I was thinking about this argument earlier. Do you mean to suggest that there are circumstances where the 13th amendment's actual bars on slavery can be lessened? Not just as part of punishment for a crime. If no amendment is absolute, can the state engage in or permit chattel slavery of non criminals where, say, strict scrutiny is met?
