I know this can also be explained with better cars, better roads, etc. And this is from another country, but I guess speed limits do have positive impact on road accidents.

And seatbelt laws, anti-lock brakes, built in crash zones, automatic vehicle dynamics, less drunk driving, etc. All have a bigger role in accident reduction. The one place car construction laws (raised hoods) and speed limits play a strong role is in the reduction of pedestrian fatalities.
