Ah, Fallout 3... Good times, good times. My favorite add-on was Broken Steel. Mostly due to the Hellfire armor and the OP Tesla Cannon.

It's not as good as he real one, but pretty neat.

Additional Notes: He has a pet bear named Steve, Steve is a very intelligent bear, although not sentient.

Sergeant/Serzhant in the Soviet Marine Infantry, he's been through plenty of combat, death, and strange happenings for his 27 years of life, so he's unnaturally hardened and skilled for his age. He is easily annoyed, so it is best to be relatively friendly, which there really isn't any reason not to. He is skilled in many different fields, making him a great soldier, and his personal values make him a good person as well.

Hunger Form
Regular Form, looks familiar, Huh?
Character Species: A rapidly evolving virus that managed to duplicate the form of a Human Being. (Much like what Alex Mercer from Prototype is)
Character Powers/Special Abilities (if any): Shape-shifting, absorption of other organic beings, and the ability to rebuild itself if killed(only if there is still living tissue left of its remains).
Character Weaknesses/Flaws: Can be killed very quickly if put into contact with fire, cannot use abilities if exposed to water, and can be easily put into a trance if it hears a bell ring.
Character Background:
Months ago, Mandi died from the surgery the demon Belphegor performed on him. The thing that killed him was the Vakeen virus which was implanted on one of the bullets that mangled him. The Vakeen virus rapidly evolved due to whatever Belphegor did to Mandi during surgery, and managed to duplicate his body. It then spent weeks in one of Arkonia's major shipyards, consuming civilians while evolving into a creature of nightmarish proportions.
Arkonian forces managed to contain "Volker" before it managed to cause any more harm. This was the worst mistake they made. Once "Volker" was put into containment, Arkonian scientists started enhancing the Virus's genes and eventually gave "Volker" its Hunger Form. Not much is known on how it escaped captivity.
Additional Notes:
"Volker" has managed to gain Mandi's memories on who lived in the apartment. It believes that if it consumes everyone it will become all-powerful. Despite what most would think, "Volker" does not engage in "Evil" activities. The only thing that would be considered evil is that it consumes any organic being it wants for survival.

"Volker" has shown interest in developing relationships in organic beings in order for it to either use them to its advantage or to make them believe that he won't consume them. Its "Hunger" form is only used when it has been starved for 5 days. You do not want to meet "Volker" when it is in its hunger form. It shows an alarming amount of pleasure whenever it dresses up like Tim Curry from "The Rocky Horror Picture Show", and shows increased pleasure when singing the song "Sweet Transvestite". Did we mention that you don't want to meet it in "Hunger" form? Last, if it tries to have sexual intercourse with anything use every available means necessary in order to prevent said sexual intercourse.
