Of course, there would be a huge difference in regulation between 2 handed large crossbows, and the miniature one handed short range kind.

In all seriousness, the world would be a much worse place. Gunpowder has had a very positive effect on the world, came with some bad sure, but the world of swords was a world where armed marauders were quite capable of killing your entire family and the local guards, simply because they had more muscles. Not so much anymore.

Not necessarily. Even without gunpowder things such as c4, cordite, TNT and atomic weaponry might well have developed. So swords + grenades and artillery support.
