[DRAFT] Read The Proposal Rules

The Security Council,

Acknowledging that as the multiverse expands, and the World Assembly grows, new member nations will unceasingly continue to be inducted,

Noting, however, that there has been an increase in these member nations submitting proposals to the World Assembly that are without reasoning or beyond the ability of the World Assembly to enact, a problem easily resolvable by simply reading the clearly stated rules of proposals listed at the forefront of the World Assembly's forums,

Believing that these proposals are wasting the World Assembly's time and impeding its ability to function,

Attempting to reduce the amount of these proposals to allow well-written and rule-abiding proposals to be noticed and supported,

Hereby declares that new members of the World Assembly attempting to submit a proposal should read the proposal rules.

Nothing to do with the SC. You want the GA - it’s down the corridor behind the sign saying “Beware Of The Leopard”.

But seriously there used to be legislation that required nations to read the resolution. Why you think a non-binding Declaration would succeed where that failed is beyond me.

I'd also throw out an argument that it's illegal on the grounds that referencing the rules themselves is a fourth wall violation.

Do mind that the Leopard usually prowls nearer to the Security Council, so watch out for it as soon as you start to leave the SC for the GA.

Right-somehow I forgot that it's the World Assembly. I'll fix that.
Although, I would argue that it still doesn't break the fourth wall, since it refers to the rules as something the WA has.

It won't. There are two scenarios:
1. the intended audience doesn't know about the rules, in which case they are far less likely to know about this declaration's existence
2. the intended audience does know about the rules and has already decided not to read them, in which case this declaration is going to do nothing to change that

I am struggling to identify what this proposal actually accomplishes.

If a nation has not read the proposal rules, it is unlikely to be aware of this declaration. If a nation is already aware of the rules and chooses to ignore them, this declaration changes nothing. The proposal therefore appears directed exclusively at people who already know what they should be doing.

This Proposal belongs in the WA, not the SC anyway. Even then, the World Assembly should legislate outcomes, not issue reminders that can neither be enforced nor reasonably expected to alter behaviour.
