Agreed. I think there'd be no question that whatever guns the natives had (even if they went up to renaissance/18th century), the UN would still possess overwhelming firepower. My larger concern is that any firearms that exist in the Special Region would have to be able to coexist alongside legions and medieval knights in armour, so they can't be especially good else every major state would have entirely adopted them.
I think the most advanced tech should be a primitive explosive crossbow, and even then that was just a small amount of potent gunpowder that would be ignited by a flame when the front of the arrow hit something. Basically the arrow's front would sink further into the bolt, pushing the candle/ember towards the gunpowder.
