First of all, they are helots, not slaves. We regularly employ helots earned through conquests as our working class. Our helots work as farmers and stewards for the citizens, and those with a good behaviour can be knighted just like any other Ritterdorfian.

Has your nation used slaves in the past?

Our first use of helots can predate back to the year of 2000, where Lord Leonidas Ornstein, the Lord of the West Wing , introduced the use of helots.

Are/were your slaves owned by the state or can they be bought, sold, traded and captured by individuals and groups?

The helots are owned by the state, but private companies can purchase the helots freely.

Are your slaves consisting of a specific race, gender or other classification? Is there a mix? Or can anyone be enslaved, including your dominant population?

Only prisoners of war from conquered nations can become helots.

They are the backbones of our agriculture, fishery and mining industry, and the Ritterdorfians treat them with respect.

Back when the use of helots wasn't in place, Lord Leonidas Ornstein of the West Wing was the first individual who advocated the use of helots. He was once deemed a terrorist until he proved the effectiveness of helots, at which point he secured the throne of the West Wing and established the use of helots.

Ever since the use of helot has become a commonplace, Lord Eri Okamura, the leader of the East Wing, opposes the use of helots and aims to abolish the system. She only succeeded in abolishing the practice in the East Wing. As a result, among the five regions of Ritterdorf, only the East Wing forbids the use of helots.

Is there a limit on how many slaves one can own?

Up to 10 helots for personal use, 100 for business use, and 300 for private military companies.

Is it illegal to kill or rape a slave?

It is illegal to rape a helot. However, it is legal to kill them.

What happens if a slave kills a master?

They immediately lose their citizenship and get sent to the firing range as live targets.

Most slaves work in manual labor jobs and in industries like Agriculture and Mining. There are sex slaves, but only members of the GRC and their family can own them. These sex slaves are of course, free.

Many also find themselves in the military, usually as oarsmen on ships or as light 'cannon fodder' infantry in the army. Many slaves are owned privately, mainly by the large landowners where they may be used for agricultural work. Slaves are often also owned by institutions such as brothels or commercial enterprises, as well as by wealthy urban households where they are often used in more skilled professions such as teaching, or as domestic servants

Our slaves in hard manual labour mainly descend from the original people of Etulia, before the area was settled by Cirencian colonists. More skilled slaves such as tutors, secretaries, scribes and other household slaves are often imported, usually by the state which then sells the slaves on to wealthy noblemen.

The punishment for unforgivable crimes was changed to Revocation of Personhood, the legal stripping of ones status as a person. Non-people are sometimes still used as a sort of slave, however as they are no longer considered human, they are generally not considered slaves when forced to work by their possessors. This is very rare however as most non-people are usually destroyed within the first day of their status.

The only exception is if their master himself had become dishonored through apostasy or treason, in which case the slave would be freed, converted to the Wajuti way, and given a share of the former master’s slaves and wealth.

or indenture can occur to mostly anyone, but typically the poor and working.

On average, how well are slaves treated in your nation?: Very well, most of them are paid and indenture has a limit on the contract before it's considered paid off in full. They're given adequate places to live, food, and rest. Penal labor is still in line with current penal practices, hard labor.

Are they deemed terrorists/rebels or do they hold offices in government?: There are those who want to outlaw any form of servitude, indentured or otherwise and some of them are in government but they're a very small minority and most proposals have been defeated until the reforms made in the mid 20th century.

Yes, though not very widely. Usually, only Jarls or owners of Mines or Workshops have slaves, though that's usually it. Slavery is viewed as abandonment of the work you are to do, which is a high dishonor.

Absolutely not. You cannot even be born into slavery in Ungvarnfjall-If a slave becomes pregnant, then she is free until the child is old enough to look after themselves. Breeding people for slavery would just be useless-and actually rather cruel, since Slaves still have the rights to marry and chose their own lives, just up to the limitations of a slave-you must do the work your master demands and go where they wish. Otherwise, slaves are actually rather free to their own wills.

There are far less slaves than free people. Ungvarnfjallids simply do not want or need servants; we value our own hard work. There's about a 1:10 ratio of Slaves to Free people here.

Not in Ungvarnfjall itself, however in Jarl's Rest there was a major Slave Revolt under the Empire of Hadrnvarshold that destabilized the Empire greatly, as Ungvarnfjall was once part of the West Capital Region, and such a rebellion anywhere near the two Capital Regions is basically unheard of.

No. It's actually a somewhat common punishment for more hefty crimes to be enslaved.

Slavery only applies to the person, not to their children or their partner or partners. Only to the person being enslaved.
Slaves may also be liberated rather easily; a Slave Owner may simply tell them they are free, or two people (who may not know each other well) may come to a slave and vouch for the slave's freedom, effectively liberating them.

Yes, Ru was perhaps the most powerful and most important slaver nation of the ancient world, and it's city-states practiced slavery for centuries prior to their unification under Aiden I.

Slaves were primarily owned by individuals, and were bought sold and captured by private individuals as well. The Ruvian monarchs even made it a special point of emephasis that slave raiders from thier lands were private actors, and would neither take any responsibility for their actions, nor would they retaliate for any actions done against raiders by foreign nations in defense of their lands. Merchant guilds might come togather to purchase slaves jointly, in which case they were owned by the guild. Temples would do likewise. These are the only instances of groups owning slaves. Ancient Ru was a feudal society so the "state" consisted of the king or a local noble and their personal lands and property, and the ancient oaths of fealty that tied them together.

Slavery in Ru was not racially based. Nor did gender or nationality have much of a factor. It was rather a status prescribed by fate and the will of the ancient gods of the dragon-lands. Even members of the dominant population of Ru could be enslaved as casualties of wars between the city states or through financial desperation or other circumstances. It was merely forbidden for slave raiders to operate against Ruvian free citizens, and were forced to make their fortune in hostile foreign lands. Ancient Ruvian society in general was not terribly concerned with race, and placed much more importance on social class in it's rigid caste system. It was even possible under Ruvian laws and custom, though rare, for foreign born humans to obtain noble status and own Ruvian Drailen slaves. This became much less unheard of once Ru began to conquer human dominated land, as it was traditional strategy for conquering Ruvian monarchs to grant Ruvian noble titles to those they defeated who had held noble status in their previous society.

This depended greatly on what role the slave was meant to serve, who owned them, and how valuable they were considered. Slaves meant to perform basic manual labor suffered greatly, but favored haousehold slaves of the wealthy and powerful often lived significantly better than freeborn commoners. Not only out of genuine affection on the part of their masters, but also because lavishing one's slaves with finery was considered a sign of great wealth and status in ancient Ruvian high society. There were laws protecting the very basic minimum rights of slaves, but also ancient Ruvian etiquette dictated that obedient slaves should be treated fairly and with respect, especially in public and in polite company. Mistreatment of slaves was considered barbaric and unsophisticated among the Ruvian nobility, and impious as well: a number of the ancient gods were considered to be patron protectors of different classes of slaves, to mistreat them without cause could be seen as a lack of respect for these deities and risked invoking their wrath.

Slavery ended in Ru well over 8 centuries ago. Because it is so far in Ru's past there does not really exist any real organized movement today to bring it back. You never know what some individuals may think, however. Someone espousing such beliefs would be considered a dangerous extremist by the great majority of Ruvians.

Slaves were considered personal property in ancient Ru, but only to a point. For example, all slaves had a basic right to life, and to perform the duties of their status. This meant that it was illegal in ancient Ru for a master to kill or irreparably cripple their slaves without "just cause." These basic rights began because of beliefs about the ancient dragon deities of the pre-Ru city states. Several of these gods were believed to be patron protectors of the various classes of slaves, and to violate the basic mortal rights of obedient servants would anger the gods. Slaves very rarely dared attempt to seek justice against their masters themselves, and relied on their master's contemporaries discovering injustices and reporting them to the master's societal superiors. It was considered impossible for a slave's master to rape them, since slaves were expected to obey all requests from their owners. It was highly illegal to kill or rape a slave one did not own. As master's considered slaves their property, their representatives, and extensions of their person to harm a slave or even insult a slave belonging to a particularly powerful individual in Ruvian society was considered an extremely bad idea, as most of the nobility would take such insults very personally.

This was considered highly unacceptable under any circumstance. The penalty was death in all cases, the severity of that death depended on the specific circumstances and whether the local ruling lord deemed it necessary to make a public example out of them. Such cases were always handed over to whoever the master's ruling lord was, sometimes even involving the king himself. Granting a pardon was always an option up to the lord's discretion in truly extraordinary circumstances, but it was used exceedingly rarely, to the point where historians are unsure if it had every happened outside of legends and tales.

Nothing like this occurred on a national scale. Ru was known for it's training methods to produce some of the most elite slave soldiers, bed slaves, and gladiators in the ancient world, but it was most common for the Ruvian cities, slavers, and guilds to train up newly captured slaves to resell to Ruvian and foreign nobility at a high premium then to conduct a breeding program. This was because the children of slaves were most often born years after their parents' initial capture, and individual owners lacked the expertise to train slaves for sale. Much more commonly, children were bought up for training after they had already been born, based on if they already displayed the physical and mental characteristics for a specialist role. There was also no shortage of new incoming slaves in Ru, the empire was heavily expansionist and there was great fortune to be made for the most low born members of Ruvian society if they were willing to set out on the very dangerous and dishonorable job of a slave raider.

There have been inumerable minor slave rebellions and revolts throughout Ruvian history, but only 4 were of such significance and posed such a threat that the Ruvian monarch had to summon his vassals' levies to put down the slave revolt directly. The 4th one was the final one, for it was successful. It is known as the "Final Slave Revolt" and "The War for Ru" This history of which is too much to reproduce here, but basically it was a slave uprising which, as it gained more and more success on the battlefield erupted into a much larger conflict, as powerful abolitionist lords following the new Reformist Caelianism, a major religious movement that declared slavery to be in direct opposition to the teachings of the Holy Book of Light, and the 9 Virtues, decided to join these slaves in open rebellion. The young king Conan I then decided to support the rebels and abolished slavery in a royal decree. This caused his cousin and heir, Prince Bolzan III to join the traditionalist lords who wished to preserve slavery and declare the crown for himself, starting perhaps the bloodiest succession crisis in Ru's long history. In the end, Conan's side prevailed and slavery was ended once and for all. Though Ru's feudal system would remain in place for many centuries longer.

Members of the nobility could not be enslaved unless they had their noble status stripped away first, and both punishments could not be enacted for the same crime.(there was no prohibition against executing or banishing a member of the nobility however!) This went for enemy combatants of rival city states, and even for "barbarians" from lands outside of Ru, if they had any system that Ruvians could recognize as being similar to their notions of nobility. This was because noble status was seen as the will of the ancient dragon deities (and later, of Cael) who had dominion over all people of the world. To enslave a noble was considered an attack on their honor that was unacceptable in the eyes of the gods, worse then even death.

-Slave owners had total freedom to decide to free their slaves at any time, and for any reason. It was a bit of a tradition for a King who commissioned a great monument, or his heir to free all surviving slaves who worked on the project to celebrate it's completion. Freed slaves became full Ruvian citizens of the commoner class immediately upon their freedom being granted. Though "freedman" was a de facto caste considered lower then freeborn Ruvians in the eyes of the commons. Some could rise up to great heights in Ruvian society but many others would become slave trainers or overseers, or slave raiders, or attempt to retreat back to their homelands. Some slaves did not even want to be freed, out of fear of what life would have in store for them without the protection of their master. But, as in every other case, the slave had to obey their master's orders. These individuals would often simply turn around and sell themselves to someone else.

-A child would only be enslaved from birth if both of their parents were slaves at the time they were born. If even one parent was a free man or woman, then the child is them self free and the master cannot keep them in their household against their will after their 16th birthday. In most cases, however, the child would not wish to leave their enslaved mother and remain as a servant in the master's house of their own will. In fact, a great majority of Ruvian free citizens did not own any slaves, this was because even the most basic slaves were too expensive for commoners to afford. Only artisans, business owners, priests, merchants, knights, nobles, freed gladiators, and the nobility could afford even one or two slaves. The wealthiest and most powerful nobles and merchants, however, could own hundreds and the royal palace had seemingly countless slaves under it's command.

Not "slavery" in the ordinary sense of the word, but our Earth Pony farmers do practice indentured servitude, i.e. serfdom.

It's a practice that predates Equestria. The pre-Equestrian Earth Pony nation had serfs as well.

Serfs are considered "bound to the land"; that is, they are part of an Earth Pony's farm infrastructure. As such, they can't be bought or sold directly, but they can be transferred between farms as a property exchange.

Serfs strictly consist of cows, sheep, goats, and other what you would call "domestic" creatures.

Most serfs realize very quickly that it's in their best interest to stay on the farm under the protection of their Pony masters.
