The Disorder is a very weird edge-case, an anarchic FT/FanT nation founded upon social chaos instead of social order. I'm quite curious to see how the Disorder stacks up on an international safety index. Things are about to get weird!

No. They're almost always armed, and 100% of them have military training. Also, population density even among infrastructure hubs is extremely low, thanks to widespread automation.

The Disorder is composed largely of space nomads, and their 54-hour-long galactic day has no day/night cycle. For those rare occasions where a Disorder citizen goes to a planet and it happens to be dark, night-vision aids such as thermal imaging & wearable sensor packages are widely available.

Are major metropolitan areas monitored for crime by police or other agencies?
Internal sensor logs are publicly accessible by any citizens in the Disorder. In theory, this can be used as a more advanced alternative to traditional surveillance. Mostly, those internal sensors on ships and stations are used to identify hazards and malfunctioning machinery in great detail.

Are most public areas of large towns and cities well-lit at night?
Habitation spaces are well-illuminated. Secondary and tertiary backup lighting systems exist, because areas deep inside of spaceships and space stations would be pitch-black without any lighting. Police don't exist in the traditonal sense, but if you want to chat with a warship pilot about a security issue, or a slave overseer about the finer points of behavioral psychology and mind probing technology, you don't even need to be in the same star system to do it.

Fires and similar hazardous situations can be compartmentalized by airtight doors, and vented out into space.

None leap to mind. The Disorder is definitely an outliner, which this index was perhaps not equipped to measure. There also wasn't a very good place to go into detail about the Disorder's stringent recruitment/immigration criteria. They are only able to maintain a semblance of cooperation in their anarchy, because they're so exceedingly selective about who they let in. They're looking for that random one-in-a-billion extremist that happens to agree with their agenda, and their long-term goals are deemed too important to let 'impure' agents of chaos compromise their nation.

Also this encapsulates only the 17,804 Disorder citizens. They have almost a half-million noncitizens (slaves) that experience none of the benefits of this anarchy - only the infinite depravity & wickedness of the Disorder's citizenry. The fortunate ones have their brains dismantled and turned into cybernetic computer parts.
