Announces the Opening of an Official Diplomatic Program

With the blessing of the Triumvirate and under the guidance of the Grand Committee on Foreign Relations, overseen by Senator Isaac Francis Birmingham, the Council has voted to finally approve a substantive foreign embassy program to open the Republics to greater opportunities with the international and intergalactic communities.

In preparation the Senate has made plans to set aside a great deal of land just outside the capital of Argenopole for the construction of all potential embassies, participants in the Merchant Republic's Embassy Program will be allotted a parcel of land to construct as their embassies as they see fit. A motorway will be constructed between the land, dubbed "The Ambassadorial City" and the capital offices, as well as one directly to the main spaceport. Rail conglomerate Inspera will be constructing a terminal linking the Ambassadorial area to the Argenople city-centre and Central Train Station for Sierrana.


The Merchant Republics has finally opened our nation to official diplomatic relations with the wider international community in the form of an official embassy program. The purpose of which is to establish formal ties with nations which wish to seek our friendship, trade and diplomatic friendship. In the interest of generating goodwill, prosperity and civility between all the peoples of the universe.

Applicant nations will be expected to construct their embassies out-of-pocket unless otherwise agreed to, though the land and road/electrical, network and water connections will all be provided gratis. Naturally all diplomats and consular agents will receive full immunity upon arrival into the Republics.

The Ambassadorial City is to be located directly outside our Capitol, and built around an artificial lake flowing into the Argenic River, there will be a central commercial plaza on the waterfront which shall be designated neutral ground, and serve as a meeting place and a shopping centre for embassy staff, we fully encourage applicant nations to bring along any entrepreneurs who wish to set-up shop there, they will not be subject to any excise or Mercatorum regulation (not that we have any mind you).

There are no restrictions on weapons in the Republics, and as such embassy staff will be permitted to carry weapons outside of their own grounds (although not onto other embassy grounds), requests for heavy-grade weapons on embassy grounds will be approved so long as they are reasonable. Embassies further will be consider sovereign territory of the applicant nation, any and all laws as they apply in respect to your nation will apply on your Embassy grounds.

The Merchant Republics gratefully welcomes nations of all political stripe to apply, the opening of each and every embassy will be presided over by a member of the Triumvirate and a ceremonial gift basket of chocolate and gift certificates will be sent to each ambassador as a gesture of goodwill.

We hope to see a flourishing of international activity in the coming weeks and thank you for your consideration and time in applying.

Naturally, the Merchant Republics readily accepts the Sibirsky Embassy program as is and formally welcomes Ambassador Virginia Glover and Family to our nation.

Grand Chancellor Paul Ocato (PMT), will be officiating the opening ceremony although given the auspiciousness of the opening of our first official embassy, the entire Triumvirate will likely be in attendance, not to mention a substantial amount of other proud public officials.

The embassy application of Maryginia is of course accepted as a long-standing friend of the Republics.

The embassy grounds somewhat unconventionally will be allotted space suitable for a pasture. The rest of the land will be suitable for all other desired constructs.

Does your nation have a dominant political ideology (if so what?): If by "dominant" you mean majority, then we'd say the Socialist Republicans, a rather middle-of-the-road center-left party generally supported by the middle and intellectual classes. Some scholars are attempting to integrate the opinions of as many political and social philosophers, past and present, as possible into what some commentators/critics call "Synthetic Neo-Rawlsian Ponyism" but there is no intention of it ever being official and therefore dominant by default, and in any case the scholars are still rather fragmented. If you mean "state-controlled/endorsed", then of course not-- we know better.
Current Diplomatic Relations with the Celestial Confederation (If Any) : None formally, have had some contact via relations with Kreanoltha and others.

Does you nation have a prominent economic ideology: The Socialist Republicans, as do their allied but more extreme Novelty Party, favor a highly engineered approach to the economy, maximizing economic gains while preserving the environment, controlling any negative externalities, and maintaining a reasonable level of income equality.

Before any international economic relationships are forged, we require any business in our borders that wishes to trade beyond what the federal government formally has economic relationships with to form a separate company (for a far smaller fee and a simpler application than we would if starting the initial business itself) or join a "corporate trading port" under general industry lines. Although we're not allowed under these circumstances to ask what countries the companies are trading with for privacy reasons, we do require them to label the country of origin, so we do have some goods coming in from the Merchant Republics and are actually quite popular. Other than that drugs (except for the harder sort) and alcohol are welcome and sometimes encouraged (our science attaches are actually trained to be able to take any drug and tailor it to match any person's own bodily functions so to minimize possible long-term harms).
Further Questions: We'd ask about the popularity of a book by a very well-known and influential late twentieth-century libertarian philosopher with your nation, but after reading over the actual history and structure of the Mercatorum we decided not to bother-- and admitted to ourselves it would be irrelevant anyway-- you're good enough not to let deep-seated political biases cause misunderstanding with us, and we train ourselves not to as well. Before we go into any detail, our Chairman, Isaac Birmingham would like to first commend you on what is, in our opinion the most fleshed out and exemplary application we have yet received. It was nothing less than a pleasure to read* and made very clear how best we can proceed with our future relations.

The decision to grant Frenequesta's embassy application is naturally approved, your ambassador Earl C. Maddox, his family and staff and the people of your nation are welcomed by the Mercatorum in the full spirit of amicable cooperation and friendship. The Frenequestan people appear to be of the sort of civilized stock we commend of any nation, even if some members of this board and the Council find certain economic practices within your government to be disagreeable. None are so severe as to dampen our appreciation of the culture and liberty demonstrably present in your people, and the unimpeachable benefits of trade and peaceful cooperation.

There are no major caveats to the application, but naturally we have some questions as well as things we must elaborate on.

- Your request for a more urban location can be done, but neither cheaply nor conveniently. Land within the city of Argenople-proper is of such a value that within the city core, most buildings have multiple raised walkways and viaducts just to accommodate traffic. A townhouse of the size you requested would frankly not have room. This of course why we bothered with constructing the ambassadorial village at all. We do assure you that while right now it is quite sparsely populated and empty, as the requests come in and new embassies are formed, it will take on a much more urban feeling, not to mention the presence already of the commercial plaza, which is a small urban center in itself.
The closest place to the city-proper on the market is currently being bid on in multi-million aurei, (our main wealth-store currency based in gold). and in fact, it's not even much closer to our government offices.
If you should choose the ambassadorial village, we will make sure to place your embassy close to our commercial plaza and to the rail station so that your people may easily access the city. The village is at any rate, the same distance from the capital as most of the suburbs and sleeper communities, it's been built specifically in what constitutes our de-facto green belt.
If you should insist on the urban location, we will attempt to purchase it for you from our own treasury, and if successful* it will be provided for gratis. But we do not recommend it.
*there are no powers of eminent domain, especially at the Confederation level, so we actually could not even guarantee you the land. The Republic of Argenople is sympathetic, but it is unlikely that a vote to even ask for the land would be seriously considered by their forum.

- As a further point on the matter, an urban location would require that you add an additional underground parking garage to your plans, as the only road connections are subterranean. Further to the point, most urban locations are going to be terrible for stellar observation. The light from the city makes it all but impossible to see, even where a building does not directly obscure your vision.
- Bikes will likely not be necessary, no matter where you choose to place your embassy mass-transit is ubiquitous in the Republics, both in terms of light and subterranean rail lines as well as shuttle buses. Not that you can't bring your bikes, despite the picture we often paint of the ultimate urban environment, we do have quite a lot of bike paths through the inner city parkland and plenty of nature trails close to the ambassadorial village. Unfortunately however they aren't street legal, and we are not used to them being ridden on pedestrian walkways. Passes for mass transportation will be included in the embassy package for all diplomatic officials, although service staff will have to pay.
- Your request that weapons be restricted to nothing larger than a pen-knife will need to be clearly posted in signage at the main gate to your grounds, expect frequent accidental violation. If you would like we possess a technology capable of scanning persons for the presence of most firearms and weapons, if you already possess such technology we will make sure to present you with the digital identification tags of most common Mercatorum personal firearms.
-Expanding on that, any weapons confiscated should if they are not to be returned immediately on departure, be tagged with the owners information and sent with haste to the local police station (or ambassadorial constabulary) for retrieval there.
- Usually a string or brass band would be provided gratis to play during the grand opening of your embassy, but in light of your request to bring along your own, we would like to graciously invite them to provide the musical entertainment for the evening.
- The Ambassador's nephew Sheldon Maddox, you mentioned is accompanying his uncle while his parents are in your nation's witness protection, there is no problem with regards to his status or invitation to come to the Confederation, but if the relevant witness protection program would like to forward any details regarding the persons they are being protected from, we would make certain that our own law-enforcement agencies could prevent any such persons from making threats against Sheldon or the Ambassadors family. This is of course, an offer not a request.
- English is spoken universally in the Republics, though our dialect can be rather strong, we doubt there will be any need to dedicate much time to learning it. The dialect is usually referred to by us in common vernacular as "Trade" or "Terran", although just calling it English will only seldom garner side-ways looks.


- Further dialogue on the establishment of formal economic and political relations will have to be scheduled, though we likewise we feel an alliance would be unwise, and at any rate we typically avoid such engagements as they tend to be quite antithetical to lasting peaceful cooperation and trade relations we have found.
-The establishment of trade relations is first on the council's agenda, although we must say we do not fully comprehend the complexities that seem to make up Frenequestan economic and trade policy. We are at least quite glad that some of our goods have already made it to your markets, such a reputation will make for an excellent launching board to further trade between our peoples and we would very much like see to established some manner of free-trade agreement within the near future. We can assure that the presence of Frenequestan goods exist here in our own nation, although as far as we understand, most have come through third-party national importers.
- In reference to that, we would request that the Frenequestan ministries involved in economic policy and foreign trade provide a copy of their current regulatory measures, guidelines and protocol so that we might disseminate them to our commerce guilds and businesses, we will gratefully respond with a current list of the business and labor standards currently endorsed by the Mercator Society and Faborum Union. (though the guidelines and indeed membership within either guild is strictly voluntary, we do encourage foreign businesses to adhere to them, as both represent the minimal acceptable guidelines with regards to lawsuits and businesses which fail to adhere will face difficulties with finding investment capital and reliable labor.
- There is a small (read miniscule, 1%) tariff on nations without a free-trade agreement, levied by the Confederation upon entering our space. It is usually the first thing we offer to eliminate in any trade agreement, it's more or less a service fee for keeping our trade lanes secure.


- The Mercatorum possess a similar technology to the cybernetic chips that you have spoken of, though we will still accept any information you send, as there most certainly will be differences in hardware and software.
- It's simply a feel-good fact that we threw together, but a quick poll of the Council and the Argenople Republic, found a more or less positive view of Frenequesta, a majority thought well of your nation. Which is surprising, considering most of our population tends to consider people from nations who don't wear ties to be unworthy of respect, let alone have a government run by a party with "socialist" in the name. Cultural similarities will do that.
- Ayn Rand's novels aren't quite so popular as you'd imagine. They are of course popular, the Chairman, the Triumvirate and most of the Council could easily be said to have read it. Still, not everyone of them would say they liked it. Some would even strongly disagree with it. Now we don't take kindly to book burning, or any kinds of prohibitions, but if you scoff at finding a copy* of her books in one of our diplomats' offices, we wouldn't particularly take offense.
*(OOC: Frankly, even if I agree with her here and there, I have to say Atlas Shrugged isn't golden, I found myself constantly wondering what sort of person possibly thinks the way her characters do, they often border on the psychotic.)
- If we understood the inferences correctly, is it true your nation has anthropomorphized ponies? Because, despite being adorable, awesome friendly and magic. We have simply no idea how to accommodate such creatures or their behaviors, not that it will matter in the long term. We just want to avoid the potential political disaster of forcing some important talking pony to take a cargo seat on a shuttle.

The Merchant Republics gratefully accept the Embassy Application of Neu Engollon as presented. Before we continue with the pleasantries and welcomes, there are a few notes;

- Currently there are no pre-fabricated embassy buildings, we've been constructing them on request. Since you have stated that you are not looking for anything particular, we will be constructing a four-story townhouse in the style of a traditional Mercatoran Villa, there will be an accompanying 8 car garage, there is room for a pool or a decorative garden in the outdoor atrium. There will be a guesthouse suitable for housing some 20 visitors and a gatehouse that will act as the main entrance to your embassy. The walls around the facility will be constructed to your specifications. There will be a small helipad located on top of the garage and connected to the main-building by a walkway.
- We will require to place visible signage in-front of your gatehouse to indicate that weapons and narcotics should be declared and confiscated before entry. Expect frequent accidental violations.

We admire Neu Engollon's commitment to neutrality, we share like-minded values, we were for a long-time an insular nation, neutral by default of our own hermetic nature on the world stage. We still like to think ourselves stewards of that mindset, though we have become more open to international cooperation.

The village is at any rate, the same distance from the capital as most of the suburbs and sleeper communities, it's been built specifically in what constitutes our de-facto green belt.
If you should insist on the urban location, we will attempt to purchase it for you from our own treasury, and if successful* it will be provided for gratis. But we do not recommend it.

There I go, leaping to assumptions. I've read a few of his excerpts in my internet libertarian journeys, but never got around to reading any of his books. Honestly, I just figured you meant Rand because she's more mainstream and tends to be more controversial. If I said Robert Nozick's name in a room, most people would assume I'd sneezed. Indeed if you hadn't mentioned the book specifically, I probably wouldn't have even connected anything to the name at all.

Also ponies... yay! I've toyed with the idea of pony immigration, ultimately I decided I'd like to keep my nation a little more... serious than I could reasonably expect to with a pony population. Does you nation have a prominent economic ideology: Yes, generally it's one that supports those who need the help but there are certain requirements for certain things (I.E When receiving Welfare the recipient must be enrolled for job finding programs or actively able to prove they are looking for a job or they already have a job but the wage is considered a basic wage which they are unable to support themselves.) also most of the economy is in the public sector but there have been attempts at re-establishing some sort of private sector but a heavily regulated one.

Additional Information (Security/Health Concerns, Quick Bio): Nikolai is an interesting man, he moved to Pantoufle from Serbia when he was only 4 years of age because his family was in exile also because famine and war was plaguing his home country he wanted to try something new and had some experience in the political field as he was once appointed mayor of Avignon by the Regional Magistrate of NR (Neigeux Rivières) when he sent the application to the King of Pantoufle to be enlisted as an Ambassador for Pantoufle the King gladly admitted Nikolai and was awaiting assignment fortunately this opportunity has now arisen and Nikolai is excited to go into service.

That was where they met. Afterwards, Mr. Nelson was brought in the Tolmakian-Foreign Security Service where he served for 5 years. After retiring, he found a position in the Ministry of Foreign Affairs.
