Category Five: The Situation

FROM: R. Mathis, FDEM
TO: New Anglia Mayor's Office; New Anglia Emergency Services Coordination Center; New Anglia Fire Department; New Anglia EMS; New Anglia Police Department.
SUBJECT: Hurricane Roxy
BODY:
As of 07/24/17, Hurricane Roxy has passed through Cuba, Haiti, and other nations in the Caribbean, heading north towards the US East Coast. From the conception of Roxy as a Tropical Depression as of 07/12/17, the storm has grown significantly in strength to become a CAT 5 Hurricane. The National Weather Service is predicting that Hurricane Roxy will move up the East Coast, causing a severe crisis that must be mitigated by federal, state, and local authorities. Threatened communities are in the process of being evacuated by the National Guard. That being said, the Department of Emergency Management has concluded that the town of New Anglia will not be subject to mandatory evacuations.

Although New Anglia is in the Florida Keys and will certainly feel the effects of the storm, the Department of Emergency Management feels that New Anglia is at a sufficient distance from the major threat areas of the storm, and will not necessitate a state evacuation response. Authority over emergency response in New Anglia will be the responsibility of the NAESCC, as per your municipal directives on emergency response. We highly advise that the town of New Anglia enter into a mandatory curfew, for the protection of lives and property, until Hurricane Roxy has proceeded northwards to a significant distance. All non-emergency road, air, and marine traffic should be prohibited.

Prepare for power outages, the disruption of communications and social media, and any other possible effects perpetuated by Hurricane Roxy. A signal of "ALL-CLEAR" is to be given once municipal authorities deem that New Anglia is free of the storm. Be advised that law enforcement and emergency volunteers may be called up after this point, in order to provide relief to the harder-hit communities of Southern Florida. Landfall is expected at approximately 2030 hours on 07/26/17.

Good luck and Godspeed,
Richard Mathis
Associate Director of South Florida Operations,
Florida Department of Emergency Management

Graveyard Shift

I bet you have a gist of the background of the RP, but not yet an understanding of the characters or the plot. For a quick recap, the setting of the RP is New Anglia, a (hopefully) fictitious island town in the Florida Keys. It's your typical boutique community that thrives on tourism from wealthy clients, and its summer profits have been abruptly severed by the appearance of a Category 5 hurricane that is about to ravage South Florida, although state officials believe that New Anglia will be spared. With no tourists to schmooze to, many of the twenty-five-hundred residents have joined the mass-evacuations from Southern Florida, though some have decided to stay, either due to their obligations or because of a lack of desire to pack up and leave for a few days. The RP will open as the effects produced by the hurricane begin to lay waste to Southern Florida.

The characters are all co-workers, bound to remain in New Anglia because they are members of the twenty-strong New Anglia Police Department, working during the first (and hopefully, next several) night shifts that take place during the hurricane. The department is often held in high regard by locals and tourists alike, but compared to other law enforcement agencies, New Anglia has to contend with far less dangerous calls, with the most serious calls involving natural disasters, drunken brawls, and domestic violence. No officers have been killed in the line of duty since the Twenties due to violence.

Graveyard Shift, or Night Shift, is from 8 PM to 8 AM, with a staff of six to eight personnel working. Coincidentally, that will also be our maximum player count. For the ease of directing the RP, you will apply for a specific role that you will further hand-tailor to your own expectations. As of right now, the opening spots are:

Beat Cops (2-4) - New Anglia's finest, rated as either PO-1 or PO-2 in terms of rank. These are your typical cops, jokingly referred to as the "Brown & Tans," due to their tan short-sleeve shirts, their brown campaign covers, and their brown trousers. Such professional and traditional clothing is inadequate for the coming storms, thus officers have outfitted themselves in a variety of different uniform items, such as utility vests, polo shirts, cargo pants, rain coats, and boots. The average law enforcement officer is expected to have a grasp on all facets of law enforcement, from constitutional law to practical job skills. During Graveyard Shift, at least one officer is expected to remain at the department while the others patrol the town.
Detective(s) - There is always at least one detective on duty for every shift, and with the lack of Criminal Investigations containing any dedicated units or task forces, the detectives take whatever case is assigned to them.
Watch Sergeant - The senior officer on duty, the Sergeant is responsible for keeping track of all on-duty personnel and running the department. Always an experienced officer.
Civilian Support Staff (1-2) - The New Anglia Police Department also employs civilian support staff. During the night shift, communications specialists are assigned to monitor all emergency communication traffic, as well as CB and other radio bands.

So, we've got the characters and the setting out of the way. You're all cops, mostly, and you're assigned to work during a hurricane. You're definitely wondering about the survival horror aspect. As the stubborn islanders hunker down and prepare for their hurricane parties, a certain uneasiness has accompanied the storm. While the sun shines bright on New Anglia, the dark, voluminous clouds of the hurricane can be seen in the horizon. Although the storm has taken lives already, it is not the sole root of the uneasiness that is clouding over the resort town.

Something else is at play, something dark and brooding. Unknown to the residents is an ancient evil that is preparing to make its debut. As the thin blue line of New Anglia, the Graveyard Shift will be thrust into the forefront of a terrifying crescendo of events to come. It's nothing you have ever prepared for; certainly the remaining denizens of New Anglia can't anticipate what is going to happen. However, you're bound by responsibility and by oath to be the line between order and chaos. With dark forces threatening New Anglia, it is down to you and your fellow officers to protect New Anglia from the coming darkness.

Current State of Affairs

As of this present moment, the RP is open. The OOC page is currently active and applications will be looked over at this time. The Archive page will be up shortly. Posted below are the rules for this RP.

I. My word is law.
II. Respect other RP'ers and such; confine your wrath and hatred to the IC.
III. RP'ers may only create one character.
IV. New roles may be opened up at the discretion of the OP.
V. Godmodding, powergaming, flaming, and other similar malicious items are prohibited.
VI. This RP will feature some blood and gore, language, violence, horror, and the like, but we are not going past PG-13. No steamy, passionate love scenes, or gratuitous violence. We have standards, folks.
VII. One-liners will not fly; pour description into your work.
VIII. I expect everyone to do at least a modicum of research into American law enforcement.
VIV. No one is perfect. Your character should have at least one weakness.

Keep in mind that the New Anglia Police Department is not very large, given that the population of the town barely exceeds two-thousand permanent residents. While the police force operates with state-of-the-art police equipment and a modern arsenal, there are no specialized units such as SWAT maintained by the department. One of the purposes for not maintaining a SWAT team is necessity, especially when the Monroe County Sheriff has a SWAT detail ready to assist. There have been no homicides in New Anglia since 2014, and violent crime is almost unheard of. The police spend most of their time dealing with the large tourist population that resides yearly in New Anglia.

Hey Cy! Here it is! I didn't put any new pictures (except the banner), figuring you're going with just a simple layout with some general tidying up. Made some other minor edits as well.

Thank you.

My app will be posted shortly. For the sake of direction, I am contemplating with the idea of my character serving as the shift's Lieutenant, as opposed to being the Sergeant. I have amended my direction for the NAPD, and decided that since all of the Patrol officers report to the Sergeant, they should have much more mobility in the event that someone requests a supervisor (for high-profile events). The Lieutenant would be responsible for supervising the entire shift, with all information passed directly up to them.

DISLIKES: Those who mention a shift is quiet, North Florida, tourist season, night shifts
FEARS: Traffic stops in remote areas, financial instability, addiction causing substances
HOPES: Promotion to a supervisory position, a pay raise, to retire by the time he's 60.
MEDICAL CONDITION(S): Occasionally gets pain from a previous gunshot wound he had acquired, made worse by his refusal to take medication to mitigate said pain, instead doing his best to fight through it.
PSYCHOLOGICAL PICTURE: "I mean, I think I'm sane. I ain't about to shoot up an elementary school or anything like that. Do I have my issues? Sure, but who doesn't. So, yeah, that piece of shit shot me. Yeah, I don't like doing night stops without backup. I think that's fairly logical. A lot of people like calling reasonable steps for self-preservation paranoia. I'm still fine to do the job. No, I'm fine. Seriously. Seriously Doc, I'm good"- Jonathan L. Gregory, excerpt from pre-employment psychological screening, 07/24/2014

AGENCY INFORMATION

DATE HIRED: 08/16/2014
PREVIOUS WORK EXPERIENCE: Florida Highway Patrol (Trooper, 2009-2014), Various teenage fast food jobs, Volunteer Firefighter with Marion County Fire Rescue (2006-2009)

QUALIFIED SERVICE WEAPON: Glock 17 Gen 4
SERVICE VEHICLE: 2014 Ford Police Interceptor Utility
DEPARTMENT HISTORY (Second-hand account of character, done by a fellow employee in a first-person context): "Gregory is a good cop. Sure he may be a bit reclusive, but at the end of the day if something needs doing he does it. He's usually the first to call in if someone calls for a cover unit, and I'd definitely rather be on his side in a fight. My one real spot of criticism with him is how he acts on night shift. He gets extremely cautious. I'm talking waiting to conduct any of a traffic stop until he has a cover unit. I know he came from FHP so maybe there's a backstory there, but it's definitely my recommendation you keep him on day shift where possible. That's not to say he won't do his job, but response times may be affected. That issue aside, he's a model officer and I'd recommend him for a supervisor position down the line" - Sergeant Adams, performance review of Jonathan L. Gregory, August 1st, 2016"

ADDITIONAL BIOGRAPHICAL INFORMATION

FAMILY: Janet Gregory (Mother, aged 65, resides in Ocala, Florida), Henry Gregory (Father, aged 67, resides in Ocala, Florida), Jessica Gregory (Sister, aged 25, resides in Atlanta, Georgia)
KNOWN WORKPLACE RELATIONSHIPS (If you can work out an existing connection with another character, list it here):
MARITAL STATUS: SINGLE
POLITICAL AFFILIATIONS (What party are they registered to vote for, and is there anything political that stands out about them): Registered republican, hasn't voted in some time though. Jonathan is somewhat unhappy about the current state of affairs with the republican party.
RP EXAMPLES: You know me.
BASIC BIOGRAPHY (At least four descriptive paragraphs): Jonathan was born in the Ocala Regional Medical Center on July 14th, 1987. His father, Henry, was a doctor, running a successful pediatric practice. His mother was a paralegal, working with a local law firm specializing in real estate developments. They lived in a somewhat affluent subdivision, in a good school district. His early childhood was somewhat uneventful, with his younger sister being born when he was five. He did well academically and socially in elementary school, eventually being place in academically gifted classes while in middle school. Early on during his education, he began to become interested in law enforcement as a possible career path.

During his transition to high school, he began to become disillusioned with the suburban lifestyle in Ocala, deciding to leave the area when he began his adult life. He continued to score good grades, becoming somewhat proficient in basic Spanish and working at several fast food joints. He graduated with a 3.93 GPA and ended up deciding to go to Central Florida College, majoring in Public Safety Administration. During his studies, he also worked as a volunteer firefighter with the Marion County Fire Rescue department, getting his EMT certification and experience working accident scenes during this time. He managed to get through college with minimal incidents, and decided to apply to the Florida Highway Patrol as he saw it as a way to get out of Ocala.

During the academy, he grew to enjoy the trooper aesthetic; the attention to uniformity and the unique traditions grew on him. He graduated the academy and was assigned to a post in the Panhandle in Walton County. He quickly grew to hate the panhandle even more than he had hated life in Ocala. He quickly discovered the reason the "Florida Man" stereotype exists is the panhandle, and the attitudes associated were extremely prevalent. He resolved to put in a transfer to another part of the state as soon as his probationary period was over. He made it through probation on schedule, gaining a reputation for spotting obscure traffic infractions and his attention to detail in paperwork. He put in his transfer request, seeking to move to South Florida, but was denied due to staffing requirements in the panhandle.

His career with the FHP, was beginning to appear shorter and shorter by his fifth year with the patrol. It was brought to an abrupt halt on March 3rd, 2014, when he made a traffic stop shortly after midnight on State Route 20. After he ran the plate, NCIC came back with a felony warrant. After calling for an additional unit, he got out of the cruiser, got his gun out and prepared to conduct a felony traffic stop on the vehicle. The occupant, realizing something was wrong when Jonathan hadn't approached him, decided a firefight seemed like the best way out of the situation. The criminal opened fire with a Hi Point .380, missing every shot in the magazine but one, which hit Jonathan in the shoulder and deflected off of his bone. The shooter dumped the gun and fled into the woods before Jonathan could return fire, but was apprehended in the morning. For Jonathan, it was his final straw in his employment with the FHP. As soon as he was released from the hospital, he started to look for departments hiring in South Florida, and landed on New Anglia as it looked like a somewhat quiet community. He applied and was accepted after an abbreviated process due to already being a certified law enforcement officer. His employment with the NAPD has been largely without incident so far, with him hoping to be up for promotion within a few years.

MEDICAL/PSYCHIATRIC INFORMATION

BLOOD TYPE: O positive
PHYSICAL CONDITION: Fit, but could always do more exercises in a gym than he does.

DISLIKES: Women - sometimes, dirty cops, people who bully others, gang bangers, desk jobs. Sometimes police bureaucrats. Reporters.
FEARS: Failure. Ben fears failure and so pushes himself hard, willingly taking on overtime and volunteering for assignments. He also has a fear of getting some kind of disease from stepping on a junkie's used needle, and so makes sure he wears thick boots. Still, the thought of having to inspect a drug-user's house gives him the creeps.
HOPES: - To one day get married to Mrs. Right, who understands the commitment needed to the police force. He hopes to also make Detective one day. Maybe become Sheriff. Save up enough to pay back loans.

MEDICAL CONDITION(S): Wears contact lenses (nearsighted). Other than that, Ben is in prime condition health-wise.
PSYCHOLOGICAL PICTURE:

"Subject is Officer Ben Donofrio. Subject is a PO-2, active since June 22, 2015. Subject has demonstrated average and above average capability under normal stress situations. No anxiety issues. No diagnosed psychological issues in his history. No known phobias, and admits to fearing nothing. However, subject acts uncomfortable around medical supplies, especially needles. Subject also may not know when to slow down. Subject gets around 5-6 hours of sleep regularly, and claims to be sleeping well and fully rested. Subject does not have any outside hobbies, is not seeing anyone and seems to have no desire to be in a committed relationship right now. There is a healthy respect between subject and his parents. Parents are married 29 years; their marriage is stable. Subject spends some time a month visiting with his parents. Overall, subject is psychologically competent to perform his duties." - Dr. Vera Tarkenton, D.O., St. Mark's Hospital, Orlando.

"Muttonchops? Yeah, I know him. Solid guy. He helped us once as backup when we were taking down a drug dealer, who was holed up in town. We flushed the dealer out, and he ran because his product wasn't with him. You know how that goes? So, out he goes the backway, and that's when Muttonchops and his partner held him down in the line of sight, so he wasn't goin' nowhere, and he knew it. One drug dealer busted. Yeah, Muttonchops came through. We went and had a drink together afterwards. Handled his beer decent. We was jus' talkin' about other officers we knew, and takedowns we'd been on. He's not in my department, but I'd vouch for him any day. If he's transferring here, you're getting a good man." - Sgt. Joe Torres, County Sheriff's office.

BASIC BIOGRAPHY:
Born and raised in New Anglia, Ben Donofrio was a quiet, athletic young man, generally big for his age until his freshman year of high school when he stopped growing. High school sports helped him keep in shape, and stay fit. His parents, Jeffrey and Rhea, were loving, supportive parents all the way through. Ben, who was the oldest of his three siblings, did his best to make his parents proud of him. And often succeeded.

On a partial baseball scholarship and with in-state tuition rates, Ben attended the University of Florida. It was there that he began to develop an interest in criminology. It was clear that he was not cut out to be a professional athlete, even though working out helped him stay focused. He graduated in three and a half years with a degree in criminology and a minor in business.

After college, Ben applied to the Florida Police Academy and was accepted. He appreciated the training and valued what he learned. He had never shot guns before, so that was a new skill he had to learn. While he got to know many of the others at the Academy, he was rather shy and quiet, so he didn't get to know them terribly well.

Graduating 15th in his class overall, Ben applied back at the police station at his home town, New Anglia. There were openings at that time, so Ben was accepted. His first few years on the force were a learning experience, but a welcome one. Over the time, he has gotten a little more cynical, but is still green enough that he thinks of himself as making a difference in the world.

I will type up a short guide for ranks, but PO-2 (Police Officer, 2nd Grade) and Sergeant (SGT) are two different ranks. For an officer with his level of experience, he'd be a PO-2 at the most. On top of that, he looks a little too old for 25.

Damnit, I was writing up a former FHP character, so now I am feeling like a copycat. That being said, it all looks sound to me.

Accepted.

OP - Don't know if you saw, but I have a question about the psychologist report as listed above in my app.

But I will try to change the app with the appropriate rank soon. As for the picture, I tried to find one that fit the general appearance I was looking for. Perhaps he just looks older than he is...
