The Diplomatic Row hasn't seen much activity in the last 20 years since it was established.

Thus far, only 6 nations have been placed in the Diplomatic Row, a mixed-use district designed to house both the embassies of foreign nations, their staff, and their families. Serving as the commercial and transport hub for the district was the Diplomatic Row Megamall, a huge commercial mall catering the local demand for goods and services adjoined by a transport terminal handling the local volume of bus and jeepney transport service in the area of the Diplomatic Row (the volume itself being sheer for the district's size). Blocks for embassies alternated with 1+4 mixed-use luxury apartments designed to house the diplomatic staff away from the on-site housing on the embassies themselves.

That someone - and an eastern Dienstadi nation no less - would actually express interest in building an embassy at the Diplomatic Row was news to Vice-Chancellor Ursula Dominguez, already in her second year as the Vice-Chancellor for State Affairs. This also presented a rare opportunity, a rare chance, to establish relations with an eastern Dienstadi nation that has earned its keep and dominion in the rather geopolitically tumultuous eastern Greater Dienstad.

It had been a crazy two weeks for Gerald. He had been galavanting across the country alongside the Vice-Chancellor for Interior and Local Government, interacting with the local government officials and helping them establish linkages with Palmyrian allies both traditional and recent. It was a task that, honestly, he could have delegated his deputy to do, but he was a man who preferred doing things himself. Thus, while he was away galavanting across the country in performance of his official duties, he had his deputy talk to the Assembly Committee on Diplomatic Missions as well as the Commonwealth Security Council, the Joint DSA-DTI Free Trade Council, and the National Commission on Culture and the Arts on the vetting of three recent embassy proposals: Oronia, Washington-Columbia, and the Azuran Evenguard.

Of the three nations, the Azuran Evenguard had close ties with the Royal Commonwealth. Major allies surely, but far from strategic; so far, the only two that fit the bill, and due mostly to millennia-long shared struggles and a shared socioreligious legacy and birthright, were Holy Marsh and Romandeos. That didn't mean that the Azurans weren't welcome on Royal Avenue, and the Marshite and Romandean embassies were more at home in the religious nexus of the Marshite faith in the Royal Commonwealth anyways. Oronia was, in the eyes of the Marshite Church and the Palmyrian state, a nobody; of minor consequence in geopolitics and to the Marshite faith, but welcome to establish linkages with the Marshite Church anyways.

The Foreign Office of the Commonwealth of Eulabia presents its compliments to the Department of State Affairs of the Royal Palmyrian Commonwealth and has the honour to formally request the establishment of an embassy in the District of Corazon.

The Eulabian embassy, to be situated in the prestigious Royal Avenue, will serve to enhance the diplomatic relationship between our two nations, facilitate cultural and educational exchanges, provide consular services to Eulabian citizens in the Royal Palmyrian Commonwealth, and work to develop economic and trade relations.

The proposed diplomatic mission would consist of an Ambassador, 4 senior diplomatic officers, 6 junior diplomatic officers, 20 administrative and technical staff, and 25 security personnel. It is understood that all members of the mission will enjoy the privileges and immunities as stipulated in the Vienna Convention on Diplomatic Relations.

The location at the Royal Avenue, with its esteemed surroundings, accessible green space, and high-quality security provided by the Royal Household Regiment, aligns with the aspirations of the Commonwealth of Eulabia for a diplomatic mission of the highest standard.

In terms of security measures, our 25 personnel will complement the security arrangements already in place at the Royal Avenue. Our security staff will be equipped with standard non-lethal equipment, such as batons, pepper spray, and personal protective equipment, as well as limited quantities of sidearms for high-risk situations. All these measures adhere strictly to the regulations of the Royal Palmyrian Commonwealth and international standards, ensuring the safety of embassy personnel and the integrity of its operations.

The Foreign Office of the Commonwealth of Eulabia presents its compliments to the Department of State Affairs of the Royal Palmyrian Commonwealth and has the honour to propose Ms. Elizabeth Newman for Her Majesty's approval to serve as the Ambassador of the Commonwealth of Eulabia to the Royal Palmyrian Commonwealth.

Ms. Newman, born on the 4th of April, 1973 in Lunden, Eulabia, received her Bachelor of Arts in International Relations from the Eulabia National University in 1995 and subsequently earned a Master's degree in Diplomacy from the Eulabian National University in 1997.

Her professional career in the diplomatic service began in 1998 with the Foreign Office of the Commonwealth of Eulabia. She has held significant posts such as Political Officer in the Eulabian embassy in Joseon (2000-2005), Deputy Head of Mission in Krasnomirsk (2005-2010), Consul in Nifon (2010-2015), and Deputy Chief of Mission in Romaia (2015-2023). For her distinguished services, Ms. Newman was conferred the Order of Eulabia in 2020.

Ms. Newman holds only Eulabian citizenship. She is married to Mr. Robert Newman and they are blessed with two children: George (born 2002) and Amelia (born 2005).

The Foreign Office of the Commonwealth of Eulabia is confident that Ms. Newman's nomination will receive favourable consideration by the Royal Palmyrian Commonwealth and eagerly awaits the confirmation of her agrément.

The assigned plot for your embassy will be 108 Royal Avenue.

A reciprocal application for a Palmyrian embassy in the Commonwealth of Eulabia is in order and will be prepared immediately. We have contacted the office of the Lakambini and a schedule for a meeting between Ambassador Newman and the Lakambini has been allotted in Her Majesty's usually busy schedule.
