He was attempting to provide an RP example to prove he could hack it in the RP he was applying to. I pointed out the big problem that active sonar can be detected by enemy passive sonar at much longer ranges than active sonar detects things, and that he just asked every sub in the area with acoustic homing torps to take a shot at him. And that his commander is incompetent for not having an AWACS in the air. Mush rather have a detection range of several hundred kilometers thank you very much.

Waiting on a response from him though.

He's a "neutral" who may soon be entering a war alongside his allies, supposedly encountering a larger carrier group belonging to his potential enemy at close range. He also launched every aircraft aboard his carriers. You know, "neutrally". At close range.

Having seen the post in question my advice is a polite denial outlining the whys and the where he can improve things. Presumably your rp is not a training rp and you presumably have very little time in actually teaching him.
First things first, BBC-code, paragraphs and spelling. Mistakes like his made it unnecessarily hard to gain an overview of what he's doing, which is... not good.
Secondly, his understanding of modern naval operations, or lack of thereof is way too great to get anything more than a "missile spam and post-losses" scenario out of it. I suggest he be introduced to the cat-and-mouse game first.

If so will somehow overcome the larger fleet? Will he retreat? Will he fight to the last man only to lose? Will decide it's not worth it to intercept me and move away?

He also technically exists in our "canon" as a "nation" which exists as a naval entity almost entirely. As in he has no land beyond a few tiny islands. He's a giant navy. Population of 180 million, military of 55 million. We fully admit that our canon says "fuck you reality" quite often, but somethings are just... game breakers.

It is my opinion that what matters in an roleplay is actually not the degree of realism when realism is referred to, but suspension of disbelief. A degree of realism may help maintain and support that suspension, but of course everybody has differences in how much they're willing to bend their own boundaries.
The second important thing in a roleplay is cooperation, as countless posters have no doubt expounded upon. Different people have to cooperate together in a thread in order not to offend any of their boundaries of plausibility and build a story together.
Making instant appearances like theirs truly and do whatever they're doing in your thread is not very conducive to either of those goals. Suspension of disbelief cannot be kept for those know that this is not how a modern navy conducts its battles in any parity conflict (caveat there hasn't been an actual modern naval engagement between parity powers worth speaking of since idfk), theory or otherwise, and having their suspension of disbelief broken necessitates some level of discussing/cooperating in order for the offended part to regain that, which is made very difficult if one part accepts blatant unrealism (due to ignorance or otherwise) and the other wishes that some level of sanity be preserved.

Clarification. The scale of the economies, populations, and technology have been considerably stretched, but we still keep limits on things. We don't completely throw reality out the window.

I'll have you know i've given two years of my life to the design of this carrier, it is completely possible, using my own innovations in structural reinforcement and technology I am developing. I remember that one guy (New Transylvania or something like that?) who had the literal, actual X-Men as his special forces and insisted they were MT and that people had to accept them. He also suggested to AMF that AMF should let him kill his main character and take over AMF's nation, and was serious.

Does it make sense for certain parts of my army to be vastly more modern than others, or should I be more consistent with my world building? I started out trying to do a 3rd world dump and am slowly drifting closer to second world at this rate.

It's usually better to be more consistent when modernizing your military. That way, you won't find yourself disadvantaged when coming up against similarly well-equipped opponents. Although knowing how costly such endeavors usually are, this would usually involve some significant time and effort spent on modernization.

There's been worse. I always found Dragomere to be insufferable, and I eventually concluded he probably lives under a bridge. For more recent posters I think that Narnia may have moved in with him.
