Like any other live market, the value is decided by what people will pay for it at any given second. If people start to buy it right now, the value will go up until most people start selling. It can get crazy volatile - especially when, as here, the value isn't necessarily tied to any real-world thing that you can take delivery of and sell later. If we were all trading in actual dollars, pounds, yen, euros, rubles, etc. there'd be fewer and smaller spikes.
