The state would allow some talk but, if it grows, the state will over rule the justice system to stop a civil war

All people of the age of 18 must either join the military or do labour for three years. Every child must do it and if they are caught not doing it, then they will be imprisoned in a State Farm for twenty years.

The accuses can have barristers but, if they are convicted then they by law have to appear in front of parliament and make their case. If they do make their case and 2/3+1 find him not guilty then he is free but if they don't, then he will be immediately sent to be executed.

We have state bankers and a number of small banks, the people usually just put their money in a state vault where it is illegal for any person but the person who put the money in their to remove it (unless he/she dies, then it goes to the next of kin)

A banker was executed last year, CEO of Astra Corps and speculator, John Friedman awnsered to 2023 counts of fraud, 1300 of theft, 81 torture offences, 21 counts of murder.
They are the revolution in online bankin and financial services with incredibly low interest rates on loans or mortgages, provide business subsidises and unemployment and are viewed in favour by the government. They also donate over 21 billion a year to charities.

The State recognises no political parties on the national scale, just regional and local politics. While HRM the High King makes broad, sweeping decisions, smaller matters are decided by the regional governments.

While military service is generally voluntary, in times of crisis a draft is enacted. Citizens are required to serve at least one year. The last time a draft system is proposed, during the Tuthinan Republican Uprising, it met heavy resistance from both the Cult and some of the nobles, arguing that it would cause severe damage to the Empire's foundation.

There is capital punishment, although it has not been used officially for a long time. The main (and usually only) obstacle of it is that all capital punishment has to be personally approved by the Emperor, who has the authority to order an appeal or amnesty if he sees fit.

What institutions or members of social classes are the biggest property owners in your nation? The noble families are the biggest property owners in the Empire. As a feudal nation, all land in the Empire is owned by either the nobility, the priesthood, or Emperor himself as his personal demesne.
How does a wealthy man go about turning his wealth into political influence or power in your nation? How easy is it for them to do this? There are numerous ways to do that. The simplest way of turning wealth into political influence is to purchase land, as well as the title it belongs to, from other land-owning nobles, either directly by agreement or indirectly by trade or marriage and inheritance. Once the change of ownership of the title is recognised by the Imperial government, the new owner of it is considered a noble and thus eligible to seat in the Imperial Court once one meets other criteria.

Other methods of turning wealth into power is the establishment of large business that can affect the existing nobles and power-holders. Among them, the most common way is to start a high-class brothel. As brothels are the place of counselling courtesans, whose vast connection in high- and low-born of the Empire can provide invaluable information and suggestions to the rulers, the owner of said brothels and courtesans can easily utilise the information gained from it and turns it into influence in various ways.
Does the State make efforts to prevent or punish speculators? Speculation, especially short-term, in general is frowned upon by the rulers of the Empire, as it is seen as an act of benefiting oneself at the cost of the long-term benefit of the Empire and its people. While there are few legal punishment on speculation as long as it does not have a severe effect on the society, participating heavily, especially having it as the main source of income, effectively bars one from being socially recognised as nobility by the majority of the Empire, and thus severely limiting one's political influence.
When was the last time a banker was executed? Do you have many bankers left? There are no executions of bankers in the Empire, at least no execution is conducted based on the fact that one is a banker. There are many bankers in the Empire, and many nobles have engaged in finance and banking, although their practice is considered way more stable and conservative than most foreign bankers.
Can the State arbitrarily seize property? Yes, as in theory, all secular authority is derived from the Emperor, and everyone in the Empire swears fealty towards him, he has the authority to revoke any and all property of any Imperial citizen. However, as property rights are considered one of the fundamental privileges of an individual, such action is only done when there are solid proof that the continued ownership of property by said individual is hazardous to the Empire as a whole.

All Imperial citizens are allowed to own all types of property, while non-citizens can only own property in the Empire only if guaranteed by Imperial citizens or permitted by the Imperial government.
What is the status of private, state, and collective property in your nation? Effectively everything in the Empire is private property, with "public property" being most often associated with Cult-owned properties or other things that are traditionally open to all people at all time.

IV. RELIGION
Are there any official religions or official viewpoints about religious questions? Yes. The Imperial Cult is the official religion of the Empire.
What happens to those who hold a different point of view? It depends on the exact difference. Because of the relatively loose tenets of the Imperial Cult ("revere the Emperor"), most different points of view can be made compatible, and the holders of said views are usually suggested by the priesthood to do so in order to continue their practice. However, in cases where it is deemed incompatible, they will be advised to either convert or leave the Empire, as not revering the Emperor is effectively the same as forfeiting one's citizenship, in which case one will not be allowed to own property in the Empire unless otherwise permitted. If they refused to convert or leave, they might be prosecuted for heresy.
If the religions of the majority prohibits a practice that would be convenient for your government in a situation, what does your government do when that situation arises (e.g. there is a famine and eating certain food is prohibited, but your military captures a giant stockpile of the forbidden food) ? It rarely happens, both because the Imperial Cult is derived from the native religion of the Empire, which most Imperial citizens practised, and that the Imperial Cult rarely forbids action or practice itself. In cases where such situation arises, the priesthood will be summoned to discuss the situation, and judge whether it can be rationalised as something that can bring more benefit despite breaching the teaching of the Imperial Cult. As the Emperor also serve as the head, as well as one of the main being of worship of the Imperial Cult, most of the time his words and wills are accepted by the people. However, as it is still a breach, the one responsible for it, even the Emperor himself, is expected to atone for it, either by adhering to the tenets stricter afterwards, cleansing his soul and body in rituals, or issuing a self-critique to reflect on the situation, and how to avoid it in the future.
Does the State meddle in the affairs of the Church? It is extremely difficult to tell, as the Emperor serves as both the head of the state and the head of the Imperial Cult, making both the State and the Church one entity. The same is true in practice as well, as the State needs the Church to cover the majority of the citizenry beyond the reach of the state apparatus, and the Church needs the resources and authority of the State to continue its dominant position in the society, they have a very interdependent relationship, to the point one can argue that the State and the Church are one.

V. FOREIGN AFFAIRS

No one, as the Empire believes that all secular authority ultimately derives from the Emperor, the deity of all humanity, the Emperor carries the final word on all secular decisions, including war and peace. In reality, though, as the vast majority of the military force is owned and funded by the noble families, there are very few things the Emperor can do if the majority of the nobles do not support his decision.
What are the biggest external threats to your nation right now? Republics, especially secular and/or liberal non-monarchies that aim to spread their unwashed ideologies across the world.
What kind of strategies would you use in a war against that threat? Mostly mutual-assured destruction. Despite the Imperial military being well-trained and the majority of the Imperial citizenry being willing to defend the Emperor and his Empire, the republican ideologies are simply too wide-spread for even the best military in the world to deal with all at once. As such, our military doctrine is heavily based on making any invasion against the Empire unprofitable for the foreign barbarians, while slowly picking them one by one through various means to weaken them. The fact that most republics are fundamentally flawed as the people is divided by trivial political differences help us enormously.

We see Vuzghuliaas one of the few nations that heavily resembles our system of governance, which is obviously the best way to govern and benefits the most people.
