What do you call your motorway network? (ie State Highways, National Highways etc) On the imperial level, there are the Postal Routes. Postal Routes consist of five lanes (in total, not going each way).

Are your nation's citizens keen to use your nation's highways? Freight transport and busses use them liberally, but TurtleShroomian society does not really value personal car ownership.

Which government department or agency is responsible for enforcing road safety?
The police of the given Parish, fief, or other subdivision of the Empire police roads in their jurisdiction. The Postal Routes are policed by the Imperial Ministry of the Police. The Bureau of Nomadic Data protects caravaneers and nomadic populations regardless of their location.


What kind of vehicles do your nation's traffic enforcement use? (Feel free to include a picture but please use a spoiler) There is no stadnard.

What are the penalties for exceeding the speed limit on the open road? Subdivisions of the Empire enforce a wide variety of punishments, ranging from fines to strokes of the cane.

How prevalent are fixed speed cameras in your nation? Outside of cities and the Postal Routes, such things are non-existent.

How prevalent are mobile speed cameras in your nation? Extremely rare. Unless an imperial-level policeman is explicitly assigned to Postal Route duty, he is not given one.



The State of the Roads

Is your nation's road network in good condition?
Outside of the Postal Routes, all urban roads in the major cities are paved, and most small hamlets have at least paved a Main Street adn the route from their Main Street to emergency services. However, absent that, all non-private roads remain dirt to this day.


Which government department or agency is in charge of maintaining your nation's roads?
On the imperial level, the Ministry of Domestic Affairs maintains the Postal Routes via contracting private entities. Subdivisions of the country either contract the roads out, use tolls, or other means to raise revenue.


How common are roadworks on your nation's busiest stretches of road? On the imperial level, only as needed, be it reported by the police or a driver.

Is there some way your nation's commuters can view road closures/roadworks before taking a journey?
Road closures on the imperial Postal Routes are announced on the special Traffic Channel on the Citizens' Band Radio and are mailed to those five days a week who opt-in to receive notifications (the Imperial dispatch for the Postal Routes usually costs one Skillet per month). Normal AM/FM radio rarely reports traffic due to private vehicles being almost exclusively freight, all of which have a Citizens Band installation anyway. However, with the division of TurtleShroom into its current confederated state, some Parishes and fiefs have finally laid roads outside of the cities, and these have invested many Skillets into making them nice, versus the old Postal Routes basically just being progressively patched in the past ninety years. The Parishes of Axebundle, Kingfish, Baksu, and Sixcastle are aspiring to pave as much as they can, while the Parish of Litlin has proudly paved its capital's entire city limits, including the sprawling slums and suburbs. Litlin's administration has not decided on how much non-urban paving they seek. On the imperial level, a plan to expand the Postal Routes has fallen through multiple times, with bickering over funding and location straining any successes.


How bad is traffic congestion in your nation's major cities? In major cities, the vehicles on the road consist of buses, freight, and government vehicles. No law against private car ownership exists, but TurtleShroomers have long used the ubiquitous rail networks and bus service in lieu of it. The roads being unpaved outside of the cities and Postal Routes also favor busses: busses used advanced shock absorbers and stabilizers to eliminate the shaking and bumping of even the worst dirt roads.


Accidents

How common are road accidents in your nation? Functionally non-existent, as the Postal Routes only have intersections that lead to other paved roads where they meet. It's simply too straight to pose a danger.

Are your nation's open roads generally considered safe to travel on? Paved and unpaved roads alike vary dramatically in safety. TurtleShroomers do not go on deep jungle roads at night due to rebels, bandits, and monsters, unless they are in the safety of a bus, whose driver is always armed. (TurtleShroomers are allowed to take guns and tasers onto any train, bus, or other road vehicle without a permit or license.)

How well do your nation's emergency services respond to motor accidents?
Due to the rarity of road accidents, unless someone is dying, response times take hours or even days unless the driver uses his Citizens Band Radio or Car Phone to call for help; for a reported non-emergency (like a breakdown or collision where no one is hurt), the average time on the Postal Routes are about two hours. Road accidents in which no injury has been sustained, or an individual is not a pregnant female, are the lowest priority.

In the event of a significant injury, blood loss, or severe damage, response times usually take about ten to fifteen minutes, unless they are near a settlement with more than a hundred people, who likely has a police force or has contracted a security firm. Due to the remoteness of roads, most non-life critical accidents are responded to by fire services, not police.

TurtleShroom has a nationwide 2-G cellular network and all busses and trains have a built-in emergency hotline that is always on. (Embedded Car Phones are still used despite the existence of portable cell phones due to their more powerful signals that allow in-motion calls to be clearer.) All vehicles in TurtleShroom offer Citizens Band Radio as standard, while Car Phones cost extra.

Only on repeat offenses (see above) can a license be revoked, but if a person drives under the influence and kills another creature, the punishment is mandatory death or life in prison on the imperial level and in most Parishes.

Pretty bad during rush hour, which isn't exactly a surprise given how dense Nacrad's cities are - use the train, tram or subway if it can be helped at all. One can still get from A to B though, and traffic does flow reasonably well off-peak.
