Why, though? Like, you'd be wasting so much money doing this. City living is vastly more expensive than rural living.

It depends on what city your talking about. Some medium sized cities such as Duluth and Boise aren’t very expensive.

You don't have to live there, but you are forcing them to do so to get government support.

Instead of allowing government support in social accommodation in towns, which would be a lot cheaper than in a city.
Not only that, you do not have to concern yourself with people disabilities as much.

I'm just waiting for the other shoe to drop and Sundiata to reveal that this is all about forcing the inferior poors into the cities where they can be made to do menial labour and leaving the country for the superior rich to build themselves palatial estates.

In that case, the answer is 10,000 in residential high rises on average. I asked because Hong Kong would've meant a lot more people in a lot less space, as the area's notorious for.
