The Merchant Republics: Foreign Embassy Program (OPEN)

Postby The Merchant Republics » Tue Mar 05, 2013 10:30 pm

The Most Serene Celestial Confederation of the Merchant Republics:
Announces the Opening of an Official Diplomatic Program

Image

With the blessing of the Triumvirate and under the guidance of the Grand Committee on Foreign Relations, overseen by Senator Isaac Francis Birmingham, the Council has voted to finally approve a substantive foreign embassy program to open the Republics to greater opportunities with the international and intergalactic communities.

In preparation the Senate has made plans to set aside a great deal of land just outside the capital of Argenopole for the construction of all potential embassies, participants in the Merchant Republic's Embassy Program will be allotted a parcel of land to construct as their embassies as they see fit. A motorway will be constructed between the land, dubbed "The Ambassadorial City" and the capital offices, as well as one directly to the main spaceport. Rail conglomerate Inspera will be constructing a terminal linking the Ambassadorial area to the Argenople city-centre and Central Train Station for Sierrana.

The Merchant Republics has finally opened our nation to official diplomatic relations with the wider international community in the form of an official embassy program. The purpose of which is to establish formal ties with nations which wish to seek our friendship, trade and diplomatic friendship. In the interest of generating goodwill, prosperity and civility between all the peoples of the universe.

Applicant nations will be expected to construct their embassies out-of-pocket unless otherwise agreed to, though the land and road/electrical, network and water connections will all be provided gratis. Naturally all diplomats and consular agents will receive full immunity upon arrival into the Republics.

The Ambassadorial City is to be located directly outside our Capitol, and built around an artificial lake flowing into the Argenic River, there will be a central commercial plaza on the waterfront which shall be designated neutral ground, and serve as a meeting place and a shopping centre for embassy staff, we fully encourage applicant nations to bring along any entrepreneurs who wish to set-up shop there, they will not be subject to any excise or Mercatorum regulation (not that we have any mind you).

There are no restrictions on weapons in the Republics, and as such embassy staff will be permitted to carry weapons outside of their own grounds (although not onto other embassy grounds), requests for heavy-grade weapons on embassy grounds will be approved so long as they are reasonable. Embassies further will be consider sovereign territory of the applicant nation, any and all laws as they apply in respect to your nation will apply on your Embassy grounds.

The Merchant Republics gratefully welcomes nations of all political stripe to apply, the opening of each and every embassy will be presided over by a member of the Triumvirate and a ceremonial gift basket of chocolate and gift certificates will be sent to each ambassador as a gesture of goodwill.

We hope to see a flourishing of international activity in the coming weeks and thank you for your consideration and time in applying.

Note: while the terms and tones of this announcement were written from the perspective of our FT nation, embassy applicants from PMT and MT are welcome and accepted applications will be placed in our PMT variant the Most Resplendent Confederation circa 2013, there are no significant political or economic differences between the two variants.

Naturally, the Merchant Republics readily accepts the Sibirsky Embassy program as is and formally welcomes Ambassador Virginia Glover and Family to our nation.

Grand Chancellor Paul Ocato (PMT), will be officiating the opening ceremony although given the auspiciousness of the opening of our first official embassy, the entire Triumvirate will likely be in attendance, not to mention a substantial amount of other proud public officials.

We are likewise strongly interested in creating formalized trade and political relationships, given our nations' similar political and economic ideals, Sibirsky represents the prime example of those civilized nations with which we intend to establish robust and lasting friendships in the coming years.

Sory Ifg There's some errors in this, I'm not Onmy normalcomputer and this keyboard isn't liking me too much

The embassy application of Maryginia is of course accepted as a long-standing friend of the Republics.

The embassy grounds somewhat unconventionally will be allotted space suitable for a pasture. The rest of the land will be suitable for all other desired constructs.

Ambassador Jaac Lerates is formally welcomed into the Republics as is his lovely wife and daughter, we hope that they enjoy their time and find it conducive to the service of both of our nations.

The republics can only benefit from expanded political and economic ties with Maryginia.

Dear Sir or Madam:

We have filled out and attached an application for the The Most Serene Celestial Confederation of the Merchant Republics in order to establish harmonious and fruitful relationships.

Overview
Nation Name (Official): The Social Republic and Scientific Collectives of Frenequesta
Government Type: Semi-Federal Technocratic Republic, Multihead Executive
Head of State: Minister Advisor and President Gunther Zuroweste
Head of Government: The Ministry Council of Frenequesta, of which Zuroweste is a part.
Head of Foreign Affairs: Minister of Foreign Affairs and the Economy Vishton Smalls

Diplomatic Intentions
Does your nation have a dominant political ideology (if so what?): If by "dominant" you mean majority, then we'd say the Socialist Republicans, a rather middle-of-the-road center-left party generally supported by the middle and intellectual classes. Some scholars are attempting to integrate the opinions of as many political and social philosophers, past and present, as possible into what some commentators/critics call "Synthetic Neo-Rawlsian Ponyism" but there is no intention of it ever being official and therefore dominant by default, and in any case the scholars are still rather fragmented. If you mean "state-controlled/endorsed", then of course not-- we know better.
Current Diplomatic Relations with the Celestial Confederation (If Any) : None formally, have had some contact via relations with Kreanoltha and others.
If none, do you desire a formal political relationship with the Republics? Yes, but no alliances other than trade or weapons production agreements.

Does you nation have a prominent economic ideology: The Socialist Republicans, as do their allied but more extreme Novelty Party, favor a highly engineered approach to the economy, maximizing economic gains while preserving the environment, controlling any negative externalities, and maintaining a reasonable level of income equality.
Current economic ties with the Merchant Republic: None formally at the moment. Before any international economic relationships are forged, we require any business in our borders that wishes to trade beyond what the federal government formally has economic relationships with to form a separate company (for a far smaller fee and a simpler application than we would if starting the initial business itself) or join a "corporate trading port" under general industry lines. Although we're not allowed under these circumstances to ask what countries the companies are trading with for privacy reasons, we do require them to label the country of origin, so we do have some goods coming in from the Merchant Republics and are actually quite popular. (And in case you're wondering, some businesses actually rally against the government establishing diplomatic ties with certain nations for this reason, although usually in such cases the Socialist Republican, Novelty, and Prosperity (the more "libertarian/free-market" party of Frenequesta) are willing to agree on a free-trade proposal before diplomatic relationships are formally established to eliminate this problem. While this bureaucratic plot-hole still is on the books, most commentators, speculators, and bookmakers predict the law will be reconciled with ordinary market practices within one year.)
If none, do you desire a formal trade relationship with the Republics? Certainly, although our tariff policies may be subject to the whim of the Popular Legislature. We'll get our MFAAE lawyers to try and find a law to override whatever tariff they pass if necessary, although that shouldn't be necessary because the Ministry Council still has to approve the bill and they are under oath to review all relevant law before they make the bill law.

What does your nation think of the Merchant Republics? The Office of Impromptu Statistics reports that 65% of the population have a "very favorable" or "favorable" view of the Merchant Republics. The Ministry of Foreign Affairs and the Economy considers the Merchant Republics as a paragon of capitalist/libertarian ideals, although we may disapprove of several views on economics (as you probably could tell, our economy is far more stringently regulated than yours), but deeply respect (and admittedly, admire) many of its social ideals and fundamental faith in individual freedom, social, economic, or otherwise. As a sidebar, Mercatorum taste in fashion, architecture and music is remarkably similar to that of our own nation in general and artists have been widely influenced by it, although we tend to ditch the friezes, and Greco-Roman architecture is sometimes found to be in "pretentious taste" to the point where communities may outright prohibit the style (don't worry, we've got lawsuits pending over that) and jazz music from the 1940's is not quite as popular as those from the 1900's-1920's.
Do you desire that we join your embassy program? (provide link) Unless our bureaucrats/computers overlooked our current files, we don't have any record of you in our embassy database, so if you can find yourself at our link, you don't have to fill out another form, but otherwise, of course, YES.

Ambassadorial Information
Ambassador's Name: Earl C. (Camille, you can address him as such) Maddox
Ambassador's Family (if accompanying): Fang Gongsan Maddox (wife), Isolde Jacqueline Maddox (daughter), Pearl River Maddox (Daughter), Sheldon Armstrong Maddox-Newton (nephew staying with uncle while parents are under our witness protection program.)
Additional Information (Security/Health Concerns, Quick Bio): A graduate of the now-defunct Christensen University with a B.A. in Microbiology, an M.A. in Political Science with a minor in International Relations, Earl worked a triple job as a researcher at the Metaforms Collective, the nation's largest biotech firm, and the Ministry of Foreign Affairs and the Economy as a diplomatic correspondence bureaucrat as well as an interpreter of foreign Russian and Chinese Documents (English is his native language though). Aside from a brief stint as an attache to Advancement of Man, this is his first formal diplomatic assignment. He has a reputation for learning languages in a remarkably short period of time, so any language that he has to learn whilst in the Mercatorum he can usually get a good gist of it in a week or two.

Embassy Location and Construction
Requested Area (in sq.km or acres): 0.00809371 sq km (2 acres)
Requested Terrain (mild hills, riverside and flat land are all available, currently area is covered in temperate forest) We'd actually prefer a flat urban landscape, as close to the city limits of Argenopole as possible. If that's impossible could we inquire about zoning variances in the city (if zoning laws exist there, of course, which we don't seem to be able to find)?
Basic Embassy Layout (What buildings will be constructed on the land, and for what purpose): A four story townhouse will be the main embassy building covering the front 3/4 of the land facing whatever street it will be on. A swimming pool covering half the base area of the embassy building ought to be constructed in its foundation, and there should be a greenhouse and an observatory next to each other (we don't care left or right) in the back of the embassy building.
Walls and Other Security Features: We'll bring along a force field fence for the perimeter with a floating button for visitor entry.
Additional Requests: None.

Embassy Staff
Diplomatic Staff: 17 (One general diplomatic minister, two economic attachés, two cultural attaches, two science attaches, one press attache, one legal attache, one chargé d' affaires, six secretaries)
Security Staff: 5 members of the FMFAE Security Corps
Service Staff: 19 (three cooks, three butlers, one receptionist, one physician, two janitors, one chauffeur, four pages, two violinists, one violist, one cellist (the latter four forming our string quartet))
Will Service Staffing Be Done Locally? Yes, except for the physician and the string quartet.
Security Armaments (Small Arms): 5 Zammt-30Bs (similar to a Taurus Millennium PT-145)
Special Weapons Requests (Armored Vehicles/Crew Served Weapons): None
Civilian Vehicles and Transportation: Two 2214 Camelyarde Prestiges (an executive car similar-looking to a 2008 Škoda Superb B6 and runs on electricity or a hydrogen fuel cell). Freneq Diplomats are usually advised to utilize local public transport whenever possible/appropriate. If unavailable, we'll bring some bikes as well.

Miscellaneous
Additional Requests and Information: All embassy staff from Frenequesta proper, excepting Maddox because he has shown time and time again that he doesn't need it (except when he forgets to brush his teeth every so often), has a cybernetic chip in his or her brain to aid with learning speed and memory. We will send your government information on the operation of these devices and instructions for possible malfunctions and their warning signs.
Will your nation be confiscating contraband on Embassy Grounds, if so what constitutes Contraband in your nation (drugs, alcohol, weapons) We won't allow any sort of weapon other than penknifes and even then not beyond a certain length. (We're more liberal with weapons on our home turf, but since embassy property is still government property we are a little more strict, naturally.) Other than that drugs (except for the harder sort) and alcohol are welcome and sometimes encouraged (our science attaches are actually trained to be able to take any drug and tailor it to match any person's own bodily functions so to minimize possible long-term harms).
Further Questions: We'd ask about the popularity of a book by a very well-known and influential late twentieth-century libertarian philosopher with your nation, but after reading over the actual history and structure of the Mercatorum we decided not to bother-- and admitted to ourselves it would be irrelevant anyway-- you're good enough not to let deep-seated political biases cause misunderstanding with us, and we train ourselves not to as well. (And just to clarify it isn't banned-- in fact nearly every Frenequestan schoolchild can lay out its main arguments by time they go to high school, and it still sells well after 200 years of publication.)

Thank you for considering our application; we await your reasonably swift reply.

Sincerely,

Vishton Smalls

Secretary of Foreign Affairs and the Economy, Frenequesta

Official Dispatch to the Foreign Affairs Secretary, Vishton Smalls, on behalf of the Most Serene Confederation in regards to your embassy application.

Before we go into any detail, our Chairman, Isaac Birmingham would like to first commend you on what is, in our opinion the most fleshed out and exemplary application we have yet received. It was nothing less than a pleasure to read* and made very clear how best we can proceed with our future relations.

The decision to grant Frenequesta's embassy application is naturally approved, your ambassador Earl C. Maddox, his family and staff and the people of your nation are welcomed by the Mercatorum in the full spirit of amicable cooperation and friendship. The Frenequestan people appear to be of the sort of civilized stock we commend of any nation, even if some members of this board and the Council find certain economic practices within your government to be disagreeable. None are so severe as to dampen our appreciation of the culture and liberty demonstrably present in your people, and the unimpeachable benefits of trade and peaceful cooperation.

There are no major caveats to the application, but naturally we have some questions as well as things we must elaborate on.

- Your request for a more urban location can be done, but neither cheaply nor conveniently. Land within the city of Argenople-proper is of such a value that within the city core, most buildings have multiple raised walkways and viaducts just to accommodate traffic. A townhouse of the size you requested would frankly not have room. This of course why we bothered with constructing the ambassadorial village at all. We do assure you that while right now it is quite sparsely populated and empty, as the requests come in and new embassies are formed, it will take on a much more urban feeling, not to mention the presence already of the commercial plaza, which is a small urban center in itself.
The closest place to the city-proper on the market is currently being bid on in multi-million aurei, (our main wealth-store currency based in gold). and in fact, it's not even much closer to our government offices.
If you should choose the ambassadorial village, we will make sure to place your embassy close to our commercial plaza and to the rail station so that your people may easily access the city. The village is at any rate, the same distance from the capital as most of the suburbs and sleeper communities, it's been built specifically in what constitutes our de-facto green belt.
If you should insist on the urban location, we will attempt to purchase it for you from our own treasury, and if successful* it will be provided for gratis. But we do not recommend it.
*there are no powers of eminent domain, especially at the Confederation level, so we actually could not even guarantee you the land. The Republic of Argenople is sympathetic, but it is unlikely that a vote to even ask for the land would be seriously considered by their forum.

- As a further point on the matter, an urban location would require that you add an additional underground parking garage to your plans, as the only road connections are subterranean. Further to the point, most urban locations are going to be terrible for stellar observation. The light from the city makes it all but impossible to see, even where a building does not directly obscure your vision.
- Bikes will likely not be necessary, no matter where you choose to place your embassy mass-transit is ubiquitous in the Republics, both in terms of light and subterranean rail lines as well as shuttle buses. Not that you can't bring your bikes, despite the picture we often paint of the ultimate urban environment, we do have quite a lot of bike paths through the inner city parkland and plenty of nature trails close to the ambassadorial village. Unfortunately however they aren't street legal, and we are not used to them being ridden on pedestrian walkways. Passes for mass transportation will be included in the embassy package for all diplomatic officials, although service staff will have to pay.
- Your request that weapons be restricted to nothing larger than a pen-knife will need to be clearly posted in signage at the main gate to your grounds, expect frequent accidental violation. If you would like we possess a technology capable of scanning persons for the presence of most firearms and weapons, if you already possess such technology we will make sure to present you with the digital identification tags of most common Mercatorum personal firearms.
-Expanding on that, any weapons confiscated should if they are not to be returned immediately on departure, be tagged with the owners information and sent with haste to the local police station (or ambassadorial constabulary) for retrieval there.
- Usually a string or brass band would be provided gratis to play during the grand opening of your embassy, but in light of your request to bring along your own, we would like to graciously invite them to provide the musical entertainment for the evening.
- The Ambassador's nephew Sheldon Maddox, you mentioned is accompanying his uncle while his parents are in your nation's witness protection, there is no problem with regards to his status or invitation to come to the Confederation, but if the relevant witness protection program would like to forward any details regarding the persons they are being protected from, we would make certain that our own law-enforcement agencies could prevent any such persons from making threats against Sheldon or the Ambassadors family. This is of course, an offer not a request.
- English is spoken universally in the Republics, though our dialect can be rather strong, we doubt there will be any need to dedicate much time to learning it. The dialect is usually referred to by us in common vernacular as "Trade" or "Terran", although just calling it English will only seldom garner side-ways looks.

- Further dialogue on the establishment of formal economic and political relations will have to be scheduled, though we likewise we feel an alliance would be unwise, and at any rate we typically avoid such engagements as they tend to be quite antithetical to lasting peaceful cooperation and trade relations we have found.
-The establishment of trade relations is first on the council's agenda, although we must say we do not fully comprehend the complexities that seem to make up Frenequestan economic and trade policy. We are at least quite glad that some of our goods have already made it to your markets, such a reputation will make for an excellent launching board to further trade between our peoples and we would very much like see to established some manner of free-trade agreement within the near future. We can assure that the presence of Frenequestan goods exist here in our own nation, although as far as we understand, most have come through third-party national importers.
- In reference to that, we would request that the Frenequestan ministries involved in economic policy and foreign trade provide a copy of their current regulatory measures, guidelines and protocol so that we might disseminate them to our commerce guilds and businesses, we will gratefully respond with a current list of the business and labor standards currently endorsed by the Mercator Society and Faborum Union. (though the guidelines and indeed membership within either guild is strictly voluntary, we do encourage foreign businesses to adhere to them, as both represent the minimal acceptable guidelines with regards to lawsuits and businesses which fail to adhere will face difficulties with finding investment capital and reliable labor.
- There is a small (read miniscule, 1%) tariff on nations without a free-trade agreement, levied by the Confederation upon entering our space. It is usually the first thing we offer to eliminate in any trade agreement, it's more or less a service fee for keeping our trade lanes secure.

- The Mercatorum possess a similar technology to the cybernetic chips that you have spoken of, though we will still accept any information you send, as there most certainly will be differences in hardware and software.
- It's simply a feel-good fact that we threw together, but a quick poll of the Council and the Argenople Republic, found a more or less positive view of Frenequesta, a majority thought well of your nation. Which is surprising, considering most of our population tends to consider people from nations who don't wear ties to be unworthy of respect, let alone have a government run by a party with "socialist" in the name. Cultural similarities will do that.
- Ayn Rand's novels aren't quite so popular as you'd imagine. They are of course popular, the Chairman, the Triumvirate and most of the Council could easily be said to have read it. Still, not everyone of them would say they liked it. Some would even strongly disagree with it. Now we don't take kindly to book burning, or any kinds of prohibitions, but if you scoff at finding a copy* of her books in one of our diplomats' offices, we wouldn't particularly take offense.
*(OOC: Frankly, even if I agree with her here and there, I have to say Atlas Shrugged isn't golden, I found myself constantly wondering what sort of person possibly thinks the way her characters do, they often border on the psychotic.)
- If we understood the inferences correctly, is it true your nation has anthropomorphized ponies? Because, despite being adorable, awesome friendly and magic. We have simply no idea how to accommodate such creatures or their behaviors, not that it will matter in the long term. We just want to avoid the potential political disaster of forcing some important talking pony to take a cargo seat on a shuttle.

We do apologize for the short delay** in relaying our message and we hope to establish a lasting relationship with Frenequestan nation. The opening ceremony for your embassy will be officiated by the Grand Chancellor, Cassandra Samnite Owens, although we suspect that many of our high-ranking politicians will attend out of nothing less than curiosity.

With thanks for your time and patience, and warm welcome,
Isaac Birmingham, Chairperson for the Grand Committee of Foreign Relations.

*OOC: If there were some sort of point system, I would give you +100 for using "The Mercatorum" when referring to our nation, clearly you've read my posts. Although -5 points off, because The Mercatorum refers exclusively to the people of the Merchant Republics, it's the nation but not the state. You live in the Merchant Republics, you live within or among the Mercatorum. But since that's so esoteric I hate myself just for pointing it out, you still get top marks and all that. :D
**Imma blame SimCity 5, and a major essay for my online course, but the truth is honestly, I just didn't think to check in this week for no good reason... Apologies.

Further Questions:

The Merchant Republics gratefully accept the Embassy Application of Neu Engollon as presented. Before we continue with the pleasantries and welcomes, there are a few notes;

- Currently there are no pre-fabricated embassy buildings, we've been constructing them on request. Since you have stated that you are not looking for anything particular, we will be constructing a four-story townhouse in the style of a traditional Mercatoran Villa, there will be an accompanying 8 car garage, there is room for a pool or a decorative garden in the outdoor atrium. There will be a guesthouse suitable for housing some 20 visitors and a gatehouse that will act as the main entrance to your embassy. The walls around the facility will be constructed to your specifications. There will be a small helipad located on top of the garage and connected to the main-building by a walkway.
- We will require to place visible signage in-front of your gatehouse to indicate that weapons and narcotics should be declared and confiscated before entry. Expect frequent accidental violations.

We admire Neu Engollon's commitment to neutrality, we share like-minded values, we were for a long-time an insular nation, neutral by default of our own hermetic nature on the world stage. We still like to think ourselves stewards of that mindset, though we have become more open to international cooperation.
We say this so that you may rest assured that any economic ties and friendships that develop between are nations will not be used to leverage any political ends from you. We hope to quickly establish solid trade ties with your people so that we might both develop peacefully and fruitfully.

Your ambassador Christophe Auguste and his (unnamed) wife, are officially welcomed into the Confederation as are all other staff, and of course any future visitors between our nations.

Should all this be to your satisfaction we will be able to open your embassy within the next month, the opening ceremony will be officiated by our Grand Chancellor and the rest of the Triumvirate will be in attendance. We hope that our notes will be to your satisfaction and that this will mark the beginning of enduring friendship between our nations.

With respect and welcome, Isaac Birmingham, Senator and Chairman for the Foreign Relations Grand Committee

Regarding Embassy and Ambassador-- Your request for a more urban location can be done, but neither cheaply nor conveniently.

Regarding Diplomacy and Trade-- Further dialogue on the establishment of formal economic and political relations will have to be scheduled, though we likewise we feel an alliance would be unwise, and at any rate we typically avoid such engagements as they tend to be quite antithetical to lasting peaceful cooperation and trade relations we have found.

Other Requests and Miscellanea-- The Mercatorum possess a similar technology to the cybernetic chips that you have spoken of, though we will still accept any information you send, as there most certainly will be differences in hardware and software.

Apologies.

Ministry of Foreign Affairs

Dear Chairperson Birmingham:

We gladly appreciate your reply to our application and hope relations will be much smoother pending formal embassy establishment.

As to your concerns, we will remain in the ambassadorial village to save your government(s) the trouble of coordinating alternate land arrangements. In any case the exchange rate between syncs (our currency) and aurei is a bit high so we are reluctant to make purchase. Hence we will opt for the area near the commercial plaza and rail station we hereby rescind the observatory request. In addition, we hereby rescind the observatory request. Astronomy is more or less a fleeting hobby for Maddox, and admittedly did not consider the implications of light pollution for his proposal.

We will send you the information about the persons Sheldon is to be protected from as well as a copy of Frenequesta Trade Bureau Policy Compendium (2224 Edition) to your government, in both hard and electronic copies for your reference and to the benefit of your merchants. We will also regularly update you on Haupttribunal interpretations of these measures as they may impact trade routes.

As to the books, we were actually referencing Robert Nozick's Anarchy, State, and Utopia (the reference to Rawls in the 'dominant political ideology' section we thought would give you a concrete clue, if somewhat cryptic), although Rand is certainly still remembered in our universe, if not required reading. We apologize for not being so explicit (but even then we weren't expecting you to actually answer the question; and it was just added on the insistence of one of the more politically rabid members of the Ministry of Foreign Affairs and the Economy Subcommittee of which I am a part and have a role in creating every embassy application).

And yes, we do have magical talking Ponies in our nation. One of the science attaches we have sent, Quartz Miner, is indeed a Unicorn Pony. We'll be sure to equip her with ways to ensure more comfortable accommodations should such circumstances arise. We'll admit, and she'll tell you, that Freneq infrastructure has not completely adapted to the recent influx of Pony immigrants, so she'll certainly understand that your intentions are not likely malevolent or discriminatory.

Again, we thank you for your reply. We currently have your embassy application awaiting final approval, so expect a response in due time.

Sincerely,

Vishton Smalls

(though the guidelines and indeed membership within either guild is strictly voluntary, we do encourage foreign businesses to adhere to them, as both represent the minimal acceptable guidelines with regards to lawsuits and businesses which fail to adhere will face difficulties with finding investment capital and reliable labor.
- There is a small (read miniscule, 1%) tariff on nations without a free-trade agreement, levied by the Confederation upon entering our space. It is usually the first thing we offer to eliminate in any trade agreement, it's more or less a service fee for keeping our trade lanes secure.

Other Requests and Miscellanea-- The Mercatorum possess a similar technology to the cybernetic chips that you have spoken of, though we will still accept any information you send, as there most certainly will be differences in hardware and software.

Apologies.

Ministry of Foreign Affairs
21 Hutchinson Street, Neue Bayreuth
41-662-1, Frenequesta, Aprioriposterori

Secretary of Foreign Affairs and the Economy, Frenequesta

Since everything is dealt with, I'll forgo the formalities and just speak OOC:

There I go, leaping to assumptions. I've read a few of his excerpts in my internet libertarian journeys, but never got around to reading any of his books. Honestly, I just figured you meant Rand because she's more mainstream and tends to be more controversial. If I said Robert Nozick's name in a room, most people would assume I'd sneezed. Indeed if you hadn't mentioned the book specifically, I probably wouldn't have even connected anything to the name at all.

Also ponies... yay! I've toyed with the idea of pony immigration, ultimately I decided I'd like to keep my nation a little more... serious than I could reasonably expect to with a pony population. I do have a puppet called "The Equestrian Republics" which is my ponified version of the Republics. Not that it will be at all a problem to accommodate your pony staff.

There are of course, plenty of observatories in the Argenople Republic alone, I'm sure they'd all be thrilled to offer a life-time membership to a foreign ambassador. Not quite the same as a private one though.
Your Resident Gentleman and Libertarian; presently living in the People's Republic of China, which is if anyone from the Party asks "The Best and Also Only China".

Diplomatic Intentions
Does your nation have a dominant political ideology (if so what?): Techno-Libertarianism would probably be the most popular one. We're very much a free, forward thinking nation.
Current Diplomatic Relations with the Celestial Confederation (If Any) : None present.
If none, do you desire a formal political relationship with the Republics? We certainly would be interested in research agreements between our respective governments. Intelligence is the prime dealing of ours!

Does you nation have a prominent economic ideology: Yeah, Industrial-Free-Market
Current economic ties with the Merchant Republic: Unless your nation uses thorium; we buy it. Large quantities, too. Most of the time, cheap, because so few use it. Otherwise, there's probably some trade back and forth between private companies. We don't really keep track.
If none, do you desire a formal trade relationship with the Republics? Well, if there's a lot of nuclear energy trade. We import nuclear fuel and export energy on the state level. That's the only "official" trade we engage in.

What does your nation think of the Merchant Republics? So far, we've had a rather positive impression of the Merchant Republics. The average person is neutral-positive on the nation.
Do you desire that we join your embassy program? (provide link) We have no embassy program going at the moment. If we decide to arrange for one, we'll be sure to let you know!

Further Questions:

With regards to the nation of Umbrac Ac Silentium from the desk of Isaac Birmingham,

The Grand Committee for Foreign Affairs has unabashedly and unanimously approved the application for your embassy, we are eager to welcome the entire ambassadorial council and the construction of your embassy. Umbrac ac Silentium appears to be in the very best sense the picture of the nation we had hoped to established ties with through our embassy program, we hope that the formation of this embassy will serve to cement economic cooperation and cultural exchange between our nations, we also wish to see established a scientific trust between our two nations in accordance with your own request.

We naturally have some notes and questions:
- Firstly, regarding the requested land for your embassy, while we are capable of comply with the request it will have to be placed a little outside the limits of the ambassadorial village and unfortunately there is no area of that size that is completely flat, given that the landscape around our capital is quite hilly, however we must question why it is that the full 80x50 km area is needed? Given that your intention is to construct a skyscraper that will house all of your amenities, the standard lot size of the ambassadorial village would more than accommodate such a construction and is of course fully flatten land. Regardless of your intention for the land you are of course welcome to purchase and develop it yourself even in addition to any plot you might use in the ambassadorial village proper. This is I stress, a question first and a caveat second. We can make room for it, but we want to make sure there has not been any error.
- Your request to waive diplomatic immunity is granted; although the particular nature of law in the Republics already more or less waives it. Diplomatic immunity as far as the Confederation is concerned is merely that we will not allow any Republic to brand a diplomat as "outlawed", they could still be summoned by a court, but they attendance and any ruling on the matter becomes optional. Hopefully we will never come to such an extreme situation where we must choose to outlaw a diplomat from your nation, but if it should we will consult with your government nonetheless.
- A list of the finest of our educational institutions and libraries will be provided in your ambassadorial "gift basket" gratis, education and erudition are celebrated not just as careers but life-time hobbies in the Republics. Within just the capitol we have three separate universities and numerous technical colleges, of particular note is the Exodus Memorial Library, the biggest in the region and the likewise notable Noah Callaway University. We have taken the liberty of contacting the deans of the nearby universities, several of them have expressed their eagerness to have you tour their facilities.
- Gas masks aren't mass-manufactured in the Republics, most of the times where a gas mask would be needed we just use hermetic suits, however we are the Mercatorum, if there isn't someone in the Confederation that makes the finest gas masks this side of a SARS epidemic, then I'll eat my favourite hat. One of our councillors has made it a personal mission of his to track down this mask-manufacturer to provide you with an adequate supply.
- Regarding the prevalent use of gas masks by your people, we will make sure to brief all of our diplomatic envoys and any security staff so that they will be adequately prepared for the arrival of your ambassadors and people, I'm certain that in time we will learn to see past the masks so to speak.
- The Mercatorum are already net-producers of nuclear energy and nearly entirely reliant on nuclear power (offset here and there by solar and wind energy), although trade of thorium and other nuclear materials is certainly not out of the question.
- Regarding your intention for a technological pact, the Confederation absolutely supports such a trade of technology and cooperation in research, although there isn't much in the way of government-funded research, the Council has been approaching leading research think-tanks about forming a long-term technological pact.

With all that said, I would like to, on behalf of the Confederation, the Triumvirate and the Mercatorum people formally welcome your nation to the embassy program and I look forward to meeting personally with each of your ambassadors, the Triumvirate will also be interested in meeting with the ambassadors and there families personally. We hope to see your embassy completed soon and the quick progression of cultural cooperation and friendship between our peoples.

With respect and welcome, Isaac Birmingham, Senator and Chairman for the Foreign Relations Grand Committee

With respect and welcome, Isaac Birmingham, Senator and Chairman for the Foreign Relations Grand Committee

We sincerely thank you for the well wishes and the complements, Senator. We are glad this has such profound acceptance by your entire committee. We know the rarity of such situations, dealing with the democratic system on a daily basis. We sincerely appreciate the gesture.

We will be happy to answer any and all questions you might have for us.
We do indeed apologize for the land request. It was intended to be only meters of land requested. Our editor was born outside of Umbra Ac Silentium, and was only raised with the Imperial System. As such, ze failed to catch this rather large error. If that would be an acceptable lot of land, then, we would gladly do construction within the village.

We understand and appreciate the sentiments. We do not expect our diplomats to pose any problem for your nation at all. If they begin to, contact us immediately.

We are quite pleased to hear the similarities of our cultures in this regard. In our own nation, people rarely leave the education system entirely. After retiring, we'll often spend the rest of our days in the university halls. The ambassadors are equally eager to take the tours offered them. They'll glad take them once they're settled in over at the embassy.

We thank you for the generosity. We of course would be willing to transport our own over to the embassy, costing you nothing. However, we will leave that up to you to decide.

We thank you for allowing the use of gas masks. It is seldom that we encounter a nation willing to look past them. We understand their reasons; however, the gas masks are so frequently used it would almost be like walking about with no undergarments for the average person. You have our gratitude.

We hope that we might be able to establish a nuclear trade. Especially with the potential for technology trading, we are sure we might be able to devise new generations of power plants together.

Interacting with private research facilities would be perfectly acceptable to us. Many of our best researchers are located within them as well. Please contact us when the details for this are finalized.

Our ambassadors likewise express their eagerness to meet you, and we look forward to our nation's very promising relationship. Best of wishes to you.
