NOTE: Adoption is extremely rare in the Empire. New Decepticons, properly coded, ONLY recognize the authority of their Coders or government agents. They will BLAST all others who try to command them parent-style (we are built with an energy blaster on each arm)! This makes it nearly impossible to adopt a Decepticon in the manner usually meant by the term. Instead, the government raises them (since their code allows them to obey government agents) if their Coder is incapacitated or otherwise unfit. (The benefit of this system to offspring is that bad elements can't just order them to do work or otherwise take advantage of their mental immaturity.)


Can same-sex couples legally apply for joint adoption? We have no legal adoption process. We will note that we discourage couples from building or rearing new Decepticons. It only adds confusion to have two or more people trying to lead a kid. We don't know how biologicals manage to get any kind of good results from this "parenting by committee" BS.
Can same-sex couples legally apply for second parent adoption? We don't know what "second parent" adoption is. But since we have no formal process for it, except to prevent foreigners from adopting, the State likely would not get involved.

Coding, even more than raising, is to be done by only one person. Two or more people trying to edit code behind each others' back leads only to piles of glitches!
