Warden is a practical title. It gives him the power as a diplomat, as well as to form ad-hoc forces and units in order to instill peace. Judge, Jury, Executioner as well as Sheriff, Diplomat, and Spy. The man wears many hats. Normally Wardens are employed on foreign fields and colonial areas in order to brutalize the native populations into submission, figure-out newly bordering foreign powers, and squash any forms of rebellion. He has the power to, for practical reasons, ignore nobility as a rank in of itself (without a lot of practical backing, frills and fancy titles don't hold much water).
Obviously he won't be brutal about him ignoring such things (peace must be kept) but Kiles has his orders. Instill peace in the region between the Empire and the new foreigners or get rid of them.
