In a Red Dawn scenario, if SWAT members were able to escape in some force, then even if they don't have access to equipment they still have their training and knowledge. If cut off from friendlies, then they might be able to survive on airdropped supplies and supplemented with special forces, and might be valuable in training the rest of the population. A SWAT MRAP would probably need serious modifications on the offensive part to be a threat. They'd need to pilfer some machine guns, make ball mounts(or an RWS if there's someone with some technical know-how), and maybe gun ports?

How long do you have? Several hundred, if each only makes a single trip, but your airfield probably won't have space for several hundred C-130s. You can do it with just a few dozen if you're willing to wait a few weeks. And that presumes you don't have to stop along the way.
