Dravania does not have a formal maximum wage in the conventional sense, as Dravanian citizens receive labour stipends rather than conventional salaries. I assume it’s controlled by the state so and you need to maximise income inequality.

While there's no law stopping them from being paid more, any amount paid above that threshold is counted as "profit" and therefore subject to corporate tax in addition to individual income tax.
