Name of the Criminal Organization/Mafia: The Hernandez Cartel
Origin/Short Story:
Founded in 1978 by Roberto Hernandez. It was a drug cartel that eventually expanded to become global arms dealers and smugglers, going as far to smuggle goods under the Berlin Wall into the Eastern Bloc. Eventually Hernandez was killed by a sting operation in 1989. The cartel broke up and authorities assumed that they weren't coming back, but unbeknownst to them Hernandez's son, Joseph Hernandez, eventually reorganized them in 1999 and continued business but in the shadows. To this day authorities still assume the Hernandez Cartel is gone, and any evidence attributing to them is often sited to unorganized crime rather than the real perpetrators.

After limiting many rights (for example, civil rights and demonstration rights), they came to the conclusion that they must use violence against the state to impose their will.

There is no single boss. The various subgroups organize themselves and have different organizational variants.
In the case of unified rebel action, the "Third Parliament" (officially: Emergency Government of the Second Republic) leads the subgroups.

They are hunted by the King's Royal Guard, our top law enforcement organization. The only areas they "dominate" are uninhabited; if they try to control territory where civilians live, the King's Royal Guard responds quickly and decisively.

They have been tied to the Nationalist Party (our far-right political party), but no Nationalist Senators/officials have been directly connected to them. The other four political parties (including liberal, leftist, libertarian, and conservative parties) support prosecuting them aggressively.

Yes-- in 2010, they kidnapped two Senators for ransom. In 2016, they shot the Secretary of Justice (our Attorney General); she survived, but suffered brain damage too severe to continue serving, and currently required round-the-clock care by her husband, brother, and adult children. In 2017, they shot and wounded a Supreme Court Justice, who now walks with a limp.

Most seriously, they attempted to assassinate the King twice. In 2008, a sniper shot at the King three times, luckily missing each time-- he was sentenced to 20 years, but pardoned by the King in 2014 after having been rehabilitated. In 2020, to protest COVID-19 restrictions, two members attempted to assassinate the King at close range, causing a shootout between the members and the King's two bodyguards, as well as the King himself (who carries a concealed firearm). Both members were killed-- one by a Royal Guard officer, and another by the King himself. Both bodyguards were unharmed, but the King was shot in the stomach and required surgery.
