No. Marriages in Ephyra are traditionally arranged by the two families involved and, with the additional benefits of familial alliance in a society that operates systems of patronage, is primarily intended to facilitate reproduction. As a result there's just no situation in which a marriage between two men or two women could occur. There is no such thing as a 'civil union' in Ephyra.
2/ Are persons in same-sex relationships permitted to adopt or otherwise raise children? No. Leaving aside the established fact that there are no official same-sex relationships in Ephyra, adoption in the Sacred League is substantially different from the concept of it employed in the West. Suffice to say, as above, there is effectively no instance in which this situation would possibly arise.

No. I will use this question to make clear a fact that may or may not impede your ability or inclination to grade this response. Ephyrian sexuality is comparable to the models of ancient Rome or Greece, or indeed much of the ancient Mediterranean, in that there are no terms for nor self-identification on the basis of heterosexuality or homosexuality, or any other degree of this. Ephyrian sexuality instead is expressed on a dominant-penetrative / submissive-penetrated paradigm that emphasises physical position and social status as opposed to anything resembling modern Western sexual identification. As a result there are no people in Ephyra who would identify with the label LGBT even if outside viewers would deduce them to be members via observation of their sexual behaviour. Whilst there are no doubt Ephyrians who prefer members of their own sex as sexual partners, neither they nor Ephyrian society at large are given to believing this constitutes any kind of identity. Same-sex sexual behaviour is largely tolerated on situational bases, mostly in the context of male-male sexuality where the man who is doing the penetrating is seen as normal whilst the man who prefers to be penetrated is viewed as abnormal and worthy of scorn. So, to properly answer this question, no, LGBT+ citizens are not protected by hate speech legislation because no one in Ephyra has a concept of "LGBT+ citizens" that even need to be protected. This will form the basis for a lot of answers.
