The collapse of the government of the Federal Republic of Belize and Honduras has been confirmed, as of the present. Whilst the cause of this sudden dissolution is currently unknown, due to the complete severance of all channels of communication, it is believed, and held likely, that the United States and its aligned paramilitary forces within the region may have instigated a coup or otherwise forcefully dismantled the legitimate government of the nation. Such an act, to erradicate a growing, unifying, and socially progressing neighbour, is nothing new on the United States' despicable imperialist agenda, and as soon as such reports can be confirmed of such an action, Australia will issue a most condemning denouncement and an accompanying declaration of support for the right to self-determination and democracy of the centroamerican peoples.

At present, the centroamerican Consulic delegation in Suva is being briefed on the situation in conjunction with our own cabinet, and will be offered asylum and citizenship in the case that their return home may place them or their families and associates at risk of human rights violations.

As per protocol, the Australic Embassy in San Salvador has entered into a defensive lockdown, with arms distributed to all staff. Apart from Consulic staff, there are no Australic citizens thought to be within the region. Evacuation will not begin until the safety of the region's airspace can be confirmed, or until an alternate route can be arranged should the airspace be hostile.

Should any members of the (until recently) incumbent government be able, they are encouraged to reopen official channels, provided this does not jeopardise their own safety.

The application for consulic relations submitted by the People's Republic of Mevraq has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The requisition of an embassy in Canberra has been approved. Mevraq has been assigned a prime location adjacent to the state circle, along Perth Avenue, which is, hopefully, satisfactory for the Excellent Ambassador Stepanov. Cz. Stepanov and their adjunctary staff have also been welcomed to attend a naval tour at Jervis Bay of the A.N.V. Romani, one of our Indian Ocean flotilla vessels that has recently finished a retrofit and will be returning to service shortly.

The Federal Consolidated Syndicates for Industry, Natural Resources, and Services have certified Mevraq as adhering to our industrial and labor rights standards, and as such the requested consultation on bilateral trade has also been approved. The requisition of both an embassy in Melbourne and a consulate in Perth has been approved. Suitable locations have been found in both cities (within the Melbourne City Centre and the Fremantle Intl. Transport Hub's Consulic District) that possess the space for the requisite meditation garden. Native flowers can be provided for these gardens; if the Bunkaiiatic delegations wish to import their own flowers, please make sure that they are not considered invasive in Australia. In addition, whilst of a different denomination to those present in Bunkaiia, there are Neomazdaki communities in most state capitals. The providence of charitable veterinary services by qualified consulic staff has been approved.

The application for the reciprocation of consulic relations submitted by the Confederation of the New Visayan Islands has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The requisition of an embassy in Auckland has been approved. A suitable location within central Auckland has been designated for consulic use, on the corner of Wyndham Street and St. Patricks Square, across from the Cathedral of St. Patrick and St. Joseph. Ambassador Lin is welcome to attend an introduction with the Premier of New Zealand, Cz. Morgan K. Gladstone.

The declared armaments of the Visayic security cadre have been cleared for use, with the caveat that the M14s remain either in use only within the bounds of the embassy, or that they are kept in the semi-automatic state whilst equipped outside of the embassy. As the Visayic delegation has declared no vehicles, we assume that it shall rely on pedestrian or public transportation, which is quite reasonable - should vehicles be required, up to five can be provided at request.

The special application for consulic relations submitted by the Allied States of Shov Scieni has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The requisition of a purpose-made consulic facility within the consulic district of the Fremantle International Transport Hub in Perth has been approved. For the convenience and comfort of the Shovaar delegates, this facility will be afforded direct access to the Shov Scieni 'spaceport' complex', being adjacent to it. Oversight of the construction process will be deferred to the pending Shov Scieni cadre of construction workers, with preparations on our end beginning promptly.

Ambassadors Naan Am Karev, Ihn Url Ishaad, and Tsul Sen Jenaal should expect, upon their arrival in the coming months, for themselves and their family/staff to be greeted by the Prime Minister, Deputy Prime Minister, and their Cabinet Ministers, as well as several other national leaders from Austral-aligned states - "we're bringing our leaders right to you" - Cabinet Minister for Consulic Affairs A.R. The application for the reciprocation of consulic relations submitted by the Democratic States of Ezmwalia has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The requisition of an embassy in Canberra has been approved in full. A suitable plot on the corner of Melbourne Avenue and Ryan Crescent has been allocated for the Ezmwalic delegation, a few blocks to the south-west of Capital Hill. This site should be sufficient to house Ezmwalia's delegation and its vehicles and also possesses a central courtyard that the delegation is free to landscape or otherwise modify. Ambassador Zuzo Mbiti, their husband, and the remainder of the Ezmwalic delegation should expect to arrive first in Perth, where an initial welcome to country ceremony shall be held in their honor, then to travel to Canberra aboard one of our high-speed inter-state trains the following day, to meet with representatives of our F.C.S. C.A. and government.

The weapons and vehicles declared by the Ezmwalic delegation's security staff have been authorised for use. Do note that the vast majority of our infrastructure is built to facilitate electric vehicles and that public transport or pedestrian travel is the primary mode of non-occupational/logistical travel. Most locations pertinent to consulic affairs are located within a maximum of 20 minutes walking distance, though it is perfectly understandable to elect to travel by car for safety and expediency, as is the norm for consulic delegations.

The affirmation of treaties pertaining to Non-Aggression, educational exchange, and open borders has been wholeheartedly confirmed. The invitation for a mutual arrangement of state visits has been forwarded to the Federal Cabinet and Prime Minister O'Caelleigh, who has expressed his full support for such an occasion and appreciation for the offer. The application for the initialisation of consulic relations submitted by the Royal Palmyran Commonwealth has been subject to an extensive review; by the Federal Syndic Assembly of the F.C.S.C.A., the Federal Cabinet, and by the Federal Parliament itself. This response will be structured in two parts, addressing the primary application and secondary manifests.


At a base level, the F.C.S. C.A. sees no issue with granting approval for the Royal Palmyran Commonwealth to be granted both an embassy in Canberra and a Consulate in Perth. Ambassador Enrique Delgado, Ph.D. and Consul Victoria May Hernandez, Ph. D. would be welcome to oversee such positions and to have their spouses accompany and reside with them. The number of consulic staff declared for both the Embassy and Consulate are on the higher end of what we would consider permissible, but seeing as Palmyra is such a large nation it would not prove an issue in its own right. Furthermore, our Commonwealth would be content to enter into all consulic treaties specified within the application (with some caveats for free trade and defence).

Inadvertently, and well within the possibility for reconciliation, the manifests provided for Palmyra's embassy and consulate have run afoul of - of all things - the Australic Constitution. Within our constitution, there is a provision that explicitly prohibits the establishment of foreign military bases on Australic soil (and within Australic waters, not that that is relevant in this situation). Whilst one may, at first, assume that this conflict has occurred due to the highly militarised appearance of the Palmyran security forces, this is not the case. Certainly, the opinion has been raised during both our Syndic Assembly and that of the Federal Parliament that the Palmyran security forces are highly militarised on an individual basis but, technically speaking, the Palmyran embassy and consulate will each contain less weaponry than one of our own. The declared weapons, equipment, and vehicles are permissible (provided that the AR.101 rifles are kept in a semi-automatic state). There are also no issues with the requests for cellar space, an armory, or other such specifications for the embassy and consulate grounds themselves.

The sole issue here is one of semantics, but one that we cannot simply infer away or otherwise work around. In order to fully approve the Palmyran application for consulic relations, the F.C.S. C.A. is constitutionally required to request that its Palmyran contemporaries issue an addendum that specifies that the use of the word 'Citadel' within the manifests attached to the Palmyran application is not, in any way, in reference to the establishment of either of these sites as a military base or installation. The word 'Citadel' is one of several (and the first) explicitly used to describe the types of foreign military installations prohibited within our territory. The article is as appears below;

The establishment of any foreign military installations - (citadels, combat bases, forts or fortifications, military facilities, military air or naval ports, military proving or training grounds, military stations, outposts) on Australic soil, or in Australic waters, is prohibited, excepting:
- Such an installation being located within - and adjunct to - an existing installation of the Australic Defence Force for the purposes of joint operations with the Australic Defence Force.
- Being established only temporarily during a time of war.
- Being purely for a ceremonial purpose (such as the site of a military cemetery or battle marker).

The F.C.S. C.A. apologises for the inconvenience and delays this issue of constitutional law has created, and will endeavour to fully approve this application as soon as we have received the required clarification.

The application for the initialisation of consulic relations submitted by the United Socialist States of Khazovia has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The Khazovic requisition for an embassy in Canberra has been approved. A suitable apportage has been selected along Stirling Street to the west of Capital Hill, which we hope is to the liking of Ambassador Dina Ashka and their adjunctary staff. It has an excellent command of Lake Griffin, should they be inclined towards landscape painting. For Ambassador Ashka's son, arrangements can be made to either enroll them in a local school, or to enlist a tutor, unless educational needs have already been addressed.

The weaponry declared by the Khazovic delegation has been cleared for use. Should the delegation require further requests, such as vehicles or other equipment, do not hesitate to contact the F.C.S. C.A.

Finally, the requisition of docking rights and low-tariff trading rights has been approved. Further negotiations pertaining to transport and trade should be directed to the Fremantle Internation Transport Hub (F.I.T.H.).

Greetings! As the Vice-Chancellor of State Affairs, I represent the Royal Commonwealth as the official responsible for managing its foreign affairs as a nation.

We apologise if, by accident, we have run afoul of your country's Constitution, and we are well aware that ignorance does not constitute an excuse for violation of laws. We never knew the term "citadel" would be taken as a "military installation" in the sense of the word.

What we mean of a citadel in embassy and consulate grounds is simply a strongpoint where embassy staff and security personnel could hide in case of the embassy being taken over by hostile elements such as terrorists, citing the 1989 Iranian Embassy Siege as a precedent for the establishment of such a "citadel". The term, in the purposes we intend for, has its origins in maritime anti-piracy measures and since then has been used outside of the context of seafaring to denote a similar structure, though I personally believe the term "bunker" is a more fitting term for this outside seafaring contexts.

Additionally, to address concerns of the security staff being "heavily militarised", we will be using AR.101s configured permanently for semi-automatic fire, with no option for select-fire capability. We will also modify our manifest to dress the Diplomatic Security Corps operatives in civilian smart casual clothing. We would also take this opportunity to modify the manifest for potential typos as well.

We appreciate your raising of this misunderstanding, and we hope we have clarified it sufficiently.

Greetings! As the Vice-Chancellor of State Affairs, I represent the Royal Commonwealth as the official responsible for managing its foreign affairs as a nation.

We apologise if, by accident, we have run afoul of your country's Constitution, and we are well aware that ignorance does not constitute an excuse for violation of laws. We never knew the term "citadel" would be taken as a "military installation" in the sense of the word.

What we mean of a citadel in embassy and consulate grounds is simply a strongpoint where embassy staff and security personnel could hide in case of the embassy being taken over by hostile elements such as terrorists, citing the 1989 Iranian Embassy Siege as a precedent for the establishment of such a "citadel". The term, in the purposes we intend for, has its origins in maritime anti-piracy measures and since then has been used outside of the context of seafaring to denote a similar structure, though I personally believe the term "bunker" is a more fitting term for this outside seafaring contexts.

Additionally, to address concerns of the security staff being "heavily militarised", we will be using AR.101s configured permanently for semi-automatic fire, with no option for select-fire capability. We will also modify our manifest to dress the Diplomatic Security Corps operatives in civilian smart casual clothing. We would also take this opportunity to modify the manifest for potential typos as well.

We appreciate your raising of this misunderstanding, and we hope we have clarified it sufficiently.

The prompt and informative response from the Palmyran Department of State Affairs has assuaged any and all issues with the approval of the pending application for Consulic Affairs and as such said application - with the revised manifests - has been approved in full. A consitutional referendum to modify the wording of the conflicting passage would be a gross overreaction to the issue presented by the Palmyran application, and we welcome the explanation provided as being one suitable for the High Court of Australia to cite in a Constitutional Interpretation on the matter, allowing the issue to be resolved efficiently. At the very least, this has been a learning experience - about both the nuances of constitutional law and the heritage of our newest consulic relation.

As aforementioned, Ambassador Enrique Delgado, Consul Victoria May Hernandez, their spouses, and their adjunctary staff should expect a warm, if belated, welcome upon their arrival to their respective missions. A reciprocal application shall be presented post-haste, pending delegation by our Syndic Assembly.

The F.C.S. C.A. wishes to gazette the month of March's consulic developments, which is typically slotted for the 8° of each month, but has been delayed due, in part, to the volume of activity.

The Commonwealth has been planning extensively for a state visit to Ezmwalia, and likewise for a reciprocal visit, which will take place as soon as such preparations are completed. This will be the first state visit of this year, and we encourage our consulic relations to contact the F.C.S. C.A. if they wish to orchestrate such a visit to their or our nation.

We have also paid close attention to the self-deterministic revolution of North Rosmana and are pleased that the conflict has been ended - for the time being. However, we still continue to denounce Rosmana for its continued supression of the right to self-determination within its remaining borders, as well as other infringements on the rights of the person and collective, and thus proclaim our full support for the North Rosmanic state should the conflict renew.

This month has been a bumper month for elections amongst our neighbours and relations, and for those both finished and ongoing we reaffirm our praise for our peers' vibrant democratic systems, our support for leftist cooperation, and our disdain at the notable attempts at electoral fraud by fascist interlopers. In particular, we congratulate Prokop Šrámek of Raditia (Radimostan), Jakob Zurich
of Sklobovia, and Sebastian Yew of Chuying for their electoral success.

We also held our own successful referenda this month on the admission of the (now former) Pacific Territory into our Commonwealth as two states. The freshly minted states of Fiji and Melanesia are in the process of electing their own governments, and the city of Honiara is now an option for those seeking an embassy or consulate in Melanesia.

As a final note, we wish to reiterate that there is now a map of the Consulic District of Canberra, upon which all embassies in Canberra are displayed as well as spaces open for future embassies. Warm greetings and salutations to People's Minister O'Keefe and the peoples of Dherelance. The Secretariat of the Federal Consolidated Syndicate for Consulic Affairs has reviewed the application for consulic relations submitted by the United Socialist States of Dherelance and has elected to permit its full approval, effective immediately.

Ambassador-Professor Kalja, his family, and his adjunctary consulic staff, shall be afforded a most amicable welcome upon their arrival to our nation via the Fremantle International Transport Hub. We would recommend travel from there to Canberra via our national high-speed rail network, but the journey may also be made via air, operated by our national air service A.N.C.A.S. In either case, the good ambassador should expect to be further welcomed by a contingent headed by our Cabinet Ministers for Consulic Affairs, Alvin Reuben Cross, and Cabinet Minister for Natural Resources, Kirsten Roy Locke, upon arrival to Canberra. Most of the capital's consulic district has full pedestrian (or else light-rail) access to our centre of governance - Parliament House and the Syndic Assemblies.
