a parade detail, ASAP. I'd like an ETA on that, too."

A garbled voice sounded through the earpiece.

"Roger. Sending Puppeteer with parade group from Astleyville to your coordinates. ETA 1.2 kiloseconds."

"Excellent. That is all."

As he disconnected the call, Marcus took the first pair of empty seats he could find, his assistant taking the one adjacent, as they both watched the parade with curiosity.

I should have clarified that Mr. Brachetto is merely wearing a standard business suit. His assistant is simply wearing a long-sleeved shirt and pants, and the two guards are wearing AppleWear Advanced Tactical Uniforms, which are standard in the Aerospace Marines.

The Red Guard looked at the disguised Black Guard, who just simply stared the Red Guard down. Walking up to the Black Guard, the Red Guard whispered into his ear.

"Why is the Black Guard here out of all places?" Asked the Red Guard silently.
"We simply stand where the Propaganda Minister stands," Replied the guard, "I suggest you run back to your ranks soldier, you know that anybody that opposes the Propaganda Ministry is very likely to be... 'discharged'."

Simply nodding, the Red Guard reported back to the Turtleshroomian Bodyguard.
"It's fine. They're fellow guardsmen." The Red Guard reported, "Just enjoy the parade."

The Black Guards were an elite taskforce and secret police division loyal to only the Propaganda Ministry and Mei-Li Yue. Even the great Ku Kwai had no authority over them, even being a possible assassination target. They followed the 'same heartbeat' motto, but that heartbeat was commanded by Minister Yue. She jumped, they jumped. A nation topples and they do everything to protect her and the Propaganda Ministry. That fierce loyalty, that devotion... it was pretty frightening.

{OOC: What makes the Propaganda department of Comrade Commissar supreme to its head of state/top general, so much so that the Secret Police answer to it and not him? What's so special about it? Isn't propaganda just manipulation of media- and the occasional lie -to win public support? What makes that so important that the real powers behind the throne go to it? I'm captivated by such a notion. :) }

The guard immediately smelt a rat, per his training. He replied to the Red Guardsman.

"Sir, I get that it is in your military's rules not ta' speak of it, but I smell a secret poe-lease. I was trained to spot 'em, 'cause they normally all act similarly. Them guards? Secret poe-lease. I can tell. 'Course, I ain't gone get information from ya and I ain't gone be dumb enough to ask 'em 'Hey, are ya'll a secret poe-lease?'."

The guard paused.

"Well, maybe I'll ask, but not now. Sim mustn's know 'bout this. All TurtleShroomers are naturally paranoid. Well I ain't, but I mean folks that live thar fer hundred years, things like that. It takes trainin' to cure a normal TurtleShroomer of their brutal paranoia. Military trainin'. We're practically a quasi-poe-lease state right now, so if Sim learns of a Secret Poe-lease, well, he'll mention it and mention it and mention it. We ain't opposed to it, 'cause it's ya'll's choice to have one, but most of us fear that they're 'gonna kill us."

He looked around.

"Is there some place you can speak of this to me without harm comin' to ya? My duty to keep the Crown- or the Regent -save from harm would be greatly aided to do so. Observin' ya goin' there and whisperin', ya must know somethin'. Now Sim... he ain't observant in that sorta way. He'll never see 'em, but I did, and the other guards will, so yeah. Do ya know anyone I can speak with?"

"I guess... he would..." The Red Guard stated while pointing to the Nuclear Minister, who had fallen into a deep sleep by now, "He was a former Black Guard. He should know."

The Red Guard immediately returned to his position behind the delegates, looking back and forth between the Black Guard and the parade.

The Japanese delegation was impressed at what took place so far. So many wonders, including how Comrade Commissar's "working in a single hearbeat" sounded so much like the Communist implemented Hakko ichiu back at home. All 8 cords (continents, worlds basically) under one roof. The Empire worked thus. It was going to be demonstrated at the parade as well.

Now it was Japanese turn. In one single blow from the conch war horn, the Japanese burst into action, those on the JAILPUR1 preparing the several units, to bring them in for the parade soon to come. A little while later, the flying saucer was being prepared along with all the other aicrafts that were brought to Tsing Tao, to display them for all to see.

At sea, the JAILPUR1, a huge ship in itself, would sail around as well as linked up with the Comraden Emperor battleship, to sail in pride with a fellow monolith. A few moments later, all ground units brought to Tsing Tao, were finally ready, then, with a war horn signal, roared into action, while foot soldiers marched by, doing their samurai war cries, while cavalry men charged ahead. In the air, the flying saucer took off with all the other aircrafts that came for this convention, in a proud display of Japanese military might.

From the 6th Generation Fukushu Doragons, to the 5th Generation ATD-Xs, to the stealthy sleek MEIJI UAVs, to the FS-118 X flying saucer, to the Kawasaki OH-8's impressive heavy transport capabilities, the air arm was a force to reckon with, flying in full pride over Tsing Tao skies. All Japanese delegates below clapped at their glorious inventions.

On ground, the MBT-X tanks, as well as the Fumetsu Giants, rolled down the streets, in a sheer demonstration of power. Artillery pieces fired fireworks shells into the air, to show their powerful firepower capabilities, while the columns of Mitsubishi Type 89 IFVs also rolled into the spectactle, them being of great interest as well. The Kamakov KA-60 Stealth Attack Helicopter that brought the delegates here, soon took off as well, to demonstrate its stealth capabilities, as well as its overwhelming firepower, as well as agility, to demonstrate the new generation of Russian-Japanese ingenuity.

Several Kempeitai agents, Imperial Red Guards, as well as Imperial Sino-Japanese Pan-Asian/Pan-Human People's Liberation Army soldiers, gathered their rifles in the ready, then open fired, shooting their AK-X110M assault rifles, HOWA type 110 HMGs, as well as HOWA type 99 machine guns, empty rounds into the air, while RPGs as well as Gatlings soon sounded as well. The Japanese display was certainly exciting, though, although impressive, the display seemed to be very similar to that of the Commisar parade group. Marcus smiled, however, as the YellowApplan Puppeteer-class Transport Airship finally arrived, making its way from Trololopolis - a massive flying metropolis hardly visible at all from here - to a suitable deployment zone, ready for a parade ensemble to emerge and begin its march. Several squadrons of YellowApplan aerospace strike craft also arrived with it, waiting around for a bit to allow the entirety of the Japanese parade group to conclude before beginning a sort of flying parade.

Nonetheless, out of politeness, Marcus continued to applaud for the passing Japanese parade formations. He wasn't sure exactly how YellowApple's own demonstration would appear in comparison, but he did know it would be vastly different.

The Guerillas standing upon the rooftops were awestruck, many of them had their mouths open in shock.Immediately following Ku Kwai, many clapped alongside, very optimistic of the technology. However, one guerilla was reported saying, "Only an idiot would be outdone in his own Military Parade."

But the one thing that awed Military Officials the most, was the legended 'God-Emperor' Tank. It was certainly impressive, gaining even the Glorious Leader's blessings. The Red Guard film crew even lowered their camera in awe, along with many others in the square. This was indeed the god among tanks, a tank that could simply plow enemy armor aside. This was just too beautiful to describe in words...

Many men were shaking in joy and fear as they knew, as many knew, that this would be one of the most interesting Summits to come.

Sim Young summed up what everyone was thinking. A big grin on his face, he turned to a Comrade Commisarian guard...

"DID YOU SEE THAT TANK?!"

Sim was very impressed, but saddened that the Nuclear Minister had slept through it. He gently tapped Commisarian general on the shoulder.

"Sir! Sir! You missed it! IT WAS SO BIG!"

Sim continued poking the sleeping officer.

"Sir! Sir! You missed the tank!"

The Japanese Prince grinned sadistically.

"You see...our greatest megalith ever built? This Japan Steel Works Type X7 'God-Emperor' Dreadnought Main Battle Tank is perhaps the best we came up with so far that can be on par with the Comraden 'Emperor' tank" he said, cackling like a madman while the huge armoured vehicle, at least nine times the size of a standard Type 10 main battle tank, while powered by nuclear reactors, as well as its 188mm smoothbore cannon, five-sided turret, as well as a metal storms pod mounted on the tank's top.

It rolled down the street in full glory demonstrating something new. This tank was built back in the 1998s, taking a good 4 years to build, as well as costing a total $100 million to build it. It is the only tank of its kind, as well as the first ground combat vehicle, to have a metal storms pod mounted on it. "Anyone from the other nations wish to fly side by side with this marvel, to experience its power first hand?" Prince Matsujima said, as the Japanese pilots eagerly moved in position to fly with the flying saucer...they could not contain their excitement. Yet before the race began, the Prince repeated himself 5 times through a megaphone, to see if anyone else besides the Japanese themselves wished to fly beside the flying saucer to see its speed as well as manouvreability first hand.
