Is the Millitary as institution viewed positively or negatively by the public(and which groups view it positively/negatively):The majority view it positively at the moment due to World War Two.
It is viewed negatively by Catholics and the anti-colonial movement due to their persecution and by the criminal element due to it’s law and order responsibilities(especially Civil Guard) and is more likely to be viewed negatively by the mercantile class(due to the taxation required to fund it)

What qualities are officers viewed as having
Intelligence, courage, piety, leadership and responsibility.
Are soldiers viewed positively or negatively?
Positively/Extremely positively(depending whether just do their national service or they volunteer/stay on longer than conscription)

Are there any festivals linked to the Military?:
There are no festivals as such.
An alternate Britain if Cromwell won that does not represent my views.

Is the grading scale the same throughout your nation? Yes
If so, what is the grading scale in schools throughout your nation?

Exemplary: have to get a cumulative score from 995-1000. It gives your gpa +7 points

Exemplary Bound: have to get a cumulative score from 970-994. It gives your gpa +6.5 points.

Excellent: have to get a cumulative score from 900-969. It gives your gpa +6 points

Great: have to get a cumulative score from 850-899. It gives your gpa +5points.

Very Good: have to get a cumulative score from 800-849. It gives your gpa +4.5 points.

Good: have to get a cumulative score from 750-799. It gives your gpa +4 points.

Average Grade: have to get a cumulative score from 700-749. Enough for the student to move up, and succeed in the end. It gives your gpa +3.5 points.

Marginally Passed: have to get a cumulative score from 600-699. Student will move on to the next grade, though getting this grade is not recommended. It gives your gpa +2 points.

Unsatisfactory: have to get a cumulative score from 500-599. Student will have to take summer class, or a half semester in order to progress into the next grade. It gives your GPA +1 point.

Failure: have to get a cumulative score from 300-499. Student will have to take the whole coarse again. It gives your GPA 0 points.

Penalty Fail: have to get a cumulative score from from 0-299. This mark will go on student records and will truly jeopardize their performance. While failure will score 0 points on one’s GPA, this will score you -1 point. After a certain number of penalty fails, the student could be expelled.
If not, then what are the different grading scales used in your nation?

The following applies for the Greater Dienstadi continuity of Palmyrion.

Thicc, Fit, and Curvy: How Societal Militarism Affects Beauty Standards

By Margaux Vera (for FHM Palmyrion)

Palmyrion, for all its social progressivism and liberalism, is one of the most militaristic nations in Greater Dienstad. Its culture bears a strong martial component centred around the importance of martial skill, readiness, and accomplishment, a culture formed from Palmyrion's blood-drenched and battle-hardened culture.

Palmyrion was formed by an ethnic minority fleeing from persecution by Lardite cultists in northern Holy Marsh. They settled in modern-day Palmyrion, and from there had to endure Lardite incursions, Spanish and British colonisers, and even more Lardites in their post-colonial history - and after having been cemented by the Roaring Twenties and baptised by fire by the Age of Strife from 1935 to 1984, Palmyriom's martial cultural component has become an intimate part of Palmyrian culture, and with it a major foundation of Palmyrian modern day beauty standards.

Gun companies literally advertise on TV about weaponry and accessories, and in those advertisements models ranging from muscular men to "slim thick fitness girls" are en vogue, if not the industry standard. Even seasonal adverts during Women's Month and LGBT Pride Month are no exception - while the former celebrates Palmyrian women being soldiers, mothers, lovers, and comrades, and the latter celebrates the LGBT community of Palmyrion, gun advertisements in Palmyrion are epitomes of thirst traps nonetheless.

A study on beauty Standards conducted jointly by UP Aragon's College of Social Science and Philosophy and Centre for Women and Gender Studies showed that 76% of men and 84% of women favoured a "plus sized, slim thick" body type for girls and a muscular mesomorphic body type for men, with an agreement on both sexes for a preference for well-toned muscles. The results of the study accommodated, among others, same-sex attractions and one's desired body image, hence why respondents voted for beauty standards of their own sex.

Yet another study found out, this time done by the Ateneo Lu'Bruska de Aragon and the Adamson Academy, concluded that men and women were more likely to buy from a gun supplier or manufacturer (both of which, as a side note, have significant overlap in Palmyrion), if they employed advertisement models that matched Palmyrion's beauty standards, more so than from gun suppliers and manufacturers who employed advertisement models that didn't; those that didn't use any model at all placed a distant third.

Palmyrian beauty standards for women can be summed in three words: "thicc", curvy, and fit. Likewise the beauty standards for men revolve around muscular men with a mesomorphic body type. One can compare both standards to Renaissance-era beauty standards, though on the slimmer side for women - and for women it has led to the "balakang babe" phenomenon with women known for "thicc" and well-toned hips and thighs. After all, what do you expect of beauty standards from a socially liberal, militaristic society with a strong gun culture telling you to bulk up and get fit? Well, you do bulk up and get fit.

Is the Millitary as institution viewed positively or negatively by the public(and which groups view it positively/negatively):
Are officers viewed positively or negatively:
Military officers are seen with high regard in Palmyrion.

What qualities are officers viewed as having?
Officers are trained to be decisive, logical, analytical, and disciplined, with a high regard for human life.

Are soldiers viewed positively or negatively?
Soldiers are seen with high regard in Palmyrion; at the family level they are seen as a source of pride.

What qualities are soldiers viewed as having?
Soldiers are trained to be quick-thinking and obedient.

How does the Milltary influence society?
Palmyrion has a strong martial component in its culture, but the question of which influenced which is a hard chicken-or-egg question: did Palmyrion's history imbue it a strong martial sense, or was Palmyrion's strong martial sense a major driver of Palmyrian history?

How does society influence the Millitary?
See above.

Are there any festivals linked to the Millitary?
A specific festival for the military is the Day of Valour (April 9), but the military celebrates LGBT and female service members in events such as LGBT Pride Month and Women's Month, and military parades are a major attraction during Commonwealth Week (scheduled on the week containing July 1).

Mode of Production Survey
Does the state (or lack thereof) officially describe itself as communist, socialist, capitalist, or other? Palmyrion self-describes as a Royal Commonwealth; it is governed by a parliamentary monarchy, with a mixed capitalist market serving as its economy.

If so, is this describer accurate? To an extent, yes.

Regardless of official describers, which mode of production or economic system dominates your society? The Palmyrian economy is largely a regulated free-market mixed capitalist system; what varies the most is the method of management of an entity's assets.

Does your nation have a state, or a class of people that hold power over the rest of the population? A state, yes.

If so, is this state formed from the proletariat, a bureaucracy, a small group of conspirators, or something else entirely? The head of state is a monarch, and the head of government is a prime minister duly elected by a parliament.

If it is formed from the proletariat, how is this power exercised in practice? Parliament is elected by the people, and holds weekly meetings every Wednesday.

Are members of the state elected? Are they recallable? Yes.

Is the society in your nation described as anarchist in nature? Palmyrion is best described as a liberal constitutional monarchy.

Does your nation possess money, property, a state, and/or classes? A state, yes. As for socioeconomic classes, the categorisation by economic bracket is largely de jure. Property can be freely bought, owned, managed, and sold by any entity - state or private - pursuant to legal codes.

If yes, is the State (or lack thereof) dedicated to eventually abolishing them? No.

Are there commodities (products that are created to be exchanged) in your nation? Yes.

Does your nation adopt communist principles for scientific, utopian, or religious reasons? No.

Does your nation seek to expand communism beyond its own borders? No.

Please place an X in all boxes that describe your nations implementation of communism.

Do workers own and control their own workplaces? In cooperatives, yes - they are democratically controlled by workers.

Does the nation seek to expand socialism beyond its own borders? No.

Does your state have an interpretation of socialism that retains private property? We're a mixed capitalist nation, what do you expect?

Would you describe the nation as revolutionary, pacifist, or authoritarian/totalitarian? N/A

Does your nation's economy operate on a market system with private property? Yes.

Are economic and political concerns considered separate matters? No. They're considered inter-disciplinary.

Does your nation operate on a barter economy? No.

Is the state dedicated to defending capitalism? No.

Does the state wish to spread capitalism beyond its own borders? No.

Does the state own any public industry, and if so, does it operate under the same market mechanisms as private property? The state owns a few public industries; it regularly caters to market demand and also accepts private contractors.

Do your nation's citizens prefer to live in city centers, city suburbs, towns, or rural areas?: Most citizens prefer the arcologies, the large, dense, self-contained communities which dot our urban landscapes. These communities are most analogous to city centres, particularly as they tend to eventually group together in large arcology clusters
What is the percentage of YN's people that lives in city centers?: 77% on Kali itself
What is the percentage of YN's people that lives in city suburbs?: 19% on Kali itself
What is the percentage of YN's people that lives in towns?: 3% on Kali itself
What is the percentage of YN's people that lives in rural areas?: 1% on Kali itself
What mode of transportation does YN's people prefer to commute to work?: Inhabitants of the arcologies can usually get to work just by walking or taking the traveltubes. In the event that they work in another arcology, as many people do, they take the vactrains or, for further distances, spaceplanes or the orbital rings.
What are apartments/condominiums like in YN?: The government strictly regulates the size of apartments, mandating minimum dimensions which are large enough to raise a family. As a result, the average apartment in an arcology is large and luxurious, spreading across multiple levels and incorporating garden terraces as well as indoor space. Apartments tend to cluster around the outside of the arcology complexes, while the insides are reserved for farms, factories, offices, transportation, waste management, energy generation, etc.
What are suburban houses and houses in towns like in YN?: Large, sprawling and heavily self-reliant if not fully self-sufficient. They are typically built in large, sprawling networks surrounding the arcologies, which many people travel into for both work and play. They are themselves surrounded by rural areas
What are houses in rural areas like in YN?:Even larger and more sprawling than houses in the suburbs, rural houses are typically home to several generations of the same family, or even multiple families. Indeed, many rural houses more closely resemble a small commune than a single dwelling, They place extreme emphasis on self reliance, growing food and even creating small-scale industry

Video Games in NCO

Postby New Communist Ontario » Mon Feb 24, 2020 6:09 pm

Are video games illegal?

No

What is the most popular videogame in YN?

Ontarian Glory, a state-made roleplaying strategy game made by teams of creative developers where you play as a group of NCO soldiers taking over the USA

How do they like to play it? (which platform do they play it on (e.g mobile))

Usually on a Raspberry pie or other computing system so that they can connect to TVs and play with custom designed remotes

Do videogames have negative or positive effects? If yes, list them here.

Positive, they are a great way to promote values, spend time with friends, enhance reflexes, and educate

What are the top 10 most played video games in your nation?

It is hard to tell, since most games are custom and people mod games so much they barely resemble the original

What videogames are banned in your nation, and why?

No game is banned unless it's content is illegal (Child pornography, Aid to capitalist conspiracy, etc.)

How many people play videogames?

Pretty much every child

What is the percentage of people in your nation addicted to videogames?

1%, most just use them to blow off steam and people are well connected in social society with heavy government programming. Anyone who plays video games alone is seen as lazy and a slave to materialism.

Education Complilation in NCO

Postby New Communist Ontario » Mon Feb 24, 2020 6:11 pm

Education is key in New Communist Ontario, in which they have discovered the best method is a camp-style based schooling every second month for the full month (Jan, Mar, May, July, Sept, Nov). There is a separate part of the camp for high schoolers (grades 9-12), intermediate schoolers (grades 5-8), and basic schoolers (grades 1-4). Primary schoolers have part-time kindergarten focusing on basic skills and the outdoors.

Fees
Private education is illegal, also homeschooling is illegal. All children of age must report to school unless an excusable medical condition says otherwise. Failure to deliver your children on time can be a fine if you are a day or two late, up to a week is a substantial fine, and jail time is served otherwise.

Language
Schools are in English, as the majority of speakers. In the occupied Quebec regions, school is still taught in English, but it offers explanations in French and ESL courses for struggling students

Hours

Any time not specified is free unstructured time
The following times apply to all days except Sunday, where all day is unstructured and optional activities

6:00-7:00 Early Morning Activities (Optional)
7:00 Official Wake-up time (Trumpet)
8:00-9:15 Breakfast
9:30-10:45 First Class
12:00-2:00 Lunch
2:15-3:30 Second Class
5:30-6:45 Dinner
7:00-8:15 Third Class
9:20-11:00 Organized Late Night Activity
11:30 Lights Out

Dress Code

The following items can not be worn on school grounds:
a) Nudity, students must be dressed
b) Any clothes with inappropriate language or images
c) Clothing promoting religion

Also there is a uniform that is worn all days except Sundays, where it is casual dress. Coats are brought by the students and are not mandated. Appropriate clothing for the weather is strongly encouraged.

Cold Weather

Male: Button-down collared military-like long sleeve shirt in beige-green with the country's flag on the right shoulder and cargo pants similar to the Armies in beige-green. Lace-up winter boots in the snow and black or dark colored running shoes in fall/spring. Rainboots are acceptable when raining.

Female: Same top as males, but designed differently for older grades to compensate breasts. Either same pants as males (suggested for cold weather) or a skirt, but high-schoolers may opt for a pencil skirt as it as seen as more professional, all in beige-green.

Warm Weather

Male: Button-down collared military-like short-sleeve shirt in beige-green with the country's flag on the right shoulder and cargo pants similar to the Armies in beige-green. Black or dark colored running shoes. Rainboots are acceptable when raining.

Female: Same top as males, but designed differently for older grades to compensate breasts. Either same pants as males or a skirt, but high-schoolers may opt for a pencil skirt as it as seen as more professional, all in beige-green.

Bags

Only Plain-coloured bags are allowed and students are encouraged to have a military bag. They must be able to hold a laptop which is given by the state on completion of 7th grade.

Infractions

If you are not dressed in uniform, you will receive a chore such as clearing the dishes after everyone is done eating or cleaning the bathrooms. If you don't have a uniform, one will be provided for you.

Behavior

Classes average 50-150 students with one main teacher and 2-6 teaching assistants. Misbehavior is not tolerated and you will be dealt an infraction and removed from the class. If you don't leave, the TAs are allowed and trained to physically remove you. Teachers are encouraged to teach in a comedic manner to help the information reach the children better.

Subjects

These are the mandatory subjects you take each year. In grade 11 and 12 you can specialize in areas of them but you still need to take each general course at one time during the week :

High School

Social Sciences
Natural Sciences
Formal Sciences and Engineering
Humanities
The Arts
Military and Athletics
Family Studies (* no specializations, but you need to take each year)

Intermediate School

Introduction to Guerilla Warfare and Capitalist Propaganda
Law, Multiculturalism, and Patriotism
French and Indigenous languages
Computer Studies and Programming
Atheist and Evolutionary studies
Science and Math
The Arts and Storytelling (encouraged through tabletop role playing games)
Physical Education, First Aid, and Martial Arts

Basic School

Science and Math
The Arts
Around the World and my Country
History and Geography
Basic French
How to Defend Myself
Outdoor Education (Includes mandatory swimming lessons)

Passing or Failing Courses
It is near impossible to fail basic courses, but if they fail swimming lessons, they have to take mandatory swimming programming during their month off.

Extracurricular Activities

Usually run by the students in intermediate and high school. Any equipment needed can be booked out with a specific staff member and schools have bulletins out where people can promote their clubs.

Meals

Meals are cooked and served at the camp, sometimes by students taking a food and cooking unit in Intermediate science or Family studies. Cooks make sure to follow the New Communist Ontario food guide so that the children are raised strong and healthy. There is desert at dinner. Obesity isn't a huge problem, but obese children may be ordered to do fitness classes outside of school.

Campus

Schools are located usually near a river, as there are many in Ontario, and are rural. All schools are equipt with an indoor pool as well for winter sessions. All schools have a large cafeteria and several large 6-room buildings for classes.

There are sections for cabins and showers (both separated by male/female). Better grades and volunteer positions can make students eligible for even semi-private cabins with only 8 people compared to the 16 person alternate. The cabins have a walk-in common room and 4 different bedrooms with 2 bunk beds each in them with lockers for bags. You can apply on line with friends to get put in a cabin together, which usually works out but only some are separated. There is a washing facility for laundry, but in Basic school, the students are required to put their dirty laundry in designated boxes which are then washed by Janitorial staff using quick washing and drying machines with state-of-art tech. There is also private cabins that are silently encouraged by the state for use by high school students to produce offspring.

There is a large playground at the basic school campus, patrolled by teachers, and a medium playground on the intermediate campus. The High school campus contains a sports field with football nets with a track, a baseball diamond, and soccer field which are used from time-to-time by the younger grades. Also attached to each pool is a gymnasium equipt with basketball nets.

Each school is also equips with a building for mental health counseling and therapy dogs. All classrooms have the flag and a map with NCO in the center.

Grading System

All classes report on students each month here are how they are graded:

Basic
Excellent (E), Good (G), Satisfactory (S), and Needs Improvement (N)
When a student receives a Needs Improvement, reasons are listed on how to improve. If they are not met by the end of the year, they may be ordered out-of-school training.

Intermediate and High School
These levels use the % system. You need a 50% in intermediate for a pass and a 60% in high school. High averages can help when you apply for state-run university positions.

Is the Military as an institution viewed positively or negatively by the public (and which groups view it positively/negatively): Neutrally. It's seen as an important part of society, but many do not wish to be drafted into the military, and see it similarly to how people today might describe janitorial work.
Are officers viewed positively or negatively? Generally positively.
What qualities are officers viewed as having? Loyal, strategic, intelligent.
Are soldiers viewed positively or negatively? Neutrally.
What qualities are soldiers viewed as having? Physically and mentally strong.
How does the Military influence society? The military helps create enemies in peoples' minds, and helps establish the Mainframe as a nation, and not just a cluster computer the size of one.
How does society influence the Military? The military incorporates a variety of traditions from numerous assimilated societies.

Worldbuilding Survey--Questions of Government

Postby Kalliopea » Fri Mar 06, 2020 6:42 pm

[spoiler=Questions of Government]
XVIII. Questions of Government.

What is the form of government? How is it structured?
The government is officially a Constitutional Semi-Direct Hyperfederal Presidential Democracy. It consists of three main levels of government, city, Commonwealth, and federal, each with their own three branches and checks and balances. Each level shares separate and co-equal powers with one another, though federal government is recognized as the highest level of government through the concept of Supremacy outlined in the Constitution's Supremacy Clause. Each level of government, and especially the federal government, has its own set of checks and balances, as well as internal mechanisms and systems of co-equal and separate powers, meaning that checks and balances can be present within branches of government themselves. Due to this relatively complex but efficient system, Kalliopean government is defined as a Hyperfederal government, though the full realization of this has yet to come, and was most certainly not present at the nation's founding. Some call the current stage of government the late era of "Proto-Hyperfederalism" or "Superfederalism", though the latter term is becoming increasingly outdated.
What are some of the most fundamental policies of the government?
A firm support of human, civil, and political rights and freedoms. This is supported by a strong faith in and trust of the Supreme Court, whose judicial review rulings are clear and final arbiters of law, held to the highest standard of law ethics. Welfare and a strong, comprehensive safety net, which includes Universal Healthcare and Free Tuition for all public Universities are top priorities in the government, along with a robust Education system with federally-mandated standards but local autonomy to allow for innovation and adaptability. Finally, the general economic policy of the nation follows the Ordoliberal interpretation of the social market economy.
What is the political status of minority communities?
Same as any other community within the region. They are equally and fairly represented within the nation's political forums, and experience the same treatment under law as every other citizen of the nation. Being part of a minority group holds very little, if any, disadvantages and does not hurt opportunities for success.
How is government chosen?
Through free and fair elections. Political donations and contributions are capped and strictly regulated by a system of ethics laws and the Federal Elections Committee, and are completely public, assuming said donations are greater than 500 Calliopean Dollars in value. The people vote their representatives into power at city, Commonwealth, and federal levels, via a ranked-choice system known as the Borda Count. Each Commonwealth is represented proportionally by population in the Ekklesis, the Lower House, and equally represented in the Upper House, the Senate. Together the chambers constitute the Federal Assembly. Finally, people vote on their preferred Executive through a national vote held once every four years, again through the Borda Count system. The winner becomes the Chancellor, who then receives two sub-Executives known as Consuls; the Chancellor appoints the First Consul and the Ekklesis general Coaliton appoints the People's Consul.
What is the country’s general foreign policy?
Diplomatic fairness and neutrality; dislikes oppressive regimes but usually lets the chips fall where they may on the international stage. This does not preclude it, however, from taking a more direct, firm stance.
Who decides whether someone has broken a law? How?
In criminal law, a jury of the defendant's peers. Some cases have Grand Juries that determine the merits of bringing a case to court, i.e., if it has enough evidence and reasonable backing to constitute a court hearing, but this is not always the case. All common law disputes are settled by judges themselves, while in criminal law judges mediate the exact punishment that is to be handed down to an accused person once a jury has found them guilty.
What kinds of punishments are meted out? By whom? Why?
Judges ultimately decide the length and severity of punishments the convicted face once they have been found guilty by a jury. An appeals process exists for cases to be redecided by higher courts.
How are new laws created or old ones changed?
The Federal Assembly holds the sole power to create legislation that either creates or repeals laws. Most laws can be introduced in either the Ekklesis or the Senate, but all revenue laws must begin in the Ekklesis. Upon the approval of a bill by simple majority in both houses, the bill is sent to the Chancellor to either sign or veto. In the case of a veto, a supermajority(2/3) in both houses is required to override the veto and make the bill a law. No law can be ex post facto nor can it be a Bill of Attainder.
The people have a limited ability to affect law and make amendments through the application of Standard Initiatives(for laws) and Prime Initiatives(for amendments). Standard Initiatives do not exist at the federal level, but are used in almost every Commonwealth and city government, while Prime Initiatives are specifically enshrined in the Constitution. Any citizen may, however, challenge existing federal, Commonwealth, or city laws via the submission of a petition; if it receives enough support a resolution vote is held at the respective level of government on the matter of the popular initiative. If it passes, the law in question is effectively repealed. In order to challenge federal laws, however, the initiative must cite a valid reason or Constitutional violation/possible Constitutional violation or unethical practice that demands the repeal of the law. This is a check used for laws that, while they have yet to be challenged in court due to lack of application, may nonetheless be unconstitutional or otherwise unethical. Prime Initiatives work a little differently, and have limits to the extent they can amend the Constitution--they must work in some way to supplement the essential functions of the government or the protection of the Basic Rights, be unrelated to nor have any effect on said functions or rights, repeal a previous amendment also not directly a part of the essential functions of government(which include past successful Prime Initiatives and Amendments with similar effects as Prime Initiatives, even if these initiatives were intended to "support the function of government and the protection of the Basic Rights"), or add on to existing Basic Rights or Amendments. Amendments that fundamentally change the Basic Rights or essential functions and abilities of government are known as Superprime Initiatives, and can only be introduced through the Federal Assembly.
Is there some form of clemency or pardon? What is involved?
The Chancellor has the power to pardon, but can only do so with the express consent of the People's Consul. If the People's Consul does not agree, a pardon can not be issued.
Who has the right to give orders, and why?
The Chancellor holds the ultimate Executive authority in the government and is the highest level of the Executive branch, by the power vested in him by the people of Kalliopea. He manages, oversees, and enforces all bureaucratic action either directly or through the will of various Secretaries and Advisors, along with his First Consul. The People's Consul, though also a sub-Executive and therefore technically under his command, shares co-equal powers with the Chancellor, making the status of the position more akin to that of a Commonwealth and the federal government. The Chancellor is also the commander-in-chief and has final, absolute authority over all military action, though he is usually advised by a Joint Chiefs of Staff.
What titles do various officials have?
Leader: Chancellor
Sub-Executive(appointed): First Consul, Executor(archaic)
Sub-Executive(elected): People's Consul
(Technically both hold the title of Consul; a de facto distinction is made, however, in communiques and internal official documents, and occasionally on official government documents)
Department Chair: Secretary
DOJ Leader: Attorney-General
Independent Government Group/Agency/Watchdog/Misc.: Director
Postmaster: Postmaster-General
Senate President: First Consul(see above), in absence, President of the Senate
Senate Member: Senator
Ekklesis President: President-Speaker of the Ekklesis
Ekklesis Member: Representative
Principality(North and South) Leader: Archon/Governor-General
Supreme Court Chair: Chief Justice
Supreme Court Justices: Associate Justices, Justices
Federal Justices: Judge
How are the rules different for officials as opposed to the common person?
The laws that apply to the common person are the same for government officials. The only exceptions are priority in evacuation and emergency transportation, which are granted temporarily and last for the duration of one's elected term.
How do government officials dress?
At work, government officials usually dress in business casual or formal attire, much like the standard corporate fashion seen in private companies and dinners across Kalliopea. Only military members and officers are distinguished with specific uniforms that indicate their rank, name, branch, and achievements of service(in the form of medals and ribbons).
Is the law written down? Who interprets it?
The law is extensively recorded and copied; there exists so many copies of Kalliopean law that, unless the world is instantaneously vaporized due to a freak incident, no amount of disaster could, with any reasonable probability, wipe their existence entirely, much less leave a broken record of Kalliopean law. The Library of the Assembly records such information and makes it easily accessible for the public. The Supreme Court is the final, supreme arbiter of all federal law, and any city or Commonwealth law that comes into conflict with federal guarantees on rights, freedoms, and powers of the government. The law is interpreted through judicial precedent and review by the nine Justices of the Supreme Court, presided over by the Chief Justice. Each serve life terms, or until they retire, except for the Chief Justice, who, upon ascension, has a term of 20 years, after which he/she is forced to step down from the Supreme Court.
Once accused, what recourse does someone have?
Through either the common law or criminal law system, the accused have the right to defend themselves, the right to be free from self-incrimination, a trial by a jury of peers conducted in a quick and speedy manner, and from cruel and unusual punishments. If, upon losing a case, a defendant is not satisfied with their ruling and/or conviction, he/she may appeal to a higher court. If the higher court accepts, their case is heard again and reconsidered by the presiding Judges. They may continue appealing to higher and higher courts in their Circuit until they either a) have their appeal refused by a higher court or b) reach the Supreme Court, from which there are no higher courts to appeal to.
Is torture allowed? What kinds? Is capital punishment allowed?
Torture of citizens, foreign and citizen inmates, foreign and non-foreign military personnel, and any foreign alien is strictly forbidden. Any officers, officials, civilians, or aliens who commit/utilize torture are subject to penalties equivalent to treason; in an active combat region, this may mean summary execution by a Commanding Officer, given that the offender is military personnel. This is still heavily discouraged, and appropriate reason must be filed by the presiding CO as to why they authorized such an act. Otherwise, if arrest and quick, safe detainment is possible, the offending person is tried before a Military Tribunal. The death penalty is likewise strictly outlawed in all Commonwealths, though they technically have the choice of reenacting it; the only instance of capital punishment present in Kalliopean law is the aforementioned situation involving military personnel.
How are criminals executed?
They are not, generally. Unless a summary battlefield execution is authorized by a CO, who must perform the act himself/herself, criminals do not face the death penalty.
Who cannot rise to positions of leadership?
No one, with the exception of those presently serving out their prison sentences. Only those in prison and on strict Probation are prohibited from voting or seeking elected office. Once said terms expire, they reacquire these freedoms.
Is bribery allowed? Under what circumstances?
No, unless it is part of a sting operation or another law enforcement mandated activity; these bribes must be immediately recollected. Some may call political advertising and donations bribery, but these things are already heavily regulated.
What makes someone a bad ruler in this society? What can be done about it?
Any Chancellor, public official, or justice may be considered a "bad ruler" if they violate the "public trust" in their position. They can do so by committing crimes or performing unethical acts and abusing their power. Abuse of power is well-documented and defined, though other breaches of public trust are not; the ethical framework to determine these things, however, is quite well-defined. Such officials may be removed by their superiors(if they are in the military or the Executive branch), or through the process of impeachment and removal in the Federal Assembly. Such a process begins with the Ekklesis laying out charges, known as Articles of Impeachment, against a particular public official. These charges, as stated before, are not criminal nor common law charges as the body is not a law enforcement or prosecutor agency in essence. They may list particular law violations if they wish. These charges are then sent to the Senate for consideration, where a full-fledged trial takes place, in the spirit of a normal jury trial in low courts. This means that, although the exact rules and procedures applying to the jury, prosecution, defense, and judge are different, they overall include various recognizable features of criminal trials necessary to a fair trial. All such trials are presided over by the Chief Justice.
What are the most common or dangerous forms of criminal?
There is very little crime in Kalliopea, so this is somewhat difficult to answer. Terrorism is not exactly common, though it can be particularly devastating in terms of property damage and human life. The Bureau of Federal Investigation, or the BFI, takes particular keen interest in serial killers, and have become exceedingly efficient in hunting them down.

Die x. Martii 1627

Omnibus has visuris salutem in Domino!

I'm glad to answer these questions for you.

Moral Dilemmas
Will an average citizen kill one person to save five?
- If no, will they do it if they were making someone else kill them?

In the Ten Commandments, our Lord God has forbidden us to kill men. There are very little exceptions. Therefore, it would not be right to kill a person. There are some exceptions as I said, and those are when the killing happens in name of the state. So in a war, soldiers would be justified in killing their opponents and a hangman can legitimately hang a person scheduled to be executed.

Will they sacrifice themselves to save 2 others?
They will argue that it is better to save ones soul and lose the body than to save the body and lose the soul. Our God will certainly look with favour upon the man that gives his life for others.

If they had to kill one of two people, and one is begging to be killed to save the other, which will they kill?
If possible, they'll try to find out which of those two is more likely to be in a state of grace. Because that person is prepared to meet his Creator.

If an endangered animal was about to kill a citizen, would they kill the animal?
- If no, what if a person of high authority was getting attacked?
- if yes, what if the animal was an endling?

Because a man has an immortal soul and an animal has a mortal soul, the life of a man is infinitely more important than that of an animal. In all cases, the animal should be killed so that the man might live. There are no exceptions to this rule.

If a person who saved 2 lives before was trying to kill someone, would they allow it?
- If yes, what if they only saved one persons?
- If no, how many people would they have to save beforehand to get allowance?

The right to kill cannot be bought, even with good works.

With my episcopal blessing,
+ Michael Ophovius
