Commonly nicknamed "underground cities", an emergency fortress is a type of multi-level underground network of tunnels and shelters located beneath each city for the purpose of military defense. Operated and maintained by both the Civil Air Defense Bureau of the National Defense Mobilization Department of the Central Military Commission, and the National Civil Air Defense Office of the National Defense Mobilization Commission, these massive underground shelters are designed to accommodate and protect the inhabitants of the nation while providing a defensive refuge. The versatility of emergency fortresses is not only limited to passive defense, as they can also be utilized as highly-secure fortified underground strongholds capable of housing troops. Each emergency fortress has multiple levels containing several tunnels with roads that connect to different underground shelters, while each shelter contains multiple small apartments, medical facilities, communication centers, ventilation systems that can be sealed off to protect the inhabitants, heating and cooling systems, water supply, and thick-layered armored blast doors, as well as other facilities such as restaurants, schools, theaters, fully-automated factories, logistics warehouses, storage depots, water purification facilities, and bleeding-edge underground farms. To generate electricity, each emergency fortress features an underground nuclear power station equipped with nuclear reactors that can be either PWRs such as ACPR-1000, HPR1000 Hualong One, CAP1400 Guohe One, CAP1000, CAP1700 and CAP2100, Gen IV reactors such as smTMSR-400, CFR-600, CFR-1000, HTR-PM and HTR-PM600, small modular reactors such as ACP100 Linglong One, HAPPY200, DHR-400 Yanlong and CAP200, or fusion reactors of various types such as superconducting tokamak magnetic-confinement-fusion reactors, superconducting stellarator magnetic-confinement-fusion reactors, high-frequency electromagnetic-wave Z-pinch inertial-confinement-fusion generators, high-powered pulsed-power magnetized-target-fusion X-ray generators, high-powered direct-drive laser-based inertial-confinement-fusion generators and high-powered indirect-drive laser-based inertial-confinement-fusion generators. Each shelter within an emergency fortress contains an energy storage station, utilizing different methods of storing energy including electrochemical energy storage, compressed air energy storage, flywheel energy storage, thermal energy storage, and superconducting magnetic energy storage, as well as an emergency power station containing an array of highly-dense space-efficient backup battery-packs. Safiloa has two types of public shelters.

Coastal Public Shelters are often stilted or situated atop raised platforms and are primarily used in defence against flooding due to tropical cyclones and storm surges. They are situated both in the main city of Ponaiga as well as almost every coastal settlement.

Near the active vulcanian volcano of Mount Sirisidu, several Hilltop Public Shelters are built to provide shelter against lahars and the occasional ash clouds. Mount Sirisidu has not fully erupted since 44 BCE, when it destroyed the entire Panchaian civilisation that used to inhabit what is now known as Safiloa.

Public shelters in Zealandia are placed in close proximity to disaster-prone areas. Each and every public shelter in Zealandia are built separately and are designed to be disaster-proof based on their location and proximity to where a natural disaster occurs the most. The most common public shelter in Zealandia are earthquake emergency earthquake evacuation centers. Placed in almost every corner in Zealandia, the majority of these evacuation centers are built to be earthquake-resistant and are only used after severe magnitude earthquakes.

Tyrol maintains a network of public emergency shelters, civil-protection shelters, and mountain refuge shelters intended for use during natural disasters, severe winter storms, landslides, flooding, infrastructure failures, and wider national emergencies. These shelters are managed by the Civil Protection Service, municipalities, park authorities, and in mountain areas, often in cooperation with alpine rescue organisations.

In towns and cities, public shelters are usually located in reinforced basements beneath schools, municipal buildings, transport hubs, police stations, government offices, and larger public facilities. They are not designed as permanent living spaces, but can provide temporary protection, heating, emergency power, water, basic sanitation, medical supplies, communications equipment, and space for displaced residents.

In rural and alpine regions, shelters are more practical and weather-focused. Tyrol maintains unmanned emergency huts, mountain shelters, storm refuges, and civil-protection stores along remote routes, high valleys, and exposed mountain areas. These are intended for hikers, shepherds, stranded travellers, and local residents during sudden weather changes, avalanches, or road closures.

The shelter system is also tied into Tyrol’s wider civil-defence culture. Municipalities maintain emergency plans, stockpiles, generators, field kitchens, temporary bedding, and evacuation points. During major incidents, shelters can be staffed by Civil Protection personnel, the Home Guard, firefighters, medical volunteers, mountain rescue, and local police.

They were common during the Second Civil War as guerrilla hideouts. But since the end of the war, most of them have been dismantled or abandoned. As most people don't fear another war or some nuclear apocalypse, keeping them around wouldn't serve much use.

The Nomads were defeated but the construction of these continued not only on Earth but also on the few Alpha Centauri Tri System's planets, with hundreds of thousands more small shelters and thousands more in general were built.

Forget public bomb shelters, bomb shelters themselves are extraordinarily rare in Rwizikuru, with only a tiny handful of bomb shelters ever being built, virtually all of them during the early stages of the Great War in Port Fitzhubert (which was the colonial-era capital of Riziland, as Rwizikuru was then known). Most of those were demolished, due to redevelopment or water damage, with the couple that still exist being used as storage for the attached buildings.

There are a couple other more recent bomb shelters, but none of them are open to the public, as they were designed specifically for the use of the royal family in the 1970s (out of paranoia that Mabifia would invade Rwizikuru again).

Freedomika has many public shelters, they try to have at least one per town.
Homeless often are able to use the shelter and camping spaces for free for a certain period of time, sometimes for months or longer if they try to get a job.
Small sleeping pods near public bathrooms with showers on camp grounds are one option for many homeless people.

There are free camping spaces per town for the poor to use for a certain period of time, sometimes 24 hours, sometimes longer if no other poor people are trying to use the space.
Some parking spaces are clearly marked letting people know 24-7 parking is allowed, sleeping in your vehicle is allowed.

The sleeping pods are about 7 foot long 3 foot wide and 4 foot tall with a bed inside.

The public bathrooms are often a building with showers and toilets and sometimes bidets inside.
Basic supplies and disinfectants are often given to the homeless.
Vending machines are often near the public bathrooms for additional supplies, mini disinfectants, and food.
