Dismantle and reduce the power that the rich and the cronies (I am not namecalling, this is often times said of those in Burma) can have, and especially the military junta itself. Use the riches of the present (mostly from jade and other natural resources) to improve the country as much as the money will allow - healthcare, education, transport, infrastructure. Stretch the jade, natural gas, and our resources to the very last Myanmar Kyat back to the country and to the people.

After a few years (or decade, perhaps) of work, step down as a dictator and slowly allow a democracy to take over based on merit. EDIT: Well damn, 24 hours... then I'll need to establish Democracy ASAP and make the candidates read "Proper Ruling 101".

Not much social policy(abortion, guns, lgbt etc. that is unpopular with partisans of a major party because that's to do AFTER you get popular as an elected official during the dictatorship and THEN win elected office AFTER.

So with those out of the way...

Streamline the legal code, break the two parties into more broad groups, raise the minimum wage, replace the supreme court with 9 ideologically neutral justices, break up so many trusts and monopolies, free food for my whole day(1 free meal each for each meal of the day up to 3), declare myself Heavenly King for the memes and then abdicate before the 24 hours are up to found the new republic and democracy, get married to whoever I ethically can(basically all the paperwork would be yeeted), interject a lot of new fresh blood in academia, detransition from fossil fuels with a plan to transition using pre-prepared legislation, build a lot of new churches, synagogues, mosques, temples, monasteries, shrines, etc. for many religions, and grant all youth free college and healthcare for a generation, also tax cuts and taxes on the rich with enforcement mechanisms to get rid of the debt.

Lower the age to run for President, and establish Presidential term limits that allow me to run for 4 terms and handpick my VP(but only me).

Then run for President, win, serve, allow my VP to succeed me and serve for two terms, then peacefully retire as 24 years of my vision has saved the world.

And go have fun after.

Only for 24 hours? That gives me exactly enough time to change nothing about our Government, and if i would try to, i would not survive even this 24 hours. Even with total power above my own people we are still a puppet state that cannot change anything in any way unless our overlords demand it. To be honest, i would probably try to get connected to as much important personalities as i can, secure myself a comfortable villa in the capital and get a nice position in the government with favors i earned from my 24 hours as Chancellor.

Cut nonessential government agencies, abolish the IRS, delegate more power to the States, end foreign aid, pull all our troops back to us, withdraw from UN and NATO, abolish income tax, universally ban abortion, order the border to be secured as well as possible, reallocate funds to homeland security and defense, end partisan politics, give greater liberty to smaller parties by ranked voting, remove restrictive gun laws nation wide, and then finally, give every state the opportunity to vote for secession.

24 hours is not enough time to enact socialism, but I would ensure that we had more effective social programs, campaign finance laws, a restructured Parliamentary system, and more stringent economic regulations on corporations. I'd try to aid in the formation of worker-coops, but again, 24 hours is not a long time.
