Heartbeat is focusing on something that is utterly inconsequential and meaningless, some bullshit they have chosen because they know that it is so early in the pregnancy that it acts as a de facto ban.

What is their obsession with incest?

Rape: A crime was committed against the female partner. Or BY the female partner.
Incest: A crime was committed against the female partner, who was either underage (ie rape) or committed a crime herself.
Life of the mother: Well of course.

Republicans seem to have a soft spot for sex criminals. Penalties for incest go as low as 1 year (and $500 fine) so this provision seems to encourage male relatives of a pregnant woman to step up and claim to be the father.

Btw, there's no obligation on the sheriff to investigate an alleged rape or case of incest. The chance of the sheriff laying charges are essentially nil if the pregnant woman won't co-operate.
