"Beginning testing in 3, 2, 1, open fire!" In testing field Alpha, various explosions lit the field up with blasts of light as it launched ashes and rubble into the air, before it all came falling down once again. "Data collected, continue firing." For the next round, the machinery began to load another shell in as 3 shells were loaded into the system. On the field, a target was placed down by air drop as the turret turned slowly towards the target. Raising it's cannons to allow for a longer reach, the cannons charged up as the electronic systems can online, charging the coils up. "Fire!" Releasing the shells, the turret's ventilation system within atmosphere opened up, smoke coming out of the turret as the shells, electronically charged, completely destroyed the target.

"Testing phase completed, the cannon works. Continue development." An officer communicated to the cannon crew, Josefa looking down at it from a nearby observation post as investors were behind her. "Now then, I hope that you understand the importance of our work and why investing in us would be successful, for every nation in this world is scrambling for arms, which is where we come in to fill the gaps." Looking around, some investors seemed fully convinced as her communicator sounded. Looking at it, she quickly silenced it. "Now then, let's move onto the main core of our work, the research labs..." The group soon moved off towards the research labs on the higher levels.

Following beside her was a masked man with an officers cap and a double breasted trench coat, only known as Nier. Looking at his personal communicator, he excused himself as he sent a call towards Ragnorov Heavy Industries, wishing to see their head directly.

Sigvard was not a happy man. No, not in the least. It was his job to monitor the financial health of the Conglomerate's array of holdings across the world, specifically logistics and supplies, and today the Chairman had put in a most unorthodox request. Financial divestitures, to be scraped up from Blue Sky's web of liquid or liquidatable assets, totally a staggering amount of money. More than the company had seen in years, truthfully, and capital splurged out in such a manner offended the Comptroller's sense of good business ethics and management.

But what the Chairman said went. There was some sense, at least, in the financial package to be made available to Real Meal, Inc. With that company's recent disastrous PR stunt in London having gone tits-up, the food manufacturers needed a small loan to get their business moving again, a small loan which could be profited from easily enough if it meant them moving operations to the Hegemony. But the commission allocated to the dilapidated plane graveyard over at Ragnorov... the board had been leery of the idea when it had been first mooted, and Sigvard was leery still.

There was no refusing a direct order from Mekis though. The Comptroller's face was drawn as he double confirmed the fund transfers, and watched a country's worth of capital drain from the Conglomerate's holdings. Hopefully this would all be worth it, one day.

Yenvosk, Siberia

In the Plains of Siberia, a factory was something not new for many of the pre-Gilded Age factories were ruins of a past when Russia was united. There were other foreign factories from China but all were rusted and irreparable. Now a factory and a lab had set up the first of many and open the doors to the corporations to the rest of the Cossacks. The Noble Houses didn't want to believe it but they knew the risks of standing still, they will die with the world and they be forgotten when the world is dead.

Igor had to tell them, preach to them, that this was a race for survival. That was the mindset that all the Cossacks must understand. They must be vigilant and change, accept the corporations as a lifeblood, a path to helping the Cossacks colonize space and to advance their technology. They had some money in the coffers, willing to have the more opportunistic nobles that want to get a leg up on the more traditional houses. Igor knew of the corporations, the need for a balance between corporate freedoms and keeping their traditions to their heart.

Survival was the goal, to sway too far on the path they had chosen means being a slave to ideas or a slave to corporate greed. They must keep themselves clear of too much influence, but Igor had decided to open the doors of Siberia and the Gobi to the Corps and allowed them via a decree that the Cossacks were willing to deal with them. Because of this, Clan Isthangr started to look into expansion of their corporate assets, one that was between going for the RealMeal acquisition, but House Rastinav would only pay for so much in a bid.

The other was to go through less... legal routes. Inside Southeast Asia lied a lab owned by Triads, which wasn't the best place to have a lab but it was fairly neutral and something that can be used in helping the goal for getting the Cossacks into the Final Frontier. An encrypted message was sent to the leadership of the Triad.

To: Nam Cam
From: Clan Isthangr
Subject: Lab asset Acquisition

Dear Mr.Cam,

My name is Udinav Isthangr and I represent my Clan as a corporation that is looking to expand its reach and had saw that you have a lab. I wish to buy the lab at the price of 6 capital and a promise that you don't use any mercs against corporate property. We should considered this to have a mutual understanding and cooperation between each other.

Signed,
Udinav Isthangr, CEO and Leader of Clan Isthangr

Triad Syndicate,
Nam Cham's Hunting Lodge- 6:00 PM

Nam Cham, 'The Tiger of Vietnam', sat in front of his business desk as if it was a throne before a palace, looking over various reports that had gone his way- construction on the tech HQ in Hue, racketeering profits, foreign drug lords wishing for their stock; the usual things that collected in large stacks over the coarse of mere days. The racketing had expanded into the shipping yards of New Saigon, where a very infamous customs officer was brutally killed before being cast into the sea and turned into a very well brined piece of salt pork. What a tragedy. This was of course their entry job at the docks, in return for a weekly payment of credits, an import duty of their own if you will. The most interesting thing, was their payments ended up costing just the same amount as the government's, if not slightly more. But the duties on imports wasn't the real reason for the job- oh no. There were certain... benefits to being in the Tiger's racket, which was widely known. For instance, your competitor's cargo may suddenly... disappear, as it does. Or their ship may have a malfunction, and so on. But the most lucrative reason for this, was what cargo you could bring to port when the more... persistent people were deposed. Things the government- ran by the larger corporations that have to keep face- would simply say is a step too far. Things like, human trafficking. Stolen goods from other ports. Actually pirated product. These things were very much welcomed, so long as their client paid up of course.

It was after he looked through these reports with a large grin that he came across a letter from an area he hardly knew anything about, much less got anything from. He grinned as he read this, and a certain scheme to earn more money came into his mind. He sent an order to his men in Hue to build a second lab, one in a less defensible and expensive location, on the other side of Hue. This would cost him the equivalent of the three 'capital', as was the current term to shorten a massive amount of money into comparable chunks, the same amount he had earned with the docks. Then, after confirming the budgeting was the same, he wrote another letter back to Yenvosk, with his reply.

To: Udinav Isthangr
From: Triad Syndicate
Subject: Lab asset Acquisition

Mr. Udinav Isthangr,

We have received and considered your offer, and are happy to do business with you. We would never threaten a business partner, and would even license you our protection if requested. The price of six capital would be very reasonable for the laboratory on the eastern side of Hue, however a one capital moving fee would be necessary to allow us to pay to remove our... equipment. Thank you very much and we hope further cooperation can occur,

Signed,
Nam Cham, Patriarch of the Triad Syndicate

SUBJECT: Auction of Property formerly belonging to REAL MEAL Ltd.

Greetings, honored Ministers of Britain,

Although we cannot help but condemn your callous disregard for the sanctity of private property, we at Higan Pharmaceuticals would nevertheless like to submit a bid for the laboratory your government has recently acquired. Our offer is thus: 4 Capital, quietly transferred to an account of your choosing. We will, of course, abide by your laws and regulations once we have taken control of the facility. We intend to establish a testing and production line for our newest series of chemotherapeutic agents. Preliminary results suggest a 15% increase in effectiveness over the current market standard, as well as a 60% drop in unintended side effects. This drug is already in significant demand; we hope that by acquiring this lab we will be able to move into full production. Of course, we would naturally offer the host government of our production facility priority access and a significant discount. This deal is beneficial for the both of us, so we urge you to accept with haste and make this advancement available to the world.

Thank you for your consideration,
Higan Pharmaceuticals Board of Directors

The Reply from the Federal Parliament was:

The entity known as 'Real Meal Incorporated' has been investigated by our police and has been found to have violated the rules against using violence against other businesses in their attempt to acquire a place in Hyde Park; this part is undeniable. Not merely that, but several documents discovered in the seizure of RMI's assets reveal that this violence would have been extended to other, larger companies in time. Surely you can see the obvious danger? Either way, we accept your offer. The laboratory is yours'.

The Happy Farm Milk Company
The Maldives

The woman walked through the halls of the large manor, referred to as a "farmhouse" by the Milkman. It was a wonderful place, this house. Everything was faintly tinged purple, and she felt a bubbly feeling inside, like something was always right within her. She loved that feeling, and she loved the Milkman and everything he loved. This truly was the happiest place on the entire planet, so far removed from the suffering of the rest of man at the hands of corporate police states and authoritarian dictatorships, all grey and sad. This island was beautiful, the waters the clearest in the world, only a few stray pieces of plastic and patches of oily slime interrupting the bluish-brown waters. The world was dying, but this island was fighting back, all thanks to the Milkman. She loved the Milkman.

She finally got back to the door to his office and opened it, to find the most recent investors making their calls and organising funding, their eyes glazed and dopey smiles on their face. Ah, good, this batch had gone down smoothly. She pressed on her earpiece and scrolled until she reached the right frequency, and began to speak to the woman on the other end of the line.

"Doctor, how is the lab construction going?"

"Quite well."

"Good. Is it nearing completion?"

"The last of the chemical crates are being taken in now."

"And the subjects?"

"They have all been moved without incident. I must warn you, Subject #18's progression is speeding up at an unprecedented rate, similar to that of Subject #4."

"We will not be eliminating them, we can't afford it anymore."

"Are the investors not Happy yet?"

"They are, but we can't keep doing this until we see harness-able results, or else people will begin to wonder where they went and we are found out. Your department in the Yama Group already has filed a missing persons report."

"That is no cause for alarm. The Milkman will keep us safe."

"Yes. I love the Milkman."

Astro Reach HQ, Houston, Texas

A few months had now passed. The CEO of the corporation, George Jenner, however, was unable to find any opportunities for improving the company, like raising capital to fund expansion by buying a facility or factory, or gaining new contacts from other corporations or powers. Then, the opportunity finally came this month. First, he had his secretary call the investors again, and they agree to invest again, bringing money. Some rich people also started to take tourism to space as well, while the jump drive was still installed on a single, recently purchased rocket.

The secretary of the company, Diana, gave George a monthly report of the companies condition, including the newly gained resources, showing the company's current condition, which was growing and doing well. She also gave him today's newspaper. He soon read it, while drinking a coffee and eating an egg and bacon. As he opened the newspaper, he saw the headline of today's newspaper, "Great Britain Sends a Space Probe to Mars."

Interested, and knowing how important this news was to Astro Reach, he continue reading it. He read about how the probe was launched, and what it had discovered on Mars. It showed the resources that the probe had discovered there. At the two last paragraphs, it were about the world's reaction, and the auction on the resource for corporations. He soon decided that he must made a deal with them.

He searched for a number to contact the appropriate department of the central government of Great Britain, before pressing the button on the phone once he found it. At the other side, the phone was ringing, and soon, someone answered it. George talked to the person about how Astro Reach wanted to help Great Britain in space, using it's aerospace expertise, and pay 1 capital for researching the anomaly.

Nauk Logistics Spire, Central Congo
April, 2120

It was a stormy day, the force of the tropical winds beating sheets of rain against the thick armorglas windows of the tallest building in Nauk. Within the building functionaries continued their work unperturbed- it wasn't exactly uncommon for the late autumn weather to be variable, and mercurial. Not that it mattered. Most of the bureaucrats and faceless drones that labored to see to the administration of the Landsraad's many laws didn't have a window or any outlook on the world beyond the vast edifice of concrete and steel that was their home. Some even lived here, those with rank enough to merit one of the high apartments set far above the enshrouding jungle foliage. The rest, of course, commuted, but largely in enclosed subways from sealed hab-blocks. Cheap, efficient, and ecological. Watchwords of the remnants of mankind that had sojourned the devastated world and emerged unscathed.

Cheap, of course, though, did not mean free. That was the reason the functionaries here in the Logistics Spire were so busy, actually. The integration of the vast swathes of West Africa recently brought to Hegemonic compliance was proceeding apace, but not fast enough for the administrators and supervisors that sat at the head of the Hegemony's monolithic administrative branch. It was the periodic tax cycle of the Landsraad, and wringing every last credit-and-kind assessment out of the new loyal citizens that stood beneath the teal-blue banner was of the utmost importance if the war was to have been worthwhile.

Fortunately, there was an entire apparatus to accomplish that goal, from the lowest scribal archivist to the common footslogger that ensured strange warlords and cults did not disrupt the shipment of supplies back south.

United Kingdom of Great Britain and Ireland under Democratic Confederalism

With the auction of Real Meal Incorporated's laboratory providing valuable capital, the reason for said auction, as well as the collection of Government Bonds is revealed - a probe will be launched into Space! This probe will survey...Mars, long the goal of space enthusiaists everywhere. This survey will collect data on the Red Planet and its potential mineral resources, data that would then be traded for money and scientific discoveries. It will also establish a legal claim to the planetary body, a legal claim that will allow the UK under DemCon to legitimize or de-legitimize any entity trying to make a presence on the Red Planet.

Dear Mr. Cham,

We have hereby terminate our agreement prior to your extortion attempt. Next time, try to allow the corporation to set up in the region before you try your illegal schemes.

Ostako, Siberia
The Clan's town that had been turned into a small spaceport after months of investments and research of getting an automated asteroid miner to get some good material that can be used exclusively for the Clan. This came after they built their lab after terminating the business agreement with the Triads. Still, the Nobles doing seasonal taxation and investments were happy as they were up front to see the first ship of the Clan sent off into space on a wave of cheers and the power of the Jumpdrive.

The Clan's investors were with the people who saw that the Cossacks had beat the Communists when it came to being into space. It was a step in the right direction as the ship came back with enough material to fuel the Clan many times over. This helped that they could invest back in the state and had made many lesser nobles rich. This was a sign to many people, that they can improve beyond what happened to them during the War that broke Russia, many others believed it was a sign from God to take unite Russia and kick out the Communists that have occupied Moscow.

Igor was at least happy that the investments finally bore fruit. The public opinion was growing and a minor spaceport was established. It was a small step from having a massive fleet of men carrying their culture throughout the stars. He leaned back and give a prayer to God nevertheless, he know that someday he would have to go back to the Orthodox Church proper as the clergy still held a lot of power that public support can sway against him should he start to stray too far from traditions.

"State Mother, the British Delegation is here. We currently have them filling out forms A-383, U-2, and ID-2893."

"I see." The State Mother, behind her large yet utilitarian desk, began to type away at her small, grey computer. She read for a few moments and then replied. "The ones here about the international cooperation initiative."

"Yes, State Mother.

"Have they complied with our orders so far?"

"Yes, State Mother."

"Give them forms R-32, Y-4823, B-985, H-19, and A-941, just to cover everything, and expel all but five of them back to the foreign zone in Nova Delhi. Then send them to the Minister of Foreign Affairs once they have completed that, and have the Minister of Defence and Minister of Finance sit in, as well as at least 3 Members of the Worker's Senate. Alert the Minister of Inter-Governmental Affairs and have him contact whoever is available, preferably Senators Shiva, Nayyar, and Singh if they are in fact, as their schedule's state, available. Have the Minister of the Worker's Senate there to take note of the topics they discuss to be brought before the Worker's Senate tomorrow."

"Yes, State Mother. Anything else?"

"Once the delegation has met with the Ministers, have the leader be sent to me. Alert the Minister of Diplomacy and the Minister of Ceremony that the Foreign Throne Room is to be prepared and make sure that there are additional Guardians of the State positioned in the areas the delegation will be visiting."

"Yes, State Mother."

"Hail the People, Hail The Senate, Hail the State Mother," she said, going back to her computer, intent on her work. Her underling replied in kind and left, closing the doors behind her.

""Hail the People, Hail The Senate, Hail the State Mother."

United Kingdom of Great Britain and Ireland under Democratic Confederalism

Sylvia Occalan took out a set of reports from the British Delegation to New Delhi, saying, "The State Mother is trying all sorts of delaying tactics, but she doesn't seem to be angry about Real Meal Incorporated. Call me optimistic, Chris, but I think we'll be able to persuade her to form the 'Third Internationale' in due time. Then again, 'in due time' could mean years, years we may not have due to the deteriorating state of the world." A frown as she continued, "So, it seems our Probe to Mars has succeeded beyond our wildest hope. We now have legal titles - and most importantly, locations - to the Red Planet's concentrations of resources. All we need are the money and finances to develop them."

Christopher DeWitt faced her from his swivel chair in the Prime Ministers' joint study. "We should auction out the data to the locations like we did with Real Meal Incorporated's Laboratory, but to be honest, the Probe has revealed...Anomalies, certain spots in Mars whose profit and danger are unknown, yet likely to be high. I hate to say this, but in said auction, we shouldn't just look for money and scientific discoveries, but also promises to investigate the Anomalies when they have the ability to do so."

Sylvia nodded, "So, investigation promises are on the auction table as well? All right, I can get behind that." A frown. "Note that I'd prefer Minor Corporations to get the locations; they'd be easier to deal with. So let's lower auction prices for those organizations; give them a leg up."

A smile from Christopher, "Hey, playing the system is how states survive in this day and age!"

To: The Corporations of the World
From: The United Kingdom of Great Britain and Ireland under Democratic Confederalism

We are offering coordinates to resource-rich locations in Mars, coordinates that also double as Legal Titles on the Red Planet. All we ask for are a decent amount of capital or scientific research to compensate our scientists for their hard work in finding said locations. Note that Minor Corporations will be given a reduction in the starting price, in order to accomodate their specialized fields and relative lack of resources. Real Meal Incorporated is forbidden from taking part in the auction, for obvious reasons. Starting Prices are stated below:

3 Minor Water Sources - 2 Capital or 1 Innovation is the starting price for Major Corporations, 1 Capital or 0 Innovation for minors.
1 Light Metal Source - 2 Capital or 1 Innovation is the starting price for Major Corporations, 1 Capital or 0 Innovation for minors.
2 Minor Heavy Metal Sources discovered on Mars - 3 Capital or 2 Innovation for Major Corporations; this can be waived if one promises to investigate 2 Anomalies. For Minor Corporations, 2 Capital or 1 Innovation, or a promise to investigate 1 Anomaly.
5 Anomalies discovered on Mars - 1 Capital or 1 Innovation for each if one wants to buy them seperately; they come cheap.

Korolev Space Center, Red River Governate, Landsraad Hegemony

The director of the interplanetary mission leaned forward in his chair as he read the dataslate mentioning Britain's recent launch to the Red Planet. Well, Andrei had been right; given the ways and means, the other nations of the world were not proving slow to fund and exploit the implications of the Jumpdrive. Prokhor smiled upon seeing the attendant auction notice. The breakdown was most illuminating. Metals... those could prove lucrative indeed. With the best sources on Earth played out, or irradiated by the warring powers of yesteryear, even a few holds full of vanadium, lithium, and platinum could change the fortunes of a corporation, or a country.

Up the Provost pulled a draft program, and he penned a response to the British auction offer. Right now Blue Sky couldn't spare the processing power to shunt the crypto for an actual purchase, but the exploration waiver would dovetail neatly with the current concerns of R+D. He would clear it with the Chairman later, if the DemCons accepted the offer.

Greetings. At this juncture, Blue Sky would be more than happy to offer our services to explore some of the Anomalies charted by your probe, in exchange for one of the readouts on the Heavy Metal deposits you are currently advertising for auction. Secure relay of the information may be made via Satellite 78-b-Johannes if your government is amenable to such a state of affairs.

Christopher DeWitt, from the Prime Ministers' study, spoke to Sylvia: "Should we accept, or wait for a higher bid?"

The reply from the woman was: "Higher bid, of course, but send a courteous message notifying the Prokhor that we are considering his offer and reassuring him of every positive move possible except for final acceptance."

Christopher responded, "So a delaying tactic?"

A nod at that, before a reply was sent to Blue Sky Interstellar:

To: Prokhor Zakharov, Provost-Major of Blue Sky Interstellar
From: The United Kingdom of Great Britain and Ireland under Democratic Confederalism
Subject: Auction of Probe Data

Greetings. We thank you for your offer to explore the anomalies found on Mars, and have taken said offer under consideration. Not merely that, but our government is increasingly amenable to dealing with your organization due to our mutual interest in space travel. Note that not all parties have been consulted as regards your offer, but the chances of any complications resulting from said parties arising is...minor.

In short, a fancy and polite way of saying 'we are waiting for other bids'.

Great Lakes Commonwealth
"My Lord Sentinel we have completed our census and our tax agents have begun their duties. Our coffers are expanding but what are your orders to do with them sire? Your officers eagerly await your orders." The thin and lanky man said with a deep bow, he was the most bland man that Robert had ever met but he did his job well and kept the mechanism of the state running smoothly.

"Thank you Steward Williams. Make sure to send a third of our revenue to the GLFC, we need to get it up and running as soon as we can so as to capitalize our economic might, this is no longer a world of steel and lead but instead of black and red and green." Robert ordered to which the steward just gave a nod and bowed again before leaving. Things were beginning to take shape and Robert was truly excited for the new age that was beginning to take shape and he was the one that was going to lead the Commonwealth to a golden age. Now the next step was to actually get a ship to utilize this new jumpdrive and Robert knew just who he was going to send a message to. Grabbing a pad and stylus he began writing his message down.

To Klaus Emberston,
Greetings to you the industrious Klaus Emberston, the Great Lakes Commonwealth would like to inquire what the requirements we would have to meet for you to provide us with the privilege to purchase one of your ships with the newly arrived jumpdrive. Both the Commonwealth and the Financial Conglomerate are interested in this arrangement and we look forward to a long and prosperous relationship between our organizations. If Ragnorov Heavy Industries ever considers opening facilities in the Commonwealth lands we will welcome you with open arms.

Sincerely, Lord Sentinel Robert Thornton

Colin had to smile now, he had a laboratory now and the capital to actually utilize it, his brother actually came through for once and now he had the resources to play with and push the Conglomerate to the playing field. While he was not as much of a patriot as his brother and comrades are he still had a soft spot in his heart for the Commonwealth and the thought that what he was doing could help his country brought a certain joy to him. Already he had the lab begin research on ways to break into the marketplace, it seemed that was all he could do at the moment as they waited for a way to create a ship with an attached jumpdrive. They could not just jump into the space harvest game that was asking for a giant loss in investment, no they had to be patient.

United Kingdom of Great Britain and Ireland under Democratic Confederalism

The Federation of Kendor wrote:Astro Reach HQ, Houston, Texas

Minor Advancement: Solicit investors= +3 capital
Stats: 3 capital, 1 innovation (I hope this is orrect, given I have one lab)

Why, this is an apt bid, well within the initial call for compensation! In recognition of your laudable goals of advancement, we accept your offer; a sum of money for the location of one Martian Anomaly. Thank you for your time.

We have decided that should the month pass without notification from the other relevant parties, you will have the location of the Heavy Metal deposit on the planet Mars at the end of said month. Thank you for your time.

Petleyav Oblast, House Rastinov Holding

Janus' breath smoked out into the open air as he stood contemplating the large vacant lot in the heart of what had once been a vibrant city. Vladivostok, they had called it, before a plume of radiation from Manchuria had rendered its land and people sterile for three generations. It had cooled off enough now that the Acquisitions Manager only needed a coat to protect him from the cold, not the remnants of a war gone by, but she was still mainly a ghost town. In the distance the sound of crashing waves spoke testament to why Blue Sky was looking at this location. Easy access to an underused shipping port, proximity to Asian markets and minerals out of the south, it was the type of place the Conglomerate liked to do business.

Of course, providing the terms were favorable. The Cossacks that ruled these lands, fragments of the Russian state that had once been, were shrewd in their own way- the financial incentive to construct facilities here was large, but certain other provisos onerous if one happened not to be a destitute mom-and-pop operation. Janus' nodded absentmindedly to the surveyor that he had brought with him, and the man barked several orders, getting his team to work.

Some hours later, in his lodging, the Manager composed a missive to House Rastinov. A middle functionary, certainly, but it would probably get shunted up the food chain. Blue Sky may mainly exist on the other side of the world, but her interests were expanding.

To: Whom it May Concern, House Rastinov
Subject: New Development in Vladivostok

Greetings. My corporation, Blue Sky Conglomerate, has expressed interest in setting up a manufacturing facility in the derelict city of Vladivostok. Given that such lands are under the control of your august organization, it falls to my person to request the appropriate permitting, licensing, and inspections for the establishment of a Class I manufacturing facility in your jurisdiction. My superiors are pleased to be able to offer services to the Cossack people, however, there is one point of your legislation we would like clarification on- that of intellectual property. As it currently stands, the Commercial Charter of House Rastinov compels our organization to share one half of all of our proprietary research with the state at no cost. While Blue Sky is very interested in this endeavor, so long as they are beholden to such a regulation, our investment cannot move forward- thus I must ask your eminence to consult with the appropriate bodies and legislatures to determine whether or not an exemption from this regulation could not, perhaps, be procured. Blue Sky has no current plans to conduct any research within Vladivostok or Siberia, and so would be best served by a segregation of her operations elsewhere and within the holdings of your esteemed House.

I will be in touch via uplink Curos-Vladimir, under callcode seventy-three-beta.

Igor had gotten this after attending a church sermon. It was very boring but the mass was larger than normal after the flight of the automated miner and people were giving thanks to God for giving them the needs to persevere and to one day be in space. He saw the message from Blue Sky Solutions, the business giant of South Africa which had given the world the Jumpdrive. They were interested in Siberia, many corporations had an interest to build here but the stipulation that Igor made to keep a fine line between corporate takeover and keeping traditions was being tested.

He knew that the Noble Senate wouldn't change the Charter just because of Blue Sky seeing potential to bring in factories, but he could use this to his potential. The Cold War between House Rastinav and the GRU was still around, with their use of the Jumpdrive being used as propaganda against Moscow, showing how far the poor horse warriors had come and have enough money to continue to modernize and industrialize the plains as a means of fostering the grand colonization that they are trying to do.

Others, like the Mongols, wished to continue the expansion into China, to unite the most mightiest country in the world underneath Cossack law. Whatever the ideas of the Nobles, Igor wouldn't mind having some extra help in any of these endeavors so he made a message to Janus about the proposal.

To: Janus Manusson
Subject: re: New Development in Vladivostok

Dear Ms. Manusson,

Lord Rastinov has read the message and has put the idea into consideration with the Noble Senate before letting me write this message on his behalf. My lord wishes to express that their is no direct changing of that law but the Noble Senate is willing to do with other deals to circumvent the policy as Blue Sky wishes to only development in infrastructure and other economic development outside of R&D. Blue Sky may have the express permission to develop Cossack lands as a means of generating capital and providing jobs for civilians in the derelict city and Siberia with permission of the local nobles.

In exchange for circumventing the law in your stead, you may not bring in any advance troops or high-tech military assets in Cossack lands or they must be able to be contribute in Cossack wars offensively and defensively should his Lordship calls. They will be treated as allied forces and will be allowed to have high-tech assets as long as they hereby the other law policies of corporate military assets.

Should you comply to either or of the proposal, then the law shall be lifted for your company to develop here as you please.

We shall contact with the same comms uplink.

I await your decision,

Yetjanka-Sufur Khan, Commerce Liaison, House Rastinov

Oranje Logistics Spire, Gosa Governate, Landsraad Hegemony

Harald Inkar was not a happy man. A communique had just come through from the Far East liaison for the Blue Sky Solutions, and it bore an interesting proposal, but one which the Conglomerate was scarce capable of exploiting at this juncture. Between the outlays for the new Tradesman-class hauler, and the commercial incentives distributed to startups near Cape Town, corporate finances were looking very tight; tight enough that some shareholders were asking hard questions about the worth of divesting Blue Sky of such a hefty chunk of change merely in order to accelerate operations which were already extensively lucrative.

"The Rastinov nobleman is asking for a guarantee that our men won't carry advanced weapons. I take it that is amenable to the course of the transshipment center."

Sigurd's voice had teeth, veiled as they were in satin. Nobody had expected there to be quite this much of a push to accelerate international operations in this timeframe, but the stimulus being offered by the Cossacks was a good one, and if it could be managed, lucrative. The teeth were because the representative of Budgetary knew that the External Office would have to put in a new request for funds if the deal went through, and as it was, those funds would have to be scrimped and saved for allocation.

A weary hand Inkar passed before his eyes, then he nodded.

"Aye. Janus assures me that the country is, at least, stable enough not to need an armed complement to ensure operations remain within tolerable variables for disruption. If the Siberians choose to expropriate the facility, of course, there would be little we could do directly. It certainly isn't worth the blood and expense to staff such an enclave with the military power to defeat a full-court press by House Rastinov."

The financier's gray-blue eyes poured over the dataslate one more time, then her finger tapped the button to confirm receipt of the transmission.

"Inform your man that he will have his funds, once we iron out the kinks here. While we absolutely aren't going to tie men into the defense of Siberia, neither do we have any ambitions to arm advanced companies and overrun his fiefs. Inform him of that fact, and keep me posted."

As the analyst's form shimmered and disappeared in a wave of light, Harald allowed himself a long swig from his hip flask. It would do- he quickly typed up a confirmation of their acquiescence to the Siberian terms, and transmitted it back to the affected parties. International commerce, huzzah.

The research data on her proposed gene clincs had finally made it out of the labs, and Dr. Jian was dissapointed. Very much so, in fact, but good leaders didn't sit in their offices and fume after every setback. They did something about it, and so she resolved to as well. The techies had said they needed more time and more resources. Fine - she could give them that. High quality equipment and educated researchers we're hard to come by nowadays, but luckily one of the Yama Group's more secretive divisions had recently intercepted a message between a local Triad group and the corporate stooge of the Russian state to her north. It seemed the Triad had gotten its hands on a fully stocked laboratory and we're trying to offload it before anyone noticed. The Cossacks had been scared of by their criminally (hah) extortionate prices, which she found funny in a pitying kind of way, which meant the answer to her problem was there for the taking. She composed a short offer - identical to the initial Russian proposal - and made the necessary arrangements to have it discreetly delivered by the following afternoon. The Yama Group had more than its fair share of experience dealing with the underworld, but it didn't hurt taking some extra precautions when state actors were involved.
