Further explanation (optional): After seeing the pain and suffering caused by capital punishment carried out by the Nazi regime against Jews and political opponents, The Bund made a clear movement against the death penalty during the drafting of the First Constitution of Shtet in 1946/1947; the move was condemned by Stalin, who tried to persuade Joseuf Stein - Shtet's founding father - to implement and pursue the death penalty against "counterrevolutionaries seeking to undermine the Jewish State" and "those who have committed unspeakable crimes against humanity and the Jewish race during the Great Patriotic War". Nonetheless, the policy was never implemented in any legal capacity.
