1) The Allfather was a General of the old Northern Nations of Atis, and he, unlike his compatriots, decided to stay back with the people who couldnt fit onto the escaping ships as the planet was infected. He was the one who set up the countdowns to eradicate the Galaxian invaders via nuclear bombardment. And he was the one who took hundreds of thousands of survivors into massive underground complexes and taught them to survive. His teachings spread across the world rapidly, and it become the defacto political and theocratic sect.
But that begs the question of that his beliefs were. The primary tenants of the faith were that from the point past the bombs, the world and nature needed to be preserved, that community was an integral part of a race, both temporally and spiritually, and that the concept of a unified deity is incorrect, and that the spiritual side of reality is chaotic, but yet still of value. The waste and pollution of the old nations had crippled many regions, and though Rulzea were always somewhat environmentalist, he pushed that such a decision needed to be deepened. He said that family and community were integral, that ideology connected communities and united their spirits, and that comradery and unity were integral. Finally, his teachings on the spiritual side of reality were extensive, but can be boiled down to a few things: The Universe is Inhabited by many inhuman spirits. These spirits choose not to keep names or identities, and some are good, and some are bad. These spirits live off of connections and relations of sentients. When we die, our souls enter into the spirit realm, to live among the universe, but these spirits seek to impact sentients rather than live on their own. Influences, ideologies, good and bad, nature and the world around us, all can be influenced by these external spirits to an extent. As such, the faith concludes that spirits often choose a singular individual to unify a species under an ideology. This is that ideology's Allfather. And so, the Allfather told his people that they should work to be a good people, to bring good from the spirits, and from themselves.
There are several differing arguments though as to the 'correct' way to interpret his teachings. The River Republics, which eventually became the UCBR, argued that a democratic and communal system was the best way to follow these rulings. The people would be equal and have impact on their community together, ensuring the good of everyone, and ensuring the community grows. The Raltean Empire, who are the monarchs that set off the UCBR's monarchist hate, argued that they were the descendants of the Allfather, since they were Northern Burrowers like him, and they inhabited the origin region of the Allfather. They argued that the spirits chose him, and since his blood flowed in their veins, this choice followed with them. They argued that their strength allowed the state to stay united, and allowed them to ensure the community stayed peaceful and united. The final main interpenetration of the ideology is that of The Plainwalkers, or The Seltran, who followed a warband/tribal community for a short period before willingly joining The Union, and eventually picking up their flavor of The Cult. Before then though, they believed that the strength of a warband leader ensured that unity stayed among his people. They argued the Allfather's mentioned communities were smaller in scale than nations, which preserved their tendency to wage war amongst each other. They thought the spirits fed more off of conflict, and as such, they fought for almost the entirety of their existance.
Even the High Council recognizes that there is no one true way of interpreting The Allfather's teachings though, as a semi-unspoken fourth tenant of the faith is that spiritualism is an individual's journey. As one grows, they must find out their beliefs, and find out if their community is the one for them. Since they must find a community in which they can live comfortably, their spiritualism must be individual, and accepted by them rather than anyone else.
2) There are some, but not many. Genetic Engineering is actually widely available in The Union, but not for frivolous means. The danger of the chance of genetic corruption, as well as the expense of procedure, means that it is restricted to pregnancies that have a high chance of birth defects that would either majorly impact the child's life negatively, or lead to their death. Things such as designer babies are not allowed however, and some even argue the concept of it goes against their ideology.
AI is also not taboo, after all, there is an AI with an honorary seat on the council. AI's are not recognized as individuals with rights, since as of yet the Union only has one that can be considered sapient, so they're both not banned and not regulated.
There is one major caveat though: Organ Donation and Corpse Repurposing. A part of the Spiritual side of The Cult of The Allfather states that a sentient's body is the only thing anchoring its soul to the mortal side of the universe. As such, when a sentient creature dies, its body must be destroyed, as to allow it to return. Though decay is accepted, most Rulzea prefer cremation, as it more quickly destroys any physical remains. There is a second side to this belief however, that being what happens if the body is not destroyed. Since Rulzea, and most animals on Atis, are herbivorous, the consumption of meat is already very very taboo. As such, there are special rites for the creatures that might kill and eat a Rulzea. If a sentient's flesh is eaten by anything, digested and made a part of this consumer, their soul becomes trapped in that body. It is considered a grave sin and incredibly painful for a soul to be fragmented like that, so the consumer is hunted down, slaughtered, and burnt to allow for the spirit to be free. Organ donation was originally considered to be in the same light, since it was a part of your body becoming a part of someone else. Several theologians argued however that one willingly giving up their body released the soul from it, as they intended for it to become someone else, which benefited the community. As such, while no longer outright taboo, organ transplantation is given a much more sacred thought in The Union.
