Gunpowder is also illegal to carry in cartridges below a certain size or in any kind of unsealed package which could be used to manufuncture gunpoweder-propelled amunition. EDIT: Coilguns, railguns, and gauss guns are legal, but there is strict regulations on the maximum velocity, fire rate, caliber, and overall power that is legal to posess in these guns.

Requests for self-defence based permit are only granted in unusual cases as most
people don’t need one for that reason and it could make them more of a target to criminals
(who are more likely to kill them during burglaries, for example, as they see them as more of a threat).
Flexible or restrictive?: fairly restrictive.
The police do a background check of criminal records and, in the case of men who’ve completed national service, military or law enforcement service records.
They also get a doctor to check they’re not a suicide risk.

According to the Guns and Light Weapons Acquisition Act:

Article 1, section 3:

Free acquisition of weapons is not permitted. There are some requirements the buyers must fulfill:
1. The buyer must be adult and psychologically suitable for, and
a. is an officer whose job requires to use a weapon, or
b. is a worker whose job requires the use of weapons and the employer has fulfilled all requirements to develop the activity, or
c. is member of a club which requires the use of weapons, and has fulfilled all requirements to develop the activity, and has previously submitted to the authority the list of members who should be allowed to use weapons, or
d. demonstrates the development of some spare-time activity which needs the use of weapons, unless the authority has temporary of definitely banned such activity, or
e. is a recognized collector.

Article 3, section 11:

Guns and light weapons may be owned, but not their ammunition, unless its use is imminent or cannot be foreseen in advance. Weapon owners may be inspected in order to fulfill this requirement.

Article 4, section 6:

Weapons which doesn't need ammunition have to be unable to use as a weapon (e.g. a katana has to be not sharped). Such weapons have to be bianually inspected by an officer. Not passing the inspection or refusing to is sanctioned with the confiscation of all weapons. This provision is not applicable when the weapon might be used imminently or in a no-foreseable term.

To purchase firearms, one must be a legal adult or a (former) participant in a weapons training programme held by a secondary school. A minor can possess a firearm transferred from their parent.

Concealed carry is federally legal. Federal law prohibits transit companies from prohibiting the bringing of firearms, although they may require firearms be separate from passengers.
