Captain Picard made an appearance on the balcony of the central federation administrative building in the Empire's capital to address the nation.

"The people of Pushkinskaya are dying at the hands of a vile dictator. A dictator who must be challenged, and we will stand side by side with those who fight for freedom and justice. I have fought the forces of evil throughout time and space. I now pledge the full resources and capabilities of the federation empire in the fight against this true evil. We will join with the brave forces of Eylandia in this fight. Your Captain salutes you!"

The crowd cheers as the Captain returns to the interior of the vast building.

Interviewer: "Please tell us the latest news you have of the recent declaration of war against Pushkinskaya"

Dr TG: "Absolutely, I want to make it absolutely clear to the people of Eylandia watching this tonight that war against Pushkinskaya was not a decision taken lightly. Information released by the regime there, collaborated by reports from our intelligence community, have confirmed that not only are innocent people being executed by government death squads on suspicion of links to 'foreigners' but our own people are also being murdered. Our government will not sit idol whilst our people are executed by a tyrannical dictator. CommanderFührer Ostentov's rule must end now"

Interviewer: "We have all seen the harrowing pictures being smuggled out of Pushkinskaya by the Red Guardian underground movement there. Tell us though, can Eylandia win this war?"

Dr TG: "This government believes steadfastly in the ability of our brave armed forces. We have no doubt that they will be able to combat the Pushkinskaya forces, no matter how brainwashed they may be, our troops are the best trained in the world. I have spoken personally to the heads of our armed forces and they assure me that they understand the magnitude of this crisis. They are totally committed to the fight and are utterly confident that victory can be achieved. - Although I must stress at this time that we offer the Pushkinskaya regime the opportunity to avoid an inevitably self-destructive war by ceasing their genocidal actions and committing to serious international dialogue on human rights for its people"

Interviewer: "That may well be, but we have heard that Pushkinskaya might well be seeking overseas aid from other factions. We have heard some reports of The Baltic Alliance and perhaps even Mollsamland extremist groups being contacted by regime officials"

Dr TG: "This government is absolutely clear. Anybody from any other nation who collaborates with the genocide being carried out by the regime of Pushkinskaya are no better than the regime. We condemn anybody who facilitates such a waste of life. That said, we have already begun constructive discussion with our regional partners to bring about a consensus in opposition to the regime. We mean to isolate the regime, and those who support it, politically and economically - to starve the regime of its support and thus see it collapse. Of course, the need is so pressing that we feel that military action is necessary to cease the murderous rampage of CommanderFührer Ostentov immediately. The Empire of Captain Picard of the USS Enterprise, our former Albion Alliance ally, have pledged their armed forces for a coalition campaign against the regime and we expect others to join in time as well. We will be my no means alone in this."

Interviewer: "How do you react to news from Newer Austria of their neutral stance in this crisis?"

Dr TG: "We completely respect their right to neutrality. However, in this particular case it is our belief that the people of Newer Austria truly wish to see strong action from its government over this matter. We hope that President Oliver Ruberbach, a good friend of our own Prime Minister Dr Caradoc, listens to the will of his people and joins us in isolating the evil Pushkinskaya regime. We will, however, respect any decision that they make."

Interviewer: "Can you tell us any details of any forthcoming military operations?"

Dr TG: "Unfortunately, it would be careless of me to do so. I can, however, say that we will not be carrying out military action without first exhausting all diplomatic channels restlessly. In the meantime we will be making preparations for conflict to reinforce the urgency of these final attempts at a resolution."

Last night, King Christian VIII of the Union broadcasted a call to arms to citizens. "My people, it is time for war. The Pushinskayans have long oppressed their people, shooting them out on the streets for the mere suspicion of being a foreigner. This great land has many freedoms that you can get killed for in Pushinskaya. We must help the people out, even if it means fighting to the last blood. Our air force is one of the best in the Union, with dreadful wings of fury to fight against the Pushinskayans, who are stuck on the ground. All who stand for equality, unite!" Commander Hans Olson, the highest ranking general in our military, has sent 5 Air Wings to Eylandia to assist the Eylandians.

"Today Pushkinskaya has lots to celebrate for the scientific installations Labs X-11 and X-18 have finally been finished in another great government effort to further increase our scientific knowledge, when asked about the installations Herr Vasily Zakarov who is in charge of both science teams said that X-11 is going to be researching medical advancements, including cirurgical knowledge and human behaviour, when asked about X-18 he could only state that its contents and purposes are classified."

Conflict in the Baltic
As news of the recent happenings in the nation of Pushkinskaya reach the Bastionian Media, the resulting opinions facing the tragedies have varied among Bastionian citizens. In a recent two-part poll conducted by this news network, a staggering 99% of responses to the poll viewed the xenophobic actions of the extreme Pushkinskayan government as deplorable and negative for the good of the region. However, as a second question, responders were asked if the Bastionian government should intervene, to which only 53% responded with "yes." Bringing reflection on to the surveyed population, various members of Federal Parliament have also weighed in on the issue. Members of both the Democratic Socialist Party (current opposition) and the Capital Nordic Party (current majority) are nearly cut even on differing views regarding how to respond to the issue. Though nearly all were quick to comment on the atrocious acts committed by the Pushkinskayan government, some in the DSP and CNP feel that it is not the prerogative of the Bastionian Government to intervene in foreign conflicts that don't directly affect the nation. Conversely, there are those in the CNP and the DSP that have been quoting the Bastionian "moral obligation" to step in and intervene during mass crimes against humanity regardless if the nation is directly affected. Back in November of 2010, similar acts of xenophobic mass murders were being committed in the Baltic Alliance, which included (but was not limited to) hundreds of Bastionian university students studying abroad. The former Kingdom of Netic, the Stateministerhood of Svenskis, and the Bastionian Union banded together to fight back the Baltic imperialists and xenophobes and liberate the country from the oppressive regime in a war that lasted into the winter, and resulted in the creation of the Collective Security Organization (CSO) military defense alliance. Since it is unknown whether any Bastionian citizens have been affected directly (Bastionian travel to that portion of the region is very slim, according to Federal Ministry of Transportation statistics), many feel as though it just simply isn't our fight. At the same time, there are those that are unhappy with the Bastionian government's ineffective action during the recent Svenskis Civil War, and it's inability to display its role as a dominant military force in the region.

Nordic Council Proposition
In other news, the Bastionian Federal Parliament voted to declare a declination stance in the recent proposal to create a "Regional Assembly." It has been now three years since the nation officially withdrew from the World Assembly, and it seems as though it is still the official position of the current Bastionian administration to reject all forms of international organizations that may possess the power to pass legislation that could affect the internal policies of involved nations. Although many polled citizens and government officials were not against the open forum of communication that an Assembly may bring, most feel it would be redundant, but more importantly the fact that the proposition did not explicitly express it's inability to affect internal policies lead to the near unanimous decision among the CNP majority in Federal Parliament.

On the 13th of November our beloved nation was at last recognized formally by the region of the Nordic Lands, when the latest edition of the regional map was made public. If the peace treaty signed in April between the unworthy Borgs and our Holy Nation should be seen as the birth of our unquestionable Divine nation, then being officially recognized by the other nations of the region should be viewed as our defining moment. As a result, the former Borg colonial city of GothenBorg shall be torn down, relocated and rebaptized as the Divine City of High Charity. It's port shall be the largest one not on mainland Nordic Lands, a Golden Port that will host the most Gloruious Navy on the seven seas; our own.
Our borders will continue to be closed to outsiders, however, we would like to invite officials from the Albion Alliance to discuss trade and diplomatic ties with it's member nations.

Meanwhile, the Fleet of Particular Justice will continue it's daily patrols just outside the coast of our Holy Covenant.

"Today, the Baltic Alliance has sent help to our troops in the front in the form of military equipament, the officers of the army said that should war really happen our forces are more than ready to hold their ground, many people believe that should this war really happen, the number of casualties will be higher than any other conflict in the region."

She shuffles some papers.

"In other news some foreign prisoners are being released from our detainment camps and taken to the Baltic Alliance, as requested by our allies. When asked about it, one of the officers in charge of the gulags said: I'm happy we don't have to feed these rats anymore, they're somebody else's problem now."

"The cold will rise more than normal in the coming days, breathing difficulties will be a reality in the coming days due to the work in the mines, the government is preparing to distribute gas-masks for everyone that lives near the mining areas. Many of the new mines are changing ownership in the latest days, although no-one really knows who the new owners are, everyone is happy that their paychecks are still coming.

Der Konflikt in Pushkinskaya nimmt immer größere Ausmaße an. Mittlerweile haben bereits vier Nationen dem Land den Krieg erklärt, zuletzt die Union Sjaelland und Fyn. Es hat noch kein Militärschlag stattgefunden.
Hajo Allena, Vorsitzender des OFRK, hat gestern während eines Treffens mit dem neuer-österreichischen Präsident Oliver Ruberbach deutlich gemacht, dass eine unabhängige Intervention für Ostfriesland nicht in Frage kommt.
"Wir befinden uns selbst in turbulenten Zeiten. Wir sollten zuerst ein Parlament wählen, bevor wir irgendeine Entscheidung treffen, aus der wir nicht mehr rauskommen."
Außerdem wies er noch darauf hin, dass Ostfriesland momentan über kein Militär verfüge, da alle ostfriesischen Soldaten bis zu einer Neuregelung durch die zu wählende Regierung Teil der neuer-österreichischen Armee sind.
Zum Abschlss bat er alle Parteien darum, den Konflikt nicht in den Wahlkampf einzubringen. "Krieg ist eine komplizierte Angelegenheit, bei der Gut und Böse schnell verschwimmen. Und jeder offizielle Kommentar könnte internationale Konsequenzen haben."

so kompliziert auch die Diskussion um diesen Konflikt erscheinen mag, so einfach stellt sich die Situation aber für Ostfriesland dar. Solange unser Staat nicht über sein eigenes Militär verfügt, sind wir quasi gezwungen, der Entscheidung Neuer-Österreichs zu folgen. Erst nächste Woche könnten wir uns, sollte Neuer-Österreich militärisch eingreifen, wieder zurückziehen, was allerdings sehr unkameradschaftlich wäre. as complicated, as this debate on the conflict may appear, as easy is the situation for East Frisia. As long as our nation does not have control over a military, we are practically forced to go along with whatever Newer Austria decides on this matter. Next week we can back out again, although that would not be very friendly. Whatever Newer Austria decides before our elections, they also decide for us.
That sounds mean, but is in accordance with public international law, as the Newer Austrian council was also elected by our people. And if the two governments would not have found this solution, 200 soldiers would have been out of work for two weeks. Back then, noone expected something like this to happen.
So how is the situation in Newer Austria? The government voiced its concern to an intervention of any kind, but the voting population seems to have a different opinion, as protests arise all over the country, although there are no representative surveys yet. For us this means: Wait and drink tea."

"In other news, this morning the election commitee has anounced the final distribution of constituencies, and after a period of time for the parties to submit their candidates, the final lists of candidates this afternoon, too. There will be a total of 63 constituencies, one per commune. The election commitee immediately critizised its own decision as unfair, seeing that it is not a good demographic distribution, but a provisional one, until there is up-to-date census data. The problem is, that some constituencies have more voters than others, taking away influence from the individual vote.

Agains expectations, one organization has made a statement on the campaign, and even has announced a recommendation for its members. The organization is the Star Wars fanclub of East Frisia. The recommendation reads for the Cristliche Dreier-Partei Ostfriesland (Christian Tri-Party of East Frisia), that is a union of representatives of the three main Christian denominations of East Frisia. Even the three churches associated with this party refrained from active participation in the campaign and did not recommend their members to vote for this party. But the recommendation of the Star Wars fanclub is not to be taken seriously. In its statement, the fanclub gives the following reason: "The official abbreviation of the party draws our sympathies towards it." The abbreviation is C3PO.

Askerike is largely neutral.

No warships will be moved through the straight of askerike (skagerrak) without imperial consent. This means none... not just those at war, but none period. Failure to yield treated as an open declaration of war blh blah blah.

The CSO Responds
Bastionian Federal Minister of Foreign Relations, Atton Kupencheken, whom also serves as the Bastionian Representative to the CSO and thus the CSO Secretary of Foreign Affairs (since the Bastionian Government currently holds that seat in the CSO Executive Council), released a statement regarding the escalations in Pushkinskaya:

"It is the official position of the Collective Security Organization to remain neutral in this conflict. We are a military defense alliance that is not interested in the squabblings of other nations outside the CSO that do not impact our own member states or the regional security as a whole. Another man approaches and wispers something into the rebel's ears.

"We just received word from our scouts that convoys loaded with these weapons are coming out of the labs in the eastern hills, the so called Labs X-11 and X-18 are nothing but prisons for human experimentation, medical advancements done with blood of innocents, they are releasing civilian prisoners, but our comrades who are captured are being tortured and experimented on every day."

"One good does not erase an entire lifetime of wrongs, please, we beg the international community to not forget the Pushkinkayan people's struggle."

"We do not want to fall to our enemies tactics of using chemical warfare, but if need be we will get a hold of those weapons and use them ourselves."

I must bring you grim news good people of Eylandia, and I do so with a heavy heart.

Our war with Pushkinskaya is over before it began. The preparations of our noble armed forces, eager and ready to sacrifice themselves for the cause of freeing the people of Pushkinskaya from their evil dictator have been frustrated.

We received hopeful offers of support from our allies in the USS Enterprise, Vesterheim and Sjaelland & Fyn. These countries stood side by side with us in a time of great peril, and I salute every last citizen of those noble nations. In particular, I was heart warmed to see our Albion allies in the USS Enterprise and Vesterheim coming to our side. The Albion Alliance had faded as our members have faded, yet the spirit of that Alliance persists, and of that I am incredibly proud to have been a part.

Yet, whilst our allies came to our side, yet more came to the side of the genocidal Pushkinskayan dictatorship. The Baltic Alliance sent enough equipment to arm legions of brainwashed foot soldiers, as well as pledging their navy to the defence of Pushkinskaya's waters. Inevitably the Baltic Alliance then declared war against our alliance, despite recorded incidents of Pushkinskaya civilians being murdered on suspicion of links to the Baltic Alliance. This is hypocrisy at its worst.

Yet, this government was sure of the good in our decision to declare war on the tyrannical dictatorship of Pushkinskaya and were determined to continue.

However, news has since reached us that the nation of Askerike has blocked our navies from traveling through the Straits of Askerike. In effect, this act has saved the Pushkinskaya regime from their inevitable and long overdue demise. Askerike has protected the CommanderFuhrer, the most evil individual to have ever inhabited this region.

Unexpectedly, added to this development, the Collective Security Organisation, arguably the most powerful alliance in the region, made an unusual statement of neutrality that included a thinly veiled message condemning the noble actions of Eylandia and our allies in the Pushkinskaya matter. They call us indiscreet. I say they lack the backbone to save their own citizens and their relatives from the death camps. May those death camps persist in their nightmares.

With all these developments of the day considered this government has had to take the regrettable decision of ending the declaration of hostilities, which was agreed via intermediaries with the Pushkinskaya regime.

We want to see the end of the CommanderFuhrer, but have been frustrated by the closed minded actions of the wider region who are in affect supporting the genocide of the evil dictatorship.

We do not desire war with Askerike, the Baltic Alliance or the CSO. We respect their desire for neutrality, and yet favour the dictator so much that they block us from a mission to save their citizens and their relatives in Pushkinskaya.

As of this message Eylandia is no longer in a state of war, as are the the USS Enterprise and Vesterheim as of this time. I, once again, salute their bravery, and that of Sjaelland and Fyn.

I have personally agreed with the leaders of Vesterheim, Governors General Han Ola og Han Per, that our nations will be trade embargoing the Baltic Alliance for the time being.

Diana grabs a paper, quickly reads it and looks at the camera.

"The Gestapo is organizing a military parade in the capital city of Moscovkia, a celebration for the CommanderFührer's birthday, our great leader is 56 years old as of today, the gestapo chief Ivan Anrep is making sure that everything will be safe, and also extends invitations to our allies and neighboring nations, he says:" "The CommanderFührer is hoping to be able to talk with the leaders of various nations in order to discuss future ordeals, he says that all leaders are welcome and that he wants to talk about economic opportunities with everyone that attend the parade.

"In other news, due to recent chemical warfare in the country our agricultural regions in the south have been compromised, while food shortage is not a problem right now, the army is going to have problems with their meals, feeding an army in times of war needs alot of resources and the CommanderFührer said:" "The civilians of Pushkinskaya will not have to face food shortages, our sources of food can provide enough for our population, while the army is going to struggle a bit right now it is not a matter for concern, I am already finding ways to supply everyone with vast amounts of food."

An open letter jointly authored by Prime Minister Dr Bledric Caradoc and Minister of Foreign Affairs Dr Thomas Gulval and released by the Eylandian Ministry of Foreign Affairs

Eylandia has stood at the brink of the abyss in recent weeks. We stood ready to intervene for what we considered to be the good of not only our people and the people of Pushkinskaya, but for the good of humanity. We will reiterate our position of condemnation towards the Pushkinskaya regime. However, despite our best efforts the regime enjoyed the support of allies and benefited from the staunch neutrality of many other powers.

In essence, Eylandia stood at a cross-roads. To continue our mission to free the people of Pushkinskaya and stop the genocidal regime would have created a regional war the likes of which have never seen before. Eylandia does not wish conflict with anybody, and only chose this option in the case of Pushkinskaya as all other options were exhausted. Yet our mission to free Pushkinskaya would have caused conflict, with the Baltic Alliance, with Askerike and perhaps even the CSO. We did not want to condemn innocent people in this region to death because of inflexible politicians.

Eylandia and our Albion Alliance partners in the USS Enterprise and Vesterheim will be continuing our economic embargo of Pushkinskaya and the Baltic Alliance. We will continue this policy until these governments have decided on a path of peace and reconciliation with their fellow man.

We do not ignore the plight of our former ally in the Pushkinskaya crisis either, The Union of Sjaelland and Fyn. We commend their noble continuing fight against the dictatorship. We wish that we could support them, but this is impractical and potentially politically explosive. We support their initiative to construct an independent canal for access to the Baltic Sea. However, we commit to the region that even when this is constructed Eylandia will not use this as a method to restart hostilities with Pushkinskaya, considering the potential ramifications for regional stability if we were to take this option.

We do, however, also strongly condemn the actions of the Baltic Alliance in their invasion of the Union of Sjaelland and Fyn. We feel that this invasion is not only immoral and destructive to regional stability, but also at odds with the ethos of the CSO - of which the Baltic Alliance is a member. We will be requesting the CSO to investigate the legality of the Baltic Alliance's actions during this crisis and will strongly recommend disciplinary actions to avoid such imperialism in the future.

We thank the government of Newer Austria for peacefully breaking up protestors outside of our embassy this week. We continue our deepest respect for the longstanding tradition of Newer Austrian neutrality. We wish the people of Newer Austria every success as they attempt to devise a solution to the recent independence of East Fresia and will help this in any way we can. We would, however, request that Newer Austria investigate the possibility of hosting peace talks between the Union of Sjaelland and Fyn and the Baltic Alliance. We feel that although discussion involving the Pushkinskaya regime would be unproductive, that perhaps discussions between these nations on neutral territory could be potentially greatly productive.

We strongly condemn the Pushkinskaya regime's threats to use chemical weapons on the invading forces of the Union of Sjaelland and Fyn. These evil weapons have no place in the modern Nordic Lands, and this government will be strongly supporting attempts to create a regional treaty to eradicate biological and chemical weapons for good. We will work with the government of Newer Austria in this initiative.

Lastly, we make it clear that we will not be attending the Pushkinskaya celebrations despite invitations to all national leaders. Our embargo will continue, and we respectfully suggest that other leaders do not attend this rally on behalf of the CommanderFührer which is a thinly veiled glorification of genocide and xenophobia.

It is likely that the already failing agricultural production system of Pushkinskaya will mean that many innocent civilians face the risk of starvation, especially with the added impact of the Albion Alliance's embargo. We believe and hope that this famine will inspire the downtrodden civilians of Pushkinskaya to finally rise up and overthrow their dictator. At the very least we expect the dictator's forces to melt away as his crop supply dwindles.

"It's been a while since we have heard from the communist rebels the Red Foxes, REM was sucessfull in crushing the communists, their leaders have gone into hiding and were believed to have left the country, but two days ago the Gestapo raided a house for a identity check in a village near the southwestern border, the guards went there to spread peace and our ideals, but upon searching the basement they were very surprised to find Alexander Yankvich, the founder and leader of the Red Fox movement, Yankvich was preparing to flee the country, with a bag full of clothes, money, fake identities and a gun."

"Gestapo Police Chief Ivan Anrep was very proud to have captured this national enemy and expect that any communist simpatizer still in Pushkinskaya is going to flee or be arrested."

"Yankvich was condemned to death by hanging in a public square on the capital city of Moscovkya, The CommanderFührer was present along with Gestapo Chief Ivan Anrep, as is a Pushkinskayan custom to allow a prisoner sentenced to death have his final words the commander allowed Yankvich to speak, his last words were:" "It saddens me the thought that my family and my friend's families will have to live under fascists, I go now to join my comrades in arms, my only regret is that it is not Pavel Ostentov and the rest of this regime in my place right now."

A Snowy Day on the River
Earlier this Saturday and Sunday was the running of the 47th Annual Head of the Nord Regatta, and what a cold one it was. With temperatures just above freezing but luckily no wind, crews from all over the country were dressed in head to toe in layers of their school's colors to keep warm on the ~4.8km course. Sponsored by the INRA (Intercollegiate National Rowing Association), it is one of the last major regattas in the Bastionian sports calendar due to the prominent freezing that comes in the coming weeks of winter. The Head of the Nord has been competed annually in the town of Scinfelger in the Bastionian Republic of Nordfassen. Named "the Head of the Nord" as it is the northernmost Bastionian regatta, it actually is competed along a section of the Kemijoki River that runs through Nordfassen.

As for the results, the men from the University of Hrimfelger managed to still edge out long time rivals, the University of Andrunachel, in the Men's Collegiate Varsity Eight event (and the twenty-three other entries) to win first place. Belg Polytechnic's Men's Lightweight Eight managed to set a new course record in the Men's Collegiate Lightweight Varsity Eight category, holding off second place Dinsmarkr University by nearly 20 seconds. The ladies from the University of Vor Frue were uncrowned from their four-year winning streak in the Women's Varsity Eight, defeated by last year's INRA Champions, Svest Republic University. In the club and elite events however, many came to spectate the first emergence of the 2013 winter training camp selectee's for the Bastionian National Rowing Team. The National Team's Men's Elite Eight had the fastest time for the weekend, placing first in their event with a time of 13:58.9 mins.

"Today, a massive explosion has erupted in the village of Polyanka in the south-western territories of our nation, the number of casualties is unconfirmed, but it is known that the government militia, the REM, has occupied the village in order to suppress further communist rebellion in the region."

She touches her ear for a while.

"Recent information regarding the village suggest that the explosion was caused by communist rebels and that it has taken the lives of 30,000 Pushkinskayan soldiers as well as the lives of General Pietr Chenov and Gestapo Chief Ivan Anrep. The civilian casualties count as 350,000 because according to Gestapo information, nearby villages were also affected, the presence of chemicals in the region right after the explosion suggest that the entire warehouse of chemical weapons located at Polyanka was the target of communist sabotage, 20 nearby villages and cities were affected and the death count was among the highest ever seen before. Southern territories are now under lockdown and a perimeter was set were the use of gas masks is mandatory, the government fears that that entire region is lost. The CommanderFührer was quick to accuse the communists."

CommanderFührer Ostentov: "It is a sad day for the Reich, we have lost 380,000 Pushkinskayans today, in the hands of the communist scum that lurks around our country. I have lost two good friends in this terrorist attack, the memories of General Chenov and Chief Anrep will stay forever in the Reich's hearts. The Union's actions in our country have just taken all these lives, the worst tragedy to have ever befallen us, the entire southern territories have now become a wasteland due to Sjaelland and Fyn agitation, they try to make us kill eachother while their own army is being slowly destroyed, I say no more, it is my duty as your leader to continue fighting against such cowardice."

Entire cities have been evacuated due to the chemical catastrophe in the region, such an act should stir up foreign nations about the use of chemical warfare.

"Following this incident the CommanderFührer has officially deactivated REM(Reich Emergency Militia) and stated that the Gestapo will start a recruitment drive for a new Homeland Security Division called the "SS", the Commander stated that this new division will receive better training than REM and equipment similar to the army, but will need more resources and time to be in complete operation."

"Talking about the police, the Gestapo has a new Chief, Herr Andrey Emenov has taken Ivan Anrep's place as Gestapo Chief and was already deployed south under confidential orders.

"In other news, food problems are starting to revert back to normal as farming is taken to the eastern part of the country..."

A draft text of the proposed Nordic Lands Biological Weapons Treaty authored by the representative of Eylandia to international discussions being held in Newer Austria on potential controls on weapons of mass destruction

The Parties to this Treaty,

Determined to act with a view to achieving effective progress towards complete disarmament and elimination of the development, production and stockpiling of chemical and bacteriological (biological) weapons, through effective measures,

Recognising the important significance of a Treaty to mitigating the horrors of war,

Convinced of the importance and urgency of eliminating from the arsenals of States, through effective measures, such dangerous weapons of mass destruction as those using chemical or bacteriological (biological) agents,

Recognizing that an agreement on the prohibition of bacteriological (biological) and toxin weapons represents a first possible step towards the achievement of agreement on effective measures also for the prohibition of the development, production and stockpiling of chemical weapons, and determined to continue negotiations to that end,

Determined for the sake of all mankind, to exclude completely the possibility of bacteriological (biological) agents and toxins being used as weapons,

Convinced that such use would be repugnant to the conscience of mankind and that no effort should be spared to minimize this risk,

Have agreed as follows:


Article I
Each Party to this Treaty undertakes never in any circumstances to develop, produce, stockpile or otherwise acquire or retain:
(1) Microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;
(2) Weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict.

Article II
Each Party to this Treaty undertakes to destroy, or to divert to peaceful purposes, as soon as possible but not later than nine months after entry into force of the Treaty, all agents, toxins, weapons, equipment and means of delivery specified in Article I, which are in its possession or under its jurisdiction or control. In implementing the provisions of this article all necessary safety precautions shall be observed to protect populations and the environment.

Article III
Each Party to this Treaty undertakes not to transfer to any recipient whatsoever, directly or indirectly, and not in any way to assist, encourage, or induce any State, group of States or international groups to manufacture or otherwise acquire any of the agents, toxins, weapons, equipment or means of delivery specified in Article I.

Article IV
Each Party to this Treaty shall take any necessary measures to prohibit and prevent the development, production, stockpiling, acquisition, or retention of the agents, toxins, weapons, equipment and means of delivery specified in Article I, within its territory, under its jurisdiction or under its control anywhere.

Article V
The Parties to this Treaty undertake to consult one another and to cooperate in solving any problems which may arise in relation to the objective of, or in the application of the provisions of, the Treaty.

Article VI
(1) Any Party to this convention which finds that any other Party is acting in breach of obligations deriving from the provisions of the Treaty may lodge an international complaint. Such a complaint should include all possible evidence confirming its validity.
(2) Each Party to this Treaty undertakes to cooperate in carrying out any investigation which may be necessary on the basis of an international complaint. The investigation shall inform the Parties to the Treaty of the results of the investigation.

Article VII
Each Party to this Treaty undertakes to provide or support assistance to any Party to the Convention which so requests, if that Party has been exposed to danger as a result of violation of the Treaty.

Article VIII
(1) The Parties to this Treaty undertake to facilitate, and have the right to participate in, the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes. Parties to the Treaty in a position to do so shall also cooperate in contributing individually or together with other States or international organizations to the further development and application of scientific discoveries in the field of bacteriology (biology) for prevention of disease, or for other peaceful purposes.
(2) This Treaty shall be implemented in a manner designed to avoid hampering the economic or technological development of Parties to the Treaty or international cooperation in the field of peaceful bacteriological (biological) activities, including the international exchange of bacteriological (biological) and toxins and equipment for the processing, use or production of bacteriological (biological) agents and toxins for peaceful purposes in accordance with the provisions of the Treaty.

Article IX
Any Party may propose amendments to this Treaty. Amendments shall enter into force for all Parties upon their acceptance by a majority of the Parties to the Treaty.

Article X
Every five years after the entry into force of this Treaty, or earlier if it is requested by a majority of Parties to the Treaty, a conference of Parties to the Treaty shall be held, to review the operation of the Treaty. Such a review shall take into account any new scientific and technological developments relevant to the Treaty.

Article XI
(1) This Treaty shall be of unlimited duration.
(2) Each Party to this Treaty shall in exercising its national sovereignty have the right to withdraw from the Treaty if it decides that extraordinary events have jeopardized the supreme interests of its country. It shall give notice of such withdrawal to all other Parties to the Treaty three months in advance. Such notice shall include a statement of reasons for withdrawal.
(3) This Treaty shall be open to all states for signature. Any State may accede to it at any time.

As news of the recent declaration from King Erik II of the Baltic Alliance has enveloped the nation and now quite possibly the region, many eyes now turn to the soon-to-be bride that the Bastionian nation will soon provide to the Baltic Royal Family. Dating back nearly two-thousand years, and arguably one of the oldest monarchies in the Nordic Lands (aside from the legendary Askerikian bloodline and the former Kingdom of Netic) the Baltic Alliance royal family bloodline was questionably nearing it's ending years in this new century. After years of speculation and worry regarding the continuity of the Baltic Royal Throne since the death of King Christian I in 2010, it appears that all can now rest easy and rejoice on the joyous news of a royal wedding in the making, and once again the preservation of one of the region's oldest and most sacred institutions.

King Erik II rose to the throne alongside his sister, Kristin, after being exiled to the Kingdom of Netic during the Baltic War of 2010. Following the controversial death of King Christian I, possibly at the hands of the coup d'etat conspirators, the Ulrik Tyrsson regime sought to end the monarchy as well as establish a Baltic Empire, invading many neighboring nations and beginning a purge of foreigners in the country. Since then, the new King has been a statesman and a very prevalent figure in Baltican politics, being involved in several international visits of goodwill and promoting of regional security. But just who is his bride-to-be?

Victoreshia Evylensen Mohk IV, Duchess of Nordfassen, is the daughter of Field Marshal Kristoffer Mohk, and thus the granddaughter of Baroness Victoreshia Mohk II, who was almost the first woman elected Prime Minister of the Bastionian Republics in the 1940s. The Mohk family is one of the last remaining and undisturbed aristocratic families of the Bastionian Union, retaining it's nobility through birth right. Prior to the formation of the Bastionian Federation, various aristocratic and noble families remained from the royal houses of Nordfassen and other regions of the country that previously had monarchies dating back to feudal times. As of 1945, the Bastionian Federal Parliament passed a law forbiding the granting of new titles of nobility to no one else than the current still exisiting families that had been aristocratic and royal since before the founding of the nation.

Attending private school for much of her childhood, Victoreshia sought to follow in her father's military footsteps as she went on to acquire a full scholarship to the Bastionian Federal Air Force Academy. Although previously a swimmer in private school, Victoreshia moved on to become a walk-on member of the women's rowing team at the Academy, which competes in the Intercollegiate National Rowing Association. After four successful years, she was chosen to take part in the Bastionian National Rowing Team's delegation to the Water World Championships IV in 2012. Following her graduation, she obtained a Bachelor's Degree in Communications, with a minor in Ethics and Political Science. During her on-leave time after being commissioned as a First Lieutenant, she was studying for her Master's Degree in Communications at the University of Vor Frue. Athletic and stern, "Vicky" is considered very level headed and has a calm and collected demeanor but can appreciate a good joke, however unlikely she is to crack one herself. She enjoys rowing, water polo, and is a pet lover. At the Mohk family estate in Nordfassen, she has a purebred Afghan Hound named Darius, a purebred Great Dane named Bismark, and a Doll-Faced Silver Persian cat named Tesla.

As for the wedding, it is still unclear whether the celebration will be open to public viewing or not. Various fashion and designer firms are said to be squabbling over decorations and the vast choices for a dress. State Leaders from all across the region are expected to attend as well.

Today, East Frisia elects its first national parliament. The campaign is now over and from 12 o'clock until 6 o'clock the ballots will be open. Just as a reminder, we wanted to compile a list for our readers, in which the parties that are most likely to succeed in these elections are seen all together. Please note, that these are not all parties at vote. The selection does not represent the paper's political orientation, it is merely a statement on the editor's expectation on the outcome of the election. Please inform yourself about the parties more in depth than we can in this format. Also, go voting! Only a high voter's participation can give a parliament the legitimacy it needs for its work.

OFRK
Lead candidate: Hajo

The East Frisian Regional Commitee (OFRK) has already served as the nation's inofficially elected provisional government throughout the process of independence. After a long debate the lead figures have decided to adapt the name for the party. The OFRK is considered to be conservative and patriotic. In its platform the word "economy" is very prominent.

The Alliance of East Frisian Trade Unions (AOFG) is an alliance of the modt important workers' organizations of East Frisia. Noticeable members are the Interest Group Bookselling (IGBuch), the Trade Union of Tourist Guides and Other Workers of the Tourism Industry (GFF) and the United Lemonade Sellers (VLV). The AOFG calls itself a socially-minded party. They point out, that the reconstruction of the economy is important, but not more important than the rights of employees.

The Greens are a union of different NGOs commited to natural and environmental preservation, for example the Amateur Ornithologists' Club (HOV), the Union of East Frisian Wadden Sea Hikers (VOWW) and the Watt Worm Protection Organization (WWSO). Their political goal is the preservation of the East Frisian countryside and the climate. This contrasts nearly all other parties' demands for improvement of infrastructure, especially the building of new streets.

The Marxist-Leninistic Alternative for East Frisia (MLA) is not based on non-party organziations. Instead the lead candidate Uko Haytatisna, who is well known through many talk show appearances, has called for a final political abolition of capitalism and creation of a publicly owned economy. East Frisia should "seize the opportunity of independence for revolution", the platform states. It does not refer to the party's understanding of democracy, though.

The Party Free East Frisia (PFO) is that one party, that is vehemently critizised by all the others. Its lead candidate's name is not by accident the same as that of the historical chieftain from the 15th century, who united the East Frisian tribes for the first time. He changed his name to underline his political ideology, which is described as xenophobic. The main topic of the party platform is migration policy as well as sentiments to a more distant relationship to other Nordic Lands, especially Newer Austria.

The Christian Tri-Party of East Frisia (C3PO) is composed of representatives of the three most important Christian denominations in East Frisia, namely the Lutheran Church, the Reformed Church, and the Catholic Church, the latter being especially represented by the Central Commitee of East Frisian Catholics (ZOK). The Churches themselves have not issued a statement during the campaign, though. All party figures officially act outside of their function in the churches.

Economic liberalistic Impulse (WlAn) consists mainly of the former lobbyist societies of East Frisia, who have suffered restrictions for decades and were forced to be resolved years ago. Now they want to shape East Frisian politics - especially economically. During the campaign they made a name for themselves with innovative ideas to resolve the economic crisis, leading to decent chances for today's election.

In ihrem Wahlprogramm taucht sehr oft das Wort "Wirtschaft" auf.

Die Allianz Ostfriesischer Gewerkschaften (AOFG) ist ein Zusammenschluss der wichtigsten Angestelltenverbänden Ostfriesland. Besonders zu nennen sind hier die Interessengemeischaft Buchhandel (IGBuch), die Gewerkschaft der Fremdenführer und anderer Angestellter in der Tourismusbranche (GFF) und die Vereinigten Limonadenverkäufer (VLV). Die AOFG bezeichnet sich selber als soziale Partei. Sie betont zwar, dass die Herstellung der Wirtschaft wichtig sei, aber nicht wichtiger als das Wohl des Arbeitnehmers.
Die Grünen

Ihr politisches Ziel is der Erhalt der ostfriesischen Natur und des Klimas. Dies steht im Kontrast zu fast allen anderen Parteien, die sich für eine verbesserte Infrastruktur, besonders Straßenbau, stark machen.

Ostfriesland solle "die Unabhängigkeit für die Revolution nutzen", so das Parteiprogramm, in dem kein Wort über das Demokratieverständnis der Partei fällt.

Die Partei Freies Ostfriesland (PFO) ist die Partei, die von allen anderen Parteien scharf kritisiert wird. Ihr Spitzenkandidat heißt nicht zufällig wie der historische Häuptling aus dem 15. Jahrhundert, der die ostfriesischen Stämme vereint hat. Er hat seinen Namen ändern lassen, um seine Position zum Ausdruck zu bringen, die allgemein als xenophobisch beschrieben wird. Das Hauptthema des Parteiprogramms ist Migrationspolitik, aber auch die Abgrenzung zu anderen Nordischen Ländern, insbesondere Neuer-Österreich.

Die Christliche Dreier-Partei Ostfrieslands (C3PO) besteht hauptsächlich aus Vertretern der drei am weitesten verbreiteten christlichen Konfessionen Ostfrieslands. Diese sind: die Evangelisch-Lutherische Kirche, die Evangelisch-Reformierte und die Katholische Kirche, hier insbesondere das Zentralkommitee Ostfriesischer Katholiken (ZOK) Die Kirchen selber haben sich aus dem Wahlkampf herausgehalten und betont, dass die Vetreter der Partei dies aus eigenem und nicht beruflichem Interesse engagieren.

Der Wirtschaftsliberale Anstoß (WlAn) setzt sich aus den ehemaligen Lobbyverbänden Ostfrieslands zusammen, die bereits seit mehreren Jahrzehnten starke Reglementierung ertragen mussten und sich vor enigen Jahren komplett auflösen mussten. Jetzt haben sie es sich zum Ziel gesetzt, die ostfriesische Politik - besonders in ökonomischer Hinsicht - mitzugestalten. Während des Wahlkampfes haben sie mit innovativen Ideen zur Lösung der Wirtschaftskrise aufwarten können und sich so gute Chancen für die heutige Wahl erarbeitet.

Military Broadcast.

A military officer appears in the screen on national television.

"It is with holded tears that I announce today the death of our glorious leader CommanderFührer Pavel Ostentov, the CommanderFührer died when he visited the southern exclusion zone, the site of the chemical incident. The CommanderFührer, his bodyguard and a team of the Reich's research group were inspecting the place when a dub shell was found, one of the researchers was analysing it when the shell was accidently dropped resulting in a explosion that left some researchers dead and the Führer injured, after two days in a coma the Commander stopped breathing."

"The CommanderFührer appointed that his son Hans Ostentov was to take his place in ruling the nation. I will now allow the new Führer to speak."

Hans Ostentov appears on screen dressed in a military uniform.

"My father always fought for what he believed was right for the pushkinskayan people, and I plan to follow in his footsteps. I will name myself now Reichführer of the New Reich of Pushkinskaya. My first action will be ensuring the nation's pushkinskayan purity, my father policies in that regard will stand. I will start my plans to achieve peace in the current state of war we find ourselves in, our soldiers want to go home and the bloodshed of pushkinskayans must stop. I will contact the neutral nation of New Austria to start a conference for peace talks in their territory, we are willing to speak with the communists of Sjaelland and Fyn, but even though we seek peace with the communists, our hatred for their ideology will not change.
I seek to expand our economy and war right now will not help us in that goal, we hope that emissaries from both the Skaelland and Fyn and the Baltic Alliance will attend to discuss peace terms. That is all for now and long live the Reich."

ReichFührer Hans Ostentov then leaves and the screen cuts back to the military officer.

"We hope that the new Führer will lead us to glory and to the road of peace and purity. We will go back now to our scheduled programming. Long live the Reich."
