No there’d be an issue with it because NY is a state and the Governor isn’t the President. Only the President can say “you and what army” the governor can’t. And many governors have found that out the hard way.

Ok well NY refusing to follow the court will end up the same way Alabama and Arkansas refused to follow the court, with the US military occupying the state and the governor led away in handcuffs to the federal pen
